Information passed to Newsweek has revealed that global horror over child abuse and its concealment by the Establishment, hitherto focused squarely on the UK, now needs to be widened to France as well.
Thousands of children in French schools have been sexually abused by paedophile teachers, an international NGO has claimed, accusing the French education authorities of a decades-long “cover-up”….
The French education system is set to become the focus of a national scandal after minister for education Najat Vallaud-Belkacem was forced to admit last week that 16 teachers were allowed to work in schools last year despite holding previous convictions for paedophilia….
Homayra Sellier, founder of Innocence en Danger, an NGO dedicated to child abuse victims, says: “The ministry of education has covered this up for years. The government has never been inclined to listen to these stories.”
Sellier says her NGO is now being “showered” with reports of abuse. In the past few days, she has received dozens of new cases. One case can include complaints from as many as 20 children, and Sellier forecasts thousands of cases will emerge, a concern echoed by another French NGO, Lueur d’Enfance, which works to support and defend the rights of children.
According to Grimaud, teachers who try to speak out about child abuse at the hands of other teachers are silenced by school directors and local officials, and even threatened with legal action – usually defamation. Others have lost their jobs. As for the teachers the children accuse, they usually stay at the same school, or are quietly transferred to another. “The taboo is extremely strong within the French national education system about the existence of paedophile acts committed against students,” she says….

MI5 covered up the sexual abuse of boys in the notorious Kincora home, a former Army Intelligence officer claimed last night.
Brian Gemmell, a former captain in the Intelligence Corps, said spy chiefs ordered him to ‘stop digging’ when he reported a possible paedophile ring at the Northern Ireland children’s’ home.
He spoke out during a meeting with victim Richard Kerr, who claimed he was one of three youngsters trafficked from the home before being molested by ‘very powerful’ figures in a Westminster paedophile gang….
He claimed he was sexually abused by politicians and other senior men at Dolphin Square apartment complex in Pimlico and Elm Guest House, in Barnes, west London, which are being investigated by Scotland Yard amid ‘credible’ claims a Tory MP murdered a young boy.
Campaigners claim Mr Kerr’s account provides a clear link between VIP paedophile rings in London and Belfast.
MI5 has faced long-standing allegations of covering up child abuse to enable it to gather intelligence on Loyalist politicians during the Troubles. But it has also been accused of not acting to protect leading Establishment figures involved in the crimes.
Mr Gemmell, who served in military intelligence in Belfast, presented a report on allegations of abuse at Kincora to a senior MI5 officer in 1975 but to his astonishment was told to quit his probe….
Boys – many in local authority care – are alleged to have been abused by figures including the late Liberal MP Cyril Smith, Cabinet ministers, clergymen, pop stars, spies, judges and members of the royal household.
MI5 has been accused of suppressing allegations of child abuse against the politician, who died in 2010, when they were made during the 1960s, 1970s and 1980s.
The Kincora children’s home in east Belfast was run by William McGrath, the head of an extreme Protestant loyalist group called Tara and an alleged MI5 informant.
He and two other members of staff – William Semple and Joseph Mains – were jailed in 1981 for sexually assaulting boys in their care.
In February, lawyers for victims challenging the refusal to include Kincora in Justice Goddard’s wide-ranging inquiry told the High Court in Belfast that MI5 was aware of the abuse but allowed it to continue to protect those responsible from prosecution.

A Kincora abuse victim from Northern Ireland has told Channel 4 News how he was also abused at London’s Elm Guest House and Dolphin Square at the hands of “very powerful people”….
Richard Kerr’s harrowing account of what happened to him as a boy links three of the most important alleged VIP paedophile ring locations for the first time – Dolphin Square, a luxury complex, popular with MPs and civil servants; Kincora Boy’s Home in Belfast, where boys were systematically abused and Elm Guest House, a former gay brothel where young children are also said to have been molested.
Last month Channel 4 News brought Mr Kerr to England from America, with his counsellor, to revisit his past. On being back in London for the first time, he tells reporter Cordelia Lynch he feels “very emotional, very painful. I’m scared.”
He was introduced to the world of Westminster as a teenager and has suffered for nearly 30 years in silence. His memories are vivid and distressing.
In an interview with Channel 4 News to be broadcast tonight at 7pm, Kerr insists a VIP paedophile ring did exist….

Top British detectives are questioning an unlikely suspect in a high-stakes child abuse investigation: their boss.
Metropolitan Police Chief Sir Bernard Hogan-Howe is getting grilled by his own detectives over an alleged police cover-up connected to former Prime Minister Tony Blair’s administration, according to the Mirror.
Hogan-Howe was an Assistant Chief Constable for the Merseyside Police in 1998, when the department uncovered claims that one of Blair’s ministers was a suspected pedophile.
Hogan-Howe now says he “does not recall details about the investigation” or any suspects, according to a statement from the Metropolitan Police Service.
But a source close to the investigation told the Mirror it is “inconceivable” that Hogan-Howe and his cohorts weren’t aware of the accusations.
“The senior investigating officer at the time would have been expected to have reported to his senior officers the fact a serving government minister had come under suspicion,” the source said….

Britain’s top police officer faces being quizzed by his own detectives over claims that police covered up child sex abuse by politicians.
Metropolitan Police Chief Sir Bernard Hogan-Howe was an Assistant Chief Constable at Merseyside in 1998 when the force uncovered claims one of Tony Blair’s ministers was a suspected paedophile.
A source close to the Operation Care probe has confirmed the team were aware of allegations the minister was suspected of child abuse in Lambeth, South London.
It was “inconceivable” senior Merseyside officers were not aware the politician had come under suspicion, the source said.
But Sir Bernard “does not recall details about the investigation, those suspected or any associated allegations made regarding politicians”, Scotland Yard said….

Downing Street cynically tried to prevent the release of damaging files exposing the scale of the cover-up over paedophile MP Cyril Smith.
The Cabinet Office repeatedly blocked The Mail on Sunday’s attempts to see the bombshell documents – and caved in only after being threatened with High Court action.
After the shocking year-long fight, we can reveal the content of the papers, which expose just how much the Establishment knew about the late politician’s sexual and physical abuse of young boys.
Nick Clegg and David Cameron, both Ministers in the Cabinet Office, have been accused of ‘colluding’ in the latest cover-up of evidence that could expose VIP paedophile rings.
The secrecy row will also focus attention on Cabinet Secretary Sir Jeremy Heywood, who has become known as ‘Sir Cover-Up’ after blocking the release of dozens of messages exchanged by Tony Blair and George W Bush ahead of the Iraq war.
Following The Mail on Sunday’s victory, it can be revealed for the first time that:
– Margaret Thatcher was personally told that police had investigated claims that Smith indecently assaulted teenage boys in the 1960s.
– Thatcher was explicitly warned that awarding a knighthood to the 29-stone Liberal MP risked damaging the ‘integrity of the honours system’, but went ahead anyway.
– A senior Whitehall mandarin took the ‘exceptional’ step of contacting the country’s top prosecutor and police to find out why Smith was never charged with abusing boys at a hostel he helped run….
Smith was knighted in 1988 as recognition of his service as a councillor, mayor and MP in Rochdale, Lancashire.
After his death at the age of 82 in 2010, Clegg said he was ‘deeply saddened’ by the loss and said everyone in Rochdale knew him ‘as a friend’.
But two years later claims emerged that he repeatedly spanked and sexually abused boys in care homes and hostels, but the authorities saw to it that he was never brought to justice….

Former Prime Minister Margaret Thatcher was aware a Liberal MP was suspected of sexually abusing boys but “turned a blind eye” to it. She awarded a knighthood to Cyril Smith, secret documents, released after a yearlong fight for disclosure, reveal.
“There is no doubt about it now, from what we know, that she [Thatcher] turned a blind eye to people who were quite clearly pedophiles. That is absolutely clear,” said Labour MP Simon Danczuk, who exposed Cyril Smith’s abuse in Parliament.
Smith was investigated in 1970, 1988 and in 1999 on suspicion of “indecent assault against teenage boys” in the 1960s.
At the time, the authorities decided there was no reasonable prospect of conviction.
Later, Greater Manchester Police also admitted there had been “overwhelming evidence” Smith abused boys both physically and sexually.
This didn’t change Thatcher’s decision to knight Smith for his services as a counselor, mayor and MP in Rochdale, Lancashire….

The Government has been accused of trying to suppress a dossier of secret files which reveal that Margaret Thatcher knew about child sex abuse allegations against the MP Cyril Smith – before he was knighted.
The documents, only made public this week after an intervention from the Information Commissioner, include an undated letter marked “secret” warning Ms Thatcher that there was “the risk that such an award could give rise to adverse criticism”.
Smith, who died in 2010, served as the Liberal and later Liberal Democrat MP for Rochdale between 1972 and 1992. He was accused of abusing eight boys in the late 1960s and, though he was not prosecuted at the time, police say procedural changes mean he would be today.
The Cabinet Office last night denied a “cover-up” after releasing the 19-page file following repeated demands from the Mail on Sunday, and said the case was “sensitive and complex”.
Among the letters relating to the decision to knight Smith in 1988, the warning letter from Political Honours Scrutiny Committee member Lord Shackleton spelled out to Ms Thatcher that police had investigated Smith in 1970 for “indecent assault against teenage boys”.
It said that that the Director of Public Prosecutions (DPP) had decided “there was no reasonable prospect of conviction”….

The British government vowed Monday to discover whether public institutions have exposed vulnerable children to sexual abuse — and whether authorities suppressed abuse allegations to protect politicians and other powerful people.
Home Secretary Theresa May said a panel of legal and child-protection experts would investigate how public agencies, including governments and hospitals, handled child-abuse allegations. She said she set up the inquiry after “appalling cases of organized and persistent” sexual abuse, including decades of assaults by the late TV host Jimmy Savile.
“Some of these cases have exposed a failure by public bodies to take their responsibilities seriously,” May told the House of Commons.
May said a related investigation, led by National Society for the Prevention of Cruelty to Children chief executive Peter Wanless, would examine whether abuse claims handed to authorities in the 1980s were lost or destroyed to protect wrongdoers.
Last year, an internal government inquiry found that 114 files relating to allegations of child abuse that were handed to officials had been lost or destroyed….
Savile was exposed after his death in 2011 as a predatory pedophile who assaulted victims in hospitals, children’s homes and TV studios.
TV entertainer Rolf Harris was sentenced last week to almost six years in prison after being convicted of 12 counts of abusing girls.
Several recent cases in which gangs of men have been convicted of sexually exploiting girls in the care of local authorities also exposed failures by police and social services.
And after the 2010 death of Liberal Democrat lawmaker Cyril Smith, prosecutors acknowledged that in 1970 eight men accused Smith of abusing them as teens. Prosecutors said Smith was never charged but should have been.

The country was still reeling from the horrors of the Jimmy Savile child abuse scandal that saw the BBC accused of cover up and culture of secrecy to protect itself.
But the expose opened the door on a potentially even more explosive scandal – the claims of a VIP Westminster paedophile ring operating from the heart of the British Establishment from the 1960s onwards.
It has led to allegations of a massive cover up across Whitehall spanning decades, pressure on the police and prosecutors not to pursue cases and the apparent disappearance of key dossiers and files detailing claims of child abuse and alleged attackers.
More than 10 current and former politicians are said to be on a list of alleged child abusers now being investigated by police and the pressure is growing for a public inquiry.
But the belated investigations only serve to highlight decades of apparent inaction in the corridors of power to get to the truth despite relentless campaigning by a number of MPs.
The story begins with Cyril Smith, the late Liberal Democrat MP, who was exposed as an alleged paedophile in 2012, two years after his death, aged 82.
Rumours of child abuse had dogged the 29-stone Rochdale politician throughout his career but no action was ever taken.
As early as the 1960s, he allegedly routinely assaulted young boys, especially in children’s homes and special schools in his home town, where he was MP from 1972 to 1992.
He was also said to have been a visitor to the notorious Elm Guest house in South-west London, now the focus of a Scotland Yard investigation into an alleged VIP paedophile ring
It was claimed earlier this year that police received 144 complaints against him over the years but no prosecution was ever brought fuelling allegations he was protected by influential friends….
However, Smith was only one of a number of alleged high profile child abusers within Westminster said to have been named in a 40-page dossier submitted to the Home Office by the late campaigning Tory MP Geoffrey Dickens in 1983.
Mr Dickens told his family at the time that it named leading public figures, including senior politicians, and was going to “blow it all apart”.
It was also said to contain information on the notorious Paedophile Information Exchange (PIE) which was set up in 1974 to promote and lobby the legalisation of sexual activity between minors and adults….
The then Home Secretary Lord (Leon) Brittan was sent the file but no record of any subsequent criminal inquiry has been found and the dossier itself has disappeared….
It is understood more than 10 current and former politicians are now on a list of alleged child abusers held by police investigating claims of a Westminster paedophile ring.
MPs or peers from all three main political parties are on the list, which includes former ministers and household names….

In addition there has been a stream of appalling revelations about the perverted activities of those two paedophile knights: sinister entertainer Sir Jimmy Savile and gargantuan Liberal politician Sir Cyril Smith, both of whom went to their graves without being brought to justice.
In all these cases what is so shocking is not just the scale of abuse but also the fact that these dangerous predators were allowed to get away with their crimes for so long.
Inevitably the failure by the state to take any action against these high-profile abusers has prompted concerns about a major cover-up within the establishment, reflecting the desire of officials and politicians to protect their own….
In one fascinating illustration of this apparent complacency he said that in 1984 Tory MP Geoffrey Dickens had presented the home secretary of the time, Leon Brittan, with a comprehensive dossier about a paedophile network operating within Westminster.
It’s not clear what happened to the dossier or if any serious investigations were pursued. Dickens complained that his stance against child abuse meant that he was subjected to a brutal campaign of harassment including two break-ins and the appearance of his name on the hit list of a notorious contract killer.
In the early 1980s Dickens was regarded as something of a crank. Today, given what we know about abuse, he could be seen as a moral visionary. Yesterday, in response to Danczuk’s intervention, Lord Brittan issued a statement in which he said he had asked his office “to look carefully” at the dossier he had been handed.
But Brittan did not explain what ultimately happened to it. As a result his declaration will do little to lessen suspicions about complacency. This is not just about a few individual cases it is about a culture that appeared to allow entire institutions to be exploited by paedophiles, with the political class providing a shield to hide abuse….
