ATLANTA — Shocking as it may seem, U.S. government doctors once thought it was fine to experiment on disabled people and prison inmates. Such experiments included giving hepatitis to mental patients in Connecticut, squirting a pandemic flu virus up the noses of prisoners in Maryland, and injecting cancer cells into chronically ill people at a New York hospital.

Much of this horrific history is 40 to 80 years old, but it is the backdrop for a meeting in Washington this week by a presidential bioethics commission. The meeting was triggered by the government’s apology last fall for federal doctors infecting prisoners and mental patients in Guatemala with syphilis 65 years ago.

U.S. officials also acknowledged there had been dozens of similar experiments in the United States – studies that often involved making healthy people sick.

An exhaustive review by The Associated Press of medical journal reports and decades-old press clippings found more than 40 such studies. At best, these were a search for lifesaving treatments; at worst, some amounted to curiosity-satisfying experiments that hurt people but provided no useful results….

-A federally funded study begun in 1942 injected experimental flu vaccine in male patients at a state insane asylum in Ypsilanti, Mich., then exposed them to flu several months later. It was co-authored by Dr. Jonas Salk, who a decade later would become famous as inventor of the polio vaccine….

-In federally funded studies in the 1940s, noted researcher Dr. W. Paul Havens Jr. exposed men to hepatitis in a series of experiments, including one using patients from mental institutions in Middletown and Norwich, Conn. Havens, a World Health Organization expert on viral diseases, was one of the first scientists to differentiate types of hepatitis and their causes….

-Researchers in the mid-1940s studied the transmission of a deadly stomach bug by having young men swallow unfiltered stool suspension. The study was conducted at the New York State Vocational Institution, a reformatory prison in West Coxsackie….

-A University of Minnesota study in the late 1940s injected 11 public service employee volunteers with malaria, then starved them for five days. Some were also subjected to hard labor, and those men lost an average of 14 pounds. They were treated for malarial fevers with quinine sulfate….

-For a study in 1957, when the Asian flu pandemic was spreading, federal researchers sprayed the virus in the noses of 23 inmates at Patuxent prison in Jessup, Md., to compare their reactions to those of 32 virus-exposed inmates who had been given a new vaccine.

-Government researchers in the 1950s tried to infect about two dozen volunteering prison inmates with gonorrhea using two different methods in an experiment at a federal penitentiary in Atlanta. The bacteria was pumped directly into the urinary tract through the penis, according to their paper.

The men quickly developed the disease, but the researchers noted this method wasn’t comparable to how men normally got infected – by having sex with an infected partner. The men were later treated with antibiotics….

in 1963. Researchers injected cancer cells into 19 old and debilitated patients at a Jewish Chronic Disease Hospital in the New York borough of Brooklyn to see if their bodies would reject them.

The hospital director said the patients were not told they were being injected with cancer cells because there was no need – the cells were deemed harmless….

At nearby Staten Island, from 1963 to 1966, a controversial medical study was conducted at the Willowbrook State School for children with mental retardation. The children were intentionally given hepatitis orally and by injection to see if they could then be cured with gamma globulin….

Holmesburg Prison in Philadelphia made extensive use of inmates for medical experiments….

As the supply of prisoners and mental patients dried up, researchers looked to other countries. It made sense. Clinical trials could be done more cheaply and with fewer rules. And it was easy to find patients who were taking no medication, a factor that can complicate tests of other drugs….

U.S.-funded doctors failed to give the AIDS drug AZT to all the HIV-infected pregnant women in a study in Uganda even though it would have protected their newborns. U.S. health officials argued the study would answer questions about AZT’s use in the developing world.

The other study, by Pfizer Inc., gave an antibiotic named Trovan to children with meningitis in Nigeria, although there were doubts about its effectiveness for that disease. Critics blamed the experiment for the deaths of 11 children and the disabling of scores of others. Pfizer settled a lawsuit with Nigerian officials for $75 million but admitted no wrongdoing.

Leaked Cables Show Vatican Tensions and Diplomacy With U.S.
By RACHEL DONADIO December 10, 2010   ROME – Recently released diplomatic cables show the Vatican fighting to shore up its eroding control over sexual abuse scandals in the United States and Ireland, highlighting complex tensions between the Vatican  hierarchy, local bishops and civil authorities. The cables were obtained by WikiLeaks and made available to The New York Times and other news organizations. They do not appear to contain any bombshells about the Vatican, but they provide a telling glimpse of how American diplomats often rely on the Roman Catholic Church’s worldwide network of prelates for intelligence.

Some cables read in part like thrillers, like when Opus Dei, the powerful religious order, took pains to distance itself from one of its members: Robert P. Hanssen, an F.B.I. agent who in a dramatic case in 2001 pleaded guilty to being a longtime Russian spy.

Cables show Ireland irked Vatican on sovereignty (AP) – 12/11/10 VATICAN CITY (AP) — Newly released U.S. diplomatic cables indicate that the Vatican felt “offended” that Ireland failed to respect Holy See “sovereignty” by asking high-ranking churchmen to answer questions from an Irish government commission probing decades of sex abuse of minors by clergy.

That the Holy See used its diplomatic immunity status as a tiny-city state to try to thwart Ireland’s government-led probe has long been known. But the WikiLeaks cables, published by Britain’s The Guardian newspaper on Saturday, contain delicate, behind-the-scenes diplomatic assessments of the highly charged situation. The Vatican refused to allow its officials to testify before an Irish commission investigating the clerical abuse of children and was angered when they were summoned from Rome, US embassy cables released by WikiLeaks reveal.

Requests for information from the 2009 Murphy commission into sexual and physical abuse by clergy “offended many in the Vatican” who felt that the Irish government had “failed to respect and protect Vatican sovereignty during the investigations”, a cable says.

Despite the lack of co-operation from the Vatican, the commission was able to substantiate many of the claims and concluded that some bishops had tried to cover up abuse, putting the interests of the Catholic church ahead of those of the victims. Its report identified 320 people who complained of child sexual abuse between 1975 and 2004 in the Dublin archdiocese.

Morgellons and the CIA’s MK/NAOMI Project (Part 2)

Why is it that the U.S. state apparatus is standing in the way of any serious medical investigation into Mogellons disease? For the simple reason that it would inexorably lead to the covert biological war programmes of the 1950’s. Hank Albarelli lifts the veil on a period – which may not necessarily be over – when the military-industrial complex proclaimed to safeguard the “free world” while testing new experiments on the civilian population that it purported to protect; a period when members of the medical profession – including the CDC – developed diseases that they should have been preventing but

….MK/NAOMI was the cryptonym for an ultra-secret project instituted by the CIA for its partnership with the Special Operations Division (SOD) of the U.S. Army’s biological warfare center at Fort Detrick, Maryland. The general objectives of MK/NAOMI, as stated in contemporaneous CIA documents, were:

- To provide for a covert support base to meet clandestine operational requirements.
- To research, develop, and stockpile severely incapacitating and lethal materials for the specific use of CIA’s Technical Services Division.
- To maintain in operational readiness special and unique items for the dissemination of biological and chemical materials.
- To provide for the required surveillance, testing, upgrading, and evaluation of materials and items in order to assure absence of defects and complete predictability of results to be expected under operational conditions.
Recently obtained CIA documents reveal that in the mid-1950s, scientists at Fort Detrick’s SOD undertook intensive research and experimentation with a large number of “paralysis agents.” This phase of MK/NAOMI was referred to in-house at Fort Detrick as the “K Project” and the “K Problem.” According to CIA documents, K indicates both “knockout” and “kill”, depending upon the circumstances under which researched biological products were employed by CIA operatives in the field operations conducted under “Project Artichoke” and later programs.

US judge asks Vatican to serve court paper to pope

October 1, 2010 MILWAUKEE – A federal U.S. judge is asking the Vatican to cooperate in serving the pope and two other top officials with court papers that stem from decades-old allegations of sexual abuse by a priest in Wisconsin.

The request is an incremental step in a lawsuit that accuses the officials of conspiring to keep the allegations against the Milwaukee priest quiet. The Vatican is not obliged to comply with the request.

When faced with similar requests the Vatican has made service difficult, time-consuming and expensive by insisting, for example, that documentation be translated into Latin, one of the Vatican’s official languages.

U.S. apologizes for Guatemala STD experiments
Government researchers infected patients with syphilis, gonorrhea without their consent in the 1940s
By Robert Bazell Chief science and health correspondent NBC News NBC News 10/1/10  U.S. government medical researchers intentionally infected hundreds of people in Guatemala, including institutionalized mental patients, with gonorrhea and syphilis without their knowledge or permission more than 60 years ago.
Many of those infected were encouraged to pass the infection onto others as part of the study.

About one third of those who were infected never got adequate treatment.

On Friday, Secretary of State Hillary Clinton and Health and Human Services Secretary Kathleen Sebelius offered extensive apologies for actions taken by the U.S. Public Health Service….
The episode raises inevitable comparisons to the infamous Tuskegee experiment, the Alabama study where hundreds of African-American men were told they were being treated for syphilis, but in fact were denied treatment. That U.S. government study lasted from 1932 until press reports revealed it in 1972.

The Guatemala experiments, which were conducted between 1946 and 1948, never provided any useful information and the records were hidden.

According to Reverby’s report, the Guatemalan project was co-sponsored by the U.S. Public Health Service, the NIH, the Pan-American Health Sanitary Bureau (now the Pan American Health Organization) and the Guatemalan government. The experiments involved 696 subjects — male prisoners and female patients in the National Mental Health Hospital.
The researchers were trying to determine whether the antibiotic penicillin could prevent syphilis infection, not just cure it, Reverby writes. After the subjects were infected with the syphilis bacteria — through visits with prostitutes who had the disease and direct inoculations — it is unclear whether they were later cured or given proper medical care, Reverby notes. While most of the patients got treatment, experts estimate as many as a one-third, did not.

Texas Teacher Accused of Taping Sex With as Many as 70 Children
September 30, 2010 FoxNews.com An El Paso, Texas, high school dance teacher was jailed without bond Thursday on charges of sexual exploitation of minors and possessing child pornography, allegedly including 200 videotapes of himself having sex with as many as 70 children, some of whom were elementary school age.
Federal agents testified that they found the videos in the home of 34-year-old Marco Alferez. The agents said the videos showed Alferez having sex with children as young as elementary school age, the El Paso Times reported.

Immigration and Customs Enforcement agent Gilbert Campa testified he found 12 VHS tapes, each about four to six hours long, and 107 8-mm tapes of Alferez having sex with children. Campa said ICE agents have been able to identify 65 to 70 victims in the homemade videos, and it appeared that Alferez tried hide the camera during the sexual acts….
Campa also testified Alferez admitted downloading child pornography, as well as making the videos of himself with children.

Using the South African Truth and Reconciliation Commission as our model, we will focus on increasing public awareness of historical and present-day extreme abuse and human rights violations including human experimentation, human trafficking, organized ritual crime, and other forms of torture committed in the US and/or by representatives of the US government.

At this time, the US TRC consists of three volunteer groups:

Our large discussion group provides the coalition with practical support, ideas, feedback, and news.

Top federal law enforcement officials led by Attorney General Eric Holder vowed to take new steps to stem rampant child pornography, online enticements, child prostitution and child sex tourism. In a detailed report submitted to Congress on Monday, the Justice Department says that since 2006, when the government launched Project Safe Childhood, federal prosecutions have increased by 40 percent, and more than 8,600 defendants have been indicted. More than 2,400 alleged sex offenders were indicted in 2009 alone. “Tragically, the only place we’ve seen a decrease is in the age of the victims,” Holder said. Sexual Abuse Survivors Have Increased of Psychiatric Disorders
ScienceDaily (July 12, 2010) — New research finds that a history of sexual abuse, regardless of the victim’s gender or age when the abuse occurred, correlates strongly with a lifetime diagnosis of multiple psychiatric disorders. In the July issue of Mayo Clinic Proceedings, researchers report that a history of sexual abuse is associated with suicide attempts, post-traumatic stress disorder, anxiety disorders, depression, and eating and sleep disorders. Additionally, associations between sexual abuse and depression, eating disorders, and post-traumatic stress disorder were strengthened by a history of rape….The study reports prevalence rates of sexual abuse in some populations are as high as 21 percent in adults and 33 percent in children. Furthermore, sexual abuse survivors can represent up to 25 percent of patient panels in primary care practices. Researchers also explored why some abuse survivors do not experience psychiatric symptoms and suggest that genetic variability may confer a level of protection. “The protective effect of certain genes against the development of psychiatric disorders in abuse survivors is an intriguing prospect.

Child abuse monster Father Brendan Smyth ruined my life By APRIL DREW, Irish Voice Reporter

2/10/10 Helen McGonigle, 48, was just six years old when Father Brendan Smyth, a notorious sex offender from Co. Cavan, first abused her.
McGonigle, now a successful attorney in Connecticut, says Smyth destroyed her family. She blames Smyth for the death of her sister and brother and the demise of her beautiful mother.

After years of suppressing the memories of the horrendous abuse, McGonigle is now dealing with her past and hoping other victims will do the same….Helen wasn’t the only sister to encounter Smyth’s evil ways.  The Cavan priest also sexually abused her older sister Kathleen. In the past few years, both Kathleen, 48, and her brother Gerard, 53, died of drug overdoses. McGonigle claims it was the abuse Kathleen suffered at the hands of Smyth that made her dependent on antidepressants….

It was finally her sister’s tragic death in 2005 that lead McGonigle to face her worst nightmares, nightmares from the past she thought she would never need to resurrect.
“It was because I observed my sister rapidly deteriorating and fearful for her life that I began my investigation into the past about our childhood in Rhode Island,” said McGonigle during a lengthy interview with the Irish Voice.

While her sister was ailing, McGonigle’s father said accusingly, “It was that priest from Rhode Island that gave your sister alcohol that started her problems.” Not only did this statement shock and frighten McGonigle, it got her thinking back into her past. In 1968, McGonigle said Smyth was caught molesting children in her parish and sent to Purdysburn Mental Hospital in Northern Ireland for treatment. After his time was served in Ireland, Smyth was allowed to return to Rhode Island, said McGonigle….During the abuse, McGonigle knew nothing but fear. Smyth told her she would “end up like the body in the woods” if she ever told a soul about what he was doing to her. “I took that as a real death threat and was terrified and confused and very young,” she says. McGonigle also witnessed Smyth molesting her sister. They had a bedroom with a door directly to the outside that he could enter. Smyth’s evil antics didn’t stop at the McGonigle sisters either. Their mother also spent time in a mental institution.

The abuse stopped when the family moved from Rhode Island in 1973 but the scars were left for life. McGONIGLE got on with her life. She put her abuse behind her and did her best to lead a normal life. It wasn’t until her sister’s death five years ago that she began to delve into their pasts.  She began to question why her sister suffered from depression in the first place. After a little investigating she too discovered and remembered that Kathleen was a victim of Smyth’s lurid acts. Not wanting to let Smyth ruin any more of her life, McGonigle reported the sexual abuse inflicted on her to the Diocese of Providence, Rhode Island in 2006. They told her she wasn’t the first to report Smyth. “I was informed that I was the sixth to come forward, yet newspaper accounts that I located indicated there were no problems whatsoever in our parish,” she said.

McGonigle attended a meeting where she said the Vicar General, Paul Theroux, of the Providence Diocesan, offered her $25,000 compensation, or she could “privately arbitrate with a cap of $50,000 (meaning there would be no public record and everything would once again be kept secret).”

McGonigle became infuriated with the financial offer. McGonigle said the diocesan victim outreach coordinator, Michael Hansen, told her to “just send us all your bills.”

“I refused their hush money,” said McGonigle. The Diocese of Providence has paid for therapy and medical expenses McGonigle has incurred as a result of the abuse by Smyth.

Drawing on research showing 38 known cases of child abuse linked to alleged spirit possession in England since January 2000, the government guidance aims to raise awareness of the practice and help those coming into contact with youngsters to recognise indicators of abuse. The signs they are told to look out for, listed in draft advice published today, include marks such as bruises or burns on a child’s body, a child becoming “noticeably confused, withdrawn, disorientated or isolated”, and “deterioration in personal care” including weight loss, unkempt or dirty clothes, or even faeces smeared on the body.

Children may also report directly that they have been accused of being evil, or that they are having the “devil beaten out of them”, according to the advice, which says teachers and others should follow child protection guidelines and pass their concerns to social services or the police.

The most common forms of abuse youngsters may suffer include physical assaults such as beating, burning, cutting, stabbing, semi-strangulation and having chilli peppers rubbed on to their eyes or genitals. Emotional forms of abuse, says the guidance, range from isolation from other family members to threats to abandon the child, who may also be subjected to sexual abuse and neglect extending to denial of food and warmth.
The 38 documented cases involved 47 abused children.

The vast majority of known instances of ritual abuse concerned first or second generation migrants from African countries including Congo, Nigeria, Angola and Ghana as well as south Asia and the Caribbean, but also white English families, according to the document….

The children’s minister, Beverley Hughes, said: “While a very small proportion of all abuse cases are linked to spirit possession the impact on the children can be substantial and serious. Faith-based abuse can be hard for professionals to recognise and deal with and we want them to have all the guidance they need to help them tackle this.”
