Lambeth Council: Independent Inquiry into Child Sexual Abuse

Lambeth Council officials previously dismissed reports of child abuse as “fantasy” and described the children who spoke up as “sexual deviants”, an inquiry into historical abuse cases heard.

Over the course of several decades, from the 1930s to the 1990s, hundreds of children in Lambeth’s care were subjected to prolonged sexual, racial, and physical abuse.

An inquiry into the “horrifying national scandal” heard that already vulnerable children were targeted by paedophiles working at children’s homes controlled by the council.

It heard that prominent politicians, police officers and businessmen are alleged to have been involved in the filming of sexual abuse against children.

Some of the abuse is alleged to have been filmed in council buildings, including the town hall.

Despite the widespread abuse, the authorities failed to look into allegations at the time.

The inquiry heard that convicted sex offender Michael John Carroll was allowed to continue working with children even after his record was brought to light. He was dismissed years later for “financial irregularities”.

The four-week public hearing, which began on Monday (June 29), is part of the Independent Inquiry into Child Sexual Abuse (IICSA).

It will investigate the scale and nature of sexual abuse experienced by children in Lambeth over many decades, and examine the extent of any institutional failures to protect children.

It will look at five of Lambeth’s children’s homes, including the notorious Shirley Oaks, the council’s oldest and largest residential care home, with up to 350 children aged two to 17 living there until its closure in 1983…..

Iain O’Donnell, representing seven complainants, said the inquiry will hear evidence of how a paedophile ring “effectively infiltrated” Lambeth’s children’s homes from the 1960s, “if not earlier”, where they preyed upon children for decades.

He said: “You will hear equally serious evidence suggesting those in positions of power in Lambeth Borough Council were aware of the horrific sexual assaults being inflicted on the children in its care.

“They either turned a blind eye or took back-handed payments to bury documentary evidence and ship many of those children off to far flung locations across the country so Lambeth could forget what it had done to them.”

Mr O’Donnell said Lambeth was “corrupt to its core”, with many employees aware of how the abuse had continued.

The inquiry heard that an assistant director at the council continuously overruled an investigation into a foster carer who was abusing very young children, including a baby….

Prosecutors allege Maxwell helped Epstein traffic and abuse underage girls; he died by suicide awaiting trial last year

The six-count indictment in Manhattan federal court alleges that Maxwell helped Epstein groom girls as young as 14 years old, going back as far as 1994. Prosecutors say she was in the room during — and took part in — the sexual abuse of three underage girls at Epstein’s Upper East Side townhouse, his Florida estate and his ranch in New Mexico. She faces up to 35 years in prison….

But she was also alleged to have helped Epstein groom teen girls for sex with the rich and powerful. One of those teens, Virginia Roberts Giuffre, leveled that charge against Maxwell in a 2015 defamation suit, as have a number of other women since.

“In some instances, Maxwell was present for and participated in the sexual abuse of minor victims,” the indictment says.

Epstein, a registered sex offender who nonetheless kept company with presidents and captains of industry, was arrested last summer on new federal charges of exploiting dozens of underage girls in New York and Florida in the early 2000s….

German mother jailed for prostituting young son online
A German woman and her partner have been jailed after pimping out a boy to pedophiles they found online. Investigators say it’s one of the most horrific child abuse cases they’ve ever seen.

A court in southwestern Germany on Tuesday sentenced a 48-year-old woman to 12 and a half years in prison for offering her son, now 10, up for sex on the darknet in exchange for payment. The woman’s 39-year-old partner was given a 12-year sentence followed by preventive detention.

They were the main suspects in a pedophile ring that operated out of Staufen, near the city of Freiburg.

The couple — named as Berrin T. and Christian L. — both confessed not only to pimping the victim out to a number of men, but also to carrying out abuse themselves.

Details of the case

Investigators charged Berrin T. and her boyfriend with nearly 60 acts, including forced prostitution, verbal intimidation and abuse, extreme humiliation, physical bondage and rape.
They say the couple allowed a number of foreign and local men they found on the darknet to rape and abuse the boy over a two-year period until September 2017 in exchange for thousands of euros.

Video recordings of many of the crimes were traded online, some of them showing the boy masked and tied up.
Police uncovered the pedophile ring in September 2017 after an anonymous tipoff.

Officers arrested eight suspects including Berrin T. and her partner, who has a previous child abuse conviction.
Three German men, one Swiss national and a Spanish citizen have so far been sentenced to prison terms ranging from eight to 10 years….

Fundamentalist Church of Jesus Christ of Latter-Day Saints President Warren Jeffs, along with other officials in the church and its former land trust, is accused of carrying out a “calculated plan” to sexually abuse underage girls as part of a religious ritual, according to a lawsuit filed Wednesday.

The lawsuit also cites for alleged wrongdoing the United Effort Plan Trust, Warren Jeffs’ brothers Lyle and Seth Jeffs, former FLDS President and convicted bigamist Wendell Nielsen, and the church.

The lawsuit filed in 3rd District Court alleges that as part of their FLDS beliefs, men have historically sexually abused and assaulted underage girls. However, under Warren Jeffs’ leadership, the lawsuit’s plaintiff — a 21-year-old woman identified as R.H. — says a new practice involving ritualistic sexual intercourse with young girls began.

Starting when she was 8 years old, the woman says, she would be taken from her home, wearing a bag over her head, to an unknown location — typically an FLDS temple in the Colorado City, Ariz., area or other church- or trust-owned properties — where she would be assigned a number for a religious ritual, according to the lawsuit.

There, she was reportedly sexually assaulted by the Jeffses, Nielsen or other church members and leaders. When the men weren’t assaulting her, she says, they watched.
The 21-year-old said Warren Jeffs warned her that if she told anyone about the abuse, according to the lawsuit, “God would destroy her and her family immediately.” He also reportedly said that if she cried during the ritual, “God would punish her.”

The rituals reportedly occurred five to six times a week until the woman turned 12. When she was 14 years old, the lawsuit alleges, she was forced to watch and document other girls’ ritualistic abuse with church leaders.

The woman’s attorneys cite evidence recovered from the FLDS Church’s temple in Eldorado, Texas — on the compound where Warren Jeffs lived before his arrest and conviction for sexually assaulting two girls — as proof of the abuse.

The woman says the abuse continued when she turned 16 and began taking part in “Ladies Class” to learn to be a good wife. During those classes, she says, Warren Jeffs would escort her out of class and into his sound-proof office, where he would sexually assault her “under the guise of further teachings” in the class.

The lawsuit says the church and its former land trust are liable because they hired the church leaders and, therefore, aided in the abuse.
The woman is requesting physical and emotional damages and has asked for jury trial, according to the lawsuit. Her attorneys — Michael Worel, Alan Mortensen and Lance Milne — also represented Elissa Wall, who filed a lawsuit against Warren Jeffs and many of the same defendants in 2005 over being forced to marry when she was 14 years old.

Wall’s case was resolved in September, when a judged ordered that Warren Jeffs pay Wall $16 million in damages.

The woman came to Worel, Mortensen and Milne because they represented Walls, Worel said. The 21-year-old wanted to file the lawsuit, he said, because she believes the alleged abuse is still happening in the church.

“The whole point of filing the lawsuit is she’s hoping to empower others to come forward and to speak out and to see if we can make this stop,” Worel said….

In the wake of a viral Medium post calling attention to some very disturbing YouTube channels apparently aimed at children, YouTube has pledged its commitment to ensuring that its channels are safe, clean, and family-friendly. The problem is, well, it’s hard to clean up a site to which hundreds of hours of video are uploaded every minute — and there are videos that might be even worse than merely “creepy.”

A recent investigation by The Times found that pedophiles have been using the site as some sort of twisted “shop window” to show off abused children and reach out to other members of the “community.”….

JACKSONVILLE, Fla. — As became clear in the Jerry Sandusky sex abuse case at Penn State, pedophiles can wield enormous influence over their victims – and their communities. That power often means the abuse is followed by years of silence.

But child abuse expert Stacy Pendarvis says time – and even justice — can help restore the balance of power.

Pendarvis is the program manager at the Monique Burr Foundation, a Jacksonville nonprofit that works to end all types of child victimization. She says that while the allegations in the Pak’s Karate case may seem staggering, but they fit a familiar pattern – multiple victims, hundreds of incidents, over a period of many years.

“You think of priests pastors and teachers — they use that position of power to totally manipulate their victims. That just tends to be the norm with pedophiles.”

Perhaps the most confounding part of the pattern: silence.

To hundreds of children during his lengthy residence at St. Ursula’s Parish, the priest was Father Charlie. A charismatic leader with sympathetic eyes, he roamed the hallways of our school and often walked the yard at recess, ready with his warm embrace. Sometimes he came into our classrooms and the teachers would sneak off for a cigarette break — so many of them smoked back then. He’d sit in the teacher’s big chair, gathering us close as we competed for the spot on his lap. I prayed that Father Charlie would favour me, as he clearly seemed to favour certain little girls….

When I was around 10 years old, I began to notice that Father Charlie had curious hands. They wouldn’t rest on a young girl’s shoulder, but encircle her waist or creep up her back, or touch the hair around her collarbone or at the back of her neck. He gave a lot of shoulder massages too. Had he always done that? Had my perception of his touching changed as I’d matured? I felt guilty and ashamed for wondering. He was a priest after all, and so it followed, in my young mind, that he was innocent and naive.

I was in the hallway with one of my Grade 5 classmates when Father Charlie appeared one day, spreading his arms to embrace us as he’d done since we were small children. He complimented my friend, an early bloomer, on her shamrock-patterned T-shirt as I seethed with envy. Then the priest fixed his gaze on her budding breasts and raised his index finger to touch her nipple, slowly tracing a series of shamrock graphics there as I watched in silent horror…..

(Somewhere around Grade 7, rumours had begun to circulate about our beloved Father Charlie. Maybe there had always been rumours and we just hadn’t heard them. Some of the girls had nicknames for him — Father Feeler and Sylvestre the Molester. Lisa and I didn’t believe the talk, which was usually vague and improbable sounding. His awkward affections had just been misunderstood, we insisted.)….

Then we pulled open the closet door to see a hefty, barely concealed collection of Playboy magazines. Lisa and I clutched each other, screaming silently.

A priest with Playboy? We thought it was hilarious. At least that was our first reaction. Then unease set in. The alcohol and the magazines were nothing we hadn’t glimpsed before at the homes of friends with older brothers, but this was Father Charlie….

I stiffened when he stepped up behind me and cringed when he touched a ringlet at my nape. I didn’t dare catch Lisa’s eye. The priest asked us questions as he played with my curls and I pretended not to notice when he pressed his pelvis into my bony upper back, concerned with how embarrassed Father Charlie would be when he realized that his private parts were touching my spine. When he put his big hands on my shoulders and began a too-rough massage, I seized up. His breath reeked of whiskey and made me feel sick.

He told me to relax but I couldn’t let my shoulders down. His hands were digging below my collarbone into the flesh of my tender chest and it hurt. I tried to unclench and felt awful for disappointing him, even as I wondered if it was possible that he was bumping his genitals against my back intentionally…..

I was in my late 30s and living in Toronto when two brave women whose names I knew, one a classmate’s sister, stepped forward, charging that Charles Sylvestre had abused them when they were students at St. Ursula School. The lawsuit against the London Diocese made headline news. The floodgates opened and more victims came forward from St. Ursula, and other parishes too, in a serial abuse career spanning four decades and five parishes. Charles Sylvestre was charged with fondling, digital penetration and rape in cases involving dozens of little girls. In many instances the abuse began when girls were asked to come and fold bulletins at the rectory after school, or to count the collection, or help with a chore. Sometimes he assaulted the children during confession.

Sylvestre, like most predators, had been cunning. His public demonstrativeness cast doubt on anything he might be accused of doing behind closed doors, especially because he was such a powerful and beloved man. The priest pleaded guilty to 47 counts of sexual assault and died a few months into a three-year prison term. But there were many more victims, other women who have come forward and continue to launch lawsuits against the institutions responsible for keeping pedophiles like Charles Sylvestre in positions of power over children…..

Records: Terminated Chi Phi fraternity put pledge in casket

Chi Phi’s once-secret initiation ceremony was the cause for the chapter’s termination, records show.

A Chi Phi fraternity pledge who entered a “ritual casket” during their initiation ceremony went to the hospital after a member “curb stomped” the casket and broke through it, according to records obtained by The Badger Herald. The incident sparked a University of Wisconsin investigation that ultimately led to the fraternity’s March 18 termination.

Committee on Student Organizations unanimously approved Chi Phi’s termination due to hazing violations. CSO’s investigation began after the committee received a report on Jan. 20 with the allegations….

CSO found the fraternity had violated four of 12 items on the Registered Student Organization code of conduct list, three of which prohibit acts of violence, endangerment, sexual assault and substance abuse.

The decision is based off the January report and interviews that the Dean of Students’ office conducted….
The committee found Chi Phi caused “serious physical, psychological and emotional injuries” during its initiation. Among the activities that caused these injuries, CSO cited “food deprivation, stints of hooded isolation, loss of personal liberty, sleeping in a confined attic” and the ritual casket ceremony.

About 20 new members were “crammed” into space in the attic, Knueve said.

“The Committee, without hesitation, found that all aspects of the hazing to be egregious in nature, and unanimously believed that these actions demonstrated severe organizational misconduct,” CSO wrote in its decision. “The physical and emotional harm done to the new members of Chi Phi, whether they agreed to the hazing activities or not, is inexcusable by any standard, and has no place at the University of Wisconsin.”….

Fukuoka bans yakuza finger cutting

FUKUOKA (TR) – Following recent incidents of abuse, the Fukuoka Prefectural Public Safety Commission on Tuesday announced a ban on a ritualistic form of atonement for one of the prefecture’s organized crime groups, reports the Nishi Nippon Shimbun (March 24).

In a meeting with a 41-year-old upper member of the Dojin-kai, whose headquarters is located in Kurume City, the commission said members of the gang would be prohibited from facilitating the removal of a finger of a fellow gangster.

Under the mandate, the act of coercion, whether in a meeting or through telephone or letter, and the provision of a cutting tool are banned acts.

The initiative, based on the Anti-Organized Crime Law enacted in 1991, is a nationwide first. The ban extends for a period of one year.

The interview by Eugenio Scalfari, published Sunday, quotes the pope as calling the rash of sex abuse scandals “a leprosy in our home” and saying the pedophiles include “priests and even bishops and cardinals,” according to a CBS News translation….

Meanwhile, the Survivors Network of Those Abused by Priests, or SNAP, said the “real percentage of predator priests” is much higher than 2% and called on the pope to defrock clerics who participate in cover-ups….

At a United Nations hearing this year, the Vatican said it had defrocked 848 priests over the last decade and ordered 2,572 to “live a life of prayer and penance” because of abuse allegations. There are about 414,000 Roman Catholic priests worldwide, according to the BBC; if 2% are pedophiles, that would be more than 8,000….

….Finally, “U.S. bishops have reported receiving allegations of abuse by 6,427 priests in 1950-2013, or 5.9% of the 109,694 U.S. priests active 1950-2002, according to the John Jay report. Including the 5,356 priests ordained since 2002 brings the total to 115,050, of whom 5.6% have been accused of abuse,” according to BishopAccountability.org.

Here are more specific numbers, from BishopAccountability.org:

–After the March 2009 release of audit documents by the NH AG, the names of 74 accused Manchester priests are known, or over 8.9% of the 831 diocesan priests, which extrapolates to 9,768 nationally

–Covington diocese states that 9.6% of its priests have been accused, which extrapolates to 10,531 nationally

–Over 10% of Providence RI priests have been accused, which extrapolates to over 10,969 nationally

–Richard Sipe estimates that 9% of U.S. priests have offended, which extrapolates to 9,872 priests nationally….

A woman is raped every 90 minutes in Zimbabwe – ZimStat

AT least one woman is raped every 90 minutes in the country, preliminary statistics of the first quarter of 2014 leaked from the Zimbabwe National Statistics (ZimStat) office have revealed.The data shows that about 500 women were sexually abused monthly in the first three months of the year, translating to about 16 women being raped daily.

A total of 1 524 cases were reported in the first three months of this year, up from 1 285 recorded in the same period last year.

Of the total cases recorded in the first quarter of this year, 780 are children between the ages of 11 and 16 years while 276 were children aged between five and 10 years….

National Aids Council (NAC) Gender and Workplace co-ordinator, Ms Vimbai Mdege, expressed sadness at the indication that the majority of sexual abuse victims were children under the age of 16….

Retired judge Baroness Butler-Sloss has stepped down as head of a probe into child sex abuse saying she was “not the right person” for the job.

Lady Butler-Sloss has been under pressure to quit from MPs and victims concerned about her family links.

Her late brother, Sir Michael Havers, was attorney general in the 1980s….

….The CDC estimates that 1 in 4 girls and 1 in 6 boys are sexually abused before the age of 18.

Worldwide 550 million children are survivors of child abuse according to the Center for Advanced Studies in Child Welfare.

The National Center for Missing and Exploited Children reports that there are currently 617,000 registered sex offenders in the United States, and typically 100,000 of those are unaccounted for. Other pedophiles are not on records or in databases.

Pedophiles like Jerry Sandusky walk silently among us, and Sandusky showed us just how well they disguise themselves.

April is National Child Abuse Awareness month and it is an important time for everyone to reacquaint himself or herself with the information that is necessary to recognize the signs of child abuse and stop predators before another child suffers.

Research has shown that an average victim of child sex abuse has to tell at least seven adults before being believed.

According to the Journal for the American Medical Association only 1 in 20 cases of child abuse are reported.

It is critically important that every parent and adult responsible for the care of a child educate and empower themselves with the knowledge to stop predators.

If we work together we can stop the stolen innocence of our children and that of others by spending a few hours educating ourselves….

Child sex abuse is a taboo topic for some parents

….Jill Starishevsky, a New York City assistant district attorney in the child abuse and sex crimes bureau and author of the book “My Body Belongs to Me,” shared a story about an upper-middle-class New York family, a story that still gives me chills two years after I first heard it.

A mom goes shopping, leaving her 11-year-old daughter and 9-year-old son home. The daughter is miserable and moping around the house so much that her brother asks her, “What’s your problem? Why are you so sad all the time?” said Starishevsky. He then says something like, “It’s not like Grandpa … is boinking you.”

At that moment, the 11-year-old realizes that her grandfather, her mother’s father, is doing to her brother what he has been doing to her for the past three years. The children decide they need to tell their mother when she gets home.

….Many of us aren’t talking to our children about sexual abuse, even when the statistics make it crystal clear why we should be: As many as one in four girls and one in six boys is sexually abused before their 18th birthday, according to research by the Centers for Disease Control and Prevention.

….So, in between prosecuting sex crimes and mothering her three children, Starishevsky wrote a straightforward book targeting 3- to 8-year-olds with rhymes and simple illustrations. Getting a publisher turned out to be easier than expected, but there was one problem.

In the book, Starishevsky doesn’t just allude to the abuse. She includes it.

“My uncle’s friend came over and sat down next to me, and touched me in that place that no one else can see,” she writes, with illustrations of a fully clothed child sitting near the uncle’s friend, who is also fully clothed. You don’t see the abuse but it’s clear it just happened.

The publisher wanted that line to come out, according to Starishevsky. “They said, ‘Well we don’t think parents would like the book with the line in. You have to take it out. Allude to it but you can’t actually say it.’ ”

Starishevsky refused and the publisher backed out, so she self-published the book in 2009, and eventually got the attention of Oprah Winfrey’s television producers. She appeared in a segment on “The Oprah Winfrey Show” in 2011….

NEW LAWS IN TURKEY AGAINST CHILD ABUSE

ANKARA — A series of draft laws covering child and sexual abuse are set to be made public, Turkey’s family and social policies minister has said….

The bill will increase the punishment for sexual crimes committed against adults as well as children. Forced marriages penalized Under the proposed laws, those who commit abuse would undergo psychiatric or chemical treatment to “set the perpetrator to normal mode,” Minister Islam said.

The bills will also ensure that any perpetrator who has committed a sexual crime against children is forced to stay away from them for the rest of their lives. Another draft law will also penalize forced marriages. Islam said that children under the compulsory 4+4+4 education system (four years of primary education at a first level, four at second and four at secondary education) would not be allowed to enter a forced marriage. A 12-year-old child will be obliged to go to school until she is 18 and the education system will help prevent forced marriages, she added.

QUEENSLAND police were aware of allegations boys held in state care were being flown to Sydney to be abused by a millionaire and a chef in the mid 1970s, a former assistant police commissioner says.

Retired assistant commissioner David Jefferies has told the Royal Commission into Institutional Responses to Child Sexual Abuse he received information a Queensland millionaire, known as JA, flew boys to Sydney to be abused as part of a pedophile ring.

“This JA was certainly known as a millionaire and had, I believe, a construction business, and we certainly had received information about children actually going to his home,” Mr Jefferies said.

“We were aware that boys in state care and from some institutions had in fact been flown to Sydney.”….

Working for Queensland’s Juvenile Aid Bureau from 1968 to 1989, Mr Jefferies said he investigated allegations four pedophiles were operating in the northern Brisbane suburbs and the Gold Coast in the early 1970s.

One, JA, was a millionaire, and the other was a school teacher known to the commission as JB.

He said four suspects were arrested, but he and his partner were waved off investigating JA and JB and told to hand the case to more experienced officers….

Corey Feldman and the late Corey Haim — known at the height of their popularity as “the Two Coreys” — were iconic ’80s teen stars who dealt with more adult problems behind the scenes. In his upcoming memoir Coreyography (Oct. 29), Feldman, 42, details the sexual abuse he and Haim experienced while working in Hollywood.

According to Feldman, Haim told him about an incident on the set of the 1986 film Lucas:

“Haim started to confide in me, about some intensely personal stuff, very quickly … Within hours of our first meeting, we found ourselves talking about Lucas, the film he made in the summer of 1985, the role I had wanted for myself. At some point during the filming, he explained, an adult male convinced him that its was perfectly normal for older men and younger boys in the business to have sexual relations, that it was what all the ‘guys do.’ So, they walked off to a secluded area between two trailers, during a lunch break for the cast and crew, and Haim, innocent and ambitious as he was, allowed himself to be sodomized.”

Feldman recalls that Haim, 11 years old at the time, said, “I guess we should play around like that, too?”

While Feldman never acted on his friend’s suggestion, he did encounter more sexual abuse later on from the adults around him, including an older male Feldman had hired as his assistant who he calls “Ron Crimson” in the book. Crimson allegedly performed oral sex on Feldman after he encouraged a teenaged Feldman to take a cocktail of pills. Feldman writes that in his teen years he was constantly surrounded by pedophiles….

He’d been manipulated and lied to and used and abused. So was I, but I wasn’t yet at that point. He told me, to me it was the craziest story I had ever heard. I had to explain, ‘No man that’s not how it goes.’ But then a few months later the same thing happened to me, though not as graphically.

FOX411: You say that pedophilia is common in Hollywood.

Feldman: I think there’s a lot more of it than we’d like to believe and a lot more of it in all paths of life….
