Immigrant Youth Shelters Have History of Child Abuse Claims: Report

Government contractors and non-profits running immigrant child shelters have been accused of sexual abuse, physical abuse, and neglect, according to a joint investigation by the Texas Tribune and Reveal.

“Taxpayers have paid more than $1.5 billion in the past four years” to the companies operating the shelters, the report revealed. The Office of Refugee Resettlement has given over $5 billion dollars in grants to the companies since 2003 in 18 states. In Texas, state inspectors found 400 deficiencies in the shelters, including reports of broken wrists, burns, and sexually transmitted diseases. Southwest Key, the company that runs the shelter at the deserted Walmart in Brownsville, Texas, has received over 246 violations. In Florida, a former employee at the Homestead shelter was sentenced to 10 years in prison for a “sexually inappropriate behavior” with a child—she once asked a 15-year-old for a pornographic video.

In New York, an 11-year-old boy was sexually assaulted by an older child at The Children’s Village shelter. Thirteen organizations have dealt with serious allegations since 2014, but ORR has only ended agreements with two of those companies….

Taxpayers have paid more than $1.5 billion to private companies operating shelters accused of serious lapses in care, including neglect and abuse.

Taxpayers have paid more than $1.5 billion in the past four years to private companies operating immigrant youth shelters accused of serious lapses in care, including neglect and sexual and physical abuse, an investigation by Reveal and The Texas Tribune has found.

In nearly all cases, the federal government has continued to place migrant children with the companies even after serious allegations were raised and after state inspectors cited shelters with deficiencies, government and other records show.

Since 2003, the U.S. Health and Human Services Department has awarded nearly $5 billion in grants through the Office of Refugee Resettlement, mostly to religious and nonprofit organizations in 18 states, to house children who arrive in the country unaccompanied. The program grew quickly in 2014, when around 70,000 children crossed the southern border alone.

Now this web of private facilities, cobbled together to support children with nowhere else to go, is beginning to hold a new population: the more than 2,000 children who arrived with their parents but were separated from them because of a Trump administration policy.

In Texas, where the resettlement agency awarded the majority of the grants, state inspectors have cited homes with more than 400 deficiencies, about one-third of them serious.

Allegations included staff members’ failure to seek medical attention for children. One had a burn, another a broken wrist, a third a sexually transmitted disease. In another shelter, staff gave a child medicine to which she was allergic, despite a warning on her medical bracelet. Inspectors also cited homes for “inappropriate contact” between children and staff….

A case in point is the Shiloh Treatment Center, a mobile home complex-turned-child care center. Located in rural Manvel, Texas, the center was founded in 1995 by Clay Dean Hill, who is now 69. In 2013, the resettlement agency began funding the shelter, sending more than $25 million in grants over five years.

In 2001, Stephanie Duffield, 16, died after being restrained by staff. Following her death, Shiloh was found to be “in compliance” with state requirements, according to the refugee resettlement office. Since then, Shiloh has been dogged by allegations of child abuse, leading Brazoria County’s district attorney, Jeri Yenne, to call for increased monitoring of the shelter.

Children have died at two other programs affiliated with Hill, Behavior Training Research Inc. and Daystar Residential Inc. Between 1993 and 2010, three children died after being restrained at those facilities. In 2002, Latasha Bush, 15, died from asphyxia. Eight years later, Michael Keith Owens, 16, died after being restrained inside a closet. Both were ruled homicides.

Daystar closed after Owens’ death. Behavior Training Research remains registered as an active domestic for-profit corporation.

Over the last three years, Texas inspectors found eight deficiencies at Shiloh, including poorly supervised medication inside the facility and overdue background check renewals for staff….

911 call in child abuse case: Girl reports parents, says sisters are ‘chained up’

RIVERSIDE, Calif. — A 17-year-old girl who had just escaped her home of horrors called police dispatchers and revealed in a high-pitched voice the abuse that had gone on for years.

“My two little sisters right now are chained up,” she said in a recording played Wednesday during a hearing to determine if her mother and father stand trial for a raft of abuse charges.

“They will wake up at night and they will start crying and they wanted me to call somebody,” she said of her siblings. “I wanted to call y’all so y’all can help my sisters.”

The girl’s mother, Louise Turpin, dabbed her eyes with a tissue as the 911 call was played in Riverside County Superior Court.

David and Louise Turpin have pleaded not guilty to torture, child abuse and other charges. They are being held on $12 million bail each.

The 911 call in January was the start of a new day for their 13 children, some of whom didn’t even understand the role of police officers when they showed up at the house in response to the call.

Officers freed two children who were shackled to beds and arrested the parents in a case that drew worldwide attention to severe neglect at the Perris, California, home that looked neatly kept from the outside.

Inside, police discovered something completely different.

The house reeked of human waste, and the evidence of starvation was obvious, with the oldest of 13 siblings weighing just 82 pounds. The children were locked up as punishment, denied food and toys and allowed to do little except write in journals, prosecutors said.

Children were isolated from each other and locked in different rooms in small groups. They did not have access to televisions or radios but expressed themselves in the hundreds of journals that investigators seized from the home where they were schooled.

After they were freed, the children, who ranged in age from 2 to 29, were immediately hospitalized and eventually released….

As a CBI court on Friday convicted Gurmeet Ram Rahim Singh, the controversial head of the religious sect Dera Sacha Sauda, of raping two women at the cult’s headquarters in Haryana’s Sirsa town, a bereaved son too awaits justice for the murder of his father, journalist Ram Chander Chhatrapati, who had exposed the alleged rape of ‘sadhvis’ (female followers) at the Dera 15 years ago.

Chhatrapati was shot from point-blank range at his residence on October 24, 2002, months after the paper published an anonymous letter narrating how women finding solace in the Dera as sadhvis were sexually harassed and raped by the Dera chief. His son Anshul has been fighting the legal battle that has now reached final arguments in the same CBI court at Panchkula that found the dera chief guilty on August 25….

Paramilitary sect members indicted in child abuse case

GRANTS, N.M. — A grand jury has indicted four members of a New Mexico paramilitary religious sect in connection with a child abuse and child sexual abuse investigation.

The Cibola County grand jury voted late Friday to indict the four members of the Aggressive Christianity Missions Training Corps after a magistrate judge refused to lower bonds.

Sect co-leader Deborah Green is facing charges of failure to report a birth, child abuse and sexual penetration of a minor. Green is nicknamed “the general,” because she is one of the founders of the group, reports CBS affiliate KRQE. Investigators say she and her son-in-law, Peter Green, molested a girl.

Peter Green faces 100 counts of criminal sexual penetration of a child. He is accused of raping a girl at least four times a week from the time she was 7, according to court documents.

Police have not released the identities of victim in the case.

The duo and two others also face charges for failure to register the births of their 11 children….

The group, which was founded in California, says the allegations are totally false. The group claims they are merely a small, poor group living in a secluded ranching area in New Mexico, where they are often persecuted by people who don’t understand their reading of the Bible.

But authorities say the trustees of the Aggressive Christianity Missions Training Corps own thousands of acres of land and benefited from a wealthy high-ranking member who aided them in avoiding law enforcement agencies by hiding children throughout their vast holdings.

Those holdings and regular deceptions by leaders, authorities said, made it difficult for the small Cibola County Sheriff’s Office to investigate allegations of child abuse that former members say went back years.

Speaking before a magistrate judge on Friday, Cibola County Undersheriff Michael Munk gave a glimpse into his department’s two-year investigation of the militant sect former members say treated followers like slaves and often physically beat children who had no records of being born. That investigation led to the Sunday raid of the group’s Fence Lake compound and the arrest of four members….

Its website is laced with anti-Semitic language and anti-gay tirades about same-sex marriage.

Fran Keller’s brother Johnson in a separate case was charged with aggravated sexual assault of a 4-year-old and received an eight-year sentence in a plea bargain.

One child in the case was treated in a psychiatric hospital for several weeks after the allegations of abuse surfaced. “His prognosis is he will probably need therapy off and on the rest of his life.” Parents described how their preschoolers’ behavior changed in odd ways.

Perry (a defendant who later recanted his confession): His confession contained graphic details of a variety of sexual acts performed on two children, and it substantiated claims made by the children that they had been threatened and terrorized into not speaking out.

Dan and Fran Keller…will receive $3.4 million from a state fund for those wrongly convicted of crimes.
The couple’s circumstances changed in June, when Travis County District Attorney Margaret Moore filed court documents that dropped all charges and declared the Kellers “actually innocent” under the law. After an extensive review, it was clear that the Kellers’ innocence claim should be supported in the interest of justice, Moore said at the time.

Here are a few facts about the Fran’s Day Care case:

1. Children’s parents were alerted when children returned home from daycare wearing their under clothing inside out or wearing other children’s underwear and sometimes having wet hair.

2. The children who were old enough to speak reported sexual assaults by Dan Keller and other visitors to the school. The older children also reported assaults on younger, pre-verbal children at the school.

3. The Kellers attempted to evade arrest by fleeing to Las Vegas. They were captured there wearing disguises. Fran has bleached her hair blond.

4. A co-defendant, Doug Perry, a sheriff’s deputy, pled guilty, turned state’s evidence, testified against the Kellers, and received a 10-year probated sentence. Perry is a registered sex offender in Texas.

5. The defense did not retain an expert witness in defense of the Kellers. They only produced a copy of Richard Gardner’s book, Sex Abuse Hysteria, in response to the allegations against the Kellers.

6. The prosecution did not discuss ritual abuse until the subject was raised by the defense at which point the prosecution’s expert witness, Randy Noblitt, explained what ritual abuse is and how it works. He also provided testimony in response to the production of the Richard Gardner book intended by the defense to demonstrate in unreliability of sex abuse claims by children. (The book’s theme is that all people are latent pedophiles and that parents receive vicarious sexual gratification from their children’s sexual experiences).

More Misinformation in the Media about the Keller Case
June 3, 2015…

(1) The Kellers were never charged with, let alone convicted of, satanic ritual abuse….The only reason those issues came into the Keller case is because the defense brought them up.

(2) Dr. Mouw’s “recantation” did not negate all of the medical evidence of abuse in the case. As anyone who bothered to read his affidavit can see, Dr. Mouw still admits that the original girl in this case had a tear in her vagina. Cathy Young has dismissed this evidence with the wild assertion that vaginal tears are normal in non-abused children, but virtually all research of “normal” genitals contradicts this claim. The Keller case began with a genital injury that Dr. Mouw does not deny. His “recantation” of the other finding strains credulity. It relies on the claim that Dr. Mouw had a clear recollection of this genital exam many years after he testified that he had absolutely no recollection of the exam.

In sum, there was far more evidence in this case than has ever been acknowledged by those promoting the witch-hunt narrative. The “recantation” by Dr. Mouw made it impossible to retry the case, but a close examination of his affidavit makes it clear that Dr. Mouw is not credible. That probably explains why the appellate court did not exonerate the Kellers. Dr. Mouw’s statement simply does not add up. He claims to have had a clear recollection of the medical exam in this case many years after testifying; but when he testified under oath in 1993 he said that he had “no independent recollection” of the exam beyond his written records.

A Jehovah’s Witness congregation in Manchester has been criticised by the Charity Commission over its handling of allegations of child sex abuse by a senior member.

Victims of a convicted paedophile, Jonathan Rose, were forced to confront him face to face and answer questions about their abuse, including from him, at a three-hour meeting, the charity watchdog found. One alleged victim was criticised in correspondence as a troublemaker who was “economical with the truth”.

The charity’s trustees failed to provide “accurate and complete answers” to the investigation, the commission wrote, identifying “misconduct or mismanagement in the administration of the charity”.

The Charity Commission launched an inquiry into the Manchester New Moston congregation of the Jehovah’s Witnesses in 2014. This followed reports that women who were abused by Rose, an “elder” who was jailed for child sex abuse in 2013, had been forced to confront him after his release from prison as he sought to rejoin the congregation.

The commission also launched an investigation into safeguarding by the Watch Tower Bible and Tract Society of Great Britain (WTBTS), the umbrella charity that oversees the UK’s 1,350 Jehovah’s Witness congregations and is believed by investigators to play a key role in deciding how claims of abuse are handled.

Concerns about how the Jehovah’s Witnesses handle such allegations have also surfaced in Australia, where a royal commission found congregations were encouraged not to report claims to the police, and in the US, where efforts to investigate allegations have resulted in fines of millions for withholding details of alleged child abusers…..

Ex-Priest Shanley recovered memory case. Shanley lost the appeal in the Massachusetts Supreme Judicial Court.

Shanley was accused of sexual abuse in the 1960’s, the 1970’s, the 1980’s and the 1990’s. His church personnel records indicated he was transferred from parish to parish despite allegations of abuse. The Boston Herald (4/9/02) printed that Shanley “spoke in favor of sex between men and boys at a formative 1978 meeting in Boston of the “Man Boy Lovers of North America” and that he “admitted openly to raping and sodomizing minors when confronted by church investigators under Boston’s two past archbishops, Humberto Cardinal Medeiros and Law.”

The Supreme Judicial Court agreed with a Superior Court judge who ruled earlier that repressed memory theory, or “dissociative amnesia,” is controversial, but generally accepted in the relevant scientific community. The high court said the theory is supported by “a wide collection of clinical observations and a survey of academic literature.”

A California judge has determined that a man recently arrested in a San Diego suburb is a fugitive wanted in a 1979 child sexual abuse investigation in Louisiana, where he was a children’s TV show host known as “Mr. Wonder.”

A San Diego County Superior Court judge ruled Thursday after a brief identity hearing.

Authorities say Frank John Selas III assumed a new identity in the San Diego area, where he often invited children to his house to swim and was a Cub Scout leader. He was arrested in January.

The ruling sets the stage for extradition proceedings to begin.

Study Links Child Abuse, Neglect to Earlier Onset of Bipolar Disorder   HealthDay Feb. 11, 2016  By Robert Preidt

THURSDAY, Feb. 11, 2016 (HealthDay News) — People with bipolar disorder who have a history of being abused or neglected as children may have more severe symptoms and a higher risk of suicide, new research suggests.

“Our findings have important implications for clinical practice, as they suggest that a history of childhood maltreatment could be used as an early indicator of high risk for poor outcomes among individuals with bipolar disorder,” said study author Jessica Agnew-Blais, a postdoctoral researcher at King’s College London in England.

“This information could be valuable for identifying patients with bipolar disorder who may benefit from greater support and treatment,” she said in a college news release.

The researchers reviewed 30 studies. While they only found an association, rather than a cause-and-effect link, they said bipolar patients who suffered from neglect or physical, sexual or emotional abuse as children were more likely to have more severe manic, depressive and psychotic symptoms compared to those who weren’t abused.

People with bipolar disorder who were abused as children also had a higher risk of anxiety disorders and substance and alcohol abuse disorders, the research showed.

Those abused as children developed bipolar symptoms more than four years earlier, the study found. They also were nearly four times more likely to have post-traumatic stress disorder. And they were nearly twice as likely to attempt suicide as those who weren’t mistreated during childhood, the researchers said…. The study was published Feb. 9 in The Lancet Psychiatry.

Longtime Subway sandwich pitchman Jared Fogle has agreed to plead guilty to allegations that he paid for sex acts with minors and received child abuse images that he knew had been secretly produced by the former director of his charitable foundation, federal prosecutors said in court documents released on Wednesday.

Fogle will plead guilty to one count each of travelling to engage in illicit sexual conduct with a minor and the distribution and receipt of child abuse images after appearing in court in Indianapolis on Wednesday morning.

Prosecutors said that under the plea deal, each side will seek a sentence from 5 to 12.5 years in prison. Further hearing dates have not yet been decided.

Court documents said Fogle agrees to pay $1.4m in restitution to 14 minor victims, who will each receive $100,000. Fogle will also be required to register as a sex offender and undergo treatment for sexual disorders….

Federal prosecutors allege in the documents that the married father of two travelled to pay for sex acts, including with minors, from 2007 until as recently as June and that he repeatedly planned business trips to coincide with his sexual pursuits.

On 3 November 2012, Fogle allegedly paid a 17-year-old girl who he had found online to engage in sex acts while he was staying at the Plaza Hotel in New York City, according to the papers. Several months later, he again paid her for sex acts while staying at the Ritz Carlton Hotel, according to the document, which says the girl told Fogle her age when they first met and that he knew she was a minor.

After the first meeting, the document said, Fogle texted the girl and offered to pay her a fee if she could find him another underage girl to pay for sex acts.

During these discussions, Fogle “stated that he would accept a 16-year-old girl, while stating that the younger the girl, the better”, the document said.

Between 2011 and 2013, Fogle also repeatedly sent text messages to other escorts, “soliciting them to provide him with access to minors as young as 14 to 15 years”, the document said, adding that he would only make such requests after engaging in sex acts with the escorts to “insure that they were not undercover police officers”.

The document also alleged that Fogle on multiple occasions received sexually explicit images and videos produced by Russell Taylor, 43, who ran the charitable Jared Foundation. WASHINGTON, July 10 (Reuters) – An investigation into Penn State University’s role in the Jerry Sandusky child sex abuse scandal will be published on Thursday, and the family of late football coach Joe Paterno has questioned its fairness and confidentiality.

The head of the eight-month probe, former FBI Director Louis Freeh, said on Tuesday its report would be published online at 9 a.m. EDT (1300 GMT) on Thursday. He will hold a news briefing at 10 a.m. EDT (1400 GMT) in Philadelphia.

Pennsylvania State University’s trustees hired Freeh and his law firm to investigate the school’s handling of explosive allegations involving Sandusky, a former assistant coach in the high-powered football program, and university officials.

Sandusky, 68, was convicted last month of 45 counts of child molestation involving 10 boys. Some of the sexual abuse took place at Penn State football facilities.

The charges involving Sandusky prompted the firing in November of university President Graham Spanier and head coach Paterno, who won more games than any other major college football coach. Paterno died of lung cancer in January at age 85.

At the heart of the Freeh probe is how Paterno and other Penn State officials reacted to allegations by Mike McQueary, a graduate assistant. McQueary told them in 2001 he had seen Sandusky in a sexual position with a boy in a football locker room, but neither police nor children’s services were informed.

Attorneys representing 14 mothers of students at Miramonte Elementary School announced Tuesday the filing of a lawsuit that alleges the school district did not protect their children from a teacher accused of lewd acts involving children.

The lawsuit claims the Los Angeles Unified School District was negligent in the case of former teacher Mark Berndt, charged with lewd acts involving at least 20 children at the school.

Berndt was arrested in January.

The lawsuit, filed Tuesday morning, claims the children were sexually abused by Berndt between 2002 and 2011, and that the LAUSD “was negligent and did not protect their children from sexual abuses; and that the Los Angeles Unified School District completely ignored previous complaints,” according to a statement from attorney Luis A. Carrillo.

The charges against Berndt involve 23 children who were 7 to 10 years old. His arrest stemmed from an investigation that began after a film processor — mandated by state law to report child abuse — provided photos to sheriff’s deputies….

Deputies recovered more than 100 similar photos at Berndt’s home, according to investigators. The film processor later discovered more photos….

Berndt pleaded not guilty.

His arrest was followed by another Miramonte Elementary teacher and the dismissal of the entire school staff. Spain ‘busts child pornography network’ 8 October 2010 – Police have arrested 57 people over child pornography allegations in Spain, including business owners and local police officers, the authorities say. Those detained in recent days include a gardener who had filmed relatives aged seven and 14 in sexual poses.
