Consensual sex and sexual abuse were both common at the Haut de la Garenne children’s home in the 1980s, a care inquiry has heard.
Witness D, now in his 40s, told the Independent Jersey Care Inquiry he was too scared to report the abuse he suffered to the authorities.
He was in the home from 1981 until he left care in 1984.
His testimony suggested there was widespread abuse of residents by other residents….

A notorious sex offender dubbed the “Beast of Jersey” would sit girls on his knees and abuse them, the island’s care inquiry has heard.
In a statement, Witness 205, a female former resident of La Preference children’s home in St Martin, said Edward Paisnel was a regular visitor.
She said he encouraged young female residents to call him “Uncle Ted”.
The Independent Jersey Care Inquiry is investigating child abuse in Jersey’s care system dating back to 1945….
Former Haut de la Garenne resident tells of abuse 16 January 2015
A former resident of the Haut de la Garenne children’s home was abused by a member of staff and residents in the 1960s and ’70s, an inquiry heard.
A witness known as Mr K, aged 50, gave evidence to the Independent Jersey Care Inquiry (ICJI) by video link from the UK.
Mr K said he was at the home for 13 years, and described the time as “horrific”.
He told the inquiry he felt he missed out on his childhood completely….
Mr K said corporal punishment at the home was excessive, that he had been given three or six lashes with a cane for misbehaving, and then put in a detention cell.
“Staff went overboard and I actually think some of them enjoyed it; one time I was hit so much that the cane broke on me,” he said….
Jersey care inquiry: Police told of Savile abuse 15 January 2015
A Jersey care home resident told police in 2009 that he had been abused by Jimmy Savile, an inquiry has heard.
Savile, who died in 2011, was never prosecuted over the allegations, the Independent Jersey Care Inquiry (IJCI) has already been told.
The abuse happened at Haut de la Garenne in 1976, the victim told police as part of their investigation into alleged offences at the home.
Police have said there was insufficient evidence for investigating Savile.
The victim’s interview with police investigating abuse at the care home was read to the inquiry in Jersey.
Savile, a Radio 1 DJ who also presented the BBC’s Top Of The Pops and Jim’ll Fix It, died aged 84 – a year before allegations that he had sexually abused children were broadcast in an ITV documentary.
He is now believed to be one of Britain’s most prolific sex abusers and is thought to have assaulted hundreds of people between the ages of five and 75.
But was never charged with any offence.
The DJ was a regular visitor to Jersey and was Mr Battle of Flowers at the island’s annual parade three times, the last time in 2002….

…The trio, aged 21, 23 and 28, were held on suspicion of committing child sexual exploitation offences against underage girls between 2005 and 2009.
At least 1,400 children were subjected to appalling sexual exploitation in Rotherham between 1997 and 2013, a report published in August found.
Children as young as 11 were raped by multiple perpetrators, abducted, trafficked to other English cities, beaten and intimidated, the Jay report said.

LONDON — The British government on Wednesday severely criticized legislators in the northern English town of Rotherham for a culture of “complete denial” that led to a long-running ring involving the sexual abuse of up to 1,400 children from 1997 to 2013.
A report into the scandal by a senior official at Britain’s Department for Communities and Local Government found a deep-rooted culture of cover-ups and bullying, and grounds for possible criminal indictments.
The Rotherham Metropolitan Borough Council leader, Paul Lakin, has resigned, and the council’s cabinet is also set to resign. Earlier, Shaun Wright, the police and crime commissioner of South Yorkshire, stepped down over the scandal.
The work of the council will be given to five commissioners appointed by the British government, which will call early elections in Rotherham next year to choose a new council.
“This inspection revealed past and present failures to accept, understand and combat the issue of child sexual exploitation, resulting in a lack of support for victims and insufficient action against known perpetrators,” the report said…..

….But in recent weeks, his triumphant return to the national stage has fallen apart in the face of a wave of accusations by women who say Mr. Cosby drugged and raped them decades ago. On Wednesday, NBC said it was canceling the pilot project, and the cable network TV Land quietly decided to stop showing repeats of “The Cosby Show.” Less than 24 hours earlier, Netflix said it was postponing the debut of the comedy special. Other scheduled appearances by Mr. Cosby — on David Letterman’s late-night show and Queen Latifah’s daytime talk show — have also been canceled.
….Mr. Cosby’s lawyers have vigorously denied the accusations in recent days, and he has never faced criminal charges. But the troubles have put the star’s comeback in limbo and created awkward situations as he seeks to burnish his legacy. Mr. Cosby’s handlers, for instance, realizing that Mr. Letterman would have to ask Mr. Cosby about the rape claims, decided to scrap the appearance.
The accusations against Mr. Cosby have been all the more striking because his hit TV show, his commercials for Jell-O and his best-selling books about fatherhood helped him present an image of the ideal family man.
….A subsequent civil lawsuit brought by Ms. Constand promised to present testimony from 13 “Jane Does” with similar accounts of sexual assault. Mr. Cosby’s lawyer called the claims false and even preposterous; the suit was settled for an undisclosed sum in 2006.

….On Sunday, the second woman in a 10-day span, publicist Joan Tarshis, came forward to tell a story of being sexually assaulted by Cosby. She posted a detailed account on Hollywood Elsewhere of being drugged and abused by Cosby, 77, who has been married to wife Camille since 1964.
It’s a scenario that has now been told by more than a dozen women, all recounting incidents that happened years ago.

Councils leaving children at sex-abuse risk, says Ofsted 19 November 2014
Vulnerable children in England are at risk of sexual exploitation and abuse because of council failures, the children’s services watchdog has said.
Child sexual exploitation has not been treated as the priority that events in Rotherham and elsewhere suggested it should have been, Ofsted said.
Councils had been too slow to face up to their responsibilities and plans were “under-developed”, Ofsted said.
The Local Government Association said the report was “uncomfortable reading”.
The report – called The sexual exploitation of children: it couldn’t happen here, could it? – was commissioned by Ofsted’s chief inspector, Sir Michael Wilshaw.
It comes against a backdrop of allegations, convictions and resignations over organised child abuse and exploitation over sustained periods in locations including Rotherham, Rochdale, Oxford and Telford.
A separate report published by MPs on Tuesday into the Rotherham cases concluded the local authority had “failed” victims targeted in the town.
The MPs also said Rotherham was not an isolated case, child sexual exploitation was “widespread” and “serious”, and questioned the performance of Ofsted itself…. http://www.bbc.com/news/education-30096187

On the basis of this inquiry it is clear that, although there was convincing evidence of organised child sexual exploitation in Rotherham, none of the parts of the system designed to scrutinise or challenge had any perceptible effect in identifying or challenging the prevailing insensitivity to child sexual exploitation within the Council. It was the press which stimulated action. 125. Ritual abuse related to accusations of witchcraft and spirit possession occurs in England amongst some communities of African origin. Some child deaths have included elements of ritual abuse, including that of Victoria Climbié and of a headless torso discovered in the Thames. The latest high profile case involving Kristy Bamu and the conviction of his relatives has reignited publicity around the issue. This type of abuse is often linked to a faith setting (church or mosque). Accusations of witchcraft may be made by the church (for example, the pastor) who also professes the solution, usually in the form of a deliverance or exorcism. Once a child has been identified as a witch, often by family members or by a faith leader, different forms of abuse may occur….
126. ECPAT reported in October 2011 that over the last four years, at least 400 African children have been abducted and trafficked into the UK, some for the purpose of ‘juju’ blood rituals. Testimonies from some of the children have described how witch-doctors extracted their blood by force for use in ritual healings. Other estimates about the extent of ritual abuse in the UK are sketchy. Research for the then Department for Children, Schools and Families in 2006 reviewed 74 cases of child abuse which were suspected of connection to spirit possession and witchcraft between 2000 and 2005, and found clear-cut evidence of ritual abuse in 38 of those cases (concerning 47 children). Children and Families Across Borders (CFAB) gave evidence that when a victim of ritual abuse is identified, it is likely that other children exposed to the same informal faith setting may also be at risk.
127. Another form of abuse to which some girls of African origin may be vulnerable is female genital mutilation (FGM, also called female circumcision and genital cutting). It is estimated that approximately 100-140 million African women have undergone FGM worldwide and each year, a further three million girls are estimated to be at risk of the practice in Africa alone. National FGM campaigning organisation FORWARD UK estimate that 24,000 girls under 15 are at risk each year in England and Wales. Child abuse, adversity associated with poor health and employment outcomes later in life
People who currently fall into low-income and educational brackets are up to five times as likely to have faced abuse and adversity during childhood as people who fall into higher socioeconomic groups, according to a University of Pittsburgh Graduate School of Public Health analysis of Allegheny County residents.
The findings, which will be presented Tuesday at the American Public Health Association’s (APHA) annual meeting in New Orleans, support the merit of “whole family” programs that seek to break the cycle of adversity and negative health, economic and social outcomes that persist over generations.
Eliminating childhood abuse and adversity significantly improves health – reducing heart disease by more than 26 percent and serious mental illness by more than 41 percent, the research team determined in a separate study presented Monday.
….People with a low socioeconomic status had 1.7 to 4.2 times higher prevalence for each of the six adverse childhood events compared with people of higher socioeconomic status.
People who reported they were unable to work also reported a prevalence of sexual abuse five times higher than those reporting employment.

The case of a Georgetown rabbi accused of secretly videotaping women in the ritual bath expanded significantly Monday when a national rabbinical board said it had known since at least 2012 of complaints by women converts of inappropriate behavior.
The news triggered an outpouring by converts and advocates for women in Modern Orthodoxy who said the case reflected deeply embedded problems with sexism….
But on Monday, the Rabbinical Council of America — the country’s main group for Modern Orthodox rabbis — said it had received reports going back at least two years that women working with Freundel toward becoming Jewish felt coerced into performing clerical work for him and donating money to a tribunal he led. There was also an allegation that he inappropriately acted as a co-signer on a checking account with one woman….
More female converts began speaking out Monday, including those who converted with Freundel and said he abused the power he had over them as the sole arbiter of their conversions….
Sugarman said Freundel made “constant” comments praising her appearance, asked about her dating life and encouraged her “not to dress so modestly,” she said.
She said other younger female converts had the same complaints and that Kesher’s leadership was informed. “They spoke with him and he promised he’d stop, but it literally never stopped, not even for one day.”….

It has been struck by a German bomb, torn apart by American GIs and left in squalor by a pagan cult.
So when the ruins of an ancient church were discovered in thick woodland by Bob Davey, he could have been forgiven for thinking its fate had already been sealed. Instead, the determined church warden used his retirement to embark on a 22-year crusade to return the dilapidated building to its former glory – despite receiving a death threat from the cult….
He initially had to guard the property at night to deter the cult members, who once drove a car at him and sent him a death threat. He even enlisted the Territorial Army to guard it for a time after the pagans smeared the walls with blood. In spite of some local opposition, he built a road to the church under an old law stating that any consecrated site should have an access route…..

Now, it’s a flourishing church thanks to one remarkable man. Bob Davey, 85, has forked out thousands of pounds of his own cash and even fought off Satanic worshippers in his bid to restore the ninth century Anglo-Saxon church in Swaffham, Norfolk.
In doing so, he uncovered rare and valuable historical wall paintings that he says have international status. Bob is now a warden at St Mary’s Church, which welcomes visitors from across the world and has even received Prince Charles and Princess Margaret.
The building was discovered by Bob’s late wife Gloria one morning in June 1992 while she was on a ramble with friends. Hidden in woodland at the top of a small hill, stood a tower shrouded in dark ivy.
Gloria managed to force her way in, through piles of rubbish, and found a disturbing scene. Soon realising it was an old church, Gloria found it laid out as a Satanic with a pagan alter and anti-Christian symbols.
“This annoyed me intensely,” Bob recalled. “I’ve been a Christian all my life and wasn’t putting up with this on my patch. “That very afternoon, I cleared all their rubbish out and burnt what I could.”….
But he was forced to guard the building at night from black-clad Satan-worshippers who were still trying to use it. Bob claims the devil-worshippers tried to run him down with a car and on another occasion came to his house and threatened him with his life if he carried on his work.
Help came from the Territorial Army who sent soldiers to stand guard with Bob.

Gender based Violence remains one of the biggest barriers of gender equality in Swaziland ranking as the major human rights violation amongst women. There are escalating incidences of gender based violence in the country in general as per the Surveillance on Violence report of 2011 which revealed that 77% of females were victims of abuse and perpetrators were males, were known to the survivors (CSO, 2011). Serial rapists’ occurrences which abduct and later kill women and girls are also seen from time to time.
The practice of muti-killing/ ritual murders is also from time to time surfacing especially soon before the year of national elections. During this period, women and children disappear and are later own found dead or never recovered.
Testimonials of young women alleging that they were married under Swazi Customary Law without being told about the intended marriage and without their consent being elicited first are common. The marriageable age for girls under Swazi Law and Custom is not defined and it is believed that puberty is used to determine that a girl can be a wife.
The prevalence of this violation of rights is stemmed from a turbulent socio-economic status of women and girls in Swaziland. In the past decade of Swaziland’s political and socio-economic history a lot of disparities have made women and girls much more vulnerable to gender based violence resulting in its upsurge. Socio-economic indicators such as education (formal and informal), role or status in society and levels of income have been the key drivers of Gender Based Violence in the home space as such peace is not being ensured in the home never mind the public space…..

LONDON — First there was abuse at the hands of a popular BBC host. There were scandals at private schools and in the church and talk of a pedophile ring in Parliament. Then there was Rotherham: over a thousand teenagers sexually exploited as the authorities looked away.
Over the past two years, high-profile revelations of sexual abuse of children have painted a picture of Britain as a place where such abuse is not just endemic but systematically covered up — either because the perpetrators are of the very highest status or because the victims are of the very lowest.
There are two lessons here, scholars and officials say. The first is that sexual abuse is far more common than previously believed: Currently, 2,500 children in England have child protection plans because they are deemed to be at risk of sexual abuse. But the police now speak publicly of “tens of thousands” of victims a year.
The second lesson is that the main driver of abuse is impunity: “Abuse happens in a context of permissibility,” said Helen Beckett, an expert on the subject at the University of Bedfordshire.
Whether Britain’s lingering class system has made abuse more permissible is an open question, she said. But fixating on a particular stereotype — the white celebrity or the pedophile priest or the Pakistani taxi driver — may allow other perpetrators to go undetected.
In 2012, it emerged that Jimmy Savile, a former children’s television host and BBC staple who died in 2011, had raped scores of children as colleagues and the police turned a blind eye. Mr. Savile, who was a friend of former Prime Minister Margaret Thatcher, used his charity work to gain access to his victims in schools and hospitals. Since then, Rolf Harris, 84, once a popular television entertainer; Max Clifford, 71, a well-known publicist; and Stuart Hall, 84, another former BBC broadcaster, have been among those convicted for offenses involving children.
Meanwhile, in July, Britons learned of allegations that Cyril Smith, a former member of Parliament who died in 2010, abused boys in a care home in his constituency. The allegations against him and others were detailed in a file prepared three decades ago by a crusading lawmaker who described a pedophile ring of “big, big names.” But the file mysteriously disappeared….

Bombshell files which revealed the scale of child sex abuse in Rotherham over a decade ago have disappeared from council offices, a town hall chief has revealed.
Rotherham Council’s chief executive Martin Kimber told MPs he cannot locate three vital reports into child sex abuse despite “extensive” searches.
“I still have not seen the 2002 report, even though I made extensive inquiries,” he told the Commons local government committee.
“The 2003 report I have never seen at all. I made extensive inquiries. The 2006 report I saw for the first time on Sunday evening.
“They are not in the council’s archives.”
The revelation files have gone missing will add to MPs’ fears that the scale of abuse in Rotherham was covered up by council and police officials.
Last month’s damning investigation by Professor Alexis Jay, which revealed at least 1,400 girls were abused over 15 years, told how the key reports had been repeatedly ignored by the council….
‘Rotherham-style’ child abuse in Scotland probed

POLICE are investigating the sexual exploitation of vulnerable children in Scotland by men from ethnic minorities in cases that bear striking similarities to the organised abuse of youngsters in Rotherham, Scotland on Sunday can reveal.
Detectives have launched two operations into the abuse of vulnerable teenagers, some of whom absconded from children’s homes, in Glasgow.
The first, Operation Cotswold, set up in 2011, focused on a group of Middle Eastern asylum seekers in the north of the city. At least 26 potential victims were identified and files were sent to the procurator-fiscal, but no prosecutions were brought.
It is understood vulnerable young girls were found in the home of one or more suspects, but many identified as at risk did not see themselves as victims and were reluctant to co-operate, making it difficult to gather evidence and get the case to court….
West Midlands child abuse cases to have ‘no secrets’ review 11 September 2014
A review of child sexual exploitation cases in the West Midlands has been called by the new Police and Crime Commissioner.
David Jamieson said it would look for evidence of agencies missing abuse, as seen in Rotherham….
West Midlands Police currently has underway:
57 live child sexual exploitation legal proceedings
130 cases where child sexual exploitation is suspected
67 investigations involving online sexual offences against children…
Agencies in the West Midlands have also been strongly criticised in recent years for their protection of children, following high profile cases such as the deaths of Keanu Williams and Daniel Pelka.
However, Mr Jamieson said there was no evidence of “wide scale abuse and widespread cover-up” in the West Midlands….
