For Private Kate Wilson, the final insult came when an administrative major at Deepcut Barracks — a man — told her: ‘What you don’t seem to realise is that you are just a number to us. We have no further use for you.’

In the 18 months since Private Wilson had joined as a teenage recruit, the British Army had ‘used’ her in a quite horrific fashion.

She had, she says, been viciously assaulted for refusing to sleep with one of her bosses, sexually harassed by other male non-commissioned officers, urinated upon while asleep, and, finally, crippled for life thanks to the carelessness of a misogynistic instructor.

That injury — a broken hip — led to her interview with that callous major, and a medical discharge from the career she had wanted since she was four years old. She still suffers with the injury 20 years later.

Wilson was by no means unique. During her ‘training’, she had witnessed a serious but unpunished sexual assault by an instructor on one of her sleeping female room-mates, and the daily abuse of other vulnerable female recruits — little more than children — by much older NCOs.

‘These were men with no honour and no pride,’ she told me this week. ‘We were kids, and they were monsters; vile and barbaric. A lot of people in the Army who could have helped knew what was happening — and yet they did nothing.’….

Congress moves to confront military child abuse with Talia’s Law

The House on Tuesday passed a bill that would require anyone employed by the Defense Department to report cases of suspected child abuse on military installations to state child protective service agencies in addition to reporting such suspected crimes up their chain of command.

The legislation was approved by voice vote and sent to the Senate for consideration.

Called Talia’s Law, the bill is named for five-year-old Talia Williams who was tortured and beaten to death by her father — an active-duty Army specialist at the time — and step-mother in 2005 at Wheeler Army Airfield in Hawaii.

Talia’s mother, Tarshia Williams, sued the U.S. government in 2008 for what she argued were failures by military officials to report suspicions that her daughter was being abused. Williams was awarded $2 million in a settlement last May…..

Citing the 29,000 cases of child abuse and neglect in the military in the past decade, Gabbard said on the House floor Tuesday that her bill creates the same protections for military children that exist for any other child.

Rates of child abuse and neglect in the military, though half the rate typically seen in the civilian population, have been on the rise since 2010, according to a 2014 memorandum from Deputy Assistant Secretary of Defense Rosemary Williams….

I-Team: The Army’s secret Cold War experiments on St. Louisans

St. Louis (KSDK) – Lisa Martino-Taylor is a sociologist whose life’s work has been to uncover details of the Army’s ultra-secret military experiments carried out in St. Louis and other cities during the 1950s and 60s.

She will make her research public Tuesday, but she spoke first to the I-Team’s Leisa Zigman.

The I-Team independently verified that the spraying of zinc cadmium sulfide did take place in St. Louis on thousands of unsuspecting citizens. What is unclear is whether the Army added a radioactive material to the compound as Martino-Taylor’s research implies.

“The study was secretive for reason. They didn’t have volunteers stepping up and saying yeah, I’ll breathe zinc cadmium sulfide with radioactive particles,” said Martino-Taylor.

Army archive pictures show how the tests were done in Corpus Christi, Texas in the 1960s. In Texas, planes were used to drop the chemical. But in St. Louis, the Army placed chemical sprayers on buildings and station wagons.

Documents confirmed that city officials were kept in the dark about the tests. The Cold War cover story was that the Army was testing smoke screens to protect cities from a Russian attack. The truth, according to Martino-Taylor was much more sinister….

By making hundreds of Freedom of Information Act requests, she uncovered once-classified documents that confirm the spraying of zinc cadmium sulfide.

Martino-Taylor says the greatest concentration was centered on the Pruitt-Igoe housing complex, just northwest of downtown St. Louis in the Carr Square neighborhood. It was home to 10,000 low income people. An estimated 70 percent she says were children under the age of 12….

Documents released in the 90s showed the Army placed sprayers on a former Knights of Columbus building on Lindell and in Forest Park. The Army always insisted the chemical compound was safe. Martino-Taylor believes documents prove otherwise.

“There is a lot of evidence that shows people in St. Louis and the city, in particular minority communities, were subjected to military testing that was connected to a larger radiological weapons testing project,” she said.

For the first time, she links the St. Louis testing to a company called US Radium, a company notorious for lawsuits involving radioactive contamination of its workers.

“US radium had this reputation where they had been found legally liable for producing a radioactive powdered paint that killed many young women who painted fluorescent watch tiles,” said Martino-Taylor.

This piece analyzes a covert Manhattan Project spin-off organization referred to here as the Manhattan-Rochester Coalition, and an obscure aerosol study in St. Louis, Missouri, conducted under contract by the U.S. military from 1953–1954, and 1963–1965. The military-sponsored studies targeted a segregated, high-density urban area, where low-income persons of color predominantly resided. Examination of the Manhattan-Rochester Coalition and the St. Louis aerosol studies, reveal their connections to each other, and to a much larger military project that secretly tested humans, both alive and deceased, in an effort to understand the effects of weaponized radiation.

….I look first at my original concept of ethical autism, defined here as the purposeful reduction or blockage of information inside an organization or group, intending to 1) distort the perceptions of insiders to ensure compliance and advancement of the organizational goals 2) minimize the awareness of collective illegal and/or unethical activity of the organization, 3) create a false sense of security to members within the organization from outside threats due to illegal or unethical activity, 4) to stifle opposition, critical analysis, and ensure conformity to the organizational goals. Ethical
autism ensures that the significance of harmful organizational actions will be
underestimated by an internal audience; the control of information in this case study was essential to generating ethical autism.

I next propose the original concept of social autism to explain how organizations can successfully, systematically, and purposefully impede meaningful information flow to an external audience, in order to manipulate public opinion, impede public debate and dialogue, and to ensure that the significance of harmful organizational actions will be unknown to or underestimated by an external audience. Three specific mechanisms (snipping, spinning, and blizzarding), explained herein, are used towards this end. Snipping and blizzarding are original concepts, and unique to the literature. The three mechanisms (along with stonewalling) are used to regulate information outflow in an effort to obfuscate, downplay, or deny damaging organizational information to various internal and external parties. The purposeful and strategic utilization of these mechanisms thereby create internal effects (ethical autism) and external effects (social
autism) on various audiences, whereby insiders and outsiders are deceived as to potential dangers or harmful acts, and whereby full and open debate is strategically suppressed.

In  this way, we can explain how “ethical lapses” might occur inside large organizations or coalitions that employ hundreds or thousands of individuals who move in and out of the organization over extended periods of time, such as during the five decades of state sponsored human subject testing in the United States. Through strategic use of these mechanisms, organizational leaders can control opposition, resistance, and debate both inside and outside the organization, in an effort to advance uninterrupted, organizational goals. Thusly, as the control of information is essential to generating ethical autism internally, the control of information is also essential to generating social autism in the external community.

By Michael Hastings February 23, 2011 The U.S. Army illegally ordered a team of soldiers specializing in “psychological operations” to manipulate visiting American senators into providing more troops and funding for the war, Rolling Stone has learned – and when an officer tried to stop the operation, he was railroaded by military investigators….

The orders came from the command of Lt. Gen. William Caldwell, a three-star general in charge of training Afghan troops – the linchpin of U.S. strategy in the war. Over a four-month period last year, a military cell devoted to what is known as “information operations” at Camp Eggers in Kabul was repeatedly pressured to target visiting senators and other VIPs who met with Caldwell. When the unit resisted the order, arguing that it violated U.S. laws prohibiting the use of propaganda against American citizens, it was subjected to a campaign of retaliation.

“My job in psy-ops is to play with people’s heads, to get the enemy to behave the way we want them to behave,” says Lt. Colonel Michael Holmes, the leader of the IO unit, who received an official reprimand after bucking orders. “I’m prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you’re crossing a line.”

The list of targeted visitors was long, according to interviews with members of the IO team and internal documents obtained by Rolling Stone. Those singled out in the campaign included senators John McCain, Joe Lieberman, Jack Reed, Al Franken and Carl Levin; Rep. Steve Israel of the House Appropriations Committee; Adm. Mike Mullen of the Joint Chiefs of Staff; the Czech ambassador to Afghanistan; the German interior minister, and a host of influential think-tank analysts….

In a statement to Rolling Stone, a spokesman for Caldwell “categorically denies the assertion that the command used an Information Operations Cell to influence Distinguished Visitors.”

….As for the operation targeting U.S. senators, there is no way to tell what, if any, influence it had on American policy. What is clear is that in January 2011, Caldwell’s command asked the Obama administration for another $2 billion to train an additional 70,000 Afghan troops – an initiative that will already cost U.S. taxpayers more than $11 billion this year. Among the biggest boosters in Washington to give Caldwell the additional money? Sen. Carl Levin, one of the senators whom Holmes had been ordered to target.

By MARIA DINZEO December 14, 2010 SAN FRANCISCO (CN) – The Central Intelligence Agency in January will argue for dismissal of Vietnam veterans’ claims that the CIA must provide them with information about the health effects of chemicals used on them during Cold War-era human experiments. The CIA also claims it is not obligated to provide the veterans with medical care for side effects of the drugs. It’s the CIA’s third attempt to get the case dismissed.

In a 2009 federal lawsuit, Vietnam Veterans of America claimed that the Army and CIA had used at least 7,800 soldiers as guinea pigs in “Project Paperclip.” They were given at least 250 and as many as 400 types of drugs, among them sarin, one of the most deadly drugs known to man, amphetamines, barbiturates, mustard gas, phosgene gas and LSD.

Among the project’s goals were to control human behavior, develop drugs that would cause confusion, promote weakness or temporarily cause loss of hearing or vision, create a drug to induce hypnosis and identify drugs that could enhance a person’s ability to withstand torture.

The veterans say that some of the soldiers died, and others suffered grand mal seizures, epileptic seizures and paranoia. The veterans say the CIA promised in the 1970s to compensate those who were made guinea pigs, but the 2009 complaint states that the government “never made a sincere effort to locate the survivors.”

In its 32-page motion to dismiss the group’s third amended complaint, the CIA claims it has no legal obligation under the Administrative Procedures Act to provide the veterans with notice of the drugs’ health effects and that the veterans’ notice claim “rests solely on state common-law duty.”

The CIA claims that the law on which the veterans base their claim for health care compensation stems from the Department of Defense and Army regulations, “which do not purport to have a binding affect on the CIA.” And it claims that the Defense Department “never intended nor committed to providing medical care for service member participants in the test programs.”

Attorney: Army Has No Legal Duty To Report Child Abuse – Schofield Barracks General Says Army Failed To Prevent Child’s Death March 25, 2010 HONOLULU – An attorney for the U.S. Army argued in court on Thursday that Army officials have no legal duty to report child abuse to civilian authorities. The attorney said the mother of a 5-year-old girl who was beaten to death at Schofield Barracks is not entitled to damages. The commanding general has said that opportunities were missed that could have prevented Talia Williams’ death. Army lawyers said the general fired Schofield Barracks’ top child abuse official for not reporting what she knew. However, the Army’s lawyer said the Army should still not be held liable for their mistakes….Judge Alan Kay pointed out that the law considers them mandated reports of abuse.
