How Malaysia allows child abuse to go unpunished    Mon Nov 14, 2016

Most complaints of child sexual abuse in Malaysia do not lead to successful prosecutions, largely due to weaknesses in the nation’s criminal justice system, police, lawmakers and child welfare groups say.

According to classified data Malaysian police compiled and shared with Reuters, 12,987 cases of child sexual abuse were reported to police between January 2012 and July of this year. Charges were filed in 2,189 cases, resulting in just 140 convictions.

The data doesn’t show how many people were involved, or what happened in the cases where there were no convictions after charges were filed. No details were disclosed in the cases where there were convictions.

Child rights advocates have long pushed the government to publicly disclose data on child sexual abuse to increase awareness so action can be taken to address what they call a growing problem.

A veil was lifted in June when a British court handed Richard Huckle 22 life sentences for abusing up to 200 babies and children, mostly in Malaysia, and sharing images of his crimes on the dark web.

The reason the Malaysian government doesn’t publish child sexual abuse data is because it is protected under Malaysia’s Official Secrets Act. The government provides data on child abuse only at the request of a member of parliament….

CRIMINAL JUSTICE WEAKNESS

Weak policing and child protection laws make it difficult to punish child abusers in Malaysia, leading to inadequate investigations and low convictions on the reported cases, according to officials and child welfare groups Reuters interviewed.

They also say a significant number of child sexual abuse cases are never reported because of taboos around child sex abuse and mistrust of authorities.

In 17 years of operation, PS the Children, Malaysia’s biggest NGO dealing with child abuse, has seen zero convictions on the cases it has handled, its founder Madeleine Yong told Reuters…..

THE DARK WEB

Foreign pedophiles could be targeting Malaysia as other countries around the region strengthen child protection laws and step up enforcement, some experts said.

Snow White Smelser, program officer at the child sex offences team in the United Nations Office on Drugs and Crime’s (UNODC) East Asia headquarters in Bangkok, said pedophiles compare notes and share information online about countries, where they can operate most freely….

Typically, children are sexually abused by someone they know – a neighbor, a relative, a caregiver, or someone like Huckle, who according to court testimony groomed children in an impoverished ethnic Indian neighborhood in Kuala Lumpur.

But increasingly, pedophile activity is moving into the online world, police say.

Australian detectives who investigate pedophiles in the region believe Malaysia has become one of Southeast Asia’s biggest centers for the transmission of child pornography on the Internet.

Team Argos, the Australian detective unit that found Huckle in the dark web in late 2014, made a startling discovery from the team’s scouring of online pedophile networks: the unusual number of internet addresses in the Kuala Lumpur area transmitting child sexual abuse material from the dark web.

The dark web is a vast virtual space within the Internet, which requires special encryption tools to access.

The Brisbane, Australia-based detectives found 1,000 transmissions of child pornographic materials from the Malaysian capital over a 24-hour period last year, according to Argos data provided by the UNODC.

It was the second-largest transmission location in Southeast Asia after Bangkok’s 1,800 – Bangkok’s population of 8.2 million is more than four times that of Kuala Lumpur’s….

These are Australia’s most vulnerable kids, betrayed and neglected, not only by their parents but by the system designed to protect them.

They’re known as ‘resi kids’ after the group homes they live in, run by private operators and charities. Some were taken into care as babies, others after years of abuse. They’re often difficult to manage but desperately in need of help.

In this searing Four Corners investigation, we reveal that rather than protecting and nurturing these children, some private operators are treating them as badly as the families they escaped.

Police discovered Michael Jackson had a large collection of pornography, which included images of children, animal torture and gore, reportedly used in his bid to seduce young boys. The collection was revealed in newly surfaced documents obtained by RadarOnline that detail a raid on Michael Jackson’s Neverland Ranch estate in 2003, carried out as part of an investigation into child molestation charges against the singer.

According to previously unseen reports from the Santa Barbara County Sheriff’s Department, authorities seized more than 80 video recordings and computer hard drives, as well as notes, diaries, documents, photographs and audiotapes.

Former Santa Barbara Senior Assistant District Attorney Ron Zonen, who helped prosecute Jackson’s case, told RadarOnline that many of the materials found were used to “desensitize” children.

The police report describes several of the materials found at Jackson’s estate and notes that many of the books and images “can be used as part of a ‘grooming’ process by which people (those seeking to molest children) are able to lower the inhibitions of their intended victims and facilitate the molestation of said victims.”

One of the books found in Jackson’s possession was titled, Room to Play, which “contained numerous photographs of children.” According to the report, some of the images contained children’s faces superimposed on adult bodies with their private parts exposed.

Authorities also found numerous photos of children located inside a safe in the employee break room of Jackson’s home.

Jackson was charged with seven counts of child molestation and two counts of administering an intoxicating agent for the purpose of a committing a felony in 2003 after a young boy came forward claiming the singer molested him. ALBANY — In the end, state lawmakers protected the predators.

The state Legislature ended the 2016 legislative session about 5 a.m. Saturday without acting on legislation to help survivors of child sex abuse.

An all-night session to wrap up up the legislative year did not lead to a last-minute miracle that victims and advocates were hoping for.

“The survivors were thrown a tattered raft in this stormy session,” said Kathryn Robb, an advocate and sexual abuse survivor.

Gary Greenberg, an upstate investor who was sexually abused as a child in 1966, said survivors won’t forget when every seat in the Legislature is up for election.

He said Gov. Cuomo, the Assembly and Senate “turned their backs on thousands and thousands of child sex abuse victims and their families across New York State.”

“It was not a priority,” Greenberg added. “Our elected officials chose predators over victims.”….

Dissecting Disbelief: Possible Reasons for the Denial of the Existence of Ritual Abuse in the United Kingdom

Abstract When allegations of ritual abuse first came to light in the UK,  they were met primarily with a ‘discourse of disbelief’ that left little room for the possibility accounts could be based in genuine  experience.  Despite  convictions,  recent  criminological,  sociological  and psychological literature appears fixed on debunking ritual abuse’s existence through highly debated concepts such as ‘false memory’. This paper proposes three broad ‘reasons’ for the creation and maintenance of disbelief around ritual abuse, high lighting the importance of key cases in shaping press coverage of the issue during the 1980s and 1990s, and the role survivor advocates have played in distancing ritual abuse from established knowledge within both psychology and child protection. More than half of police investigations into child abuse on the internet are branded ‘inadequate’ by a damning series of reports published today.

Experts also say that 38 per cent of probes into all cases involving vulnerable children are riddled with ‘weaknesses and inconsistencies’.

In many cases investigations into child abuse or neglect were poor and plagued by delay, HM Inspectorate of Constabulary concluded.

Researchers found that the examination of serious allegations by officers were ‘superficial’ and crucial leads were not pursued.

In some cases, basic police work such as taking photographs of the scene, analysing mobile phones, or referring a child for medical attention were not undertaken.

During interviews with children, officers used ‘oppressive questioning’ techniques and in some cases were hostile towards the victims they were meant to be helping.

The findings are from three HMIC reports which warn that the police must reassess their approach to child protection or risk failing a new generation….

Two French soldiers suspended over child abuse allegations in Burkina Faso

PARIS, July 1 (UPI) — Two French soldiers have been suspended and an investigation has been launched due to allegations of child sexual abuse in Burkina Faso.

The soldiers are suspected of “committing acts of a sexual nature,” according to a statement by France’s Ministry of Defense, adding that an investigation has been launched by the Chief of Staff of the French Army, Gen. Jean-Pierre Bosser….

About 3,000 French soldiers are stationed in Burkina Faso, Mali, Chad, Mauritania and Niger as part of an anti-terrorism operation.

In another similar incident, a leaked United Nations report in April alleged 16 French peacekeepers abused children in the Central African Republic by exchanging goods, such as food, for sex between December 2013 and June 2014….

The knock on the door came early one day in the famously dry summer of 1984. It was just after 8 am, and Don Hale, the young editor of the Bury Messenger, was reading the daily papers at his desk as his reporters were beginning to arrive at the office.

As Hale, then 31, answered the door, a trio of plain-clothes detectives barged in, followed by a dozen police officers in uniform.

What happened next was, in Hale’s words, ‘like something out of totalitarian East Germany rather than Margaret Thatcher’s supposedly free Britain’.

The detectives identified themselves as Special Branch, the division of the police responsible for matters of national security.

‘They began to flash warrant cards and bark questions,’ says Hale. ‘It was as if they were interviewing a potential criminal rather than a law-abiding newspaper man.

‘The officers told me that I should abandon plans to print a story that was scheduled to run in our next edition. If I didn’t, they told me to expect a long jail sentence.’

Initially bewildered by their threatening tone, Hale soon worked out the purpose of the police visit.

The focus of their attention was an incendiary dossier he had been handed a few days earlier by long-serving Labour politician Barbara Castle. A powerful feminist and stalwart of the traditional Left, who served in Harold Wilson’s Cabinet, she was for years the MP for nearby Blackburn.

One of her lifelong interests, as a principled advocate for the vulnerable and powerless, was child protection. To that end, she had become concerned at the rising influence of the paedophile lobby, which was then infiltrating the political Establishment, developing links with senior public figures, including MPs, peers, civil servants and police officers….

At this point, the officer produced a document, signed by a judge. It showed that his previous remark about not printing the story had not been a request, but an order. The document handed to Hale was a D-notice — a relic of wartime censorship that could be served on newspaper editors, allowing the Government to block any story that threatened national security.

‘If you don’t comply with this notice, we will arrest you for perverting the course of justice,’ the detective barked. ‘You will be liable for up to ten years in prison.’

At this point, Hale’s resistance collapsed. He had been plunged into a situation for which he had little experience.

In his first editorship and married with two children, he says he couldn’t afford to casually put his family and career at risk.

The papers from Mrs Castle were swiftly confiscated, as were Hale’s notes and even his typewriter….

Jimmy Savile sexually assaulted children as young as 10 during nearly four decades of activity as a paedophile that took place in a string of institutions, including numerous hospitals, prisons and the BBC, the official inquiry by the Metropolitan police and the NSPCC will say on Friday.

The 30-page report, Giving Victims a Voice, will describe how the celebrity abused up to 500 children and young people, and may have raped more than 30.

Of the allegations made so far, police have gathered sufficient evidence to record 200 sexually related crimes by Savile across the country, committed using the power of his personality and fame to dupe a huge number of institutions – including, it is understood, at least one hospice – into giving him access to vulnerable people.

The number of institutions identified in the inquiry raises the spectre of a systemic failure that spread into every corner of British society.

Detectives and child protection experts working on the inquiry into Savile hope the report will mark a line in the sand – a cultural shift in attitudes between today and 30 years ago, when a blind eye was turned to such activity with children and young people and victims were not listened to.

German Bishops Cancel Study Into Sexual Abuse by Priests

PARIS (Reuters) — Germany’s Roman Catholic bishops on Wednesday canceled a study into the sexual abuse of minors by priests, prompting the investigator to accuse them of trying to censor what was to be a major report on the scandals.
The independent study, examining church files that sometimes date to 1945, was meant to shed light on undiscovered cases after about 600 people filed claims against priests in 2010 following a wave of revelations of sexual abuse. The German scandals were part of a series of abuse scandals that also shook the Catholic Church in Ireland, Belgium, the Netherlands and the United States, forcing Pope Benedict XVI to issue a public apology.

Bishop Stephan Ackermann, a spokesman on abuse issues for the German Bishops’ Conference, said that the hierarchy had lost confidence in the researcher, Christian Pfeiffer, a criminologist, and that it would look for another specialist for the study.

“We will have to find a new partner,” Bishop Ackermann said in a statement that blamed Mr. Pfeiffer’s “communications behavior with church officials” for the breakdown.

Mr. Pfeiffer told German Radio that the bishops wanted to change previously agreed-upon guidelines for the project to include a final veto over publishing its results, which he could not accept.

Officials made “an attempt to turn the whole contract towards censorship and stronger control by the church,” said Mr. Pfeiffer, head of the Criminological Research Institute of Lower Saxony.

Women are not free to live without the constant threat of assault and violence or without being treated like objects and property.  When I last checked there were at least four “rape capitals” of the world. You know what that makes the rest of us? “Rape Suburbs.” Girls and women aren’t idiots. On the contrary, we understand perfectly: we’re supposed to “be careful.” Don’t do something we might “regret.”  “Stay home.” “So what if it happens, anyway?” We can’t feel any security that our bodily integrity will be respected. Or that our consent matters. We cannot enjoy the confident access and ownership of public space that men do. Our attempts to pursue equality and opportunity are inhibited, not only by actual rape, but by people’s malevolent tolerance for it. Rape is useful, even the rape of boys and men: it sustains a system that rewards physical dominance and sustains male hegemony.

India victim’s male friend recounts Delhi rape attack 4 January 2013

The friend of a woman who died after being raped on a bus in Delhi has given his first interview since the incident.

The man, who has not been named, told Zee News how he and the victim had boarded the bus and paid a fare, before he was beaten unconscious by men on board, who then attacked her.

He also criticised police for their slow response to the attack.
The woman died of her injuries last weekend, and five men are due to stand trial for her murder and rape. The five could face the death penalty if they are convicted. A sixth suspect is expected to be tried in a juvenile court.

The friend said the bus had tinted windows, and that he believed the group of men had laid a trap for them. “We tried to resist them. Even my friend fought with them, she tried to save me,” he said. She tried to dial the police control room number 100, but the accused snatched her mobile away.”

He confirmed earlier reports that the assailants had thrown them off the bus and tried to run them over. And he also criticised the authorities, accusing them of being slow to arrive, then arguing over jurisdiction, and eventually taking them to the wrong hospital.

“My friend was bleeding profusely. But instead of taking us to a nearby hospital, they [police] took us to a hospital that was far away,” he said….

Delhi women ‘carry knives’ on board buses  3 January 2013
Indian authorities have charged five men with the kidnap, gang-rape and murder of a woman in Delhi last month.
The 23-year-old was travelling on a bus when the men beat her and her companion with iron bars, raped her for nearly an hour and then threw them out of the moving bus into the street, say police.
The attack has sparked mass protests in India and there have been calls to improve safety for women….

US rape case loophole prompts uproar  4 January 2013
California lawmakers have vowed to close a loophole that allowed a man’s rape conviction to be overturned because his victim was not married.

An arcane state law says a person who gets consent for sex by pretending to be someone else is guilty of rape only if posing as the victim’s spouse.

Julio Morales was initially convicted of rape after pretending to be the unmarried victim’s boyfriend. A similar loophole has already been closed in the state of Idaho.

In the California case from four years ago, Morales went into a room and had sex with an 18-year-old woman after her boyfriend, whom she had fallen asleep beside, had left….

In its ruling on Wednesday, the California appeal court reluctantly decided that Morales was not guilty of rape, because he was pretending to be the woman’s boyfriend and not her husband.  A law dating back to 1872 makes it a crime for a man to have sex with a woman while posing as her husband, but not as a boyfriend….

A response to Jon Henley’s article on paedophilia  Tom Watson MP January 4th, 2013
Jon Henley had a piece in yesterday’s Guardian, entitled “Paedophilia: bringing dark desires to light”. He’s received a furious response on social media and I can see why. Many involved child protection will find it hard to see it as anything other than the commentariat’s backlash, a contrarian response to a public outcry over recent revelations about child abuse by the rich and famous….

My main argument against this article is that this approach ignores the evidence of the experiences of abused children, the experiences of adult survivors of child abuse and the experiences of many professionals who work to protect children. It is a risky strategy at the current time because so many of those who promoted the rights of the ‘paedophile’ have in later years been convicted of sexual crimes against children. Equally, so many of those whom this lobby attacked have been vindicated in their efforts to protect and gain justice for children and survivors….

No wonder many more enlightened academics like Dr Liz Davies talk of the “child sex abuse lobby”. She argues some academic writings have to be located in the context of what is known about those who spread those viewpoints and their agendas. In order to sexually abuse a child a perpetrator will often groom the child and so it is not uncommon for a child to have some positive feelings towards the person harming them. The perpetrator may also be someone who is close to them and the child wants the abuse to stop but does not want to lose the relationship. This is no way suggests that the abuse is justifiable. In fact a state of confused emotions and responses adds to the severity of the trauma experienced by the child. That this is not obvious to Jon Henley is alarming to me.

Whether or not a child voluntarily entered into sexual relations with their abuser, and how positive or negative they felt about it at the time, is irrelevant when it comes to both the long-term effects of child sex abuse, and how seriously we should treat the abuse. Even if it is true that for some survivors of this type of consensual abuse there were no “undesirable outcomes” (though this is surely hard to quantify), this is certainly not true for all, or even many, if any, children who entered into abusive relationships voluntarily; and to draw a distinction between children who were violently abused and children who submitted willingly is irresponsible and damaging when children who submitted willingly are already more likely to feel shame, self-blame and not seek help due to their belief it was their own fault….

Survivors of child sex abuse commonly suffer from depression, anxiety disorders, panic attacks, phobias, flashbacks, disturbing thoughts, intrusive memories, self-harming, alcoholism, eating disorders, and feelings of shame, anger and worthlessness. This is the reality, but Jon Henley doesn’t voice it in his piece.

123 child victims of Internet sex abuse identified — one just 19 days old, US officials say By Andrew Mach, NBC News
In just over a month, more than 120 sexually exploited children — one just 19 days old — were identified in an international operation that found them depicted in child pornography on the Internet, U.S. officials said Thursday.

In Operation Sunflower, led by agents from Immigration and Customs Enforcement’s Homeland Security Investigation unit from Nov. 1 to Dec. 7, 123 victims of child sexual exploitation were identified, ICE Director John Morton said at a press conference in Washington.

Of that group, 44 children had been living with their abusers, and 79 children were exploited by people outside of their home or were victimized as children and are now adults. Seventy female and 53 male victims rescued; 110 of the victims were identified in 19 U.S. states and the rest were identified in six foreign countries….

Of the victims identified during Operation Sunflower, five were under the age of 3, and one of those was just 19 days old. Thirty others were below the age of 10, officials said….

Website to boost rape reporting in London 5 December 2012
A website aimed at boosting the number of reported rapes has been launched by the Metropolitan Police. Called My Decision, the site provides a step-by-step guide for anyone who has been raped or sexually assaulted.

It is designed to overcome barriers people may have to reporting such crimes – for example victims fearing they would not be believed. According to the Met only one in five rape victims go to the police and about 40% choose not to report it.

The Rape Crisis charity welcomed the fact the website will give information and answer victims’ questions, but said it lacks links to “crucial support services”….

CIA employees murdered military scientist Frank Olson in 1953 after he raised concerns about testing chemical and biological weapons on human subjects without their consent, according to a lawsuit brought by his two sons.

Eric and Nils Olson, in a complaint filed Wednesday against the United States in Washington, said the agency has covered up the cause of their father’s death for 59 years. Frank Olson, who the CIA admitted was given LSD a few days before his death, didn’t jump from a 13th-floor window of the Statler Hotel in New York City, but rather was pushed, they claim.

Assassination manual

“The circumstances surrounding the death mirrored those detailed in an assassination manual that, upon information and belief, the CIA had drafted that same year,” Scott Gilbert, a lawyer for the Olsons, wrote in the complaint.

Olson’s family has tried to piece together how Frank Olson died and the circumstances surrounding his death ever since a 1975 government report on CIA activities in the U.S. said that he committed suicide after being given LSD without his knowledge.

The family’s lawsuit includes one claim of negligent supervision by the agency and requests that damages be decided at trial.

CIA spokesman Preston Golson said in an emailed statement that the agency doesn’t comment on pending court cases. He said that the agency’s covert behavioral research program known as MK-ULTRA was investigated in 1975 by the Rockefeller Commission and the Church Committee, and in 1977 by the Senate Select Committee on Intelligence and the Senate Subcommittee on Health and Scientific Research.

“Without commenting on this specific legal matter, CIA activities related to MK-ULTRA have been thoroughly investigated over the years, and the agency cooperated with each of those investigations,” Golson said. “In addition, tens of thousands of pages related to the program have been declassified and released to the public.”

Olson’s sons said in the suit they have asked repeatedly “to be told the truth” about their father’s death and “each time, the government has responded with falsehoods.”….

U.S. Senators Amy Klobuchar and Al Franken and Representatives Tim Walz and Betty McCollum today introduced bipartisan legislation to help train child protection professionals to detect and prevent child abuse. The bill would create regional training centers – including the National Child Protection Training Center in Winona, MN – that would create new curricula for undergraduates and graduates in fields where they will most likely be involved in identifying and reporting cases of abuse. The legislation also increases coordination between federal, state and local officials in creating best practices for the training of child protection professionals. Senator Klobuchar authored the legislation in the Senate and Representative Walz introduced companion legislation in the House of Representatives….

According to the U.S. Department of Health & Human Services, an estimated 695,000 children were victims of child abuse in 2010. Yet studies indicate that those in the best position to identify and respond to child abuse – such as teachers, doctors, and prosecutors – are often not adequately trained to do so. For example, a 2001 survey of teachers found that 74% received minimal training on child abuse while earning their degrees and 58% had minimal training on the job….

Children who experience severe forms of abuse are around three times as likely to develop schizophrenia and related psychoses in later life compared with children who do not experience such abuse, according to a study that has brought together psychiatric data from almost 80,000 people.

The results add to a growing body of evidence that childhood maltreatment or abuse can raise the risk of developing mental illnesses in adulthood, including depression, personality disorders and anxiety.

Prof Richard Bentall of the University of Liverpool’s Institute of Psychology, Health and Society, who led the study, showed that the risk of developing psychosis increased in line with the amount of abuse or trauma a child had gone through, with the most severely affected children having a 50-fold increased risk compared with children who had suffered no abuse. He also showed that the type of trauma experienced in childhood affected the subsequent psychiatric symptoms later in life….

Bentall’s team analysed 36 published studies that contained data on childhood maltreatment (including sexual, physical and emotional abuse, death of a parent, school bullying and neglect) and psychiatric symptoms in almost 80,000 people, collected over the course of 30 years. People who experienced these types of trauma in childhood were between 2.7 and 3 times as likely to develop schizophrenia as adults, the team found. The research is published in the journal Schizophrenia Bulletin….

The latest results add to recent evidence that childhood abuse can lead to serious problems in later life. In 2011, scientists at the Institute of Psychiatry (IoP) at King’s College London found that people with a history of abuse or maltreatment during childhood were more than twice as likely to have recurrent episodes of depression in adulthood and also 43% more likely to experience a poor outcome when it came to psychological or drug-based treatment. They examined data from 16 epidemiological studies involving more than 23,000 people in total and 10 clinical trials involving more than 3,000 people

The mechanisms behind the link between childhood maltreatment and schizophrenia are not yet understood. Earlier this year, psychiatrists at Harvard University found that being sexually or emotionally abused as a child correlated with reduced volumes of three important areas of the hippocampus, which is involved in the control of memory and regulation of emotions. Childhood Adversities Increase the Risk of Psychosis: A Meta-analysis of Patient-Control, Prospective- and Cross-sectional Cohort Studies

Abstract

Evidence suggests that adverse experiences in childhood are associated with psychosis. To examine the association between childhood adversity and trauma (sexual abuse, physical abuse, emotional/psychological abuse, neglect, parental death, and bullying) and psychosis outcome, MEDLINE, EMBASE, PsychINFO, and Web of Science were searched from January 1980 through November 2011. We included prospective cohort studies, large-scale cross-sectional studies investigating the association between childhood adversity and psychotic symptoms or illness, case-control studies comparing the prevalence of adverse events between psychotic patients and controls using dichotomous or continuous measures, and case-control studies comparing the prevalence of psychotic symptoms between exposed and nonexposed subjects using dichotomous or continuous measures of adversity and psychosis. The analysis included 18 case-control studies (n = 2048 psychotic patients and 1856 nonpsychiatric controls), 10 prospective and quasi-prospective studies (n = 41?803) and 8 population-based cross-sectional studies (n = 35?546). There were significant associations between adversity and psychosis across all research designs, with an overall effect of OR = 2.78 (95% CI = 2.34–3.31). The integration of the case-control studies indicated that patients with psychosis were 2.72 times more likely to have been exposed to childhood adversity than controls (95% CI = 1.90–3.88). The association between childhood adversity and psychosis was also significant in population-based cross-sectional studies (OR = 2.99 [95% CI = 2.12–4.20]) as well as in prospective and quasi-prospective studies (OR = 2.75 [95% CI = 2.17–3.47]). The estimated population attributable risk was 33% (16%–47%). The 30-60% overlap of child maltreatment and domestic violence in families indicates a need for child protection policy and practice that reflects this co-occurrence. Witchcraft-based abuse first came to national consciousness with the murder 12 years ago of Victoria Climbié by her guardians. After her death it emerged that the police and other authorities had missed several opportunities to step in and save the eight-year-old. Her death led to a public inquiry and produced major changes in child protection policies in England.

Since Climbié’s murder, agencies have learned a great deal more about the ritualised abuse and torture of children. But figures collated by the Metropolitan police merely scratch the surface, detectives believe, of a hidden crime that is still under-reported.

In the past 10 years police in greater London have investigated 83 incidents of child abuse and torture linked to witchcraft and other religious rituals. Of these children, four – including Kristy Bamu – were murdered during ritualised violence.

ELKHART — Victor Vieth knows the task is daunting. But that doesn’t mean he believes it’s something to shy away from.

Though it will take decades of tremendous effort, the child protection expert believes America can end child abuse in the next three generations.

“History is full of examples of small groups of people that came together to do things that were at least as difficult as ending child abuse,” he said….

He outlined a number of ways to improve the reporting, investigating and follow-up of child abuse cases. The country’s child protection system lacks the proper tools to train people in mandatory reporting professions, he said. More thorough education of individuals in those fields, he said, is key to improving the identification and treatment of victims….

Another major problem, Vieth said, is a lack of awareness in political circles about how rampant child abuse continues to be. He cited a study that found the number of child abuse victims is 10 times higher than the number of people diagnosed with cancer, yet far more federal funding is directed toward fighting that disease.

The more attention that is brought to that fact, he said, the more resources communities will have to combat the child abuse epidemic.
