Ritual Abuse, Mind Control and Organised Abuse: Examining our History and Looking Forward
Michael Salter, PhD
I was a teenager when ritual abuse was first reported in Australia. A series of newspaper articles in the mid-1990s claimed that women were entering psychotherapy only to ‘recover’ memories of grotesque and improbable abuse.
The general thrust of coverage was that the movement against child abuse had gone too far, and that therapists and social workers were encouraging, and sometimes forcing, children and women to imagine abuse that had never happened. I was entirely unprepared when, only a few years after the publication of those articles, a friend began disclosing ritual abuse in the context of a paedophile ring. These disclosures occurred without facilitation or encouragement by a mental health professional, and they did not conform to mass media warnings about ‘false’ and ‘recovered’ memories. She had never ‘forgotten’ her abuse and she was reporting attacks in the present that left behind undeniable marks and injuries. Her disclosures set me on the path to a career as a criminologist specializing in the study of organized child sexual abuse. I now chair the Ritual Abuse, Mind Control and Organised Abuse Special Interest Group (RAMCOA) which is full of people just like me: people who unexpectedly encountered survivors of extreme abuse and have sought to understand and address their particular needs. The SIG includes an important cohort of therapists who are also survivors, driven by personal experience and professional commitment to provide care for others who share their history. Over the last few years, there’ve been moves afoot within the ISSTD to revisit and come to grips with the fractious legacies of the ‘memory wars’, including controversies over ritual abuse and mind control. I listened with great interest at the national ISSTD conference in Chicago this year as a number of ‘veterans’ of those wars shared their reflections on that time.

Organised Sexual Abuse

Organised Sexual Abuse offers a comprehensive, interdisciplinary investigation of this phenomenon. Since the early 1980s, social workers and mental health professionals around the globe have encountered clients reporting sexual abuse by organized groups or networks. These allegations have been amongst the most controversial in debates over child sexual abuse, raising many unanswered questions. Are reports of organized abuse factual or the product of moral panic and false memories? If these reports are true, what is the appropriate response? The fields of child protection and psychotherapy have been polarised over the issue. And, although cases of organized abuse continue to be uncovered, a reasoned and evidence-based analysis of the subject is long overdue.
Examining the existing evidence, and supplementing it with further qualitative research, in this book Michael Salter addresses: the relationship between sexual abuse and organized abuse; questions over the veracity of testimony; the gap between the policing response to sexual abuse and the realities of child sexual exploitation; the contexts in which sexually abusive groups develop and operate; the role of religion and ritual in subcultures of multi-perpetrator sexual abuse; as well as the experience of adults and children with histories of organized abuse in the criminal justice system and health system. Organized Sexual Abuse thus provides a definitive analysis that will be of immense value to those with professional and academic interests in this area.

Malignant trauma and the invisibility of ritual abuse
June 2019 DOI: 10.33212/att.v13n1.2019.16

Abstract
This article draws on psychoanalytic theories of malignant trauma to explain the invisibility of ritual abuse. Ritual abuse refers to the misuse of rituals in the organised sexual abuse of children. Despite expanded recognition of the varieties of child maltreatment, ritual abuse remains largely invisible outside the trauma and dissociation field as a specific form of sexual exploitation. Presenting qualitative data from interview research with ritual abuse survivors and mental health specialists, this article argues that the trauma of ritual abuse and its invisibility are co-constitutive. The perpetration and denial of ritual abuse occur within a relational matrix of perpetrators, victims, and bystanders structured by the presymbolic dread of vulnerability and dependency. The simultaneity of perpetration and disavowal creates the conditions for the malignancy of ritual abuse, including the invisibility of victims and the intergenerational transmission of extreme abuse. The article examines how the provision of care to ritual abuse survivors can become contingent on its erasure, and reflects on the role of therapists and others in interrupting the metastases of malignant trauma and crafting cultural and moral frameworks to transform the dread at the core of ritual abuse.

Cultures of Abuse: ‘Sex Grooming’, Organised Abuse and Race in Rochdale, UK

Revelations of organised abuse by men of Asian heritage in the United Kingdom have become a recurrent feature of international media coverage of sexual abuse in recent years. This paper reflects on the similarities between the highly publicised ‘sex grooming’ prosecutions in Rochdale in 2012 and the allegations of organised abuse in Rochdale that emerged in 1990, when twenty children were taken into care after describing sadistic abuse by their parents and others. While these two cases differ in important aspects, this paper highlights the prominence of colonial ideologies of civilisation and barbarism in the investigation and media coverage of the two cases and the sublimation of the issue of child welfare. There are important cultural and normative antecedents to sexual violence but these have been misrepresented in debates over organised abuse as racial issues and attributed to ethnic minority communities. In contrast, the colonialist trope promulgating the fictional figure of the rational European has resulted in the denial of the cultural and normative dimensions of organised abuse in ethnic majority communities by attributing sexual violence to aberrant and sexually deviant individuals whose behaviours transgress the boundaries of accepted cultural norms. This paper emphasises how the implicit or explicit focus on race has served to obscure the power dynamics underlying both cases and the continuity of vulnerability that places children at risk of sexual and organised abuse.

Reducing Shame, Promoting Dignity: A Model for the Primary Prevention of Complex Post-Traumatic Stress Disorder
Recommended citation: Salter, M. & Hall, H. (2021) Reducing Shame, Promoting Dignity: A Model for the Primary Prevention of Complex Post-Traumatic Stress Disorder, Trauma Violence Abuse, forthcoming.
The recent inclusion of complex post-traumatic stress disorder (CPTSD) into the International Classification of Diseases (ICD) 11th revision is the culmination of over twenty five years of research and clinical practice. Since the early 1990s, it has been proposed that a complex variant of post-traumatic stress disorder (PTSD) can be differentiated from classical PTSD by alterations in affect and behavioral regulation, interpersonal problems, dissociative symptoms, and somatizations (Herman, 1992). As clinical scholarship and research into CPTSD has developed, it has been linked to concepts of developmental and attachment trauma, recognizing the aetiological role of early onset abuse and neglect, and associated disruptions in the child-caregiver bond (Farina, Liotti, & Imperatori, 2019). Parallel scholarship into adverse childhood experiences links child-onset trauma to major social and public health challenges, including common mental and physical illnesses, entrenched poverty and criminality (Lambert, Meza, Martin, Fearey, & McLaughlin, 2017). In light of the evidence of the public health burden of CPSTD, Ford (2015) argues for population-level interventions to reduce the prevalence of CPTSD, otherwise “vulnerable individuals and entire populations are at risk for becoming trapped in intergenerational vicious cycles escalating danger, disadvantage, and dysregulation” (p 3).

Speaking out about child sexual abuse within the family
As France continues to grapple with how a top academic who allegedly sexually abused his stepson for years was able to act with impunity, we speak to Michael Salter, Associate Professor of Criminology at the University of New South Wales in Sydney. He says coercive sexual relationships with children were “the dark side of the sexual revolution” and that it’s vital to understand that sexual abuse of minors happens across all sectors of society. “Child sexual abuse is a public health crisis,” he tells us.

“Recovered memory therapy” does not refer to an actual therapy. It’s a pejorative term invented by “false memory” advocate Richard Ofshe in 1993. Nobody has ever trained in or practiced RMT because it doesn’t exist, except in the fevered imaginations of false memory advocates.

‘My upbringing broke me’: Disturbing insider account reveals life growing up in ‘cult-like’ yoga ashram where a self-styled guru sexually abused and humiliated children
The woman, who did not give her real name, lived at the ashram from age four
She was isolated from her mother when she lived there in the 70s and 80s
And children were punished for the smallest infractions, she revealed
The woman said her childhood left her broken and unable to hold down a job
By Khaleda Rahman For Daily Mail Australia
4 April 2017
A woman who was raised inside a notorious ‘cult-like’ yoga ashram has revealed horrific details of her traumatic childhood.
The woman, identified only as Sandra although that is not her real name, opened up about how her upbringing inside the Satyananda Ashram – now known as Mangrove Yoga Ashram – left her broken in a heart-breaking piece published on news.com.au.
The Royal Commission into Institutional Responses to Child Sexual Abuse found children in the ashram – located in the foothills of Mangrove Mountain on the NSW central coast were raped, sexually assaulted and threatened with violence….
Sandra said she was forced to live in the ashram by her by her mother, who was attracted to the alternative lifestyle.
Once she got there though, she was isolated from her mother as renouncing family members and ‘worshipping’ the guru only was one of the ashram’s rules….
She says children were punished for the smallest things, like talking on the bus ride from school, had their heads flushed in the public toilets for not brushing their teeth, and were beaten in public is they said anything negative about the guru.
Sandra also revealed how at times, women and girls were forced to bathe in the creek where the water was below freezing, instead of taking hot showers like the men.
She said she didn’t cope with the tough conditions – and began taking drugs at 14 and was in a self-induced coma for three days when she was 16….
As an adult, she says she went from one abusive relationship to another – and ended up having a child with a physically abusive paedophile. Since discovering the latter fact, Sandra says she moved her two children away. She and her family have been in hiding ever since….
Last year, the royal commission found Satyananda Ashram was insensitive and defensive in its handling of abuse complaints from the 1970s and 1980s against its former spiritual leader Swami Akhandananda Saraswati.
The commission released its report into the ashram in September and revealed a culture of ‘violence and humiliation’ prevented victims from reporting the abuse – and some were even threatened with murder.
Ten women and one man gave evidence saying they had been sexually abused by him as children at the ashram.
Children as young as four were physically abused by Akhandananda or his former partner Shishy, former residents of the ashram reported.
The abuse ranged from slaps to repeated striking with heavy objects and forms of discipline included hard labour, starvation and humiliation through public nudity.
One victim said she was stripped, held down and had the skin between her breasts cut at the age of seven in an initiation ceremony – before Akhandananda raped her….

Troubling details of life inside notorious Australian cult The Family have been laid bare
April 3, 2017
….The notorious religious sect, whose leader Anne Hamilton-Byrne proclaimed she was the female reincarnation of Jesus Christ, preached a combination of Buddhism, Hinduism and Christianity.
Under the influence of LSD, Hamilton-Byrne claimed she had a vision to collect children and raise them as her family to protect them from the coming global apocalypse.
The family, who represented a “master race”, would then educate the world after Armageddon.
Twenty eight children were allegedly taken and raised by the cult and dressed identically and had their hair bleached blond.
A number of professionals, including doctors and lawyers joined the cult under Hamilton-Byrne.
As the cult continued through the 1970s and 1980s, it was hit with allegations of child abuse.
Children who grew up in the cult were the subject of a documentary released last year which premiered at the Melbourne International Film Festival.
Now a book, The Family, written by Rosie Jones and Chris Johnston exposes what life was like within the sect, The Mirror reports.
The book includes testimonies from ex-followers of the sect and police involved in investigating it….
An extract from the book reads:
“The monotony would suddenly be broken by wild outbursts of punishment and violent anger.
“The children never knew exactly how to escape punishment because the rules changed all the time….
“Compliance and silence became important to them, to save themselves.
“They learned to be helpless, while all the adults had absolute power.”
Allegations surrounding the cult include strict discipline that included beatings and a lack of food.
The children were reportedly denied access to the outside world and allegedly doped up with psychiatric drugs including LSD…..

Chile court extends cult leaders sentences
31 Dec 2016
The sentences of three German men found guilty for their leadership roles at the infamous Colonia Dignidad in Chile have been increased.
Chile’s highest court has increased the sentences of three Germans found guilty for their leadership roles at the infamous Colonia Dignidad, a sect that oversaw child molestation and other human rights abuses.
The court increased by one year the sentences set by an appeals court to five years and one day for Kurt Schnellenkamp, Gerhard Muecke and Karl van den Berg for the formation of a criminal organisation.
The court also issued similar sentences for former Chilean intelligence agents Fernando Gomez und Pedro Espinoza. Four other defendants were released….
Located in the Andean foothills 300 kilometres south of the capital Santiago, Colonia Dignidad – “Dignity Colony” – was a German commune founded by German-born cult leader Paul Schaefer in 1961.
The heavily guarded, 15,000-hectare colony was used as a secret detention and torture centre for political prisoners during the 1973-1990 dictatorship of General Augusto Pinochet.
At its height, about 300 people lived at Colonia Dignidad under draconian conditions, sealed off from the rest of the world and subject to abuse that included the systematic sexual molestation of children.
Schaefer, an ex-Nazi corporal who convinced 250 German followers to emigrate with him to Chile after authorities began investigating him, was sentenced to 33 years for child sexual abuse and other crimes and died in prison in 2010….

Azealia Banks Cleans Blood-Stained Room She’s Used to Practice Witchcraft for 3 Years: ‘Real Witches Do Real Things’
By Dave Quinn December 30, 2016
Just when one thought 2016 couldn’t provide any more surprises, here comes Azealia Banks.
The 25-year-old rapper posted a series of disturbing videos to Instagram on Friday, where she admitted to practicing “three years worth of brujería” (the Spanish word for witchcraft) before beginning to clean the room she’s been using for the apparent animal sacrifices.
Panning the camera around what looks to be a closet in Banks’ apartment, the room is a troubling sight to see. Its walls are covered with what appeared to be hardened stains of blood — while a mix of feathers and a black substance cover the room’s wood-floors. It also looks like at least two dead chickens can be seen on the floor.
“The amount of crap that’s about to come off my floor right now guys? Oh my God,” she explains in the video. “You know I got to scrape all this s— up. I’ve got my sandblaster, and my goggles — it’s about to go down.”
“Real witches do real things,” she added.
Banks, who is wearing protective goggles and a bandana in her hair, then begins to clean the floors with a sander….

How Malaysia allows child abuse to go unpunished Mon Nov 14, 2016
By A. Ananthalakshmi | KUALA LUMPUR
Most complaints of child sexual abuse in Malaysia do not lead to successful prosecutions, largely due to weaknesses in the nation’s criminal justice system, police, lawmakers and child welfare groups say.
According to classified data Malaysian police compiled and shared with Reuters, 12,987 cases of child sexual abuse were reported to police between January 2012 and July of this year. Charges were filed in 2,189 cases, resulting in just 140 convictions.
The data doesn’t show how many people were involved, or what happened in the cases where there were no convictions after charges were filed. No details were disclosed in the cases where there were convictions.
Child rights advocates have long pushed the government to publicly disclose data on child sexual abuse to increase awareness so action can be taken to address what they call a growing problem.
A veil was lifted in June when a British court handed Richard Huckle 22 life sentences for abusing up to 200 babies and children, mostly in Malaysia, and sharing images of his crimes on the dark web.
The reason the Malaysian government doesn’t publish child sexual abuse data is because it is protected under Malaysia’s Official Secrets Act. The government provides data on child abuse only at the request of a member of parliament….
CRIMINAL JUSTICE WEAKNESS
Weak policing and child protection laws make it difficult to punish child abusers in Malaysia, leading to inadequate investigations and low convictions on the reported cases, according to officials and child welfare groups Reuters interviewed.
They also say a significant number of child sexual abuse cases are never reported because of taboos around child sex abuse and mistrust of authorities.
In 17 years of operation, PS the Children, Malaysia’s biggest NGO dealing with child abuse, has seen zero convictions on the cases it has handled, its founder Madeleine Yong told Reuters…..
THE DARK WEB
Foreign pedophiles could be targeting Malaysia as other countries around the region strengthen child protection laws and step up enforcement, some experts said.
Snow White Smelser, program officer at the child sex offences team in the United Nations Office on Drugs and Crime’s (UNODC) East Asia headquarters in Bangkok, said pedophiles compare notes and share information online about countries, where they can operate most freely….
Typically, children are sexually abused by someone they know – a neighbor, a relative, a caregiver, or someone like Huckle, who according to court testimony groomed children in an impoverished ethnic Indian neighborhood in Kuala Lumpur.
But increasingly, pedophile activity is moving into the online world, police say.
Australian detectives who investigate pedophiles in the region believe Malaysia has become one of Southeast Asia’s biggest centers for the transmission of child pornography on the Internet.
Team Argos, the Australian detective unit that found Huckle in the dark web in late 2014, made a startling discovery from the team’s scouring of online pedophile networks: the unusual number of internet addresses in the Kuala Lumpur area transmitting child sexual abuse material from the dark web.
The dark web is a vast virtual space within the Internet, which requires special encryption tools to access.
The Brisbane, Australia-based detectives found 1,000 transmissions of child pornographic materials from the Malaysian capital over a 24-hour period last year, according to Argos data provided by the UNODC.
It was the second-largest transmission location in Southeast Asia after Bangkok’s 1,800 – Bangkok’s population of 8.2 million is more than four times that of Kuala Lumpur’s….

They’re known as ‘resi kids’ after the group homes they live in, run by private operators and charities. Some were taken into care as babies, others after years of abuse. They’re often difficult to manage but desperately in need of help.
In this searing Four Corners investigation, we reveal that rather than protecting and nurturing these children, some private operators are treating them as badly as the families they escaped.
“What I can’t wrap my head around is why children are removed because they’re neglected, only to end up being a teenager in a resi house still neglected.” Child Protection Worker
It’s prompted some in the child protection system to brand their treatment a national failure and call for the entire resi care system to be shut down….

British campaigners warn of emergency over online child sexual abuse
NSPCC report suggest more than half a million men in the UK may have viewed child sexual abuse images online Esther Addley Tuesday 8 November 2016
Child exploitation campaigners have warned of a looming “social emergency” after a report by the NSPCC suggested more than half a million men in the UK may have viewed child sexual abuse images on the internet.
The new figures, based on a large-scale German study this year, are far higher than previous estimates. In 2013 it was suggested that around 50,000 UK-based individuals were involved in downloading and sharing abusive images of children. Last month police chiefs said they feared the number may have risen significantly since then, with one report putting it at up to 100,000.
The German study, which surveyed more than 8,700 men, found that 2.4% of respondents admitted looking at online images of child sexual abuse. Applying the figures to the male UK population, the NSPCC said, “would equate to an estimate that there may be between 450,000 and 590,000 males aged 18-89 in the UK who have at some point viewed and used child sexual abuse images….

Girl, 4, decapitated in Indian ritual sacrifice
November 08, 2016 FoxNews.com
A 4-year-old girl was decapitated and her arms were severed last week in rural India as part of a black magic ritual aimed at finding a lost cell phone.
The girl went missing on October 24 in the Charaideo district of upper Assam, a mostly rural, tribal area in Northeast India, The Washington Post reported. Then last Monday her disfigured body turned up about 90 yards from her home.
The black magic priest suspected in the crime…reportedly escaped. Investigators arrested two of his assistants….

“The Greenbaum Speech”
Okay. I want to start off by talking a little about trance-training and the use of hypnotic phenomena with an MPD dissociative-disorder population, to talk some about unconscious exploration, methods of doing that, the use of imagery and symbolic imagery techniques for managing physical symptoms, input overload, things like that. Before the day’s out, I want to spend some time talking about something I think has been completely neglected in the field of dissociative disorders, and that’s talking about methods of profound calming for automatic hyper-arousal that’s been conditioned in these patients.
We’re going to spend a considerable length of time talking about age-regression and abreaction in working through a trauma. I’ll show you with a non-MPD patient—some of that kind of work—and then extrapolate from what I find so similar and different with MPD cases. Part of that, I would add by the way, is that I’ve been very sensitive through the years about taping MPD cases or ritual-abuse cases, part of it being that some of that feels a little like using patients and I think that this population has been used enough. That’s part of the reason, by choice, that I don’t generally videotape my work. I also want to talk a bunch about hypnotic relapse-prevention strategies and post-integration therapy today….
What I came out of that with was a grasp of a variety of brainwashing methods being used all over the country. I started to hear some similarities. Whereas I hadn’t known, to begin with, how widespread these things were, I was now getting a feeling that there were a lot of people reporting some similar things and that there must be some degree of communication here.
Then approximately two and a half years ago I had some material drop in my lap. My source was saying a lot of things that I knew were accurate about some of the brainwashing, but it was telling me new material I had no idea about. At this point I took note and decided to check it out in three ritual-abuse patients I was seeing at the time. Two of the three had what they were describing, in careful inquiry without leading or contaminating….
Here’s where it appears to have come from. At the end of World War II, before it even ended, Allen Dulles and people from our Intelligence Community were already in Switzerland making contact to get out Nazi scientists. As World War II ends, they not only get out rocket scientists, but they also get out some Nazi doctors who have been doing mind-control research in the camps.
….They started doing mind-control research for Military Intelligence in military hospitals in the United States. The people that came, the Nazi doctors, were Satanists. Subsequently, the boy changed his name, Americanized it some, obtained an M.D. degree, became a physician and continued this work that appears to be at the center of Cult Programming today. His name is known to patients throughout the country. [Pause]
What they basically do is they will get a child and they will start this in basic forms, it appears, by about two and a half after the child’s already been made dissociative. They’ll make him dissociative not only through abuse, like sexual abuse, but also things like putting a mousetrap on their fingers and teaching the parents, “You do not go in until the child stops crying. Only then do you go in and remove it.” They start in rudimentary forms at about two and a half and kick into high gear, it appears, around six or six and a half, continue through adolescence with periodic reinforcements in adulthood.
Basically, in the programming the child will be put typically on a gurney. They will have an I.V. in one hand or arm. They’ll be strapped down, typically naked. There’ll be wires attached to their head to monitor electroencephalograph patterns. They will see a pulsing light, most often described as red, occasionally white or blue. They’ll be given, most commonly I believe, Demerol. Sometimes it’ll be other drugs as well, depending on the kind of programming. They have it, I think, down to a science where they’ve learned you give so much every twenty-five minutes until the programming is done.
They then will describe a pain on one ear, their right ear generally, where it appears a needle has been placed, and they will hear weird, disorienting sounds in that ear while they see photic stimulation to drive the brain into a brain wave pattern with a pulsing light at a certain frequency, not unlike the goggles that are now available through Sharper Image and some of those kinds of stores. Then, after a suitable period when they’re in a certain brain wave state, they will begin programming, programming oriented to self-destruction and debasement of the person. In a patient at this point in time, about eight years old, who has gone through a great deal of early programming that took place on a military installation, that’s not uncommon. I’ve treated and been involved with cases who are part of this original mind-control project, as well as having their programming on military reservations in many cases. We find a lot of connections with the CIA…..
Now let me give you, because we don’t have a lot of time, as much practical information as I can. The way that I would inquire as to whether or not some of this might be there would be with ideomotor finger-signals. After you’ve set them up I would say, “I want the central inner core of you to take control of the finger-signals.” Don’t ask the unconscious mind. The case where you’re inquiring about ritual abuse, that’s for the central inner core. The core is a Cult-created part. “And I want that central inner core of you to take control of this hand, of these finger-signals and what it has to do for the yes-finger to float up. I want to ask the inner core of you is there any part of you, any part of Mary,” that’s the host’s name, “who knows anything about Alpha, Beta, Delta, or Theta?” If you get a Yes, it should raise a red flag that you might have someone with formal intensive brainwashing and programming in place.
I would then ask and say, “I want a part inside who knows something about Alpha, Beta, Delta, and Theta to come up to a level where you can speak to me and when you’re here say, ‘I’m here.'” I would not ask if a part was willing to. No one’s going to particularly want to talk about this. I would just say, “I want some part who can tell me about this to come out.” Without leading them ask them what these things are. I’ve had consults where I’ve come in. Sometimes I’ve gotten a Yes to that, but as I’ve done exploration it appeared to be some kind of compliance response or somebody wanting, in two or three cases, to appear maybe that they were ritual abuse and maybe they were in some way, but with careful inquiry and looking it was obvious that they did not have what we were looking for.
Let me tell you what these are. Let’s suppose that this whole front row here are multiples and that she has an alter named Helen and she has one named Mary, she has one named Gertrude, she has one named Elizabeth, and she has one named Monica. Every one of those alters may have put on it a program, perhaps designated alpha-zero-zero-nine, a Cult person could say, “Alpha-zero-zero-nine” or make some kind of hand gesture to indicate this and get the same part out in any one of them even though they had different names that they may be known by to you. Alphas appear to represent general programming, the first kind of things put in. Betas appear to be sexual programs. For example, how to perform oral sex in a certain way, how to perform sex in rituals, having to do with producing child pornography, directing child pornography, or prostitution. Deltas are killers trained in how to kill in ceremonies. There’ll also be some self-harm stuff mixed in with that, assassination and killing. Thetas are called psychic killers….
The way you create Manchurian Candidates is you divide the mind. It’s part of what the Intelligence Community wanted to look at. If you’re going to get an assassin, you’re going to get somebody to go do something, you divide the mind. It fascinates me about cases like the assassination of Robert Kennedy, where Bernard Diamond, on examining Sirhan Sirhan found that he had total amnesia of the killing of Robert Kennedy, but under hypnosis could remember it. But despite suggestions he would be able to consciously remember, could not remember a thing after was out of hypnosis. I’d love to examine Sirhan Sirhan.
It appears that below this we’ve got some other layers. One is called “Green Programming” it appears. Isn’t it interesting that the doctor’s name is Dr. Green? One of the questions, in a way that does not contaminate, is after I’ve identified some of this stuff is there and they’ve given me a few right answers about what some of it is, “If there was a doctor associated with this programming and his name was a color, you know, like Dr. Chartreuse or something, if his name was a color, what color would the color be?” Now once in a while I’ve had some other colors mentioned, in about three or four patients that I felt were trying to dissimulate in some way and I don’t really believe had this. In one case I got another color and I found out later it was a doctor whose name was a color who was being trained by Dr. Green, almost thirty years ago, and he supervised part of the programming of this woman under this doctor….
The way they did this was they strapped her down and they gave her LSD when she was eight years old. When she began hallucinating they inquired about the nature of the hallucinations, so they could utilize them in good Ericksonian fashion, and build on them and then combine the drug-effect with powerful suggestions. “If you ever get to this point you will go crazy. If you ever get fully integrated and get well you will go crazy like this, and will be locked up in an institution for the rest of your life.” They gave those suggestions vigorously and repetitively. Finally they introduced other suggestions that, “Rather than have this happen, it would be easier to just kill yourself.” In a bloodline patient then, as I began inquiring about deep material, the patient started to experience similar symptoms. We went back and we found the identical things were done to her.
This was called the “Green Bomb.” B-O-M-B. Lots of interesting internal consistencies like that, play on words with Dr. Greenbaum, his original name. Now in this case it was done to her at age nine for the first time, and then only hers was different. Hers was a suggestion for amnesia. “If you ever remember anything about Ultra-Green and the Green Tree you will go crazy. You will become a vegetable and be locked up forever.” Then finally the suggestions added, “And it’ll be easier to just kill yourself than have that happen to you, if you ever remember it.” At age twelve then, three years later, they used what sounds like an Amytal interview to try to breach the amnesia and find out if they could. They couldn’t. So then they strapped her down again, took and gave her something to kind of paralyze her body, gave her LSD, an even bigger dose and reinforced all the suggestions. Did a similar thing at the age of sixteen. So these are some of the kind of booby traps you run into. There are a number of cases where they combined powerful drug effects like this with suggestions, to keep us from discovering some of this deeper level stuff…..
In some of the patients I’m working with we have pretty much dealt with a lot of the top-level stuff. I’ll tell you how we’ve done some of that. We’ll take and erase one system like Omega. Then we will have a huge abreaction of all the memories and feelings in a fractionated abreaction associated with those parts. I typically find I’ll say to them, “Now that we’ve done this, are there any other memories and feelings that any parts that were Omega still have?” The answer’s usually “No.” At that point I will say, “I usually find at this point in time the majority, if not all, of those parts that used to be Omega no longer feel a desire or need to be different, realizing that you split off originally by them and want to go home to Mary and become one with her again.” I use the concept often now—which came from a patient—of going home and becoming one with her. “Going back from whence you came” is another phrase I’ll use with them. “Are there any Omega parts inside who do not feel comfortable with that or have reservations or concerns about that?” If there are we talk to them. We deal with them. A few may not integrate. My experience is most of the time they’ll integrate and we may integrate twenty-five parts at once in a polyfragmented complex MPD…..
Secret Weapons – Two Sisters’ Terrifying True Story of Sex, Spies and Sabotage by Cheryl and Lynn Hersha with Dale Griffis, Ph D. and Ted Schwartz. New Horizon Press ISBN 0-88282-196-2 Is a well-documented, verifiable account of not one, but two childrens’ long untold stories of being CHILD subjects of Project MKUltra. Quotes from the book: “By the time Cheryl Hersha came to the facility, knowledge of multiple personality was so complete that doctors understood how the mind separated into distinct ego states, each unaware of the other. First, the person traumatized had to be both extremely intelligent and under the age of seven, two conditions not yet understood though remaining consistent as factors. The trauma was almost always of a sexual nature…” p. 52 “The government researchers, aware of the information in the professional journals, decided to reverse the process (of healing from hysteric dissociation). They decided to use selective trauma on healthy children to create personalities capable of committing acts desired for national security and defense.” p. 53 – 54

Valerie Wolf:
I am a clinical social worker, and I started working with survivors of trauma and sex abuse in 1973 when I was a student at Syracuse University and basically specialized in it … it gradually became a specialty. I worked at Family Services of Greater New Orleans and became the contact manager for all the child abuse contacts in 1984, and helped set up a whole sex abuse treatment program, got funding from the state, and then when I left there, I worked for a for-profit hospital and set up an in-patient program and picked up more clients. In June 1992, I was at the Eastern Regional Conference in Alexandria, Virginia where the information on the mind control was released. Basically, I didn’t get to the talk, but a colleague of mine did and she had referred a client to me.
When she heard this talk she immediately found me and said, “I think this mutual client is a victim of the mind control they are talking about.” I had a couple of clients who had really worked in therapy, they were doing a lot … but all they could do was maintain … even then they were in and out of the hospital. They became flooded with thoughts of wanting to hurt themselves, or wanting to kill themselves, and had to be hospitalized in spite of everything. I had two clients who started going downhill, and I decided to follow what I had learned from that conference audiotape and lo and behold, both clients ended up being victims of mind control….
Valerie Wolf:
Well basically, the way I have come to understand DID or fuzzy DID … basically what you have is a part that is the core birth personality — the original personality born into the body, not a baby as was commonly thought and it would make sense that it is not a baby. What happens is, a child which develops the way I would say these people have under the age of five to seven, probably under the age of five — you have a very small child, and the easiest way I can explain it is that there is abuse in the family so what happens is, “this person who is abusing me, I also have to love them.”
Little kids, under the age of five, can’t handle ambivalence really well so what they will do is actually create a part that has the ability to take the hurt, and be hurt, and they will create a part that says “I love you” whoever it is that … so they can hold these two mutually incompatible thoughts and feelings at the same time. There has to be amnesia between them, because the part that is being hurt would be too confused by having to love this person who is hurting them and the part that has to love would be confused being hurt, so there has to be an amnesia barrier there. And that’s the purpose. As time goes on, and there is more abuse, and it is prolonged, a child naturally creates more and more personalities and all of the personalities have a job … they are created for a purpose … it’s either to hold memories, or feelings because in an abusive family or situation kids are not allowed to have feelings … if they cry they get hurt; if they get angry they get hurt; so they have to create parts to hold the feelings. If you are being hurt at home, you have to create parts that will go to school and function that will deal with the outside world, and the core birth personality therefore is always protected and allowed to grow up fairly normally. Now what will happen is, you will be presented with somebody who looks kind of flat, who doesn’t have a lot of feeling, who seems kind of pale and passive … the reason is that all of the things that make for character have been split among the parts. So when she needs anger, she switches or blends, with a part. That’s how all of that develops. For some kids, it all depends on what state they don’t develop fully … for kids who have been really severely abused at a very young age going into this, I think their personalities are more well defined. I don’t know what the difference is … as to why some people are full-blown DID and others are less … and I hate to say less well developed, because they function very well. I think they do what they need … they go to the degree that they need to survive.
Wayne Morris:
So at the time the blending takes on between the core person and an alter, does the person have access to the memories and experiences of both identities at that point … what happens at that blending?
Valerie Wolf:
The blending point … when a part blends with the core birth personality, if they have a job to do, they will just do that job … and the memories don’t link … although that part is acting on memories or acting on things they were told they needed to do in order to protect the core birth personality. But as far as giving memories, the parts know where the core birth personality is at all times, and understand their primary function is to protect the core birth personality so they will only give their memories when the core birth personality is ready for them. The thing with the amnesia barriers, going back to your question, the core birth personality is protected from all this information and knowledge by amnesia barriers … may not even know she or he has parts … the amnesia is to that degree and that’s a protection. By the same token, the parts inside know that the core birth personality is there….
Valerie Wolf:
What you have with the mind control is a systematic way of trying to structure someone’s mind so that people could have total control over them. That is what we are dealing with here. They were dealing with very young children, as young as 2 or 3 when this started, some were older, but they found that from 2 1/1 to 3 1/2 (from what I understand) was the best age to start because their minds were much moldable at that point. They created what survivors call The Matrix inside their head and it can take on a lot of variations and forms — the most common one is — survivors talk about it as being like a Rubik’s cube — and they started with a simple 9×9 tic-tac-toe matrix and each little square was a cell or room, and every time an alter came out or was created through the pain, they would condition that alter to respond to a certain word, letter or whatever and then they would have to go into their place in the matrix and that cell had that number or whatever … and they kept track of all of this … so that if you needed a part for a specific job, and they knew what they all were because they either gave the jobs or if the child spontaneously created a job because they knew what they all were … they would just call out that number designation, and get that alter or that group of alters that would suit their purpose at the time.
In the course of treatment, where I start is with safe place imagery — the core birth personality creates a safe place. There is a protocol for doing that, but most of the time they already have it. This is good trauma treatment … I do this with every single client who reports any kind of abuse — that’s where I start. And mind control victims are no different than that … The task is to work through the matrix … once a part’s job is over they can either integrate or go to the safe place. They don’t have to stay in there. Once we get the information or they understand … also that the number refers to the cell, not to them, that’s not their name … and when they realize that (because they think it is their name but it’s not, because they often have other names) … once they realize they don’t have to stay in there any more, they end up going to the safe place where they directly integrate. And a lot of times when they go into the safe place, they will go there, rest a while, and then they will integrate. Your task is to clear out all the parts in the matrix … and all these parts were harmed in the mind control experiments. The other thing is they were told to stay in their cells, they couldn’t talk to anybody, they couldn’t talk to the core birth personality, they had to stay isolated. These kids were as busy undoing it as it was done … a lot of them, probably most whether they admit it or not, then created halls and tunnels, caves or rooms behind the matrix. They learned that they could create this matrix, so why couldn’t they create something else. So a lot of times when I hear an image of a cave, a tunnel, a hall, or whatever … I will ask “is that yours, did you create that, or did they?” If the kid created it, then we know it is a defensive thing, it is useful and it is there for purpose. If they did, then we know it’s something we either have to bypass or deal with to get rid of. We use that series of tunnels or whatever in the back of the matrix … it is like a maze … and that’s how I visualize it … we are working through the maze to get all the kids out of the matrix and once the matrix is empty, you can blow it up, it isn’t needed any more, and then there is always more after that … there is more than one … and I am not going to say how many because I am not going to be suggestive … but there is more than one part to it so you just keep clearing out until you get to the end of those and then there are other memories that come and then you are done….
Wayne Morris:
I would like to talk about how prevalent are memories of ritual abuse and child sexual abuse in the clients that have undergone mind control experimentation …
Valerie Wolf:
They all report sexual, physical and emotional abuse and the systematic — the words are kind of the same in terms of the messages they are given about themselves — they are “worthless” “will never be a success” — really downing yourself, really taking away their control. I have clients with no memories of ritual abuse. I have clients with memories of ritual abuse that is clinical and laboratory based. I think ritual abuse is basically, most of the time, sex rings that get together and use costumes to terrify kids and keep them under control. Satan is a good image because of religion. Here they use mardi gras costumes (in New Orleans) — clients have talked about that. Basically they are groups of pedophiles engaged in child prostitution and sometimes you will hear about child pornography. Some of it is organized crime involved with child pornography and child prostitution, and some of it is groups of pedophiles, men and women, who get together and do whatever they want with kids and I thi nk the satanic imagery heightens the excitement for them. I think there may be true satanic cults but I think the thing that has always been missing for me is how it shows up in your daily life. If you are a practicising satanist, I think it is something that I think would show up in your daily life or show up in rituals or whatever — but it doesn’t — so that kind of leads me to believe it is for another purpose which is to terrify kids and keep them under control. That’s how I see ritual abuse.
I think what happened was Dr. Green started screening kids — apparently there were several criteria for selecting kids for the project — one was that they had to already have been traumatized somewhat so they had the ability to dissociate; another was they had to have good memories; another was they had to be really intelligent. As time went on, he looked for compliance traits because there were some real rebellious ones that fought him. When you look at that, at some point you come across the fact that some of these kids were already being abused in sex rings. One of the things they wanted to do was make kids forget, have amnesia for stuff that was happening to them. There are a number of ways of doing that. Trauma is the best way of inducing amnesia for an event. What Dr. Green would do is order a trauma — and if they had a sex ring lurking in the background, he would just send them back to be ritually abused again and that would create a ritual abuse memory and then he would do his thing, and then send them back again — Claudia describes it like a sandwich: you have a trauma, ritual abuse, back to the laboratory and Green does his nasty little thing and then you have another trauma after and they were spaced in certain ways in order to maximize the dissociative effect and maximize the amnesia for what Green was doing. So they were allowed to remember the ritual abuse, but that was supposed to keep therapists busy, busy, busy for a long time and you were never, ever supposed to get to the mind control stuff. And all my clients have told me this.
Another way it happened was if there was not a sex ring, or satanic cult or whatever in the background readily available, then I think Green produced the same kind of effect in the laboratory and introduced images of satan, people in costumes, did the same kinds of ritual stuff — but you get more of a sense that it is not as full, it is not as much abuse, and there isn’t as much ceremony or learning that takes place like it does in ritual abuse. I have clients that report either….

The evidence of the existence of covert mind control has begun to surface in the legal arena as well (e.g., Orlikow v. U.S., 682 F.S. 77 (D.D.C. 1988).

Interview with Brian Moss: Qualities and Information Useful for a Therapist and a Client Working with Dissociative Identity Disorder (DID) https://ritualabuse.us/research/did/interview-with-brian-moss-qualities-and-information-useful-for-a-therapist-and-a-client-working-with-dissociative-identity-disorder-did/
Integrating a trauma narrative, especially if it is the result of sophisticated mind control procedures, is a complex and lengthy process where subjective states (hypnosis, drugs) and manipulated states (electric shock, psychic-driving, sensory deprivation, sleep deprivation) are mixed with objective states (veridical memory of ritual/sexual abuse or any other experiences meant to terrorize.)….
Complex DID systems are not simply a response to trauma and stress—even horrific trauma such as ritual abuse, though it does have a role to play. Nor is it caused iatrogenically by well-meaning therapists attempting to treat trauma survivors as Wikipedia would have us believe. DID is mind control, intentionally practiced and requiring a great deal of effort and conditioning over a period of many years. To develop an elaborate DID system is to endure an ongoing medical procedure throughout childhood, one that requires clinical settings with access to extensive equipment and pharmaceuticals…..
Modern DID bears no resemblance to these early, primitive cases but is instead the outcome of a century of covert research on these dissociative states and their successful creation and exploitation.
This statement has caused the most discussion yet is critical in understanding the true causes of present-day Dissociative Identity Disorder. So what is Mind Control Programming? I use the concepts programming and mind control interchangeably. All DID systems are the result of mind control and programming techniques. I want to clarify this statement; it is very important and has serious implications. The mind does indeed dissociate naturally both in normative contexts (selective attention) and in response to trauma—but dissociative states do not self-organize into elaborate systems with the levels of complexity that we are seeing today—that is something that requires interference from without. Modern cases of DID demonstrate hierarchy and are structured to meet a variety of demands. This is never random, or entirely a response to trauma, though trauma is used to create and maintain the compartmentalization in DID. These parallel conscious states, each exhibiting their own conditioning, are what we call alters….
Mind control evolved from two main foundations:
1) The Soviet discovery of conditioned reflexes (Pavlov 1903) and continued research within the field of behavioral psychology.
2) Advances in understanding the creation of parallel dissociative states with independent memory systems and control mechanisms utilizing research in hypnosis and trauma-based splitting of conscious processes.

Understanding the true etiology of DID
Complex DID systems are not simply a response to trauma – even horrific trauma such as ritual abuse, though it does have a role to play. Nor is it caused iatrogenically by well-meaning therapists attempting to treat trauma survivors as Wikipedia would have us believe. DID is mind control, intentionally practiced and requiring a great deal of effort and conditioning over a period of many years. To develop an elaborate DID system is to endure an ongoing medical procedure throughout childhood, one that requires clinical settings with access to extensive equipment and pharmaceuticals.
At the turn of the century there were indeed cases of “split personality,” a phenomena observed by many of the pioneers attempting to make sense of dissociative processes: Pierre Janet in Paris; Breuer and Freud in Vienna; F.W.H. Myers in London; and Morton Prince in Boston. These initial reports were found to be the result of trauma in childhood but rarely produced more than a few alter states and often just one. Childhood incest does not lead to elaborate DID systems.
Modern DID bears no resemblance to these early, primitive cases but is instead the outcome of a century of covert research on these dissociative states and their successful creation and exploitation.
The exploitation can occur in many contexts, with the common feature being that any activity remains hidden and compartmentalized. Typical contexts of abuse, many of which overlap, include: cults and deviant social networks; child pornography/prostitution; medical/psychological research, military or intelligence networks; private contractors; organized crime (banking, drugs/weapons, human trafficking)….

Propaganda & Mind Control
https://ritualabuse.us/mindcontrol/
After seeing a variety of articles and letters on and off the web that I believed either knowingly or unknowingly used propaganda and/or mind control techniques, I thought it would be a good idea to print an article about this, so that survivors would be able to recognize these techniques and protect themselves against them or avoid them.
How Cues and Programming Work in Mind Control and Propaganda
https://ritualabuse.us/mindcontrol/how-cues-and-programming-work-in-mind-control-and-propaganda/
A survivor may be tortured repeatedly until an new alter is created. This alter will be given a cue to let them know when to come out, this could be a smell, word, number, sound, color and so on. This cue is either paired with the alter’s creation and is given to the alter to listen for or to look for. The law of strength applies to the strength of the trauma and the strength of the cue. A stronger smell may be easier to associate with a strong trauma, which makes the conditioning stronger. Also if the alter and cue are paired together or closer in terms of time, they will associate more easily.

11 freshmen victims in alleged Oregon hazing, coach charged
Published August 30, 2016 Associated Press
PORTLAND, Ore. – A volunteer football coach and six players for a small town Oregon high school team face criminal charges for a hazing initiation in which 11 freshmen at a summer training camp had intimate parts of their bodies “aggressively targeted,” a prosecutor said Tuesday.
The Philomath High School volunteer coach, Cooper Kikuta, has been charged with misdemeanor criminal mistreatment, punishable by up to a year in jail, and the players who allegedly hazed the freshmen are accused of juvenile crimes similar to adult charges of misdemeanor harassment and assault, said Benton County District Attorney John Haroldson.
Haroldson said in a telephone interview with The Associated Press that sexual abuse charges were not filed because he “didn’t see any evidence in the case to indicate that the touching was done for purposes of sexual arousal, but rather it was done in a hazing context.”
The alleged hazing happened during the football team’s July trip to Camp Rilea on Oregon’s northern coast, Haroldson said. The players were targeted “as a form of initiation” and one of the alleged victims was grabbed and held down twice, said Haroldson, the Corvallis Gazette-Times reported….

Coach, six Philomath football players, cited in ‘aggravated hazing’ case at football camp
Gazette-Times August 30, 2016
Six Philomath High School varsity football players and one coach were cited Monday in connection with “aggravated hazing” incidents in July at Camp Rilea in Clatsop County, Benton County District Attorney John Haroldson said.
Volunteer assistant coach and former player Cooper Kikuta, 22, has been cited on a charge of second-degree criminal mistreatment, a misdemeanor, and is set to appear in Clatsop County Circuit Court.
The Benton County District Attorney’s Office is set to file juvenile delinquency petitions in Benton County Juvenile Court for all six students cited, with arraignments scheduled for Friday.
The six youths have been cited on charges that, if committed by adults, would constitute the crimes of harassment and assault. All the harassment or attempted harassment charges involve “offensive physical contact with intimate parts.,” Haroldson said, adding that the charges are either Class A or Class B misdemeanors.
He said the incidents involved at least 11 alleged victims, all freshmen….
Haroldson said the assault and harassment charges involve allegations “wherein underclassmen’s intimate areas were aggressively targeted as a form of initiation.”….

Royal commission to explore child abuse ‘epicentre’ in Newcastle
By Thomas Oriti and staff August 30, 2016
A royal commission has begun a public investigation into allegations of child abuse by the Catholic diocese of Maitland-Newcastle.
The Royal Commission into Institutional Responses to Child Sexual Abuse has turned its focus to the Catholic diocese in the Hunter after spending recent days investigating cases of abuse in the region’s Anglican diocese.
Peter Gogarty, who was abused by Catholic priest James Fletcher, said he had waited years for such an inquiry….
Abuse in the region was thrown into the spotlight in 2012, when police whistleblower Peter Fox told the ABC there was a cover-up of child sex offences in the area.
“There’s something very wrong when you have so many paedophile priests operating in such a small area for such an extended period of time with immunity,” Mr Fox told Lateline.
“I submitted report after report suggesting that we needed to do a lot more about investigating this.”
Mr Fox’s comments sparked a special commission of inquiry, but that investigation cast doubt over claims of a police cover-up.
However, it did find that Church officials knew about sexual abuse allegations against priests for decades, and failed to act….

Europol uncover major online child abuse network
Operation results in 207 criminal cases against suspected web distributors of child sexual abuse images in 28 countries.
A major operation against distributors of child sexual abuse images online has resulted in the arrests of 75 suspects across 28 European countries.
Code-named “Operation Daylight”, the investigation has resulted in 207 criminal cases, Europe’s policing agency Europol said on Tuesday.
“We know that individuals are abusing online platforms and networks to distribute child sexual abuse material and we are determined to target them and bring them to justice,” Steven Wilson, head of Europol’s European Cybercrime Centre, said in a statement.
Operation Daylight was launched last year after Swiss police notified Europol after uncovering a vast network of criminals involved in the sexual exploitation of minors online….
“The operation has uncovered a vast paedophile network,” the Italian police statement said, adding that access to the online network where images were shared was “rigidly” regulated and required patient work to be infiltrated by police.
“Those networks continue to be a primary source for persons with a sexual interest in children who are seeking child sexual abuse and exploitation material online,” Europol said in the statement.

Jones man arrested on child abuse charges
By Adam Kemp August 23, 2016
JONES — A Jones man has been arrested on accusations the Oklahoma County sheriff described as crimes of “horrific proportions.”
Donald McCord, 49, was arrested on 31 complaints of sexual abuse of a child and first degree rape of a child.
The sheriff’s office began investigating on Aug. 3 after a woman contacted Jones police to tell them she had knowledge of sexual abuse by McCord.
During the course of their investigation, deputies learned that for nearly 10 years McCord had sexually abused two girls, Oklahoma County Sherriff John Whetsel said during a Tuesday press conference.
The victims told investigators they had been sexually and physically abused by McCord almost daily since at least 2007. They said McCord would choke them to the point of unconsciousness and threatened to kill them if they told anybody.
When confronted with the allegations, McCord denied them at first before admitting to authorities he did “inappropriate things” with the victims, Whetsel said….

Mormon Church accused of turning blind eye to child abuse in foster care program
The Mormon Church has been hit with another lawsuit saying that it did nothing to protect children in a church-run foster program from sexual abuse.
Two Navajo siblings sued The Church of Jesus Christ of Latter-day Saints in Navajo Nation court earlier this year. A second lawsuit made public Tuesday outlines similar allegations.
A Navajo woman identified as B.N. says she was sexually molested and raped multiple times while in foster care and by health care providers in Utah, from 1965 to 1972. She was among thousands of American Indians who participated in the church’s Indian Student Placement Program.
Attorneys representing the three plaintiffs say church leaders did not report the abuse to law enforcement and failed to protect the children who, as adults, suffer from emotional and physical distress….

Another Navajo Member Sues LDS Church over Childhood Sexual Abuse By Andrea Smardon June 1, 2016
A Navajo woman is suing the Church of Jesus Christ of Latter-day Saints, saying she was sexually assaulted while participating in the church’s Lamanite Indian Student Placement Program. This is now the third claim of sexual abuse that has been brought against the Mormon Church by members of the Navajo Nation since March.
The plaintiff identified as B.N. says she was sexually molested and raped between 1965 and 1972 while in church-run foster care in Utah. She decided to file suit after hearing of two Navajo siblings who sued the church earlier this year with similar allegations.
“I just said, you know what, I’ve shut my mouth long enough, and it was just time,” B.N. says. The complaint filed in Navajo Nation District Court outlines sexual abuse by a foster father, a foster brother, and a medical examiner in a church facility. B.N., a member of the LDS Church, says she has been afraid to come forward. That’s what she hopes to change with the lawsuit. “Being able to speak up and have people trust their leaders, that they’re able to come forth with atrocious situations without fear and without being black-balled in any way.”
Criag Vernon is an attorney representing the three plaintiffs. He says church leaders did not report the abuse to law enforcement and failed to protect children in their care….

Author, ex-prosecutor slams critics of Child Victims Act, urges New York to stop protecting abusers
BY Linda Fairstein SPECIAL TO THE NEW YORK DAILY NEWS Wednesday, June 1, 2016
There is no class of people more vulnerable to sexual predators than children. In the overwhelming number of cases, the perpetrators are people who have betrayed the trust of children in their care — relatives, foster families, educators, coaches, clergy and health care professionals — who are far more likely to commit the traumatizing acts than strangers our children are brought up to fear.
The greatest damage has been done to child victims whose voices have long been silenced — first, by their abusers, and then by the senseless laws that have placed arbitrary limits on the time they have to seek justice. We cannot save many who have come before this, but we can change the outlook, the possibility of justice — both in criminal and civil court — for the thousands more who have suffered at the hands of predators and those whom we know will come next. The time to pass the Child Victims Act is now.
There is no reasonable opposition to this argument. What is it opponents fear? Some have raised the concern of false reporting, but the statistics are abundantly clear that this problem represents a small fractional proportion — less than 2% of all claims. For example, California saw about five false claims out of 850 against the Catholic Church. False reporting occurs in every category of crime and it is certainly an issue in cases which fall within the statute of limitations. It is part of the job of every prosecutor to identify those complaints and get them out of the system. They are rare, and they should never be a barrier to the overwhelming number of valid complaints that deserve to be investigated….

Ottawa diocese repeatedly warned about local clergy’s most notorious abuser
Andrew Duffy, Ottawa Citizen
May 18, 2016
The Archdiocese of Ottawa continues to pay for the many sins of Rev. Dale Crampton.
Court documents reveal that the diocese has paid $741,783.44 in compensation to 10 of Crampton’s victims, who were sexually abused by the Catholic priest between 1963 and 1982.
More lawsuits are before the courts. The victims in those cases are seeking $3.7 million.
In total, the diocese now knows of at least 17 people who say they were victimized by the priest as children.
Through interviews and court documents, the Citizen has learned that members of the Ottawa clergy were warned at least seven times about Crampton’s sexual misconduct, beginning in 1965….
Crampton is the most notorious perpetrator in Ottawa’s clergy sexual abuse scandal, a pedophile and alcoholic who has cost the diocese and its insurance companies more money than any other priest….
At least four priests were told about Crampton’s abuse. What’s more, two complainants said they approached senior diocesan officials with allegations of abuse between 1980 and 1986….
“The archdiocese knew. They knew in the ’60s,” charged C.B., a retired educator. “A lot of other people could have been saved, and not subjected to abuse as I was, and more serious kinds of abuse … He was just getting started with me.”….
The diocese has publicly apologized to Crampton’s victims, but it has never admitted mistakes in how it dealt with the priest.
It has, however, changed the way it manages allegations of sexual abuse against Ottawa clergy.
In 2011, the Archdiocese of Ottawa issued a protocol that requires all clergy members and church employees to report any allegation of child sexual abuse to the Office of the Archbishop and to the Children’s Aid Society….
Lawyer Robert Talach, who has represented 10 of Crampton’s victims in lawsuits against the diocese, said that attitude is at the heart of the clergy sex abuse scandal.
The church, he said, operated behind “an institutional veil of secrecy” designed to protect its reputation, even at the expense of children’s safety.
It is why, Talach said, that he’s not surprised the Archdiocese of Ottawa was warned seven times about Crampton.
“It’s not unusual because what usually triggers more action is some kind of spectre of public knowledge,” he said.
More lawsuits are pending against Crampton and the diocese….
In 1974, he became one of the first two priests ever elected to the Ottawa Catholic School Board. Crampton collected more votes than any other trustee in that election.
The other priest elected that year was Rev. Kenneth Keeler, who would later plead guilty to sexually abusing three boys in the 1970s and 1980s.
Both Crampton and Keeler were re-elected as trustees in 1976….
