Order of Nine Angles: What is this obscure Nazi Satanist group?
By Daniel De Simone BBC News 23 June 2000
A US soldier has been accused of plotting an attack on his own unit by sending information to an obscure Nazi Satanist organisation called the Order of Nine Angles (ONA). But who are they?
Founded in the UK in the 1970s, the ONA is an increasing focus for law enforcement and has appeared as an influence in several recent UK terrorism prosecutions relating to the extreme right-wing.
The group lionises the Nazi era and dates its calendar from the birth of Adolf Hitler, but its supernatural belief system goes beyond anything normally associated with right-wing extremism.
What does the group believe in?
Its short-term goal is to undermine what it caricatures as a decadent Judeo-Christian society, with an emphasis placed on real-world acts, the aim being a new imperial civilization based a cruel mixture of Social Darwinism, Satanism, and Fascism.
Adherents are encouraged to secretly infiltrate organisations such as the military or Christian churches in order to destabilise them from within.
Those who progress through the ONA’s hierarchical ranks are required to undertake various tasks, including forming their own small groups to prove their leadership abilities, with the result that a decentralised network of associated bodies exists throughout various countries.
There is a total rejection of ethics and some key texts even discuss ritual sacrifice, both symbolic and actual….
How influential is it?
The ONA has acted as an influence on several neo-Nazi extremist groups, including the US-based Atomwaffen Division – linked to five murders – and the Sonnenkrieg Division, which was banned as a terrorist organisation in the UK earlier this year.
Such groups reject attempts at gaining popular support for the extreme right – whether through demonstrations or campaigns – and are instead committed to an ideology of so-called accelerationism, which predicts societal collapse and racial warfare, seeking to speed the process up through acts of violence.
The ideology is promoted in several online spaces and that is where it has blended with the ideas promoted by ONA, giving the latter an increased influence on the furthest edges of the extreme right….
US soldier Ethan Melzer accused of planning attack on own unit
BBC News 23 June 2000
A US soldier has been charged with terrorism offences for planning a deadly ambush on his unit by sending information to a neo-Nazi group.
Ethan Melzer, 22, stands accused of sending sensitive details about his unit to the Order of Nine Angles.
The US Department of Justice calls it an “occult-based neo-Nazi and racially motivated violent extremist group”.
He was allegedly planning for information to be passed to jihadists, who would then carry out an attack.
His plan was thwarted late last month by the FBI and the US army. He was arrested on 10 June.
Private Melzer, from Louisville, Kentucky, has been charged with conspiring and attempting to murder US nationals; conspiring and attempting to murder military service members; providing and attempting to provide material support to terrorists; and conspiring to murder and maim in a foreign country.
Private Melzer enlisted in the US Army in December 2018 and began his active service in June 2019.
In the fall of 2019, he was assigned to a US military facility in Europe, the indictment says. In April 2020, the army informed Private Melzer that he and his unit would be deployed to another foreign country, not named in the filing.
After Private Melzer was notified of this assignment, he used an encrypted messaging system to send notice to members of the Order of Nine Angles, including his unit’s locations, movements and security plans. The information was shared “for the purpose of facilitating an attack on the unit”, the indictment says….
What is the Order of Nine Angles?
Also known as the ONA, or O9A, the Order is an occult group founded in the UK, with roots dating back to the 1960s
It describes itself as Satanic and its writings are widely shared in Neo-Nazi communities
The Order calls for the overthrow of the West’s Judeo-Christian order, and it encourages members to isolate themselves from society, commit crimes and embrace political extremism
New followers must spend at least six months in “insight roles,” a practice of infiltrating and subverting other religious groups or organisations like the police and army
The group maintains a decentralised structure, so it is hard to estimate the true size and influence. But its ideology is having a resurgence in Europe and the US, partly due to the online proliferation of its literature.
Durham teen neo-Nazi became ‘living dead’
By Daniel De Simone BBC News 22 November 2019
The youngest person to be convicted of planning a terrorist attack in the UK identified potential targets in his hometown, began drafting a “guerrilla warfare” manual and tried to obtain a chemical used in terrorist bombings. But the case also focused on the radicalisation process itself, hearing the 16-year-old’s preparations for an attack involved a deliberate effort to dehumanise himself and become like the “living dead”….
The trial heard much about his ideology: an amalgam of neo-Nazism, Satanism and misanthropy, allied to the belief that a collapse of civilisation should be “accelerated” through acts of violence and criminality….
Central influences include the American neo-Nazi James Mason, who has been convicted of indecent images offences involving a child, and several individuals associated with the occult organisation Order of Nine Angles – described by the prosecution as the “most prominent and recognisable link between Satanism and the extreme right”.
The result is a culture in which deviancy and criminality are encouraged – sexual violence and paedophilia are constant themes – with anything justified as long as it is thought to destabilise society and defy what is characterised as slavish morality….
According to police, eight terrorist plots inspired by right-wing ideologies have been stopped since March 2017. They say there is a “spectrum” of such ideologies that have the potential to generate violence, with the variant finally adopted by the Durham defendant regarded as perhaps the most extreme of all.
He is now the fourth teenager convicted of terrorism offences in the UK over the past year in which the same set of influences – accelerationism and Satanism – have been central….
U.S. Soldier Indicted for Plotting Attack on His Own Unit With Satanic Neo-Nazi Group
If convicted, Ethan Melzer, 22 — who allegedly leaked information to far-right group Order of the Nine Angles — could face life in prison for conspiring to murder U.S. nationals June 23, 2020 by EJ Dickson
A U.S. Army private is accused of planning a violent attack on his own unit with the Order of the Nine Angles — a neo-Nazi satanic group based in the U.K., sometimes called the O9A or ONA — according to a grand-jury indictment unsealed Monday.
Ethan Melzer, a 22-year-old soldier from Louisville, Kentucky, is charged with conspiring and attempting to murder U.S. nationals, conspiring and attempting to murder military service members, providing and attempting to provide material support to terrorists, and conspiring to murder and maim in a foreign country, per a press release from the U.S. Justice Department.
According to the indictment, Melzer enlisted with the Army in 2018 and deployed with his unit in October 2019, consuming propaganda from extremist groups like O9A and ISIS during this time. On May 14th, Melzer sent text messages on an O9A thread on Telegram saying he believed his “military training, survival, [and] links to other groups” could be an asset to the group. On May 17th, the indictment says, he relayed information about his unit’s deployment to an alleged member of Al Qaeda….
The ONA is described by the Southern Poverty Law Center as an “enigmatic satanic occult group whose most extreme adherents promote human sacrifice, Nazism and fascism and Aryan myths, and have been reported to praise Adolf Hitler and Osama bin Laden.” A British anti-racist group called for the ONA to be banned last year after a 16-year-old boy who cited it as an influence was arrested for plotting a terrorist attack.
Though ONA is based in the U.K., it has a presence in the U.S. and ties to Atomwaffen, another far-right extremist group that saw an increase in members after the deadly 2017 Charlottesville rally. ONA literature specifically encourages members (called Noctulians) to infiltrate mainstream organizations for six months, such as a police force, the military, or a far-right political organization.
Atomwaffen Division (AWD) is a terroristic national socialist organization that formed out of Iron March, an influential fascist forum that went offline in September 2017….
IM, which went offline in September of 2017, was an intimate, dedicated network of just over 1,600 users who collectively posted more than 150,000 messages in six years. Andrew Auernheimer, a notorious neo-Nazi hacker and web administrator for the Daily Stormer, recently eulogized the site, praising it for its “strict inner culture,” influential aesthetics and the fascist organizations that it spawned in both the United States and Europe.
It is from this forum that Atomwaffen Division (AWD) — a cadre of mostly younger men, some with military experience, hell-bent on resuscitating leaderless cell-oriented terrorism — was born.
….Its author, Temple ov Blood, is said to be a subsect of the Order of Nine Angles, an enigmatic Satanic occult group whose most extreme adherents promote human sacrifice, Nazism and Fascism and Aryan myths, and have been reported to praise Adolf Hitler and Osama bin Laden.
Addressing the Satanic, Mystical Aspect of Nazism
Oded Heilbronner 10.02.2014 10.04.2018
Satanic cults popular among SS officers demonstrate the importance of mystic faith in the worldview of the Nazi elite. Mainstream historians must pay more attention.
….Now many researchers have come to recognize the fact that we don’t have enough tools to explain everything that happened between 1933 and 1945, as Tel Aviv University historian Shulamit Volkov wrote a number of years ago. One example of this is the popularity of satanic cults among SS officers.
….The best legal minds, doctors and scientists volunteered for the SS and became officers. The inner circle of SS head Heinrich Himmler included jurists and doctors who led the campaigns of destruction or were commanders of concentration and death camps.
Between 1936 and 1941, some of these people met in Wewelsburg Castle in northwestern Germany once a year, under Himmler’s command, to take part in satanic rituals and read cultish texts of Germanic tribes. With Himmler as King Arthur and 12 SS officers as the 12 knights, these Nazi leaders gathered annually in knights’ gear at a round table and tried to channel the pagan heroes of German legend….
A labor camp was built in the area, where thousands of slave workers expanded the castle so it could be a gathering place for the SS. On the eve of Germany’s June 1941 invasion of Russia, SS leaders held their final meeting in the castle. After explaining the goal of the invasion and the role of SS death squads in liquidating the Jewish and Slavic population, Himmler and his men stood in the Holy Grail room to receive inspiration ahead of what they saw as the greatest moment in German history.
Himmler ordered parts of the castle destroyed in 1945. It now serves as a history museum of the SS and a meeting place for neo-Nazis, neo-folk bands, white supremacist groups and satanic, mystic and spiritualist groups….
Children as young as 13 joining Satanic Nazi groups, report warns
Many of the new groups in Britain have been linked to the banned National Action
by Hayley Dixon 18 February 2019
Children as young as 13 are joining Nazi groups which are increasingly turning towards Satanism, a new report warns.
Research has found a “disturbing” trend among the far right which is “getting more extreme and younger”, with those with dangerous ideologies finding each other online.
Matthew Collins, a researcher at counter extremism group Hope Not Hate, which produced the report, said that the emerging groups are made up of “clever, mostly perverse young men” who are meeting in hidden areas of the internet and encouraging each other to become more extreme.
He said: “As a result we are seeing more and more about Satanism and white jihad. It is almost like Hitler isn’t extreme enough for them anymore.
“They are not like the traditional far right groups – they are more articulate, they are certainly more sophisticated and they are finding each other on gaming websites and things like that.”
The numbers joining these groups are in the hundreds, but it is feared that those who are radicalised online will go on to commit offences offline.
The Security Services warned of a growing threat from the far-right in the wake of the Finsbury Park mosque attack and the murder of MP Jo Cox.
The State of Hate 2019 report found that some of the most extreme groups in Britain today are influenced by the “Order of Nine Angles (O9A), unquestionably the world’s most extreme Nazi Satanist group”.
It says that the “philosophy is shaping the recently formed Sonnenkrieg Division, possibly the most extreme nazi group we have seen in decades”.
The O9A group, which has been running since the 1960s and holds occult rituals led by a Priest and Priestess, advocates destroying society from within and “culling” people.
Nick Lowles, founder of Hope Not Hate, writes in the report: “In the internet age, as extremists from around the world congregate together online, seeking out the “edgiest” positions and ideas, and younger people are drawn in, the O9A is arguably becoming more visible and influential than ever.”
The Sonnenkrieg Division hit the headlines in December last year after members called online for Prince Harry to be shot as a “race traitor” for marrying Meghan Markle. Three alleged members have been arrested.
Many of the emerging groups have links to National Action, the banned extremist group which was disbanded last year when 13 members were convicted using anti-terror legislation, the report found…..

Malignant trauma and the invisibility of ritual abuse
Salter, M. (2019) Malignant trauma and the invisibility of ritual abuse,
Attachment: New Directions in Psychotherapy and Relational Psychoanalysis, 13(1), forthcoming.
This paper draws on psychoanalytic understandings of malignant trauma to explain the invisibility of ritual abuse. Ritual abuse refers to the misuse of rituals in the organized sexual abuse of children (Salter, 2012). Ritual abuse is typically practiced in extended family networks and criminal groups that participate in the production and circulation of child exploitation material (CEM).
Despite claims that ritual abuse is a hoax or a product of false memories, cases of ritual abuse have been substantiated in child sexual assault prosecutions since the 1980s, including major cases in Canada (Steed, 1995), Belgium and England (Kelly, 1998), the United States (Ellzey, 2007) and Wales (Morris, 2011). Invisibility is a consistent theme in the lives of victims and survivors of ritual abuse. While there is now a considerable literature on the therapeutic treatment of ritually abused children and adults (e.g. Badouk Epstein, Schwartz, & Wingfield Schwartz, 2011; Miller, 2012; Schwartz, 2013), ritual abuse is largely unrecognized outside of the trauma and dissociation field as a distinct form of exploitation. International efforts to develop a coordinated response to the ritual abuse of children in the 1990s in countries such as Australia, the UK and USA were halted or reversed in the face of a media-driven backlash (Salter, 2017).
The invisibility of ritual abuse remains as a doubled trauma for survivors, who endure the effects of past or current abuse amidst the denial of that abuse (Matthew & Barron, 2015), and a vicarious trauma risk for therapists, who treat a profoundly vulnerable and needy client group against a backdrop of professional uncertainty and skepticism (Scott, 1998). This paper uses qualitative data from interviews with ritual abuse survivors and mental health practitioners to argue that the trauma of ritual abuse and its invisibility are co-constitutive. Cultural and familial environments shaped by an infantile dread of human vulnerability are the primary conditions of possibility for ritual abuse, as this dread prompts enactments of traumatized cruelty within contexts with scant capacity to acknowledge or address this form of violence. The mechanisms for the reproduction of ritual abuse are thus submerged within psychosocial structures of normalization, exploitation and dissociation.
The article begins with an explanation of malignant trauma and its applicability to ritual abuse, before examining the social and psychological processes within which ritual abuse victimization is rendered undetectable. The article discusses the enforced disappearance of ritual abuse from public policy and how the provision of care to ritual abuse survivors has become contingent on its denial and erasure. The article closes by reflecting on the role of therapists and others in interrupting the malignancy of ritual abuse, and the possibilities of crafting cultural resources and moral frameworks to transform the dread at the core of ritual abuse….
Theories of malignant trauma offers solutions to the gordian knot of ritual abuse, and the specific dilemmas and paradoxes that it poses: How could parents commit such atrocities on their own children? Why would paedophile rings engage in bizarre ritualistic behavior? And how could networks of child torture flourish amidst the surveillance of the contemporary state? This article illuminates the psychosocial structures within which ritual abuse is concealed and reproduced, in which the intergenerational transmission of ritual abuse is secured through projective cruelty in the embodied resolution of autistic-contiguous anxiety. While the ritual and religious dimensions of ritual abuse channels the vitality of the autistic-contiguous mode into atrocity, it remains concealed within the collective dread of perpetrators, victims and bystanders.
This study of ritual abuse provides further evidence for the critical importance of addressing the mechanisms and contexts within which familial sexual violence is intergenerationally transmitted. Gentile (2017) observed the focus of psychoanalytic scholarship on trans-generational trauma on the Holocaust and other forms of mass genocide. Despite the existence of “only a handful of articles that describe sexual violence through the lens of trans-generational trauma”, she notes that the majority of cases she observes in clinical work involve “generations of domestic violence, sexual violence and profound neglect” (p 170). With between 10% and one third of therapists reporting contact with survivors of organised and ritual abuse (Salter & Richters, 2012), identifying and treating familial cultures of sexual violence is vital to the disruption of malignant trauma.
This article argues that ritual abuse survivors are victims of a persistent failure of cultural memory, in which the evacuative responses of perpetrators to dread are reproduced by bystanders and larger systems and processes. The invisibility of ritual abuse is guaranteed by social structures and systems that deny the possibility of the ritualised violation of children, and that refuse to attribute reparative meaning to the struggles of survivors to speak and be heard. In such a context, the malevolent expulsion of dread is multiply determined at the intra-psychic, interpersonal and collective level, of which the dissociation and reenactment of ritual abuse is the inevitable result. The framework of malignant trauma points towards the intersection of forces that are at work in the disappearance and invisibility of evils such as ritual abuse; forces that are grounded in human subjectivity and relationality, and thus present in us all. Indeed, Alford (2016) argues that trauma is irreducibly social and psychological, in which the risks, impacts and understandings of violence and loss are mediated by cultural and political processes.
The solution is to craft symbolic resources at the individual and collective level that attribute significance to tragedy, loss and vulnerability as inevitable features of human existence, rather than as embarrassing and avoidable contingencies. The experience of ritual abuse survivors suggests that conceptualisations of abuse and trauma capable of withstanding evacuative impulses may also prompt renewed ethical commitments to the disruption of evil. At the individual and social level, it would seem that the symbolization of dread is intimately involved with moral growth and the containment of malignant trauma.
Origins of Neo-Nazi and White Supremacist Terms and Symbols – A Glossary
The eruption of neo-Nazism and White Supremacy on display in Charlottesville in August 2017 and at other rallies across the country has exposed the public to symbols, terms, and ideology drawn directly from Nazi Germany and Holocaust-era fascist movements. Some of those who carried torches and swastika flags in Charlottesville weren’t afraid to openly call themselves Nazis.
The leaders of today’s Neo-Nazi and White Supremacist organizations are not Adolf Hitler, and America is not Germany, but, in order to understand their agenda, it is vital to understand the history of these code words, symbols, and ideologies. See more resources for confronting hate below….
Nazi Racial Ideology
Hitler was obsessed with race long before becoming Chancellor of Germany. His speeches and writings spread his belief that the world was engaged in an endless racial struggle. White Nordic people topped the racial hierarchy; Slavs, Blacks, and Arabs were lower, and Jews, who were believed to be an existential threat to the “Aryan Master race,” were at the very bottom. When the Nazis came to power, these beliefs became government ideology and were spread publicly in posters, radio, movies, classrooms and newspapers. They also served as a basis for a campaign to reorder German society, first through the exclusion of Jews from public life, then the murder of disabled Germans as well as Slavs and, ultimately, the effort to exterminate European Jewry….

Child sex abuse
The FLDS split with Mormonism in 1890 when the mainstream church renounced polygamy. For more than a hundred years it was centralized around the remote community made up of the twin cities of Hildale, Utah, and Colorado City, Arizona and had an estimated 10,000 members….
The group was made infamous in the mid-2000s when their self-proclaimed prophet Warren Jeffs landed on the FBI’s Top Ten Most Wanted List when he fled after being indicted for child sex abuse.
Jeffs was sentenced in 2011 to life in prison plus 20 years after being convicted of sexual assault involving two girls, ages 12 and 15, he took as wives. He is said to still be leading the group from behind bars.
FBI records made public in criminal cases against Jeffs show he instructed his followers to set up what they call “houses of hiding” and “lands of refuge” across the country.
One of those “lands of refuge” is the South Dakota compound next door to the Von Rumps.
Karl says the population of the compound is hard to pin down. “At one time I was sure there was over 300,” he told KARE 11. But he believes recently the numbers have dwindled….
Seth Steed Jeffs is also no stranger to legal troubles.
He was convicted in 2006 of harboring or concealing his brother Warren who was at the time on the run from the child sex abuse charges.
In 2016, Seth Jeffs also pleaded guilty to food-stamp fraud as part of a federal investigation into the practice of collecting benefits in the name of children but diverting them to the church. He was sentenced to probation.
After that, he dropped off the radar.
Utah attorney Alan Mortensen has been searching the country for Seth Jeffs since 2017, trying to serve him with a lawsuit alleging that he was involved in the ritualistic rape of a young girl.
“We’ve been looking for him for over a year now,” the lawyer told KARE 11. “We could never locate him.”
Mortensen has filed a civil lawsuit in Utah accusing Seth Jeffs and other FLDS leaders of participating in “religious sexual rituals with underage girls” involving Seth’s brother Warren.
Mortensen’s client is a young woman identified in court papers as “R. H.” She claims that as part of a FLDS ritual she was sexually abused “on a regular basis, between five and six times a week, from the age of 8 years-old” until she turned 12. When she turned 14, she says she was forced to become a “scribe” documenting the abuse of other young girls in the sect.
The lawsuit claims that in his role as a “Priesthood Leader” Seth Jeffs witnessed the abuse by his brother and helped arrange the rituals. “He allowed it to happen and he witnessed it happening over and over and over to a young girl,” Mortensen told KARE 11….

Female inmates sterilized in California prisons without approval
Jul 07, 2013 Corey G. Johnson
Doctors under contract with the California Department of Corrections and Rehabilitation sterilized nearly 150 female inmates from 2006 to 2010 without required state approvals, The Center for Investigative Reporting has found.
At least 148 women received tubal ligations in violation of prison rules during those five years – and there are perhaps 100 more dating back to the late 1990s, according to state documents and interviews.
From 1997 to 2010, the state paid doctors $147,460 to perform the procedure, according to a database of contracted medical services for state prisoners.
The women were signed up for the surgery while they were pregnant and housed at either the California Institution for Women in Corona or Valley State Prison for Women in Chowchilla, which is now a men’s prison.
Former inmates and prisoner advocates maintain that prison medical staff coerced the women, targeting those deemed likely to return to prison in the future….
California still grapples with an ugly past: Under compulsory sterilization laws here and in 31 other states, minority groups, the poor, the disabled, the mentally ill and criminals were singled out as inferior and sterilized to prevent them from spreading their genes.
It was known as eugenics.
Between 1909 and 1964, about 20,000 women and men in California were stripped of the ability to reproduce – making the state the nation’s most prolific sterilizer. Historians say Nazi Germany sought the advice of the state’s eugenics leaders in the 1930s….
Guatemalan syphilis victims lose hope in legal battle against US
Thousands of Guatemalans were intentionally infected with STDs in the 1940s by US public health researchers. An appeal on their case against the US government was dismissed this week.
By Romina Ruiz-Goriena, Contributor June 14, 2013
As a nine-year-old child, Marta recalled seeing her name on a list to go to the doctor’s office. An orphan, she had been living in the National Education Center since the age of six.
Before long, she would be prodded and poked every week for a year, receiving shots in her hip and shoulder, and having blood drawn.
“My mother tells us that she would ask over and over again, ‘why are you doing this if I am not even sick?'” says Luis Estuardo Vasquez Orellana, one of Marta Lidia Orellana Guerra’s five children. His mother, who is still alive today, also underwent unnecessary back surgery and was left to rest hanging upside down on and off in post-surgery recovery for months.
It was 1946, and Ms. Orellana was one of thousands of Guatemalans who were unwittingly subjected to secret human experiments led by US doctors.
The experiments were brought to light by a US researcher in 2009, and a legal battle on behalf of victims and their families ensued. But now, nearly three years after beginning the legal battle in US courts, attorneys representing an estimated 5,000 Guatemalan victims used as guinea pigs and infected with sexually transmitted diseases in the 1940s by US public health researchers withdrew their appeal earlier this week, virtually ending the case against the US government…..
The dismissal comes a year after a US District Court ruled the United States was protected under two immunity laws, the Federal Tort Claims Act and the International Organization Immunities Act.
“We pulled out rather than prolong litigation,” says Christian Levesque, an attorney with DC-based Conrad & Scherer LLP who is working on the case. “At this time it is more appropriate to pursue political redress.” Pursuing justice for these victims in the US could include reparations through lobbying Congress.
The alleged victims include soldiers, inmates, sex workers, mental health patients, and schoolchildren. Of these, some 1,300 were deliberately infected with syphilis and other sexually transmitted diseases.
Milford’s newest Living Treasure is a military hero and a knight

….Before all this, military life absorbed Muth. He volunteered to become a “victim” of government experiments on brainwashing techniques, both physical and chemical.
These experiments were authorized by the Department of Defense, orchestrated by Army Intelligence, funded by the CIA and conducted by the Army Chemical Corps, according to documents. The programs and experiments were so risky that several of the 7,800 men who were test subjects died.
According to online documentation, the research programs at issue concentrated at the Army’s facilities at the Edgewood Arsenal and Fort Detrick, Md., allegedly tested more than 400 different chemical and biological substances during five decades in locations throughout the U.S. and abroad, and involved an estimated 100,000 active duty military personnel.
“I was one of the fortunate ones who was able to lead a normal life, raise normal children and enjoy my career and family, although I have permanent physical disabilities that are attributable to my military career,” Muth said, though he declined to specify or elaborate on those disabilities.
Muth received an honorable discharge from the Army in 1959. The experiments were so secret, however, that it wasn’t until the spring of 2004, some 45 years later, that a former high-ranking government official who participated in administration of these experiments acknowledged his contributions….
A Government Accounting Office report in 1994, which the Mirror obtained through a Freedom of Information Act request, acknowledged that during Word War II and the Cold War era, the Department of Defense and other national security agencies conducted or sponsored extensive radiological, chemical and biological research programs. Part of the report states:
“The effects of the tests and experiments are often difficult to determine. Although some participants suffered immediate acute injuries and some died, in other cases adverse health problems were not discovered until many years later — often 20 to 30 years or longer.”

AFFAIRS; and ERIC K. SHINSEKI, UNITED STATES SECRETARY OF VETERANS AFFAIRS, Defendants.
This action chronicles a chilling tale of human experimentation, covert military operations, and heretofore unchecked abuses of power by our own government. Ironically, one of the main facilitating events for this debacle was action by a court. In 1950, during the height of the Cold War, the U.S. Supreme Court issued its decision in Feres v. United States, 340 U.S. 135 (1950) (hereafter, “Feres”), which in effect ruled that the government is immune from damages claims brought by Armed Forces personnel arising from DEFENDANTS’ own torts.
The Supreme Court’s decision to absolve DEFENDANTS of legal responsibility for damages caused by the tortious acts committed by the government upon our nation’s military personnel quickly led DEFENDANTS to undertake an expansive, multi-faceted program of secret experimentation on human subjects, diverting our own troops from military assignments for use as test subjects. In virtually all cases, troops served in the same capacity as laboratory rats or guinea pigs.
DEFENDANTS were able to capitalize on the inherently coercive relationship of a soldier’s commanding officers to their soldiers, as military orders can be enforced by a strong set of formal and informal sanctions or punishment.
In 1942, the War Department — the present day Department of Defense (“DOD”) — authorized the first experiment on military personnel which used mustard gas, and various additional experiments were conducted during and following World War II. Beginning in the early 1950s, the human experiment program was greatly expanded, as the Central Intelligence Agency (“CIA”) and United States Army planned, organized and executed an extensive series of experiments involving potential chemical and biological weapons.
The CIA also sponsored human drug experimentation by the Federal Bureau of Narcotics (“FBN”), now the Drug Enforcement Administration (“DEA”). This vast program of human experimentation — shrouded in secrecy — was centered at the Army’s compounds at Edgewood Arsenal and Fort Detrick, Maryland. The human experimentation was conducted without the informed consent of
its subjects and in direct contravention of applicable legal standards and principles of international law.
Representatives of DEFENDANTS had also, on many occasions, promised the test participants (“volunteers”) that they would receive medals for volunteering, as well as health care, but they instead abandoned Plaintiffs and the other participants, hiding behind the insulating walls of government bureaucracies and security classifications. Indeed, DEFENDANTS actively concealed the existence of the human experimentation tests and the test results from the outside world, and destroyed most of the documentation of the tests once their existence began to leak….
DEFENDANTS used at least 7,800 armed services personnel in the experimentation program at the Edgewood Arsenal alone….
The experiments involving human subjects were one of the key beneficiaries of the recruitment of over 1,500 scientists and technicians from Nazi Germany in “Project Paperclip,” some of whom played a pivotal role in, e.g., the testing of psychochemicals and development of a new truth serum. Over half of these recruits had been members of the SS or Nazi Party. The “Paperclip” name was chosen because so many of the employment applications were clipped to immigration papers….
That study identified numerous contracts from 1958 to 1965 between DEFENDANTS and outside research institutions, including multiple contracts (for tens of thousands of dollars) with the University of California, the Regents of the University of California, and with Stanford Research Institute, which was founded in 1946 by the trustees of Stanford University in Palo Alto, California….
Yet, despite the CIA’s repeated representations over multiple decades that they could not find any living persons who participated in Edgewood experiments and others, the CIA had in fact secretly obtained a “large data base” from Edgewood Arsenal in 1974, which contained the names and personal information of all the “volunteers.” Currently, at a point in time 35 years later, the DOD claims to be still working to compile a registry of participants and does not expect to complete work until 2011….
The vast majority of Edgewood participants have never received any notice from DEFENDANTS and at most a small handful have ever received any health care or compensation from DEFENDANTS associated with their participation in the MKULTRA experiments….
On or around April 13, 1953, CIA Director Allen Dulles approved Helms’s proposal and a covert CIA mind-control and chemical interrogation research program known as “MKULTRA” was created. (Memorandum from Allen Dulles, Dir. of Cent. Intelligence, to Deputy Dir. of Admin. (Apr. 13, 1953); see Exh. B at B-038-B-039; see also Exh. B at B-040.)
“Through the course of MKULTRA, CIA sponsored numerous experiments on unwitting humans.” (The Advisory Committee on Human Radiation Experiments (ACHRE), Interim Report of ACHRE (Oct. 21, 1994) at App. E.) MKULTRA testing was conducted at Edgewood Arsenal together with other sites such as Fort McClellan, Alabama, Fort Benning, Georgia, and Fort Bragg, North Carolina. The CIA also contracted with Fort Detrick, which conducted a series of experiments using human subjects, one of which was known as “Project White Coat.”
116. The MKULTRA projects were under the control of the Chemical Division, within the Technical Services Division of the CIA. Beginning in 1951, Dr. Sidney Gottlieb became the director of the Chemical Division. During testimony he gave to Congress in 1977, Dr. Gottlieb claimed that the creation of MKULTRA was inspired by reports of mind-control work in the Soviet Union and China. He stated that the mission was “to investigate whether and how it was possible to modify an individual’s behavior by covert means.” (Human Drug Testing by the CIA, 1977: Hearings on S. 1893 Before the Subcomm. on Health and Scientific Research of the S. Comm. on Human Resources, 95th Cong. (1977) at 169.)….
MKULTRA, the “funding vehicle,” soon established over 149 subprojects that involved experiments using drugs on human behavior, lie detectors, hypnosis, and electric shock. The CIA also enlisted the cooperation of over 44 colleges and universities, 15 research foundations, 12 clinics or hospitals, and 3 prisons. The CIA established front organizations to channel funds to institutions conducting or assisting in the experiments using benign, descriptive names such as the “Society for the Investigation of Human Ecology.”….
The CIA also financed studies by Dr. D. Ewen Cameron at the Department of Psychiatry, McGill University, in the 1950s, which explored methods to erase memory and rewrite the psyche, using patients being treated for conditions such as post-partum depression, marital problems, and anxiety.
Dr. Cameron used a combination of intense electro-shocks, sensory deprivation, isolation, drugs such as LSD and insulin (to induce extended sleep). Eventually, the subjects regressed to a vegetative, pre-verbal or infantile state. Once this “depatterning” had occurred, Dr. Cameron forced patients to listen to repetitive pre-recorded messages that contained principles intended to guide future behavior such as, “You are a good mother,” which he referred to as “psychic driving.” Most of Dr. Cameron’s patients emerged
from his therapies with more serious symptoms and problems, including memory loss, hallucinations, intense anxiety, and loss of touch with reality….
The final step in the “research and development sequence” was to “deliver MKULTRA materials into the MKDELTA control system governing their employment in clandestine operations.” (Exh. B at B-015.) “The final stage of covert testing of materials on unwitting subjects is clearly the most sensitive aspect of MKULTRA.” (Exh. B at B-016.)
“Present practice is to maintain no records of the planning and approval of test programs.” (Exh. B at B-016.)….
Under MKULTRA and its progeny, at least 1,000 “volunteers” were given up to 20 doses of LSD to test the drug as an interrogation weapon, even though the tests were known by Edgewood scientists to result in serious physical and psychological problems….
Some of the experiments at Edgewood and other sites were designed to replicate some of those that were conducted by Nazi doctors in concentration camps. American psychiatrist Paul Hoch’s experiments on mental patients in New York, where he was working on Edgewood projects supervised by DEFENDANTS and as a CIA consultant, killed one patient
with a mescaline injection (Harold Blauer) and seriously injured another. As the federal judge concluded in a case brought by Mr. Blauer’s daughter, “the real reason Blauer died was not medical incompetence in the administration of a therapeutic or diagnostic drug, but the fact that he was used as a human guinea pig.” Barrett v. United States, 660 F. Supp. 1291, 1308 (S.D.N.Y. 1987). MKULTRA’s experiments also resulted in the death of Frank Olson, an Army scientist who mysteriously fell out of a hotel window after members of the CIA secretly slipped LSD into his drink….
Documents from the CIA’s “Family Jewels” declassified file establish that drugs that had been rejected by private manufacturers were tested on soldiers at Edgewood....
DEFENDANTS changed the program name from MKULTRA to MKSEARCH after release of the CIA IG’s 1963 Report, which was highly critical of MKULTRA;
b. the OFTEN and CHICKWIT projects, jointly conducted by the Army and CIA at the Edgewood Arsenal, but also funded by the CIA, which involved the collection of information about foreign pharmaceuticals and experiments with human subjects;
c. the BLUEBIRD and ARTICHOKE projects, where DEFENDANTS researched hypnosis, drugs such as sodium pentothal, the stimulant Desoxyn (methamphetamine), and bulbocapnine (an alkaloid), which facilitate recovery of information under hypnosis, and other substances that might aid in the interrogation of prisoners of war and defectors;
d. the MKDELTA project, a mind control research and development program devised by DEFENDANTS that concentrated upon the use of biochemicals in clandestine operations;
e. the MKNAOMI project, a successor to MKDELTA, which focused on the research, testing, manufacture and means of diffusion or distribution of lethal and non-lethal biological agents and materials;
f. the CHATTER project, which focused on the development and use of truth serum and other interrogation drugs such as anabasis, aphylla, scopolamine, and mescaline; and g. a series of related or follow-on projects with code names including “PANDORA,” “SPELLBINDER,” “MONARCH,” “SLEEPING BEAUTY,” as well as others….
148. The MKULTRA and MKSEARCH project sponsors operated “safe houses” in New York City and San Francisco, where drugs were surreptitiously administered to human subjects lured to the site by prostitutes, and the effects were witnessed and/or recorded on film as part of Subprojects 3, 16, 42, 132, and 149….
DEFENDANTS formally launched Sub-Project 119 in 1960, the purpose of which was to research, study, and interpret “bioelectric signals from the human organism, and activation of human behavior by remote means.” (Memorandum for the Record re MKLUTRA Subproject 119 from Technical Servs. Div., Research Branch, CIA (Aug. 17, 1960).)….
150. Dr. Jose Delgado began to research the use of pain and pleasure for mind control during WWII. Later, as Director of Neuropsychiatry at Yale University Medical School, he refined the design of his “transdermal stimulator,” a computer controlled, remote neurologic transceiver and aversion stimulator.
Dr. Delgado was especially interested in Electronic Stimulation of the Brain. Dr. Delgado discovered that he could wield enormous power over his subject by implanting a small probe into the brain. Using a device he called the “stimoceiver,” which operated by FM radio waves, he was able to electrically orchestrate a wide range of human emotions, including rage, pleasant sensations, elation, deep thoughtful concentration, odd feelings, super relaxation (an essential precursor for deep hypnosis), colored visions or hallucinations, lust, fatigue and various other responses.
Dr. Delgado researched and perfected many of his devices under the auspices of MKULTRA Sub-Project 95, in which he was joined by
Dr. Louis Jolyon West, who had mastered a technology called “RHIC-EDOM.” RHIC means “Radio Hypnotic Intracerebral Control,” and EDOM means “Electronic Dissolution of Memory.”
These implants could be stimulated to induce a post-hypnotic state. EDOM involves the creation of “Missing Time” or the loss of memory….
From 1965 through to 1970, Defense Advanced Projects Research Agency (DARPA), with up to 70-80% funding provided by the military, set in motion operation PANDORA to study the health and psychological effects of low intensity microwaves with regard to the so-called “Moscow signal.”….http://i2.cdn.turner.com/cnn/2012/images/02/15/complaint.pdf

….In a series of field trials in 1958, volunteers at Fort Bragg, N. C., were assigned a variety of team missions to be carried out after the ingescion of 150 jig/man of LSD25. These tasks included reporting of meteorological information, fire direction control, artillery control surveying, and antiaircraft tracking, In these cases, the dose given resulted in loss of effectiveness sufficient to constitute failure in the mission, as judged by XVIII Airborne Corps evaluation teams.

Operation Paperclip – CIA’s Denial of Protecting Nazis is Blatant Lie (Part 1) by Hank P. Albarelli Jr.
Leaks or revelations are often more compelling because of what they don’t reveal. Through Operation Paperclip, the U.S. organized a monumental transfer of black technology by actively recruiting Nazi scientists guilty of war crimes for employment by U.S. intelligence. In his three-part investigation, author H. P. Albarelli dredges up the part that was omitted from the recently-outed official report: the U.S. pointedly chose ’fervent’ Nazi scientists with experience in chemical, biological and radioactive warfare to become the architects of the CIA’s darkest military experiments involving human guinea pigs, as was the case in Nazi Germany.
On 11 November 1954, thirty-nine of the German-born scientists who entered the United States through Project Paperclip were sworn in as U.S. citizens. Military Intelligence “cleansed” the files of Nazi references. By 1955, more than 760 German scientists had been granted citizenship in the U.S. and given prominent positions in the American scientific community. Many had been longtime members of the Nazi party and the Gestapo, had conducted experiments on humans at concentration camps, had used slave labor, and had committed other war crimes…
Written by reporter Eric Lichtblau, it was entitled “Nazi’s Were Given ’Safe Haven’ in U.S., Report Says” (New York Times – http://www.nytimes.com/2010/11/14/us/14nazis.html )
The article focused on a 600-page “secret report” that had been produced by the U.S. Justice Department. The report, which Justice Department officials had suppressed from public release for years, details the American government’s importation into the U.S., following the end of World War II, of countless numbers of Nazis.
Written in a dry, bureaucratic style, the report recounts a number of examples of well-known Nazis to whom both the CIA and Department of State had provided both shelter and employment to, including Adolph Eichman, Otto Von Bolschwing, Dr. Josef Mengele, and Arthur Rudolph. To the purposes of this article, it is important to underscore here that the long-concealed report makes no mention whatsoever of the many Nazi scientists who specialized in chemical, biological and radioactive warfare and who were secretly relocated in the United States between the years 1946 and 1958….
“Operation Paperclip” transferred to the U.S. over 1,600 Nazi scientists, largely escaping the Nuremberg trials. Men who were classified as ’ardent Nazis’ were chosen – just weeks after Hitler’s defeat – to become ’respectable’ U.S. citizens, some of whom are allegedly still working in places like Brookhaven labs, Cold Spring Harbor and Plum Island. Photo: Gen. Reinhard Gehlen (middle) and his SS united were hired, and swiftly became agents of the CIA when they revealed their massive records on the Soviet Union to the US….
In the U.S., Hoffmann (“Dr. Hoffmann” was German scientist Dr. Friedrich “Fritz” Hoffmann, who came to America in 1947 through the Paperclip pipeline) was initially posted at Camp Detrick and Edgewood Arsenal, where he continued his work with refining lethal sarin and tabun gases for warfare objectives, utilizing a specially built gas chamber, put together along with Edgewood Arsenal research chief Dr. Seymour Silver, within which countless animals were destroyed, and at least 25 alleged ‘volunteer’ American servicemen were experimented upon. Reports that several servicemen died in these experiments have persisted for decades, but the Pentagon refuses to release any documents concerning the experiments….
Project Paperclip brought Dr. Herbert Bruno Gerstner from Germany to the United States in 1949….Prior to coming to America, Gerstner had spent much of his professional career in Leipzig, Germany. There he worked for the University of Leipzig. Some readers may recall that the University employed a number of physicians who were quite prominent in the Nazi’s euthanasia program aimed at the mentally ill, including large numbers of children.
Trafficked Teen Girls Describe Life In ‘The Game’
by Youth Radio NPR December 7, 2010
Last month, the FBI announced the results of Operation Cross Country V, a 40-city investigation that led to the rescue of 69 children who were being victimized through prostitution. More than 800 people, including 99 pimps, were arrested.
According to the FBI, more than 100,000 children are sold for sex in the U.S. each year. In a two-part series, Youth Radio takes a look at the problem of child prostitution in the U.S. Today, two young women who recently escaped what’s called “the game” share their stories….
A History Of Violence
According to a recent survey of social service providers in Oakland and the rest of the county, 61 percent of the teen prostitutes they see say they were raped as children.
Victims reveal their suffering at the hands of ‘singing priest’
The Irish Times – Tuesday, December 7, 2010
….Yesterday, former priest Tony Walsh (57) was jailed for 16 years for abusing three young altar boys in Ballyfermot, Dublin. One of the boys was repeatedly raped over several years between the age of seven and 12; and he indecently assaulted the two other boys. Sentencing him yesterday, Judge Frank O’Donnell labelled Walsh a “serial offender” who had inflicted a “life sentence” on one of his victims….Through their dignified victim impact statements, the three men yesterday revealed how the abuse has scarred them and continues to damage their lives.
“Following the abuse, I turned to drink and drugs to numb the pain,” David said. “My trust was gone towards people . . . When I was around 16, I attempted suicide. It was the first of numerous attempts.” Another victim, “Noel”, told how his parents refused to believe him when he disclosed he was being abused. Their response devastated him. “My mother said: ‘How could you say that about a man of the cloth, a man of God?’ My father gave me a hiding which started in the kitchen and finished in the bedroom.”
The third victim, “Tim”, said the abuse has left him distrustful of men and he freezes under pressure; he cannot rid himself of the memories….“I have been diagnosed as suffering from severe bouts of psychotic depression…” he said. “Because of all this, I will be on medication for the rest of my life.” http://www.irishtimes.com/newspaper/frontpage/2010/1207/1224284930922.html
