Cardinal George Pell sentenced to 6 years in prison for child sex abuse

Pell is the highest-ranking Catholic cleric worldwide to be convicted of child sex abuse .

The most senior Catholic cleric ever to be convicted of child sex abuse was sentenced to six years in prison in Australia on Wednesday morning.

Cardinal George Pell, 77, faced as many as 50 years in prison after being convicted in December for the molestation of two choir boys while he was the archbishop of Melbourne in the 1990s. Pell must serve a minimum of three years and eight months before he is eligible for parole.

He will spend the rest of his life as a registered sex offender.

Pell was convicted for the assault of the 13-year-old boys after he caught them swigging sacramental wine in a rear room of Melbourne’s St. Patrick’s Cathedral in late 1996.

The jury also found Pell guilty of indecently assaulting one of the boys in a corridor more than a month later….

During the nearly hour-long sentencing remarks, Kidd called Pell’s attack “brazen” and suggested that the cleric was “breathtakingly arrogant” in his attack on the young boys.

“There is no evidence of your remorse or contrition,” Kidd said Wednesday in court….

A spokesman for the Vatican also said that Pell was no longer head of the Secretariat for the Economy, a post that oversees the Vatican’s finances.

LYON, France (AP) — A Catholic cardinal and five other people went on trial Monday accused of covering up for a pedophile priest who abused Boy Scouts — France’s most important church sex abuse case to date.

The case poses a new challenge to the Vatican, amid growing demands in overwhelmingly Catholic France for a reckoning with decades of sexual abuse by the clergy.

Cardinal Philippe Barbarin, 68, appeared in a Lyon court Monday along with other senior church officials accused of failing to protect children from alleged abuse by the Rev. Bernard Preynat. The top Vatican official in charge of sex abuse cases, Cardinal Luis Ladaria, is among the accused — but won’t appear in court because the Vatican invoked his diplomatic immunity.

Nine people who said the priest abused them in the 1970s and 1980s brought the case to court, and hope it marks a turning point in efforts to hold the French church hierarchy accountable for hushing up abuse. The victims say top clergy were aware of Preynat’s actions for years, but allowed him to be in contact with children until his 2015 retirement.

Despite nationwide attention on the case, it may fall apart for legal reasons. Prosecutors initially threw out it out for insufficient evidence. Barbarin’s lawyer says his client never obstructed justice because the statute of limitations had passed on the acts in question by the time Barbarin was informed….

Woman sentenced to life as teen in killing wins clemency

A woman who says she was a victim of sex trafficking when she killed a man in 2004 was granted clemency Monday by Tennessee’s governor and will be released from prison

NASHVILLE, Tenn. (AP) — A woman who says she was a 16-year-old sex trafficking victim when she killed a man in 2004 was granted clemency Monday by Tennessee’s governor and will be released from prison later this year.

Tennessee Gov. Bill Haslam granted clemency to Cyntoia Brown, who had been serving a life sentence but who will be released on parole on Aug. 7 — 15 years from the date she was first arrested.

“Cyntoia Brown committed, by her own admission, a horrific crime at the age of 16. Yet, imposing a life sentence on a juvenile that would require her to serve at least 51 years before even being eligible for parole consideration is too harsh, especially in light of the extraordinary steps Ms. Brown has taken to rebuild her life,” Haslam said in his statement.

Brown, 30, will remain on parole supervision for 10 years on the condition she does not violate any state or federal laws, holds a job, and participates in regular counseling sessions….

Brown was convicted in 2006 of murdering Allen, a Nashville real estate agent. Police said she shot Allen in the back of the head at close range with a gun she brought to rob him after he picked her up at a Sonic Drive-in fast-food restaurant in Nashville to have sex with her.

Brown’s lawyers contended she was a sex trafficking victim who not only feared for her life but also lacked the mental capability to be culpable in the slaying because she was impaired by her mother’s alcohol use while she was in the womb.

According to court documents, Brown ran away from her adoptive family in Nashville in 2004 and began living with a man known as “Cut Throat” in a hotel, who then forced her to become a prostitute. Court documents say the man verbally, physically and sexually assaulted her.

One night, Allen picked up Brown at a Sonic Drive-In and she agreed to engage in sexual activity for $150. Once at his place, Brown eventually got into Allen’s bed. Brown told law enforcement officials she thought he was reaching for a gun, so she shot him with a handgun from her purse.

She took two of his guns and his money from his wallet before fleeing the scene….

In March 2017, John Kelly, then Secretary of Homeland Security, said in an interview with CNN that the Trump administration was considering a national policy to separate parents from their children to deter immigrants from crossing the border into the United States. The proposal triggered a backlash because it was so unpalatable, and the administration didn’t move forward with it. But six months later, in December 2017, The Washington Post and The New York Times reported that the administration was again considering the idea. At the same time, advocates who provide services to children in government custody told ACLU lawyers they were seeing children much younger than the teenagers they usually saw entering their facilities. As the stories began to multiply, the ACLU’s Immigrants’ Rights Project quickly realized that the administration wasn’t considering the separation of children from their parents—it was already doing it.

For at least six months before then Attorney General Jeff Sessions announced the zero-tolerance policy of prosecuting every adult who crossed into the United States without permission, which would result in more than 2,000 children being taken from their parents, the Department of Homeland Security had quietly began taking hundreds of children away from their parents to deter would-be asylum seekers from coming to the United States.

We had no idea how many children had been taken from their parents, but we knew we needed to file a class action lawsuit to stop the practice.

R. Kelly under criminal investigation following Lifetime documentary series; possible victims urged to come forward

An explosive Lifetime documentary series covering distressing allegations against R. Kelly has reportedly prompted a criminal investigation in Georgia, while prosecutors in Chicago are urging any victims to come forward.

Investigators from the Fulton County District Attorney’s office in Atlanta have tried to touch base with some of the women featured in the six-part series, TMZ reported.

Kelly — who’s faced numerous accusations of sexual misconduct, which he’s denied — is accused of manipulating women and controlling their lives….

Kelly, 52, has been accused of inappropriate behavior with multiple underage girls in the past, which he has denied. He allegedly married the late singer Aaliyah in 1994, when she was 15.

Kelly was acquitted in a highly publicized child pornography case in 2008 after being accused of appearing in a sex tape with an underage girl years earlier.

Savage’s father Timothy, meanwhile, accused Kelly’s manager Don Russell of threatening him earlier this month, a police report released by Henry County, Ga. cops reveals. The report claims Russell told Savage it “would be best for him and his family” if the Lifetime series did not air, and that Russell threatened to release information damaging to his “reputation, business, and family” if it did.

An arrest warrant for another Kelly manager, James Mason, was issued last year after he allegedly threatened Timothy….

PHILADELPHIA — The Justice Department has issued subpoenas to at least seven of the eight dioceses in Pennsylvania as part of a federal probe into child sexual abuse inside the Roman Catholic Church. The Associated Press, citing two people familiar with the investigation who were not authorized to speak publicly, reports the subpoenas are seeking a trove of sensitive files and testimony from church leaders.

The intervention by the federal government opens a new front of legal peril for the Catholic Church, given that investigations into sexual abuse by clergy members have historically been handled exclusively by state and local authorities.

According to the people who spoke to the AP, U.S. Attorney William McSwain of Philadelphia, who issued the federal subpoenas last week, wants to know if priests, bishops, seminarians or others committed any federal crimes. McSwain was appointed by President Trump earlier this year.

He has asked for certain church leaders to testify before a federal grand jury in Philadelphia, though it could be months before that happens because of the time it takes to review the requested documents.

McSwain has also demanded the bishops turn over any evidence that anyone in their ranks took children across state lines for illicit purposes; sent sexual images or messages via phone or computer; instructed anyone not to contact police; reassigned suspected predators; or used money or other assets as part of the scandal.

The grand jury subpoenas also seek documents stored in “Secret Archives,” ”Historical Archives” or “Confidential Files,” and records related to the dioceses’ organizational charts, finances, insurance coverage, clergy assignments and treatment of priests, according to the AP’s sources.

While the subpoenas hint at possible charges of sexual exploitation of minors and fraud, legal experts said that if federal prosecutors can show that church leaders systematically covered up for child-molesting priests in the past five years, dioceses could also be charged under the Racketeer Influenced and Corrupt Organizations Act, or RICO, the law originally passed to bring down the Mafia.

A representative for McSwain declined to comment to the AP, as did a Justice Department spokeswoman. The Vatican did not immediately respond to a request for comment.

There was no indication the Justice Department is planning a nationwide investigation.

“This is the first time I have ever heard of a federal investigation into child sexual abuse in a Catholic diocese or church. This is a monumental moment for clergy sexual victims everywhere,” Mitchell Garabedian, the Boston-based plaintiffs’ lawyer who played a major role in uncovering the scandal in the Boston Archdiocese over a decade ago….

A Wave of Child Sexual Abuse Accusations Against a Doctor, and Hospital Says It Knew By Christina Goldbaum Oct. 18, 2018

For almost 30 years, parents sought out Dr. Reginald Archibald when their children would not grow. They came to his clinic at The Rockefeller University Hospital, a prominent New York research institution, where he treated and studied children who were small for their age.

He also may have sexually abused many of them.

The hospital sent a letter last month to former patients of Dr. Archibald asking about their contact with him. Ten days later, on Oct. 5, it posted a statement online saying it had evidence of the doctor’s “inappropriate” behavior with some patients and that it first had learned of credible allegations against him in 2004. The letter went out to as many as 1,000 people, said a former patient who spoke with a hospital administrator….

The New York Times spoke with 17 people, most of them men, who said they were abused by Dr. Archibald when they were young boys or adolescents. Most of them learned of the possibility of other victims for the first time when they received the letter. A few, however, said they had filed complaints with the hospital or authorities in the past, but their allegations were not investigated….

Cardinal George Pell, a senior adviser to Pope Francis and the third-ranking official in the Holy See, is taking leave from the Vatican to fight historical sexual assault charges in his home country of Australia.
The case is the latest black mark against the Catholic Church, which has been reeling from sexual abuse scandals across several countries that date back decades. It could also have ramifications for Pope Francis, who counts Pell among his closest aides.

Australian police have not released a detailed list of charges against Pell and didn’t disclose any information about alleged victims, saying only that there were multiple charges and “multiple complainants.” ….
“I’m innocent of these charges, they are false,” Pell said. “The whole idea of sexual abuse is abhorrent to me.”….
Pell has previously denied covering up abuse committed by priests when he served as the Archbishop of Melbourne from 1996 to 2001. But he acknowledged his predecessor, Archbishop Frank Little, now deceased, had destroyed documents to protect priests.

A 2013 Australian government inquiry, the Royal Commission into Institutional Responses to Child Sexual Abuse, found that 7% of priests in Australia were accused of abusing children, from 1950 until 2015. At least 1,880 alleged perpetrators were identified and 4,444 victims came forward…..

In the United States, analysis of information on 110,000 priests who served the Church between 1950 and 2002 found that 4% of them had been accused of abuse…..

Church Of England ‘Colluded And Concealed’ Bishop’s Sex Abuse, Leader Says

When faced with allegations of sex abuse against one of its bishops, the Church of England “colluded and concealed rather than seeking to help those who were brave enough to come forward,” the church’s leader acknowledged Thursday.

“For the survivors who were brave enough to share their story and bring Peter Ball to justice, I once again offer an unreserved apology,” Justin Welby, archbishop of Canterbury, said in a statement. “There are no excuses whatsoever for what took place and the systemic abuse of trust perpetrated by Peter Ball over decades.”

Welby was responding to the findings of an independent investigation into how the church handled the allegations against Ball, a former bishop who pleaded guilty in 2015 to indecent assault against young men. That report, also released Thursday, found that Ball “abused many boys and men over a period of twenty years or more.”

“That is shocking in itself but is compounded by the failure of the Church to respond appropriately to his misconduct, again over a period of many years,” Moira Gibb, who led the investigation, said in the report. “Ball’s priority was to protect and promote himself and he maligned the abused. The Church colluded with that rather than seeking to help those he had harmed, or assuring itself of the safety of others.”….

Cardinal George Pell, Australia’s highest ranking Catholic, has been charged with historical sex offences.

Victoria Police has confirmed Cardinal Pell has been charged on summons over multiple allegations and is due to face Melbourne Magistrates Court on July 18 for a filing hearing.

A statement from the Catholic Archdiocese of Sydney said Cardinal Pell had been informed of Victoria Police’s “decision and action”.

“Cardinal Pell will return to Australia, as soon as possible, to clear his name following advice and approval by his doctors who will also advise on his travel arrangements….

Cardinal Pell is the third most senior Catholic at the Vatican, where he is responsible for the church’s finances….

“There are multiple complainants relating to those charges,” he said….

He has repeatedly and emphatically denied all allegations, but said he would continue to co-operate with the police investigation….

More than 300 people die in Syrian prisons every month, often after being subjected to brutal torture and abuse by security forces, according to a new report from Amnesty International.

The report says at least 17,723 people have died in custody in Syrian prisons since the start of the country’s conflict in 2011, and it documents crimes against humanity committed by government forces. While detainees dying in Syrian prison custody isn’t new—in the decade leading up to 2011, there were around 45 deaths in custody each year, according to Amnesty—it’s “never been to the scale that we’re currently seeing,” Claudia Scheufler, the report’s author, tells Newsweek.

“Anyone who could in any way be seen as opposing the government,” including journalists, human rights activists and medical workers, could end up in prison in Syria, says Scheufler. More recently, humanitarian workers who have been providing support to those displaced by the fighting have increasingly been jailed. One woman told researchers that someone she was giving food to didn’t like the way tomato paste was being distributed. That person complained to the security forces, and the woman ended up in prison.

Amnesty spoke with 65 survivors of prison torture and abuse in security facilities operated by Syrian intelligence agencies and the infamous Saydnaya Military Prison, located outside Damascus. A number of people told Amnesty that in addition to being tortured, they witnessed extrajudicial killings, saw fellow detainees being beaten to death and shared cells with dead bodies.

Those who spoke with Amnesty described a “welcome party” ritual when they arrived at a detention center, which involved beatings with metal bars or electrical cables. Women detainees suffered from sexual assault and rape by male guards. Forms of torture that survivors described to Amnesty, and that were used to extract “confessions” from detainees, include dulab, the process of forcibly contorting a body into a rubber tire, and falaqa, flogging the soles of the feet….

Victoria police are considering whether to charge Australia’s most senior Catholic, Cardinal George Pell, with historical child sexual abuse offences.

Last month the chief commissioner of Victoria police, Graham Ashton, confirmed allegations against Pell had been referred to the Office of Public Prosecutions for a recommendation as to whether police should drop the investigation, investigate further or lay charges.

In a statement issued on Wednesday the Victoria police media office confirmed it had received the office’s recommendation but would not confirm what had been recommended or whether detectives would be sent to Rome to interview Pell, who is the Vatican’s chief financial advisor.

“We have received advice and will now take the time to consider it,” the statement said. “As with any investigation, it remains a decision for Victoria police as to whether charges will be laid.”

Police have been investigating allegations that Pell exposed himself to three young boys at Torquay life saving club in Victoria in the summer of 1986 or 87.

Another two allegations involve two former St Alipius students, who allege Pell repeatedly touched their genitals while swimming with them at the Eureka pool in Ballarat in 1978-79. At the time, Pell was episcopal vicar for education in the Ballarat diocese.

Pell has vehemently denied the allegations against him, describing them as “nothing more than a scandalous smear campaign”. He accused police of leaking to the media, and called for a Victorian government inquiry into the alleged leaks….

The Beth Din of America has been added to the list of defendants in a $100 million class action suit against Rabbi Barry Freundel, the prominent Washington, D.C., spiritual leader who was convicted of secretly videotaping women in his synagogue’s ritual bath.

On Tuesday, the attorneys representing the plaintiffs filed an amended complaint in Superior Court in Washington, D.C., that included the rabbinical court, according to a news release on behalf of the Sanford Heisler and Chaikin Sherman Cammarata Siegel law firms.

The suit, which was filed originally in December 2014, also names as defendants Freundel’s former synagogue, Kesher Israel; the Rabbinical Council of America, the main professional association for modern Orthodox rabbis in the United States, and the National Capital Mikvah, the ritual bath Freundel used to spy on his victims.

In the civil case, the plaintiffs claim that the mikvah, the synagogue, the religious court and the RCA ignored warning signs of Freundel’s behavior.

Freundel is believed to have violated the privacy of at least 150 women he filmed while they undressed and showered at the mikvah, or ritual bath. They included members of Kesher Israel, candidates for conversion to Judaism and students at Towson University in Maryland, where Freundel taught classes on religion and ethics. The rabbi also secretly filmed a domestic violence abuse victim in a safe house he had set up for her.

He pleaded guilty last year to 52 counts of voyeurism and began serving a 6 1/2-year sentence in federal prison….

Child Abuse May Shorten Some Women’s Lives
Extreme stress may affect the way the body’s cells function

WEDNESDAY, Aug. 17, 2016 (HealthDay News) — Women who suffered physical or emotional abuse as children often die at a younger age than other women, a new study suggests.

Researchers found that among nearly 6,300 middle-aged U.S. adults, female survivors of child abuse were more likely to die over the next 20 years, versus other women.

And the worse the abuse was, the greater the impact appeared to be on a woman’s life span. Those who said they’d suffered severe physical abuse were 58 percent more likely to die during the study period, compared with women with no history of child abuse.

Experts said the findings, published online Aug. 17 in JAMA Psychiatry, highlight the lasting and extensive effects of child abuse.

Previous research had already shown that survivors of abuse are at risk of poorer physical and mental health as adults….

Although the study found a link between abuse in childhood and a shorter female life span, it’s important to note that the study wasn’t designed to definitively prove a cause-and-effect relationship.

Still, Shalev, who does research on the biological effects of stress during early life, had at least one theory as to how abuse may lay the groundwork for an earlier death.

Adversity in early childhood may leave a biological “fingerprint” that affects how body cells function over a lifetime, he suggested….

“We know that both men and women suffer long-term effects,” he said.

That’s not true of all child abuse survivors, of course, Shalev pointed out. And the point is not to “alarm” people with a history of abuse, he added.

Instead, Shalev said, they should be aware of the possible long-term risks, because they can do something about it — by eating well, exercising, and seeing their doctor for routine health screenings.

“A healthy lifestyle can help mitigate the effects,” Shalev said.

Reports of more types of childhood abuse were also associated with a greater risk of all-cause mortality in women (all vs none HR, 1.68; 95% CI, 1.24-2.30; P?=?.001; some vs none HR, 1.24; 95% CI, 1.01-1.52; P?=?.04). These effects could not be accounted for by childhood socioeconomic status, personality traits, or adult depression. No associations were observed in men.

Conclusions and Relevance  These results suggest that in addition to the established psychiatric consequences of abuse, women who report childhood abuse also remain vulnerable to premature mortality into adulthood. Thus, reported childhood abuse may have long-term ramifications for health and longevity in women.

Amnesty International has called again for allegations of involvement by UK security services in child abuse at Kincora Boys’ Home in Northern Ireland to be investigated by the Westminster child abuse inquiry.

The latest Amnesty call comes as a new report reveals that Dr Morris Fraser, a child psychiatrist who has been linked to Kincora, and who was convicted of sexually assaulting a child while working for a Belfast hospital in 1972, was allowed to remain on the British medical register for 24 more years during which he was convicted on abuse charges on two further occasions.

Report author Dr Niall Meehan cites a number of sources linking Dr Fraser to abuse at Kincora Boys’ Home. Allegations have persisted for decades that a paedophile ring at Kincora Boys’ Home in Belfast was linked to the British intelligence services….

Three senior staff at Kincora – William McGrath, Raymond Semple and Joseph Mains – were jailed in 1981 for child abuse, but there have been suggestions of a mass cover-up by MI5, which was rumoured to be protecting high-ranking paedophiles in the military, Civil Service and politics.

One of the child sex abuse victims from Kincora is challenging the home’s exclusion from the inquiry in a judicial review being considered in Belfast High Court. Gary Hoy, who was abused by two of the men who were subsequently convicted, is taking legal action to force a full independent inquiry with the power to compel witnesses and the security services to hand over documents.

The judicial review case has heard allegations that MI5 was involved in covering up the sexual abuse of children in order to protect an intelligence-gathering operation it ran in the 1970s. A decision in the judicial review case is due to be delivered on April 8th.

Government papers disclosed last year revealed that the Belfast boys’ home was at the heart of correspondence involving the security services.

The papers also named former government figures alleged to have been involved in paedophile rings. These include the late Sir William van Straubenzee, who was a government minister in Northern Ireland between 1972-74 when the allegations of a paedophile ring at Kincora were first made; and Sir Peter Hayman, former deputy director of MI6.

Massachusetts priest defrocked for sexually abusing minor: archdiocese

A suburban Boston priest has been defrocked by the Vatican after an investigation by the Roman Catholic church found him guilty of child sexual abuse, the Boston Archdiocese said on Thursday.

The priest, Thomas H. Maguire, was serving as pastor of Saint Helen Mother of the Emperor Constantine church in Norwell, Massachusetts, about 25 miles (40 km) southeast of Boston, when he was accused in 2012 of inappropriate sexual activity with minors. Maguire was suspended from priestly duties at that time.

Police investigated that allegation but did not find evidence of a crime.

However, following the news of Maguire’s suspension, other people came forward to accuse him of sexual abuse dating to the mid-1990s and earlier, the Boston Archdiocese said in a statement.

A probe by church officials into those earlier allegations concluded that Maguire was guilty of abuse of a minor, the archdiocese said.

It was unclear if there was one or more victims, and the earlier incidents were too old to be criminally prosecuted….

The 2015 film “Spotlight,” which chronicled the Globe’s reporting of the clergy sex abuse scandal, earlier this year won the Academy Award for Best Picture.

The Vatican unveiled in 2014 that it had defrocked more than 800 priests since the start of the crisis.

Insurance experts told a Vatican conference in 2012 that as many as 100,000 U.S. children may have been the victims of clerical sex abuse. Some 12 U.S. dioceses have filed for bankruptcy since the scandal broke, in part due to more than $3 billion in settlements paid to victims.

RIO DE JANEIRO, Brazil — A member of a commission set up by Pope Francis to advise him on child abuse says the group is a “token body” exercising in “smoke and mirrors” that won’t help children stay safe from abusive priests.

Peter Saunders, the commission member, is now on a leave of absence as he considers whether to continue with an effort he says he has lost faith in.

Meanwhile, new Catholic bishops are still being taught they’re not obliged to report cases of child abuse by priests to the police.

The Pontifical Commission for the Protection of Minors, which Francis set up with much fanfare in 2014, was supposed to issue guidelines for the Vatican on how to deal with child abuse. But the body was never consulted about the training for new bishops on exactly that topic.

These are just some of the signs that Francis’ reform efforts, and his pledge to clean up the Catholic Church’s most damaging crisis, seem to be unraveling before they’ve even really gotten started.

The problems come as Pope Francis pays a visit to Latin America, a region where, as GlobalPost has reported, the church is accused of reassigning and protecting many alleged predator priests. Among the latest scandals in the region, Chileans are outraged that the pope appointed a bishop accused of shielding the country’s most despised pedophile priest from investigation….

A battle is being waged within the Vatican over how senior clergy ought to handle accusations of sexual abuse amid signs that a special commission created by Pope Francis to handle the issue is being sidelined by senior church officials in Rome.

The rift was exposed after a report in the Guardian about a training course that was offered to new bishops last year in which a controversial French monsignor instructed them that it was “not necessarily” their duty to report accusations of abuse to law enforcement authorities if local laws did not require it.

That stance was rejected this week by Pope Francis’s point man on abuse issues, Boston cardinal Seán O’Malley, who heads a special pontifical commission to protect minors.

“We, the president and the members of the commission, wish to affirm that our obligations under civil law must certainly be followed, but even beyond these civil requirements, we all have a moral and ethical responsibility to report suspected abuse to the civil authorities who are charged with protecting our society,” he said in a statement on Monday.

O’Malley also said that the special commission was committed to “extensive education efforts” within local churches since its founding two years ago, and that its members had reiterated their “willingness to provide this material at courses offered in Rome”, including at the training courses for new bishops and the offices of the Roman Curia, or bureaucracy.

But it is clear that these offers have not been accepted….

The Catholic church is telling newly appointed bishops that it is “not necessarily” their duty to report accusations of clerical child abuse and that only victims or their families should make the decision to report abuse to police.

A document that spells out how senior clergy members ought to deal with allegations of abuse, which was recently released by the Vatican, emphasised that, though they must be aware of local laws, bishops’ only duty was to address such allegations internally.

According to the state of civil laws of each country where reporting is obligatory, it is not necessarily the duty of the bishop to report suspects to authorities, the police or state prosecutors in the moment when they are made aware of crimes or sinful deeds, the training document states.

The training guidelines were written by a controversial French monsignor and psychotherapist, Tony Anatrella, who serves as a consultant to the Pontifical Council for the Family. The Vatican released the guidelines – which are part of a broader training programme for newly named bishops at a press conference earlier this month and is now seeking feedback.

Details of the Catholic church’s policy were first reported in a column by a veteran Vatican journalist, John Allen, associate editor of the Catholic news site, Cruxnow.com.

Allen noted that a special commission created by Pope Francis, the Pontifical Commission for the Protection of Minors, had appeared to play no role in the training programme, even though it is supposed to be developing “best practices” to prevent and deal with clerical abuse.

Indeed, a church official familiar with the commission on abuse said it was the committee’s position that reporting abuse to civil authorities was a “moral obligation, whether the civil law requires it or not”. The official said the committee would be involved in future training efforts….

Jim McDonough is suing the Boy Scouts of America and its North Star Council claiming he was sexually abused by his scoutmaster….

Many stories like McDonough’s have come to light in the nearly three years since the Legislature passed the Minnesota Child Victims Act. Most have been focused on the hundreds of claims made against priests accused of sexually abusing children.

But the law, which extends the statute of limitations for older abuse claims, wasn’t written to respond exclusively to clergy abuse. And the Catholic Church hasn’t been the only target of lawsuits aimed at shedding light on a hidden past. Boy Scout organizations are also grappling with accusations of child molestation.

McDonough decided to use the law to sue the Boy Scouts of America and one of its local affiliates, the Northern Star Council. At least 16 lawsuits are pending in Minnesota against the Boy Scouts, including McDonough’s civil action. Most target the Northern Star Council. Three other lawsuits list another council as a defendant. At least 12 additional suits are expected to be filed before the law’s May 25 deadline….

McDonough’s suit seeks at least $50,000 from the Scouts. The Northern Star Council, which represent troops in 21 Minnesota counties and four counties in western Wisconsin, declined to talk about abuse suits filed by McDonough and others….

One of McDonough’s lawyers, Peter Janci, won a $19.9 million verdict against the Boy Scouts in 2010 in Portland, Ore. Janci says that when it comes to sexual abuse against children, the Boy Scouts have some things in common with the Roman Catholic Church.

“They both involve organizations that really believe in their mission. At times, that has led to them to make decisions where they put reputation of the organization above safety and health of individuals,” he said.

In the case of the Boy Scouts of America, that included the creation of what it called “ineligible volunteer” files, Janci said. When the Scouts learned that a volunteer had sexually molested or raped a child, it often created a file so it could bar that person from volunteering in another city or state.

Between 1955 and 1984, the Boy Scouts of America created 1,300 of these files. A judge ordered those files released, with some information redacted, after the Portland trial.

A small percentage of the “ineligible volunteer” files were atheists or homosexuals. The Scouts barred gay men and lesbians from the organization until just recently. But the vast majority of files focused on sexual molestation. They became known as the “Perversion Files.”

The Boy Scouts has been keeping secret tabs on suspected abusers since the 1920s, but it didn’t routinely report those people to police. The organization began requiring “mandatory reporting of suspected abuse” in 2011….
