Milwaukee archdiocese settles with clergy abuse survivors for $21 million

MADISON, Wis. (AP) — The Roman Catholic Archdiocese of Milwaukee said Tuesday that it will pay $21 million to more than 300 victims of clergy abuse in a settlement that would end a four-year bankruptcy proceeding.
The proposed deal, which will be part of a reorganization plan submitted to a bankruptcy court later this month, was to be reviewed by a judge overseeing the case at a Nov. 9 hearing. Archbishop Jerome Listecki called the settlement a “new Pentecost,” but an attorney for the victims, along with advocates for those abused by clergy, decried the settlement as a paltry amount.
Milwaukee is one of 12 Roman Catholic dioceses nationwide to file for bankruptcy in the past decade over a flood of abuse claims. The settlement announced Tuesday is among the smallest per-victim payments yet in these cases. The actual amount each victim receives will be determined by an appointee of the bankruptcy court….

Five police forces are investigating claims of historical child sexual abuse involving former PM Sir Edward Heath.
The Met, Wiltshire, Kent, Jersey and Hampshire forces are conducting separate inquiries into the late MP.
The BBC understands Wiltshire Police halted an inquiry into a brothel keeper in the 1990s after she said Sir Edward was involved in child sexual abuse.
The Sir Edward Heath Charitable Foundation said it was confident he would be cleared of any wrongdoing.
On Tuesday night, Hampshire became the fifth force to say it was investigating “allegations”, but gave no further details.
The BBC’s home affairs correspondent Dominic Casciani says claims made by the brothel keeper, that Sir Edward was a client, meant that she had left herself open to prosecution.
However, the case against her was allegedly discontinued between 1990 and 1995….
Operation Midland: The BBC understands Sir Edward is being looked at as part of the operation examining claims that boys were abused by a group of powerful men at locations across southern England and in London in the 1970s and 1980s. It has focused on the Dolphin Square estate in Pimlico, south-west London.
Operation Whistle: The States of Jersey Police has confirmed Sir Edward forms part of its investigation into historical allegations of abuse. It says some of the allegations relate to abuse “within institutions or by people of public prominence”.
Operation Hydrant: A nationally co-ordinated exercise to collate all allegations of historical abuse involving high profile-figures. The operation has been notified of Sir Edward being named in connection with an allegation of sexual assault in the 1960s….

….Rumours have swirled in recent years about a cover-up in the British establishment involving senior politicians and police that has seen prominent figures engaging in child abuse and murder. Police have described evidence from one survivor relating to abuse at the Dolphin Square estate in London and at least three murders “credible and true”.
….Yesterday’s event, arranged by the WhiteFlowers group, was designed to keep up the pressure on home secretary Theresa May regarding the government-led inquiry, as well as stressing the need for solidarity among campaigners. The group is demanding full and equal legal representation for survivors, the amendment of the Official Secrets Act to ensure it does not cover historical allegations of child sex abuse, and greater measures to protect and support whistleblowers, as well as the prompt prosecution of Lord Greville Janner – the former Labour MP accused of being a serial abuser who the director of public prosecutions, Alison Saunders said was not fit to stand trial due to his suffering from dementia – and other high-profile figures suspected of paedophile activities or cover-ups.
The group has recently been vocal in challenging May’s decision to exclude representatives of victims’ groups from the Independent Inquiry into Child Sexual Abuse, which has been dogged by controversy after both Baroness Elizabeth Butler-Sloss and Dame Fiona Woolf were forced to resign from chairing it due to their links to establishment figures.
….John Mann MP also spoke, demanding that the Official Secrets Act be lifted. “We will uncover, unmask and embarrass those who knew in detail about the abuse, who made calculated decisions that the state would cover up this abuse,” he said.
….One survivor who was placed in care in homes in Rotherham, Warrington, North Wales and Rochdale, told the audience in an earlier meeting that abuse had taken place in each home. “How was that possible?” he asked. “I would have had to have been the unluckiest kid on the planet for every place they put me in for abuse to happen. That could only have come about with planning.”
Richard Scorer, Head of the Abuse Team at Slater & Gordon law firm which represents a number of victims making allegations against Lord Janner, called for a change in the law which would enforce a legal duty on those working with children to report any knowledge or suspicion of child abuse. He also called for an overhaul of how the criminal justice system treats survivors, explaining that one of the firm’s clients, a victim of the Rochdale child sex abuse ring which came to light in 2008, was cross-examined for 42 days, often just a few feet away from the men who raped her.
The law firm will find out next week whether their request for a review of the decision of the director of public prosecutions not to charge Lord Janner has been successful. A decision not to prosecute the peer would “be a serious miscarriage of justice”, according to Scorer.
“For 25 years Janner was able to rely on networks of support to protect himself, some of which may have been operating from out of this building,” he said.

2nd Houston-area teen convicted in occult killing

HOUSTON (AP) — A Harris County jury has convicted a second Houston-area teenager of murder in the death of a girl who prosecutors say was killed as part of a satanic ritual.
Jurors on Friday found 17-year-old Victor Alas guilty in the February 2014 death of 15-year-old Corriann Cervantes at a vacant apartment southeast of Houston. The conviction carries an automatic life sentence.
Authorities investigated the case as a satanic ritual killing because a cross was carved into Cervantes’ abdomen and because of objects found at the scene.
Alas’ attorneys say they couldn’t overcome a videotaped confession he gave to police.
Jose Reyes, then 17, also was convicted and received a life sentence last December. Authorities have said the pair hoped to make a deal with the devil by killing Cervantes.
Ex-MP Harvey Proctor questioned in child abuse inquiry

A former MP has been questioned by police investigating historical allegations of child abuse and murder.
Harvey Proctor, Conservative MP for Billericay until 1987, was interviewed under caution but was not arrested.
Police are investigating claims that a group of prominent men in public life sexually and physically abused children in the late 1970s and early 1980s.
Mr Proctor, who has denied any part in abuse, said the interview on Thursday took place at his request….
The investigation began after a man in his 40s made a series of allegations last year.
The alleged victim has told the BBC he was abused by senior political, military and “law enforcement” figures, and has also said children were abused at Army facilities in southern England.
It is claimed that three children were murdered at different London locations.
In March, Mr Proctor denied any involvement in child abuse – some of which is alleged to have taken place at the Dolphin Square apartment complex in Pimlico, London.
He said: “I have never attended sex parties at Dolphin Square or anywhere else.
“I have not been part of any rent boy ring with cabinet ministers, other members of Parliament or generals or the military….
Harvey Proctor was born in Pontefract, West Yorkshire, and served as a Conservative MP from 1979 to 1987, representing the Essex constituencies of Basildon and then Billericay.
In 1987, he was fined after pleading guilty to gross indecency over sexual activity with men under the age of 21 – then the legal age of consent for gay men.
He said he believed the men were above the age of consent. The men were above the current age of consent, which is 16….
Jehovah’s Witnesses to compensate woman over sex abuse

A woman who claimed Jehovah’s Witness elders failed to protect her from sex abuse carried out by a paedophile has won a £275,000 payout.
The woman, now in her 20s, alleges she was abused as a child in Loughborough by ministerial servant Peter Stewart.
She had argued at London’s High Court that he used his role to abuse her.
A judge ruled the organisation was liable for the abuse because it failed to take “safeguarding steps” after Stewart admitted abusing another child.
Mr Justice Globe said he was “satisfied” the defendants should be “held responsible” for the abuse, which took place between 1989 and 1994.
It is the first civil case in the UK of historical sexual abuse brought against the Christian-based religious movement.
The organisation – which accepted that Stewart, who died before facing justice, sexually abused the claimant – said it was “disappointed” with the decision and would appeal….
The woman, known only as C during the case, says she was abused by Stewart between the ages of four and nine.
At the time he was a trusted ministerial servant, whose role was to assist elders with religious and administrative duties.
Shortly after C’s abuse began, Stewart was found to have abused another child in the Jehovah’s Witness community.
He was removed as a ministerial servant in 1990 but because he told elders he had repented, he was allowed to continue with many of the activities he had performed in that role.
C alleges he continued to abuse her for another four years….
In 1995, Stewart was convicted of separate child sex offences, including rape and indecent assault, and jailed for five years.
He died, aged 72, in 2001, shortly before police arrived at his home to arrest him for sexually abusing C.
The court had heard C had “suffered hugely” as a result of the abuse, which had affected her education, career and relationships….
The damages and an interim payment of £455,000 towards C’s legal costs will be met by the society’s trustees. http://www.bbc.com/news/uk-33201010

Information passed to Newsweek has revealed that global horror over child abuse and its concealment by the Establishment, hitherto focused squarely on the UK, now needs to be widened to France as well.
Thousands of children in French schools have been sexually abused by paedophile teachers, an international NGO has claimed, accusing the French education authorities of a decades-long “cover-up”….
The French education system is set to become the focus of a national scandal after minister for education Najat Vallaud-Belkacem was forced to admit last week that 16 teachers were allowed to work in schools last year despite holding previous convictions for paedophilia….
Homayra Sellier, founder of Innocence en Danger, an NGO dedicated to child abuse victims, says: “The ministry of education has covered this up for years. The government has never been inclined to listen to these stories.”
Sellier says her NGO is now being “showered” with reports of abuse. In the past few days, she has received dozens of new cases. One case can include complaints from as many as 20 children, and Sellier forecasts thousands of cases will emerge, a concern echoed by another French NGO, Lueur d’Enfance, which works to support and defend the rights of children.
According to Grimaud, teachers who try to speak out about child abuse at the hands of other teachers are silenced by school directors and local officials, and even threatened with legal action – usually defamation. Others have lost their jobs. As for the teachers the children accuse, they usually stay at the same school, or are quietly transferred to another. “The taboo is extremely strong within the French national education system about the existence of paedophile acts committed against students,” she says….

MI5 covered up the sexual abuse of boys in the notorious Kincora home, a former Army Intelligence officer claimed last night.
Brian Gemmell, a former captain in the Intelligence Corps, said spy chiefs ordered him to ‘stop digging’ when he reported a possible paedophile ring at the Northern Ireland children’s’ home.
He spoke out during a meeting with victim Richard Kerr, who claimed he was one of three youngsters trafficked from the home before being molested by ‘very powerful’ figures in a Westminster paedophile gang….
He claimed he was sexually abused by politicians and other senior men at Dolphin Square apartment complex in Pimlico and Elm Guest House, in Barnes, west London, which are being investigated by Scotland Yard amid ‘credible’ claims a Tory MP murdered a young boy.
Campaigners claim Mr Kerr’s account provides a clear link between VIP paedophile rings in London and Belfast.
MI5 has faced long-standing allegations of covering up child abuse to enable it to gather intelligence on Loyalist politicians during the Troubles. But it has also been accused of not acting to protect leading Establishment figures involved in the crimes.
Mr Gemmell, who served in military intelligence in Belfast, presented a report on allegations of abuse at Kincora to a senior MI5 officer in 1975 but to his astonishment was told to quit his probe….
Boys – many in local authority care – are alleged to have been abused by figures including the late Liberal MP Cyril Smith, Cabinet ministers, clergymen, pop stars, spies, judges and members of the royal household.
MI5 has been accused of suppressing allegations of child abuse against the politician, who died in 2010, when they were made during the 1960s, 1970s and 1980s.
The Kincora children’s home in east Belfast was run by William McGrath, the head of an extreme Protestant loyalist group called Tara and an alleged MI5 informant.
He and two other members of staff – William Semple and Joseph Mains – were jailed in 1981 for sexually assaulting boys in their care.
In February, lawyers for victims challenging the refusal to include Kincora in Justice Goddard’s wide-ranging inquiry told the High Court in Belfast that MI5 was aware of the abuse but allowed it to continue to protect those responsible from prosecution.

A Kincora abuse victim from Northern Ireland has told Channel 4 News how he was also abused at London’s Elm Guest House and Dolphin Square at the hands of “very powerful people”….
Richard Kerr’s harrowing account of what happened to him as a boy links three of the most important alleged VIP paedophile ring locations for the first time – Dolphin Square, a luxury complex, popular with MPs and civil servants; Kincora Boy’s Home in Belfast, where boys were systematically abused and Elm Guest House, a former gay brothel where young children are also said to have been molested.
Last month Channel 4 News brought Mr Kerr to England from America, with his counsellor, to revisit his past. On being back in London for the first time, he tells reporter Cordelia Lynch he feels “very emotional, very painful. I’m scared.”
He was introduced to the world of Westminster as a teenager and has suffered for nearly 30 years in silence. His memories are vivid and distressing.
In an interview with Channel 4 News to be broadcast tonight at 7pm, Kerr insists a VIP paedophile ring did exist….
Utah Attorney General speaks on sex trafficking sting operation

….(Attorney General) Reyes and Operation Underground Railroad (OUR) — a nonprofit organization that rescues kidnapped children from slavery — conducted the sting in cooperation with local government and U.S. law enforcement, saving 54 children as young as 9 years old from future abuse.
….Reyes said human trafficking is “the second most lucrative business behind drug dealing,” eclipsing counterfeiting, which was in the No. 2 spot about 5 to 10 years ago.
“I think normal folks just find it hard to believe that this could happen in modern times, but in our community, it does,” Reyes said.
