More than 850 BBC employees have come forward to raise concerns about bullying and sexual harassment at the corporation, it has emerged.

The staff members have contacted private consultants brought in by the BBC as part of an internal inquiry set up in the wake of the Jimmy Savile scandal.

The Rose Review, overseen by human rights lawyer Dinah Rose QC, was launched last October following a wave of damaging claims from female presenters including Liz Kershaw and Sandi Toksvig who said they were routinely groped while working for the BBC.

Staff were asked to detail their experiences under a guarantee of anonymity, while one-to-one sessions have also taken place between BBC staff members and an outside company, Change Associates.

It is believed that one senior BBC executive is the subject of more than 20 complaints of bullying….

Among the hundreds who came forward to the enquiry, up to 20 former employees initially thought they would not be give evidence because they been paid off and made to sign contracts to stop them turning whistleblower.

Gagging clauses are typically part of ‘compromise agreements’ signed when an employee agrees to drop an employment tribunal claim in return for a pay-off.

However, it is understood that, following negotiations, their evidence was eventually allowed to go forward.

The BBC insists no-one has been barred from giving evidence, despite any previous agreements which may have been signed….

BBC staff are suspected of  a catalogue of crimes at work – many of which have never been reported to police.

A dossier spanning four years shows theft and fraud allegations running at more than 500 a year.

A significant number of the suspects were employees at the broadcaster.

Documents also reveal allegations of sexual or indecent assault, as well as incidents of suspected drug use.

Thefts of TVs, radios, iPhones, Blackberry devices and computers from BBC staff were endemic.

In one instance, an employee was accused of having under-age sex while on assignment. Because the allegation could not be proved, the log showed the staffer was given only a warning.

This allegation, like many others, was not passed on to police for further investigation because the BBC’s internal investigations service – which employs former police officers – decided it could not be substantiated.

The disclosures follow the Jimmy Savile revelations which saw the corporation accused of turning a blind eye to decades of sex abuse by the presenter….

Celebrities and politicians were protected from child sex investigations because hundreds of police intelligence files were kept so secret that investigating officers could not access them, it has been reported.

Information on famous suspects was marked “secret” or “restricted”, allowing only a small number of officers to access it, to offset the risk of police officers or staff leaking the information to the media, according to The Times.

However, the burying of information is understood to have helped serial offenders such as Jimmy Savile and Sir Cyril Smith MP escape prosecution for decades. Campaigners for the victims of child sex abuse said that police had “put protecting celebrities above child protection”.

The problem has emerged in a review of police information handling by HM Inspectorate of Constabulary, in the wake of the Jimmy Savile scandal. Since the exposure of the former TV presenter as Britain’s most prolific child sex offender, police have been inundated with reports from members of the public of “historical abuse”, often by prominent politicians, celebrities and VIPs.

Valuable intelligence on Savile was recorded in 1964, 1998 and 2003 by Scotland Yard, the inspectorate found, but other forces were unable to access it. The inspectorate said the restriction of access to intelligence files was “an area we are concerned about”…..

280,000 girls accept sex abuse as being normal

As many as 280,000 teenage girls are suffering from sexual abuse
because they believe it is an accepted part of relationships or do
not believe they can stop it, the NSPCC has warned.

In a disturbing report, the charity said fewer than 20 per cent of cases are reported by young people, as opposed to the majority of cases in which adults are abused. “Many girls are being forced to carry out sexual acts and in some cases are even being raped,” said Jon Brown of the NSPCC….

WEST Yorkshire Police held virtually no information about Jimmy Savile’s sex abuse before he died despite more than 40 of his victims coming from the county, a damning report reveals today.

Inspectors from a police watchdog criticised mistakes by forces nationwide in sharing information about the disgraced presenter as they expressed “serious concerns” that so many victims felt unable to come forward.

Only five allegations and two pieces of intelligence were recorded by police in the entire country though one dated back as early as 1964, Her Majesty’s Inspectorate of Constabulary revealed. And although Savile lived in West Yorkshire for much of his life and had dozens of local victims, the only significant recorded information about his criminal activities were held by other forces.

Officers in West Yorkshire held no “intelligence reports” about Savile which would have prompted further investigation and only one minor “information report”. This was despite newspaper reports being freely available online revealing that Savile was interviewed by West Yorkshire Police in 1958 and that he had been due to appear in court over sexual abuse allegations. The report said mistakes by officers in Surrey, London and Sussex meant no one force was able to piece together the full extent of the Leeds-born DJ’s sexual abuse. And it claimed inconsistencies in the way they shared information meant there was a “distinct possibility” officers could fail to prevent another similar scandal from happening again….

Savile accusations ‘censored’

Detailed accusations about Jimmy Savile’s sex crimes were censored after viewers tried to post them on a BBC tribute web page.

The comments, which included one person who wrote “One of my best friends in 1972 was molested by this creep Savile. He was never the same again. Killed himself in 1985. How’s About That Then?”, were stopped from being published by a team of moderators employed by the corporation.

The details were included in thousands of pages of evidence gathered during an inquiry by former journalist Nick Pollard into Newsnight’s decision to drop its Savile investigation which were published today by the BBC.

A transcript of an interview between Mr Pollard and former director general George Entwistle refers to examples of the comments, including one person who wrote: “He was a paedophile. You may not like the truth but he was. It will all tumble out now.”

Another wrote: “Sorry to rain on the parade of all the well-wishers, but he was infamous in Scarborough. I would not have been letting my son sit on his knee.”….

….As many of you know, the False Memory Syndrome Foundation (FMSF) was founded and is now directed by, my mother, Pamela Freyd.

It is widely known that my parents claim to be “falsely accused” of the sexual abuse by their daughter.  Numerous newspaper stories about the FMSF have presented my parents’ status as falsely accused.

Just last month, on the NPR evening radio news show “All Things Considered” the reporter, Wendy Schmelzer, said “For the last year, Dr. Freyd has criss-crossed the country attending similar meetings; each time with the same message for her audience –– ‘you are not alone.  My husband and I were also falsely accused.’”   I am the daughter they claim has falsely accused them.

Not only is it widely known that my parents were accused of sexual abuse, and not only is it widely assumed that the accusations was “false”, but the details of their story are also –– most strangely –– widely known.  My mother published her version of being falsely accused under the name “Jane Doe” and this published story has been circulated widely.  Many people learn the story without knowing the identity of the characters, but believing the details to be accurate.  I find the latter situation unnerving; I find the former situation –– where people get exposed to Jane Doe thinking it is about me –– horribly invasive and violating.  As one clinician said at a national meeting recently about the FMSF: “there is persuasive evidence that this organization grew out of one family’s feud that’s overgrown its boundaries and come into the popular culture.”

In speaking about personal matters today, I would like to offer my truth in hopes that it will inform you of aspects of the context out of which FMSF grew.  I would never have chosen to be here today speaking about my personal life, were circumstances not what they are.  I make this decision partly because I have already lost so much of my privacy, and in such an unclear and distorted way, that I have come to desire clarity and public truth as the lesser of two undesirable situations.  I also speak about these matters today because I hope what I have to share will help, directly or indirectly, other abused children and adult survivors of abuse.  I hope that speaking my truth is, in the end, healing for myself and for others.

The truth I wish to speak about today pertains to patterns of behaviors.  I will speak about a pattern of behavior my parents have exhibited towards me in my childhood and continuing into the present:  A pattern of boundary violations, a pattern of invasion and control, a pattern of inappropriate and unwanted sexualization, a pattern of family and relationship dysfunction, and a pattern of intimidation and manipulation….

15-Year-Old Girl Raped, Police Dismiss the Case Because Victim and Attackers Have “Low IQs”

In some of the most disturbing and sickening news of the day, New York state police have decided that a 15-year-old girl who was sexually assaulted by three boys was in fact not sexually assaulted because both she and the boys are mentally handicapped.

In May of last year, three boys attacked a 15-year-old mentally challenged student at Martin De Porres Academy, a school for students with special needs in Long Island. According to the police report, one of the boys repeatedly banged her head against the table while the other two forced her to give them oral sex and then tried to have forcible anal sex with her. In interviews with the police, the girl explained how she repeatedly said “no” and “stop” but that the boys continued to assault her. When she came home from school that day, her mother noticed that she had blood on her underwear.

But the Nassau County Police Department recently decided to drop the case after learning that the boys also had learning disabilities and mental handicaps, which apparently made the situation far too complicated for the police department.

The department’s spokesperson told the New York Daily News , “It was more of a consensual situation with their mental capabilities.”

Of course, head-banging, blood and repeated pleas to “stop” are never consensual situations–regardless of the IQ level of the attackers. But, in this case, the police department is even further off target. As the family’s lawyer explained, the girl has an IQ of about 50 points, which puts her below the cognitive functioning level to consent to sex at all….

A torso found in the Thames, which detectives believe belongs to an African boy murdered in a ritual sacrifice, has reportedly been identified by a key witness.

Speaking to BBC News, Joyce Osagiede said the child was Nigerian-born Patrick Erhabor – a child she claims to have looked after in Germany before he was trafficked to the UK.

Ms Osagiede went on to say she had handed the boy over to a bogus asylum seeker and convicted people smuggler called Kingsley Ojo, who was deported back to Nigeria despite having offered to help with the inquiry.

The BBC said there is no evidence to suggest Ojo was involved in the murder or knew what would happen to the boy, however, and Ojo has always denied having anything to do with the killing.

The torso, which was found close to London’s Tower Bridge in September 2001, was named Adam by detectives. Forensic tests revealed he had come from Benin City in Nigeria….

Kathy Tessanne never let it go.

Every so often for more than 30 years, Tessanne contacted Fullerton police and asked if there was any new information on a 1982 missing person case….

Last week, Fullerton police detectives gave Tessanne and her siblings grim but not unexpected news.

DNA tests conducted by the Orange County crime lab revealed that a partial skull found by hikers in 1985 near Big Bear has been identified as belonging to Frank Bartlett Marshall, Tessanne’s long-missing foster brother.

The detectives weren’t finished: the skull, they explained, had a bullet hole in it, confirming her worst fears. Marshall, who was last seen when he drove his motorcycle away from her family’s Fullerton home on Jan. 2, 1982, had been murdered.

The detectives had more.

New evidence led them to question a convicted killer serving two life terms for two murders of young men who had disappeared in very similar circumstances from Fullerton in late 1981.

And the detectives told Tessanne that inmate – David Richard Campbell, 67 – confessed to killing Marshall and spreading his remains in rugged terrain near Big Bear in what he called a Tibetan sky burial, according to Hughes….

Mexican officials broke up a bizarre cult that allegedly ran a sex-slavery ring among its followers on the U.S. border, Mexican immigration authorities revealed today.

The ‘Defensores de Cristo’ or ‘Defenders of Christ’ allegedly recruited women to have sex with a Spanish man who claimed he was the reincarnation of Christ, according to an official of a victims’ advocacy group.

Followers were subjected to forced labor or sexual services, including prostitution, according to the National Immigration Institute that said it filed a complaint more than a year ago about the cult.

Federal police, agents of Mexico’s National Immigration Institute and prosecutors raided a house earlier this week near Nuevo Laredo, across the border from Laredo, Texas, and found cult members, including children, living in filthy conditions, according to the institute official….

But according to the cult’s website, the leader was Spaniard Ignacio Gonzalez de Arriba. He set up shop in Mexico about three years ago, after a stint in Brazil and other parts of South America, said Myrna Garcia, an activist with the Support Network for Cult Victims who has worked with victims of the Defenders of Christ cult.

He became involved in offering courses on ‘bio-programming,’ an esoteric practice that claims to allow practicants to ‘reprogram’ their brains to eliminate pain, suffering and anxiety, according to institute….

The Interior Department said the Defenders of Christ had not registered as a religious group, as required under Mexican law. Garcia said cells of the cult might still be active in Peru and Argentina

Konstantin Rudnev: Russian cult leader jailed for sex abuse
A Russian cult leader who described himself as an “extra-terrestrial from Sirius” has been jailed for 11 years for sexually abusing his followers.

Konstantin Rudnev, 45, was convicted in a closed trial in Siberia of rape, drug trafficking, sexual assault and “creating an organisation that infringes on people’s personality and rights”.

It was the end of an extraordinary and bizarre journey for the self-proclaimed prophet, who also went under the moniker Great Shaman Shri Dzhnan Avatar Muni.

The former steelworker founded his strict, hierarchical cult called Ashram Shambala in the city of Novosibirsk in the late 1980s, cheating converts out of their belongings in exchange for a potpourri of esoteric and occultist teachings and the chance to “clean their energy channels” in mystical rituals.

The cult grew rapidly, acquiring up to 20,000 followers at ashrams across Russia….

Followers of the cult were persuaded to sell their apartments and cars and hand over the cash, while breaking links with their relatives.

“Psychological pressure was put on the adherents,” said Irina Zebrova, a Federal Security Service (FSB) spokesperson. “They were forced to unquestioningly follow the commands of the leader of the sect. People were punished with lack of food and sleep.”

Rudnev was originally arrested in 1999, but he escaped from a psychiatric hospital after being sent for checks. He was detained again in 2005 but his followers refused to give evidence against him.

(Reuters) – A veteran British TV presenter was charged with rape and 14 counts of indecent assault on underage girls, police said on Tuesday, deepening concerns about sex abuse by top BBC personalities decades ago.

Stuart Hall, 83, best known for hosting “It’s a Knockout” in the 1970s and 1980s, was questioned after late broadcaster Jimmy Savile was exposed last year as a serial child sex abuser, prompting a flurry of further sex crime allegations.

Hall, who was still appearing regularly on BBC radio until recently, had already been charged with three counts of indecent assault, in December. He denied all charges….

Paedophile sent extreme net child-abuse images

A COMPUTER engineer has been jailed for sending extreme child-abuse images to other paedophiles on the internet.

Keith Gibson, 50, was found with more than 2,300 photos and movies after police were alerted by colleagues in the national Child Exploitation and Online Protection squad in London.

He was jailed after a judge at Exeter Crown Court told him his activities amounted to the worst case of child pornography he had encountered.

Gibson formed part of an internet paedophile ring which exchanged child sex fantasies and images in chat rooms where some posed as children.

The victims of the abuse included babies under six months old and two of the movies he distributed showed girls aged about three and 10 being raped….

Dr. Phil – The Rest of the Story – By Judy Byington, Author, Twenty-Two Faces
Dr. Phil: “Mentally Ill Moms” – January 11, 2013

As a retired Supervisor of Alberta Mental Health, CEO of Provo Family Counseling Center and therapist for 23 years, I have known and worked with many Dissociate Identity Disorder (DID or multipule personality) sufferers who claimed being ritually abused. Twenty years ago Jenny asked that I write her biography. Since then I have served as a friend, biographer and counselor, though have never done, nor been paid for doing therapy with her.

We intended Twenty-Two Faces as a voice for the ritually abused, explaining DID, exposing the rampant practice of ritual abuse and hopefully saving children from the trauma Jenny endured. We applied to be on the Dr. Phil show in anticipation viewers would gain a better understanding of DID and its tie-in to childhood trauma, specifically ritualized abuse.

We were optimistic, that with Dr. Phil’s help, we might secure Jenny an evaluation at the Colin A Ross Institute. For the last 29 years since she was diagnosed DID at the Utah State Psychiatric Hospital, Jenny has not received therapy for her multiplicity. She is seen by a clinician at Wasatch Mental Health who “maintains” her, but does no treatment for multiplicity. She also sees a psychiatrist twice a year for medication adjustment. For many years she has suffered from DID-related symptoms including Depression.

The Dr. Phil show was taped in 4 sessions. On September 10 just as we left to tape before the live audience, I was informed by staff:

1. Dr. Phil had not read Twenty-Two Faces.

2. Jenny would not be offered treatment.

3. The show producers did not believe Jenny’s story.

As I watched the version that viewers saw on January 11th, I was shocked at what they had done. Jenny’s actual life was apparently not what Dr. Phil intended to portray. His staff had cut and pasted the individual interviews and the taping done before a live audience which resulted in changing the story from a woman who has been without therapy for her multiplicity into describing a mentally ill woman who appears to have been taken advantage of by her therapist. Again, I have never acted as Jenny’s therapist.

Below are some examples of what was left out of “Mentally Ill Moms.”

Producers Revised Jenny’s Story

(1) During my individual taping sessions I was asked to corroborate what is in Jenny’s biography 22 Faces. In the version that aired, none of my answers from the individual tapings were included.

(2) Dr. Phil claimed that major segments of the mental health community believed that DID was a very controversial diagnosis; that some professionals felt it was “near on to impossible to have alter personalities” and in his 30 years of “doing this” he had never met a multiple personality.

Yet, a woman with multiple personalities was on his show last April. Viewers were not told that DID had been an accepted diagnosis included in the APA diagnostic manual, the DSM, since 1994.

(3) On the show Jenny stated that she hadn’t read 22 Faces. She clarifies in a notarized “Open Letter to Dr. Phil” on the 22 faces website ( http://www.22faces.com ) that the book is difficult for her to read because doing so “brings out bad memories” for her. However, she is aware of the contents portraying her life because she lived it and helped write her own biography.

(4) It was not until the very week the show aired in January that I realized they were portraying me as her therapist. I immediately emailed the producer and asked that he change my title to retired therapist. He emailed back that he changed my title on the CBS website, but could not change anything on the actual show.

(5) In August, 2013 producers asked for a video of Jenny changing personalities. We videotaped her changing into Alter J.J. and Homicidal Alter Jenese. It was not a therapy session as labeled on the show, but done with Jenny’s consent and at their request.

(6) I did not sue Robert as Dr. Phil announced. During the break Robert reminded him that it was not a lawsuit, but a Cease and Desist letter from my lawyer. Dr. Phil did not correct that fact that it was not a lawsuit and gave me no opportunity to correct it.

(7) In the taping before a live audience Dr. Phil appeared very surprised when I told him that multiple personalities could only be caused by childhood trauma. His eyes widened, he sat back, and immediately changed the subject. This also did not appear in the final version.

(8) Story rights and book proceeds

Dr. Phil asked, “What happens to the money? Does it go to you?”

I answered, “It’s placed in the 22 Faces account.”

Dr. Phil, “Then why did you make her sign over her rights to the story? You get the money, right?”

I was given no opportunity to answer as the audience was directed to applaud Dr. Phil’s question. After the applause I tried to explain more, but was cut off. My attempt to explain was not included in the final version.

The applause was later pasted in after Robert’s question to me. Again, I was given no time to respond to Robert.

The answer that I would have said if given the opportunity: I signed a legal contract with my literary agent, Paul McCarthy, so he could represent film, electronic and manuscript rights to Jenny’s story. He wanted to make sure that we had a contract with Jenny showing I had the rights to her story. If we were to spend time and money publishing the biography assurance was needed that we had copyright to the story. Thus, Jenny agreed to sign over her story rights. Jenny understood this legality as shown in her notarized “Open Letter to Dr. Phil” on the website ( http://www.22faces.com )

Also in that notarized “Open Letter to Dr. Phil” Jenny states, “I am fully capable of making my own decisions and if I wanted to set up a bank account for monies received from sale of my book I could and would do so. It has been my decision not to set up an account at this time.”

In my individual interviews it was related that the Hill family was upset that I was receiving money for 22 Faces while Jenny wouldn’t benefit from book proceeds. I replied that thus far I had received two royalty checks for $4.00 and $20.00, invested over $20,000.00 of my own money to edit, publish and publicize the biography, plus spent 20 years of my life writing it. It would be quite a while before the book made a profit, if ever. I explained that Hill’s story had never been about money for either Jenny nor myself. It was our purpose to publish Twenty-Two Faces so it could be a voice for the ritually abused and help make the public aware of children who are being traumatized through satanic worship. This answer from me was not in the final version of the show. What was portrayed to viewers was a “therapist” who was taking advantage of her mentally ill client.

Conclusion

I’ve been asked if I regret appearing on Dr. Phil. In part, yes.

Within a couple of days after the program aired 33 one-star negative reviews had been placed on the Amazon Twenty-Two Faces sale site. The majority didn’t refer to the book, but how I was portrayed on the Dr. Phil show. These also included personal attacks on my character. There are hundreds of negative comments under the reviews, while new negative one-star reviews and more personal attacks appear there daily.

On the other hand, the book has been highly publicized. And, many who experienced abuse similar to Jenny’s and their therapists have placed comments refuting these demeaning attacks. Most have thanked us for speaking out through Twenty-Two Faces and appearing on Dr. Phil.

My hope for Jenny is that we can find treatment for her multiplicity. The APA psychiatric manual DSM states that Dissociation affects a large section of the population. Thus, I am also in hope that Dr. Phil will revist DID or multiplicity and it’s relationship to childhood trauma with the purpose of educating his viewers on this growing problem.

She also took comfort from and praised the courage of the 450 ­victims who came forward as part of the Metropolitan Police’s Operation Yewtree to say they too were abused by Savile.

Paula said: “To speak of it after all those years feels like a great weight has been lifted off me at long last. There are many people all around the world who know exactly what men like Savile are capable of and the time has come to bring these atrocities of sheer evil and depravation to light.”

SAVILE cops are investigating claims of alleged sex offences against a staggering 25 celebrities.

The high-profile names are said to be mostly television and radio entertainers, with at least six expected to be arrested in the coming weeks. They are named in a list of tip-offs to Operation Yewtree – the police inquiry set up in the wake of the Jimmy Savile sex abuse revelations. A source said: “They all tend to be white men of the Savile generation”.

The 25 celebrities are understood to have been named in phone calls to the police or to charities. Some victims will not be identified or press charges, making it difficult for the police to proceed. But cops believe there is enough evidence for at least a dozen celebrities to be detained….

Reports of child abuse and neglect have dropped nationwide for the fifth consecutive year, and abuse-related child fatalities also are at a five-year low, according to new federal statistics.

The latest annual report from the Department of Health and Human Services, released Wednesday, estimates that there were 681,000 cases of child abuse or neglect across the nation in the 2011 fiscal year. That’s down from 695,000 in 2010 and from 723,000 in 2007.

“We have made excellent progress over the past five years,” said George Sheldon, HHS acting assistant secretary for children and families. “But what this report tells me is that we still have 681,000 children out there who need our help.”

The number of abuse-related fatalities was estimated at 1,570 — down from 1,580 in 2010 and from 1,720 in 2007. About fourfifths of those killed were younger than 4, and parents were deemed responsible for nearly four-fifths of the deaths….

48.4 percent were Caucasian, 20.2 percent were African-American, and 19.2 percent were Hispanic.
80.8 percent of the abusers were the victim’s parent.
Of the children who were reported as maltreatment victims, 11.2 percent were physically or mentally disabled….

The prime minister is appointing a “senior independent figure” to look into the way allegations of sexual abuse at north Wales children’s homes in the 1970s and ’80s were dealt with.

Victim Steve Messham has said that the Waterhouse inquiry of 2000 only covered a fraction of the alleged assaults.

Another of the homes’ residents says it did not hear all of the abuse claims.

Earlier, Downing Street said it would investigate Mr Messham’s claims of abuse by a 1980s Tory politician.

Mr Messham is to meet the Welsh secretary on Tuesday….

Mr Cameron also urged anyone who knows anything about the allegations of abuse to contact police.

Abuse allegations

Allegations of abuse centred around the Bryn Estyn care home in north Wales and involving almost 40 children’s homes in Wales began to emerge in the 1990s, but a report commissioned in March 1994 by Clwyd County Council was never published amid legal concerns.

The-then Welsh Secretary William Hague ordered an inquiry in 1996 into the abuse, which heard from 650 people over three years who had been in care from 1974, and was published in 2000 by Sir Ronald Waterhouse, who died in 2011.

Concerns have now been raised that the remit of the inquiry had been too narrow and that it had failed to consider allegations about children being taken out of the homes to be made available to abusers.

Speaking on BBC Newsnight on Friday, Mr Messham said he believed the Waterhouse inquiry had not heard all the available evidence.

“I don’t understand why on earth we had an inquiry if we had to leave out 30% of the abusers, and basically I was told to do that. I was told I couldn’t go into detail about these people, I couldn’t name them, and they wouldn’t question me on them.”

“They didn’t give me a reason, they just said ‘you were not allowed to do so’.”

A source close to Mr Hague – who is now foreign secretary – has told the BBC that no concerns were raised with him about the terms of the inquiry he established when he was Welsh secretary, and that as the report was published more than two years after he left office, his successor could have changed those terms.

Keith Gregory, a Wrexham county borough councillor, told the BBC he was sexually, physically and mentally abused at Bryn Estyn in the 1970s, by staff and others from the local community.

He said he was “shocked and really devastated” that the Waterhouse inquiry had not looked into allegations children had been brought out of homes to be made available to abusers….

The inquiry identified 28 alleged perpetrators but they were never identified in public.

WASHINGTON, July 10 (Reuters) – An investigation into Penn State University’s role in the Jerry Sandusky child sex abuse scandal will be published on Thursday, and the family of late football coach Joe Paterno has questioned its fairness and confidentiality.

The head of the eight-month probe, former FBI Director Louis Freeh, said on Tuesday its report would be published online at 9 a.m. EDT (1300 GMT) on Thursday. He will hold a news briefing at 10 a.m. EDT (1400 GMT) in Philadelphia.

Pennsylvania State University’s trustees hired Freeh and his law firm to investigate the school’s handling of explosive allegations involving Sandusky, a former assistant coach in the high-powered football program, and university officials.

Sandusky, 68, was convicted last month of 45 counts of child molestation involving 10 boys. Some of the sexual abuse took place at Penn State football facilities.

The charges involving Sandusky prompted the firing in November of university President Graham Spanier and head coach Paterno, who won more games than any other major college football coach. Paterno died of lung cancer in January at age 85.

At the heart of the Freeh probe is how Paterno and other Penn State officials reacted to allegations by Mike McQueary, a graduate assistant. McQueary told them in 2001 he had seen Sandusky in a sexual position with a boy in a football locker room, but neither police nor children’s services were informed.

Attorneys representing 14 mothers of students at Miramonte Elementary School announced Tuesday the filing of a lawsuit that alleges the school district did not protect their children from a teacher accused of lewd acts involving children.

The lawsuit claims the Los Angeles Unified School District was negligent in the case of former teacher Mark Berndt, charged with lewd acts involving at least 20 children at the school.

Berndt was arrested in January.

The lawsuit, filed Tuesday morning, claims the children were sexually abused by Berndt between 2002 and 2011, and that the LAUSD “was negligent and did not protect their children from sexual abuses; and that the Los Angeles Unified School District completely ignored previous complaints,” according to a statement from attorney Luis A. Carrillo.

The charges against Berndt involve 23 children who were 7 to 10 years old. His arrest stemmed from an investigation that began after a film processor — mandated by state law to report child abuse — provided photos to sheriff’s deputies….

Deputies recovered more than 100 similar photos at Berndt’s home, according to investigators. The film processor later discovered more photos….

Berndt pleaded not guilty.

His arrest was followed by another Miramonte Elementary teacher and the dismissal of the entire school staff. Dozens of women who attended a high school run by the disgraced Legion of Christ religious order have urged the Vatican to close the program, saying the psychological abuse they endured trying to live like teenage nuns led to multiple cases of anorexia, stress-induced migraines, depression and even suicidal thoughts.

The women sent a letter this weekend to the pope’s envoy running the Legion to denounce the manipulation, deception and disrespect they say they suffered at the hands of counselors barely older than themselves at the Rhode Island school. For some, the trauma required years of psychological therapy that cost them tens of thousands of dollars.

A copy of the letter was provided to The Associated Press by the letter’s 77 signatories, a dozen of whom agreed to be interviewed about their personal problems for the sake of warning parents against sending their children to the program’s schools in the U.S., Mexico and Spain.

“I have many defining and traumatic memories that I believe epitomize the systematic breakdown of the person” in the school, Mary told The Associated Press in an email exchange….

It’s the latest blow to the troubled, cult-like Legion, which was discredited in 2009 when it revealed that its founder was a pedophile and drug addict who fathered three children. The Legion suffered subsequent credibility problems following its recent admission that its most famous priest had fathered a child and the current Legion superior covered it up for years.

The Legion saga is all the more grave because its late founder, the Rev. Marcial Maciel, had been held up as a living saint by his followers and a model of holiness by Pope John Paul II because of his ability to recruit men and money to the priesthood, even though the Vatican knew for decades that he had sexually abused his seminarians….

The school’s current director said things have changed dramatically recently and many of the spiritual and psychological abuses corrected. But she acknowledged the harm done, apologized for the women’s suffering and asked for forgiveness.

Officials See Child Welfare Dangers on a North Dakota Indian Reservation

Federal and state officials say they have documented glaring flaws in the child welfare system at the Spirit Lake Indian Reservation in North Dakota, contending that while child abuse there is at epidemic levels, the tribe has sought to conceal it. The problems uncovered by medical and social services administrators include foster children on the reservation who have been sent to homes where registered sex offenders live and a teenage female sexual-abuse victim who was placed in a tribal home and subsequently raped.

The tribe, according to federal officials, also hired a children’s case worker who had been convicted of felony child abuse….

The conditions led the State of North Dakota to take the unusual step this year of suspending financing for 31 tribal children in foster care….

Parents allege school ignored concerns in sex abuse case

MURPHY – The parents of several child abuse victims have filed a lawsuit against a school principal and the Plano school district accusing them of ignoring warnings about a sexual predator.

Parents of three elementary students say administrators at Hunt Elementary in Murphy repeatedly dismissed concerns about kindergarten teacher Joseph Garbarini. Garbarini, 30, is currently serving a 62-year prison sentence after he was convicted of child sexual abuse last year.

The explosive accusations involving diapers, bottles and cages horrified parents when the news broke in May 2010. In the months before his arrest however, the lawsuit said parents and teachers had unsettling suspicions about Garbarini. He was often seen tickling, hugging, photographing and encouraging young girls to sit on his lap. Yet the school’s principal, Linda Engelking, dismissed the concerns, according to the lawsuit.  “She simply did not care,” lawyers wrote in the suit filed Friday in federal court in Sherman, adding that she chose “to protect the teacher and place her loyalty to him above her concerns for the minor children.”

The lawsuit claims Garbarini’s actions so bothered parents that several asked their students to be moved to a different teacher. Lawyers allege the mother of one of the victims tried at the beginning of the school year to have her daughter assigned to a different class, but that Engelking discouraged the transfer.  A man who answered the door at Engelking’s Plano home refused to comment. The district said she retired this year after 33 years in Plano ISD….

Garbarini’s trial revealed the teacher played ‘mommy-baby’ games with his students, which involved him molesting young girls while putting them in diapers. The lawsuit alleges he brought bags of diapers and children’s clothes to school and made excuses to undress the young children behind a bookshelf in his classroom. Feds say they have found more sex victims of Indiana man

An Indiana man was formally charged Tuesday with tricking 10 teenagers in nine different states into performing sex acts on webcam that he recorded and used to coerce them into making more sexually explicit videos.

Federal prosecutors said Richard Finkbiner, 39, told some of his online victims that he intended to amass the largest collection of amateur pornography in the world. U.S. Attorney Joe Hogsett called it a “systematic scheme to victimize hundreds of children.”

Documents filed in U.S. District Court in Terre Haute charge Finkbiner with 10 counts of child sexual exploitation, two counts of extortion and one count of possession of child pornography. Hogsett said prosecutors plan to seek an effective life sentence if Finkbiner is convicted.

The victims were nine boys and one girl, all between the ages of 12 and 16, according to the charges. Court documents said Finkbiner coerced children from Indiana, West Virginia, Iowa, Wisconsin, Ohio, New York, Michigan, Illinois and Colorado into making explicit videos for his use….

After recording the initial sexual acts, prosecutors said Finkbiner threatened to upload the images to pornographic websites unless his victims agreed to email him at one of several emails that he used as aliases. A Pennsylvania man pleaded guilty Tuesday to various child sex abuse charges, putting a surprising end to his trial on charges that he drugged and raped three young girls and posted images of the acts on the Internet. Barry McOwen, 67, was charged with 651 total counts including multiple rape, involuntary deviate sexual intercourse, sexual abuse of children, endangering the welfare of children, aggravated indecent assault, corruption of minors, invasion of privacy and drug violation charges. He wound up taking the stand in court Tuesday — the second day of the trial — to plead guilty to some of those charges, including one count of child rape, three counts of indecent assault, four counts of creating child pornography and one count of dissemination of child porn, McOwen’s lawyer George Yacoubian Jr. said. According to investigators, McOwen took pictures and videos of the incidents and shared them with others over the Internet.

He often used Internet chats to share his horrific acts….

McOwen also referred to his “sleep assaults” in many online conversations.

Investigators say the assaults took place over the course of five years — between January 2006 and June 2011.
