This is an editorial about recent social and professional ethical developments that may signal attempts to arrive at truth about critical aspects of trauma after decades of lies and cover-ups. The first development came with the release of the Hoffman Report (Hoffman et al., 2015a), an investigation of the American Psychological Association’s (APA) complicity in abusive, traumatizing interrogations of political detainees, with one particular reference of note to this discussion. Another development was the publication of The Witch-Hunt Narrative by Ross Cheit (2014), which challenges widely held misconceptions about victims of child abuse and their credibility perpetuated since the preschool child abuse trials of the 1980s.

The ethical standards for International Society for the Study of Trauma and Dissociation (ISSTD) members are derived from the ethical guidelines of national and professional groups (ISSTD, 2015). For psychologists who are members of the ISSTD, the APA provides ethical principles (APA, 2010), including general principles and ethical standards. Not only did some powerful people within the APA fail to follow its principles and standards, but, as noted in the Hoffman Report, it was the APA ethics director who was among those complicit in this failure.

Elizabeth Loftus and the Hoffman Report

The Hoffman Report, an independent investigation into the American Psychological Association’s involvement with government-sponsored torture programs, was released earlier this month.  As James Risen reported in the New York Times, the 542-page report concluded that the APA’s ethics office “prioritized the protection of psychologists — even those who might have engaged in unethical behavior — above the protection of the public.” The focus of the report is the involvement of the APA in sanctioning interrogation techniques that included torture. But the Report also contains an important footnote about the lax attitude towards ethics in the APA office long before the post-9/11 era:

The Ethics Office was not insulated from outside influence and the nature of the process allowed for manipulation at times. Koocher told Sidley that Raymond Fowler manipulated the adjudication process when there was a complaint filed against Elizabeth Loftus, a high-profile psychologist who did work on false memories. When Fowler found out there was an ethics complaint pending against Loftus, he reached out to her and told her she should resign her membership before a case could be formally opened against her. He later denied that he had done so and appointed one of his deputies to “investigate” how Loftus had found out about the complaint.

This footnote provides the only explanation that has ever made sense for why Professor Loftus resigned from the APA by fax, shortly after two ethics complaints had been filed against her. The complaints concerned Loftus misrepresenting the facts about two successful recovered-memory lawsuits. Her resignation made the complaints moot under rules that have since been changed to close that loophole….

More than 1,000 members of the Jehovah’s Witnesses have been identified by the church as perpetrators of child sexual abuse since 1950 but not one was reported to police, an inquiry has heard.

The Sydney hearing was told the church adopted a scriptural response to abuse, which it abhorred, and had files relating to 1,006 alleged perpetrators, dating back to 1950.

The process required witnesses to prove abuse took place, and no allegations were ever reported to police.

A 47-year-old woman, known to the inquiry as BCB, said she was sexually assaulted as a teenager by her family friend and church elder, Bill Neill, at Narrogin, south-east of Perth in the 1980s.

The commission heard Neill is now deceased.

BCB described feeling ashamed to give evidence because she still identifies as a Jehovah’s Witness despite suffering a nervous breakdown and depression as a result of the abuse.

“I would like the Jehovah’s Witnesses to take allegations of child abuse more seriously and report them to the police,” she said.

“I also think that those victims that are brave enough to report to elders should be properly supported and protected.

“I found the experience of reporting my abuse to a room full of men, including the man who had abused me, very distressing.”….

Church practice not to report sexual abuse

Justice McLellan then asked him if he was aware of his obligation to tell the authorities if a serious allegation of sexual assault was reported to him.

“If we have any hesitation we contact the branch for advice on how we should proceed legally and scripturally,” Mr Horley said.

“We don’t report it to the police. I think we encourage them to do that. But we give them the assistance to do that.”….

Bill Cosby: 35 Women Accuse the Actor of Assault on New York Magazine Cover

Dozens of women have publicly accused Bill Cosby of assault since late last year.
In its new issue, New York magazine photographed 35 of them for a stunning cover story.
“The minute you see something from a bird’s eye view, you start to understand the scope,” explained the magazine’s director of photography, Jody Quon. “Once we organized it and put the women in chronological order based on the year of their alleged assaults, you started to see the only thing they had in common was Bill Cosby, and that’s when we thought, ‘This could be a really powerful photo essay.'”….

Through his attorneys, Cosby, 78, has denied the allegations of sexual assault and rape and has never been charged with a crime. Martin Singer, one of Bill Cosby’s attorneys, did not immediately respond to a request for comment from ABC News regarding the magazine cover.

Many of the women in the New York magazine portfolio, including model Beverly Johnson, have said over the past few months that they were drugged by the comedian in decades past. Others, including model Janice Dickinson, also alleged rape….

More has changed in the past few years for women who allege rape than in all the decades since the women’s movement began. Consider the evidence of October 2014, when an audience member at a Hannibal Buress show in Philadelphia uploaded a clip of the comedian talking about Bill Cosby: “He gets on TV, ‘Pull your pants up, black people … I can talk down to you because I had a successful sitcom.’ Yeah, but you rape women, Bill Cosby, so turn the crazy down a couple notches … I guess I want to just at least make it weird for you to watch Cosby Show reruns. Dude’s image, for the most part, it’s fucking public Teflon image. I’ve done this bit onstage and people think I’m making it up … That shit is upsetting.” The bit went viral swiftly, with irreversible, calamitous consequences for Cosby’s reputation.

Perhaps the most shocking thing wasn’t that Buress had called Cosby a rapist; it was that the world had actually heard him. A decade earlier, 14 women had accused Cosby of rape. In 2005, a former basketball star named Andrea Constand, who met Cosby when she was working in the athletic department at Temple University, where he served on the board of trustees, alleged to authorities that he had drugged her to a state of semi-consciousness and then groped and digitally penetrated her. After her allegations were made public, a California lawyer named Tamara Green appeared on the Today show and said that, 30 years earlier, Cosby had drugged and assaulted her as well. Eventually, 12 Jane Does signed up to tell their own stories of being assaulted by Cosby in support of Constand’s case. Several of them eventually made their names public. But they were met, mostly, with skepticism, threats, and attacks on their character….

As Cosby allegedly told some of his victims: No one would believe you. So why speak up? But among younger women, and particularly online, there is a strong sense now that speaking up is the only thing to do, that a woman claiming her own victimhood is more powerful than any other weapon in the fight against rape….

The largest association of psychologists in the United States is on the brink of a crisis, the Guardian has learned, after an independent review revealed that medical professionals lied and covered up their extensive involvement in post-9/11 torture. The revelation, puncturing years of denials, has already led to at least one leadership firing and creates the potential for loss of licenses and even prosecutions.

For more than a decade, the American Psychological Association (APA) has maintained that a strict code of ethics prohibits its more than 130,000 members to aid in the torture of detainees while simultaneously permitting involvement in military and intelligence interrogations. The group has rejected media reporting on psychologists’ complicity in torture; suppressed internal dissent from anti-torture doctors; cleared members of wrongdoing; and portrayed itself as a consistent ally against abuse.

Now, a voluminous independent review conducted by a former assistant US attorney, David Hoffman, undermines the APA’s denials in full – and vindicates the dissenters.

Sources with knowledge of the report and its consequences, who requested anonymity to discuss the findings before public release, expected a wave of firings and resignations across the leadership of an organization that Hoffman finds used its extensive institutional links to the CIA and US military to facilitate abusive interrogations….

WASHINGTON — The American Psychological Association secretly collaborated with the administration of President George W. Bush to bolster a legal and ethical justification for the torture of prisoners swept up in the post-Sept. 11 war on terror, according to a new report by a group of dissident health professionals and human rights activists.

The report is the first to examine the association’s role in the interrogation program. It contends, using newly disclosed emails, that the group’s actions to keep psychologists involved in the interrogation program coincided closely with efforts by senior Bush administration officials to salvage the program after the public disclosure in 2004 of graphic photos of prisoner abuse by American military personnel at Abu Ghraib prison in Iraq.

“The A.P.A. secretly coordinated with officials from the C.I.A., White House and the Department of Defense to create an A.P.A. ethics policy on national security interrogations which comported with then-classified legal guidance authorizing the C.I.A. torture program,” the report’s authors conclude….

The involvement of health professionals in the Bush-era interrogation program was significant because it enabled the Justice Department to argue in secret opinions that the program was legal and did not constitute torture, since the interrogations were being monitored by health professionals to make sure they were safe.

The interrogation program has since been shut down, and last year the Senate Intelligence Committee issued a detailed report that described the program as both ineffective and abusive.

Rhea Farberman, a spokeswoman for the American Psychological Association, denied that the group had coordinated its actions with the government. There “has never been any coordination between A.P.A. and the Bush administration on how A.P.A. responded to the controversies about the role of psychologists in the interrogations program,” she said….

In early June 2004, a senior official with the association, the nation’s largest professional organization for psychologists, issued an invitation to a carefully selected group of psychologists and behavioral scientists inside the government to a private meeting to discuss the crisis and the role of psychologists in the interrogation program.

Psychologists from the C.I.A. and other agencies met with association officials in July, and by the next year the association issued guidelines that reaffirmed that it was acceptable for its members to be involved in the interrogation program.

To emphasize their argument that the association grew too close to the interrogation program, the critics’ new report cites a 2003 email from a senior psychologist at the C.I.A. to a senior official at the psychological association. In the email, the C.I.A. psychologist appears to be confiding in the association official about the work of James Mitchell and Bruce Jessen, the private contractors who developed and helped run the enhanced interrogation program at the C.I.A.’s secret prisons around the world….

Abstract
This commentary addresses the emotionally powerful account of Nicole Taus Kluemper from the perspective of a psychologist familiar with the administrative operation of the American Psychological Association (APA) and the ethics of the profession. The application of the APA’s Ethical Principles of Psychologists and Code of Conduct to the case is discussed, and alternative methods of response that researchers who have concerns about case studies might use are offered. The author concludes that existing ethical principles—the aspirational standards in particular—do bear upon the matter in question. However, the enforceable code of conduct is not sufficiently clear about obligations to those whom psychologists publicly discuss when the psychologist does not have a specific duty of care to an individual.

Tennessee man killed, dismembered and ate woman before burying leftover body parts: police
Gregory Hale, 37, admitted to police that he cut off Lisa Marie Hyder’s head, feet and hands before burying the 36-year-old’s torso in a burn pile. The alleged ‘devil worshipper’ also ate some of the woman and asked a neighbor in Summitville for help disposing of a body, police said.

A Satanic worshipper in Tennessee killed, dismembered and ate a woman he had just met in a disturbing ritualistic murder, police said.

Cops learned of Gregory Hale’s gruesome secret when the 37-year-old asked a friend for help in disposing of a body, The Tullahoma News reported.

By that point, Hale had already allegedly killed and beheaded Lisa Marie Hyder, 36, then cut off her hands and placed them in a plastic bucket. He also allegedly cut of her feet and other body parts and placed them in another bucket before burying the woman’s torso under a burn pile behind his home.

When cops caught up to and arrested Hale on Sunday, he admitted to the gruesome crime, cops said. Hale also told cops he ate part of the woman, whom he had met the day she died, which prosecutors believe was on Friday, WSMV-TV reported…..

AS A girl born in India, it was normally expected that I only ever step out on the street when accompanied by a male relative. For many Indian women, sexual harassment, catcalling and whistling are pervasive but regular parts of their lives. And every day, somewhere, this interaction crosses the line into something more fatal.

Reports coming out of India over the last few weeks on the abduction, gang rape and lynching of two teenage girls in Badaun were distressing, but not new. Neither was the honour killing of a pregnant woman in Lahore, who was stoned to death by her family for marrying the man she loved….

There are certain expectations of a woman in Indian society. Girls should be shy, not loud. They should learn how to cook and clean, not play sports. They should be modest; they shouldn’t wear clothes that are too short or revealing. They should keep to themselves; too much interaction with boys is no good….

The loud aftermath of the gang rape in Delhi has seen some progress. Over 1,300 rape cases and thousands of molestation cases have been reported, and anti-rape laws and better enforcement have been stressed, with the Indian Parliament passing a bill containing harsher punishments for rapists.

Under the Bill, stalking, acid violence, disrobing are all specific crimes attracting increased jail terms. And any protections afforded to police officers, allowing them to let complaints slide, have been removed. These changes have made women more willing to speak out and report the crimes against them.

On the other hand, a large number of honour killings because of caste divisions are still inherent in Indian society, leading to inter-caste violence and social oppression between marginalised groups. One in five cases of honour killings reported internationally comes from India….

Changing mindsets is perhaps the biggest challenge for India, which has ranked as the world’s fourth most dangerous country for women, behind Afghanistan, Congo and Pakistan.

Dr Manjula O’Connor, who has worked on various Indian campaigns and projects for gender-based violence, comments that a large reason behind such crimes is “the male patriarchal system, which is still going on in huge parts on the country”….

Using a medicalizing label to mask child sexual abuse
Among the scientifically unwarranted and socially dangerous proposals that the Diagnostic and Statistical Manual-5 authors have not yet seen fit to rule out is the addition of something its advocates call Parental Alienation Syndrome. This is a medical-sounding term for nothing more than “She’s a vengeful woman who’s trying to make her children tell horrific lies about their father.”

When applied to a parent in a case involving an allegation of child sexual abuse, it is nearly always applied to a woman whose child is allegedly being molested by the father. Despite not yet being in the DSM, PAS has in some courts proven an astonishingly effective vehicle for deflecting the focus from the abuser and simply claiming that the woman must be lying, and coaching her children to lie, because she has the alleged mental illness of PAS. [1] The claim is that without cause, she wants to turn the children against their father.

What often gets short shrift, as a result, is even the consideration of the possibility that the children are truly being molested….

The construct of PAS is unscientific, composed of a group of general symptoms with no empirical basis….
Major professional bodies, including the American Psychological Association, have discredited PAS on the grounds that it is misused in domestic violence cases and that there is no scientific evidence of such a “syndrome.” The more recent APA Online document Issues and Dilemmas in Family Violence…. particularly Issue 5, describes the tendency of family courts to miminize a context of violence, falsely accusing the mother of alienation and granting custody to the father in spite of his history of violence.

The National Council on Juvenile and Family Court Judges’ 2006 manual states that “parental alienation syndrome or PAS has been discredited by the scientific community” and “should therefore be ruled inadmissible” (p. 19). A number of prominent figures, including Dr. Paul J. Fink, past president of the American Psychiatric Association and president of the Leadership Council on Mental Health, Justice, and the Media, and Professor Jon R. Conte of the University of Washington Social Welfare Doctoral Faculty have also discredited PAS and its lack of scientific basis (see Bruch, 2001).

Because of the use of PAS as a tactic by many CSA perpetrators to influence decision makers and the court system, abused children have been placed in the hands of their abusers (Childress, 2006). It is estimated that “over 58,000 children a year are ordered into unsupervised contact with physically or sexually abusive parents following divorce in the United States” (  http://www.leadershipcouncil.org/1/pas/1.html ) and that PAS was used in a large number of these cases. The DSM-5 editors could at any time have already struck PAS from their planned additions but have so far chosen not to.

If this alarms you, and especially if PAS has been used against you, please consider going to dsm5.org before their June 15 cutoff date for input from the public arrives, and send them your concerns. Please urge everyone else you can think of to do the same. The DSM-5 authors will do themselves and the manual’s reputation no favors if they include PAS, and they need to hear from people whom the label has harmed.

A new article at Truthout I co-wrote with author and investigative journalist H.P. Albarelli describes how the CIA’s Artichoke Project* was the contemporaneous and operational side of the MK-ULTRA mind control research program. It was not superceded by MK-ULTRA in the 1950s, as often supposed.

Even more, Artichoke-derived methods of using drugs, hypnosis, sensory deprivation and overload, behavioral modification techniques and other methods of mind control have resurfaced as a primary component of U.S. interrogation practice.

APA, CIA: “How might we overload the system or overwhelm the senses…?”

Another instance in which the curtain was pulled back on mind control research by the U.S. government involved the online description by the American Psychological Association (APA) of a CIA and Rand Corporation workshop which it co-sponsored in July 2003 at Rand’s Arlington, Virginia headquarters. The event was attended by approximately 40 research psychologists, psychiatrists, neurologists, as well as “representatives from the CIA, FBI and Department of Defense with interests in intelligence operations.”

One of these workshops, ostensibly on detection of deception, specifically described how participants should consider “sensory overloads on the maintenance of deceptive behaviors,” including the use of “pharmacological agents. “How might we,” the workshop asked, “overload the system or overwhelm the senses and see how it affects deceptive behaviors?”
