Vets Get More Discovery in CIA ‘Guinea Pig’ Case

OAKLAND, Calif. (CN) – The Department of Veterans Affairs must disclose certain documents that a class of veterans hopes will prove they were used as guinea pigs by the CIA in Cold War-era drug experiments, a federal judge ruled.

Vietnam Veterans of America filed a class action against the U.S. government in 2009, claiming that at least 7,800 soldiers had been used as guinea pigs in Project Paperclip. The experiments were allegedly conducted at the Baltimore-area Edgewood Arsenal.

Soldiers were allegedly administered at least 250 and as many as 400 types of drugs, among them Sarin, one of the most deadly drugs known, amphetamines, barbiturates, mustard gas, phosgene gas and LSD.

Using tactics it often attributed to the Soviet enemy, the U.S. government sought drugs to control human behavior, cause confusion, promote weakness or temporary loss of hearing and vision, induce hypnosis and enhance a person’s ability to withstand torture, according to the complaint.
The veterans say that some soldiers died, and others suffered seizures and paranoia.

They say the CIA knew it had to conceal the tests from “enemy forces” and the “American public in general” because the knowledge “would have serious repercussions in political and diplomatic circles and would be detrimental to the accomplishment of its mission.”

The veterans’ claims have changed over the course of discovery, and there are four remaining legal claims against the CIA, Defense Department, Army and Department of Veterans Affairs:

“1) whether the DOD and Army failed to provide adequate notice to test participants including notice of chemicals to which they were exposed and any known health effects; 2) whether the DOD and Army failed to provide medical care to test participants for any conditions arising out of participation in testing programs; 3) whether the Army, DOD, and CIA have failed to release participants from secrecy oaths; and 4) whether the Department of Veterans Affairs is an inherently biased decision-maker.”

The veterans are still fighting for access to certain documents that the four agencies have withheld from discovery as privileged.
The government is required to provide a privilege log explaining the reason why certain documents or information is not available….

Veterans can also access an encrypted mailbox that DVA Affairs created to verify test subjects in mustard gas and Edgewood Arsenal experiments, Corley said, but it would be too burdensome for the department to produce 650 veteran claim files related to mustard gas exposure.

“Plaintiffs contend that the government failed to notify tens of thousands of individuals that they had been exposed to mustard gas and lewisite,” the decision states. “The contents of the claim files of the 650 individuals who filed claims based on their exposure will shed little if any light on plaintiffs’ notice claims.”…. http://www.courthousenews.com/2012/04/09/45455.htm

Brazilian cult members accused of cannibalistic ritual

RIO DE JANEIRO — Brazilian police announced Friday that they had arrested a man and two women on suspicion of having murdered and cannibalized at least two women in what was described as a purification ritual.

The three defendants formed a sect called “Cartel” that seeks to purify the world and reduce the population, police spokesman Democrito Honorato from the northeastern Brazilian town of Guaranhuns told AFP.

U.S. priests accused in 700 sex cases in 2011: report

WASHINGTON — About 700 people launched new claims of sexual abuse against Catholic clergy in the United States last year, including 21 who are still minors, according to a new report released by US bishops.

The United States Conference of Catholic Bishops said in the report released Tuesday that of the 683 adults who reported allegations for the first time, “most allegations reported today are of incidents from previous decades.”

Sixty-eight percent of the complaints relate to events that took place between 1960 and 1984 — the majority from 1975 to 1979, the report says.

This action chronicles a chilling tale of human experimentation, covert military operations, and heretofore unchecked abuses of power by our own government. Ironically, one of the main facilitating events for this debacle was action by a court. In 1950, during the height of the Cold War, the U.S. Supreme Court issued its decision in Feres v. United States, 340 U.S. 135 (1950) (hereafter, “Feres”), which in effect ruled that the government is immune from damages claims brought by Armed Forces personnel arising from DEFENDANTS’ own torts.

The Supreme Court’s decision to absolve DEFENDANTS of legal responsibility for damages caused by the tortious acts committed by the government upon our nation’s military personnel quickly led DEFENDANTS to undertake an expansive, multi-faceted program of secret experimentation on human subjects, diverting our own troops from military assignments for use as test subjects. In virtually all cases, troops served in the same capacity as laboratory rats or guinea pigs.

DEFENDANTS were able to capitalize on the inherently coercive relationship of a soldier’s commanding officers to their soldiers, as military orders can be enforced by a strong set of formal and informal sanctions or punishment.

In 1942, the War Department — the present day Department of Defense (“DOD”) — authorized the first experiment on military personnel which used mustard gas, and various additional experiments were conducted during and following World War II. Beginning in the early 1950s, the human experiment program was greatly expanded, as the Central Intelligence Agency (“CIA”) and United States Army planned, organized and executed an extensive series of experiments involving potential chemical and biological weapons.

The CIA also sponsored human drug experimentation by the Federal Bureau of Narcotics (“FBN”), now the Drug Enforcement Administration (“DEA”). This vast program of human experimentation — shrouded in secrecy — was centered at the Army’s compounds at Edgewood Arsenal and Fort Detrick, Maryland. The human experimentation was conducted without the informed consent of
its subjects and in direct contravention of applicable legal standards and principles of international law.

Representatives of DEFENDANTS had also, on many occasions, promised the test participants (“volunteers”) that they would receive medals for volunteering, as well as health care, but they instead abandoned Plaintiffs and the other participants, hiding behind the insulating walls of government bureaucracies and security classifications. Indeed, DEFENDANTS actively concealed the existence of the human experimentation tests and the test results from the outside world, and destroyed most of the documentation of the tests once their existence began to leak….

DEFENDANTS used at least 7,800 armed services personnel in the experimentation program at the Edgewood Arsenal alone….

The experiments involving human subjects were one of the key beneficiaries of the recruitment of over 1,500 scientists and technicians from Nazi Germany in “Project Paperclip,” some of whom played a pivotal role in, e.g., the testing of psychochemicals and development of a new truth serum. Over half of these recruits had been members of the SS or Nazi Party. The “Paperclip” name was chosen because so many of the employment applications were clipped to immigration papers….

That study identified numerous contracts from 1958 to 1965 between DEFENDANTS and outside research institutions, including multiple contracts (for tens of thousands of dollars) with the University of California, the Regents of the University of California, and with Stanford Research Institute, which was founded in 1946 by the  trustees of Stanford University in Palo Alto, California….

Yet, despite the CIA’s repeated representations over multiple decades that they could not find any living persons who participated in Edgewood experiments and others, the CIA had in fact secretly obtained a “large data base” from Edgewood Arsenal in 1974, which contained the names and personal information of all the “volunteers.” Currently, at a point in time 35 years later, the DOD claims to be still working to compile a registry of participants and does not expect to complete work until 2011….

The vast majority of Edgewood participants have never received any notice from DEFENDANTS and at most a small handful have ever received any health care or compensation from DEFENDANTS associated with their participation in the MKULTRA experiments….

On or around April 13, 1953, CIA Director Allen Dulles approved Helms’s proposal and a covert CIA mind-control and chemical interrogation research program known as “MKULTRA” was created. (Memorandum from Allen Dulles, Dir. of Cent. Intelligence, to Deputy Dir. of Admin. (Apr. 13, 1953); see Exh. B at B-038-B-039; see also Exh. B at B-040.)

“Through the course of MKULTRA, CIA sponsored numerous experiments on unwitting humans.” (The Advisory Committee on Human Radiation Experiments (ACHRE), Interim Report of ACHRE (Oct. 21, 1994) at App. E.) MKULTRA testing was conducted at Edgewood Arsenal together with other sites such as Fort McClellan, Alabama, Fort Benning, Georgia, and Fort Bragg, North Carolina. The CIA also contracted with Fort Detrick, which conducted a series of experiments using human subjects, one of which was known as “Project White Coat.”

116. The MKULTRA projects were under the control of the Chemical Division, within the Technical Services Division of the CIA. Beginning in 1951, Dr. Sidney Gottlieb became the director of the Chemical Division. During testimony he gave to Congress in 1977, Dr. Gottlieb claimed that the creation of MKULTRA was inspired by reports of mind-control work in the Soviet Union and China. He stated that the mission was “to investigate whether and how it was possible to modify an individual’s behavior by covert means.” (Human Drug Testing by the CIA, 1977: Hearings on S. 1893 Before the Subcomm. on Health and Scientific Research of the S. Comm. on Human Resources, 95th Cong. (1977) at 169.)….

MKULTRA, the “funding vehicle,” soon established over 149 subprojects that involved experiments using drugs on human behavior, lie detectors, hypnosis, and electric shock. The CIA also enlisted the cooperation of over 44 colleges and universities, 15 research foundations, 12 clinics or hospitals, and 3 prisons. The CIA established front organizations to channel funds to institutions conducting or assisting in the experiments using benign, descriptive names such as the “Society for the Investigation of Human Ecology.”….

The CIA also financed studies by Dr. D. Ewen Cameron at the Department of Psychiatry, McGill University, in the 1950s, which explored methods to erase memory and rewrite the psyche, using patients being treated for conditions such as post-partum depression, marital problems, and anxiety.

Dr. Cameron used a combination of intense electro-shocks, sensory deprivation, isolation, drugs such as LSD and insulin (to induce extended sleep). Eventually, the subjects regressed to a vegetative, pre-verbal or infantile state. Once this “depatterning” had occurred, Dr. Cameron forced patients to listen to repetitive pre-recorded messages that contained principles intended to guide future behavior such as, “You are a good mother,” which he referred to as “psychic driving.” Most of Dr. Cameron’s patients emerged
from his therapies with more serious symptoms and problems, including memory loss, hallucinations, intense anxiety, and loss of touch with reality….

The final step in the “research and development sequence” was to “deliver[] MKULTRA materials into the MKDELTA control system governing their employment in clandestine operations.” (Exh. B at B-015.) “The final stage of covert testing of materials on unwitting subjects is clearly the most sensitive aspect of MKULTRA.” (Exh. B at B-016.)
“Present practice is to maintain no records of the planning and approval of test programs.” (Exh. B at B-016.)….

Under MKULTRA and its progeny, at least 1,000 “volunteers” were given up to 20 doses of LSD to test the drug as an interrogation weapon, even though the tests were known by Edgewood scientists to result in serious physical and psychological problems….

Some of the experiments at Edgewood and other sites were designed to replicate some of those that were conducted by Nazi doctors in concentration camps. American psychiatrist Paul Hoch’s experiments on mental patients in New York, where he was working on Edgewood projects supervised by DEFENDANTS and as a CIA consultant, killed one patient
with a mescaline injection (Harold Blauer) and seriously injured another. As the federal judge concluded in a case brought by Mr. Blauer’s daughter, “the real reason Blauer died was not medical incompetence in the administration of a therapeutic or diagnostic drug, but the fact that he was used as a human guinea pig.” Barrett v. United States, 660 F. Supp. 1291, 1308 (S.D.N.Y. 1987). MKULTRA’s experiments also resulted in the death of Frank Olson, an Army scientist who mysteriously fell out of a hotel window after members of the CIA secretly slipped LSD into his drink….

Documents from the CIA’s “Family Jewels” declassified file establish that drugs that had been rejected by private manufacturers were tested on soldiers at Edgewood....

DEFENDANTS changed the program name from MKULTRA to MKSEARCH after release of the CIA IG’s 1963 Report, which was highly critical of MKULTRA;

b. the OFTEN and CHICKWIT projects, jointly conducted by the Army and CIA at the Edgewood Arsenal, but also funded by the CIA, which involved the collection of information about foreign pharmaceuticals and experiments with human subjects;

c. the BLUEBIRD and ARTICHOKE projects, where DEFENDANTS researched hypnosis, drugs such as sodium pentothal, the stimulant Desoxyn (methamphetamine), and bulbocapnine (an alkaloid), which facilitate recovery of information under hypnosis, and other substances that might aid in the interrogation of prisoners of war and defectors;

d. the MKDELTA project, a mind control research and development program devised by DEFENDANTS that concentrated upon the use of biochemicals in clandestine operations;

e. the MKNAOMI project, a successor to MKDELTA, which focused on the research, testing, manufacture and means of diffusion or distribution of lethal and non-lethal biological agents and materials;

f. the CHATTER project, which focused on the development and use of truth serum and other interrogation drugs such as anabasis, aphylla, scopolamine, and mescaline; and g. a series of related or follow-on projects with code names including “PANDORA,” “SPELLBINDER,” “MONARCH,” “SLEEPING BEAUTY,” as well as others….

148. The MKULTRA and MKSEARCH project sponsors operated “safe houses” in New York City and San Francisco, where drugs were surreptitiously administered to human subjects lured to the site by prostitutes, and the effects were witnessed and/or recorded on film as part of Subprojects 3, 16, 42, 132, and 149….

DEFENDANTS formally launched Sub-Project 119 in 1960, the purpose of which was to research, study, and interpret “bioelectric signals from the human organism, and activation of human behavior by remote means.” (Memorandum for the Record re MKLUTRA Subproject 119 from Technical Servs. Div., Research Branch, CIA (Aug. 17, 1960).)….

150. Dr. Jose Delgado began to research the use of pain and pleasure for mind control during WWII. Later, as Director of Neuropsychiatry at Yale University Medical School, he refined the design of his “transdermal stimulator,” a computer controlled, remote neurologic transceiver and aversion stimulator.

Dr. Delgado was especially interested in Electronic Stimulation of the Brain. Dr. Delgado discovered that he could wield enormous power over his subject by implanting a small probe into the brain. Using a device he called the “stimoceiver,” which operated by FM radio waves, he was able to electrically orchestrate a wide range of human emotions, including rage, pleasant sensations, elation, deep thoughtful concentration, odd feelings, super relaxation (an essential precursor for deep hypnosis), colored visions or hallucinations, lust, fatigue and various other responses.

Dr. Delgado researched and perfected many of his devices under the auspices of MKULTRA Sub-Project 95, in which he was joined by

Dr. Louis Jolyon West, who had mastered a technology called “RHIC-EDOM.” RHIC means “Radio Hypnotic Intracerebral Control,” and EDOM means “Electronic Dissolution of Memory.”

These implants could be stimulated to induce a post-hypnotic state.  EDOM involves the creation of “Missing Time” or the loss of memory….

Veterans say CIA tested drugs, mind control on them By Jay  Price – Staff Writer  1/11/09 Instead of equipment testing, though, the  Onslow County native found himself in a bizarre, CIA-funded drug testing  and mind-control program, according to a lawsuit that he and five other  veterans and Vietnam Veterans of America filed last week. The suit was  filed in federal court in San Francisco against the Department of  Defense and the CIA.  The plaintiffs seek to force the government to  contact all the subjects of the experiments and give them proper health  care.  The experiments have been the subject of congressional  hearings, and in 2003 the U.S. Department of Veterans Affairs released a  pamphlet said nearly 7,000 soldiers had been involved and more than 250  chemicals used on them, including hallucinogens such as LSD and PCP as  well as biological and chemical agents. Lasting from 1950 to 1975, the  experiments took place at Edgewood Arsenal in Maryland. According to the  lawsuit, some of the volunteers were even implanted with electrical  devices in an effort to control their behavior. Rochelle, 60, who  has come back to live in Onslow County, said in an interview Saturday  that there were about two dozen volunteers when he was taken to  Edgewood. Once there, they were asked to volunteer a second time, for  drug testing. They were told that the experiments were harmless and that  their health would be carefully monitored, not just during the tests  but afterward, too. Vets sue CIA, DoD over military experiments By PAUL ELIAS,  Associated Press Writer 1/7/09 SAN FRANCISCO – Six veterans who say they  were exposed to dangerous chemicals, germs and mind-altering drugs  during Cold War-era experiments filed a federal lawsuit against the CIA,  Department of Defense and other agencies Wednesday. The veterans say  they volunteered for military experiments as part of a wide-ranging  program started in the 1950s to test nerve agents, biological weapons  and mind-control techniques, but were not properly informed of the  nature of the experiments. They blame the experiments for poor health  and are demanding the government provide their health care. They also  want the court to rule that the program was illegal because its  administrators failed to get their consent….The suit, filed in San  Francisco, alleges that at least 7,800 U.S. military personnel served as  volunteers to test experimental drugs such as LSD at the Edgewood  Arsenal near Baltimore, Md., during a program that lasted into the  1970s, and that many others volunteered for similar experiments at other  locations. “In virtually all cases, troops served in the same  capacity as laboratory rats or guinea pigs,” the lawsuit states. The  suit contends that veterans were wrongfully used as test subjects in  experiments such as MK-ULTRA, a CIA project from the 1950s and ’60s that  involved brainwashing and administering experimental drugs like LSD to  unsuspecting individuals. The project was the target of several  congressional inquiries in the 1970s and was tied to at least one death.  Harf said that MK-ULTRA “was thoroughly investigated and the CIA fully  cooperated with each of the investigations.” The plaintiffs say many of  the volunteers’ records have been destroyed or remain sealed as top  secret documents. They also say they were denied medals and other  citations they were promised for participating in the experiments. They  are not seeking monetary damages but have demanded access to health care  for veterans they say were turned away at Department of Veterans  Affairs facilities because they could not prove their ailments were  related to their military service. In 1988, the Justice Department  agreed to pay eight Canadians a total of $750,000 to settle their  lawsuit alleging they suffered psychological trauma from CIA-financed  mind-control experiments that included the use of LSD.

CIA ARTICHOKE FILES “Manchurian Candidate” ARTICHOKE CIA Files – ARTICHOKE was the CIA’S cryptonym for the study and/or use of special interrogation methods that have been known to included hypnosis, drugs and total isolation. It grew out of the Agency’s Operation BLACKBIRD and was a forerunner to the Agency’s MKULTRA. Project ARTICHOKE also known as Operation ARTICHOKE was run by the CIA’s Office of Scientific Intelligence. The project went deeper into interrogation methods studied in the CIA’s Project BLUEBIRD. ARTICHOKE offensive mind control techniques experiments attempted to induce amnesia and highly suggestive states in its subjects. ARTICHOKE focused on the use of hypnosis, forced morphine addiction, forced morphine addiction withdrawal, along with other drugs, chemicals, and techniques. The main focus of the program was summarized in a January 1952 CIA memo, “Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation?”
One program experiment attempted to see if it was possible to produce a “Manchurian Candidate.” In Richard Condon’s 1959 novel “The Manchurian Candidate” an American soldier, who has been placed into a hypnotic state by Communist forces, returns home to assassinate on command. Five years earlier the CIA considered the possibility. At least 80 institutions and 185 private researchers participated. Because the Agency funded MKULTRA indirectly, many of the participating individuals were unaware that they were dealing with the Agency.

MKULTRA was established to counter perceived Soviet and Chinese advances in brainwashing and interrogation techniques. Over the years the program included various medical and psychological experiments, some of which led to untoward results. Upon being informed by the Army that he had been given LSD, respondent filed a Federal Tort Claims Act (FTCA) suit. The District Court granted the Government summary judgment on the ground that the suit was barred by the doctrine of Feres v. United States, 340 U.S. 135 , which precludes governmental FTCA liability for injuries to servicemen resulting from activity “incident to service.” Although agreeing with this holding, the Court of Appeals remanded the case upon concluding that respondent had at least a colorable constitutional claim under the doctrine of Bivens v. Six Unknown Fed. Narcotics Agents, 403 U.S. 388 , whereby a violation of constitutional rights can give rise to a damages action against the offending federal officials even in the absence of a statute authorizing such relief, unless there are “special factors counselling hesitation” or an “explicit congressional declaration” of another, exclusive remedy. Through Operation Paperclip, the U.S. organized a monumental transfer of black technology by actively recruiting Nazi scientists guilty of war crimes for employment by U.S. intelligence. In his three-part investigation, author H. P. Albarelli dredges up the part that was omitted from the recently-outed official report: the U.S. pointedly chose ’fervent’ Nazi scientists with experience in chemical, biological and radioactive warfare to become the architects of the CIA’s darkest military experiments involving human guinea pigs, as was the case in Nazi Germany.
On 11 November 1954, thirty-nine of the German-born scientists who entered the United States through Project Paperclip were sworn in as U.S. citizens. Military Intelligence “cleansed” the files of Nazi references. By 1955, more than 760 German scientists had been granted citizenship in the U.S. and given prominent positions in the American scientific community. Many had been longtime members of the Nazi party and the Gestapo, had conducted experiments on humans at concentration camps, had used slave labor, and had committed other war crimes.

The article focused on a 600-page “secret report” that had been produced by the U.S. Justice Department. The report, which Justice Department officials had suppressed from public release for years, details the American government’s importation into the U.S., following the end of World War II, of countless numbers of Nazis.
Written in a dry, bureaucratic style, the report recounts a number of examples of well-known Nazis to whom both the CIA and Department of State had provided both shelter and employment to, including Adolph Eichman, Otto Von Bolschwing, Dr. Josef Mengele, and Arthur Rudolph. To the purposes of this article, it is important to underscore here that the long-concealed report makes no mention whatsoever of the many Nazi scientists who specialized in chemical, biological and radioactive warfare and who were secretly relocated in the United States between the years 1946 and 1958….

- To provide for a covert support base to meet clandestine operational requirements.
- To research, develop, and stockpile severely incapacitating and lethal materials for the specific use of CIA’s Technical Services Division.
- To maintain in operational readiness special and unique items for the dissemination of biological and chemical materials.
- To provide for the required surveillance, testing, upgrading, and evaluation of materials and items in order to assure absence of defects and complete predictability of results to be expected under operational conditions.

By MARIA DINZEO December 14, 2010 SAN FRANCISCO (CN) – The Central Intelligence Agency in January will argue for dismissal of Vietnam veterans’ claims that the CIA must provide them with information about the health effects of chemicals used on them during Cold War-era human experiments. The CIA also claims it is not obligated to provide the veterans with medical care for side effects of the drugs. It’s the CIA’s third attempt to get the case dismissed.

In a 2009 federal lawsuit, Vietnam Veterans of America claimed that the Army and CIA had used at least 7,800 soldiers as guinea pigs in “Project Paperclip.” They were given at least 250 and as many as 400 types of drugs, among them sarin, one of the most deadly drugs known to man, amphetamines, barbiturates, mustard gas, phosgene gas and LSD.

Among the project’s goals were to control human behavior, develop drugs that would cause confusion, promote weakness or temporarily cause loss of hearing or vision, create a drug to induce hypnosis and identify drugs that could enhance a person’s ability to withstand torture.

The veterans say that some of the soldiers died, and others suffered grand mal seizures, epileptic seizures and paranoia. The veterans say the CIA promised in the 1970s to compensate those who were made guinea pigs, but the 2009 complaint states that the government “never made a sincere effort to locate the survivors.”

In its 32-page motion to dismiss the group’s third amended complaint, the CIA claims it has no legal obligation under the Administrative Procedures Act to provide the veterans with notice of the drugs’ health effects and that the veterans’ notice claim “rests solely on state common-law duty.”

The CIA claims that the law on which the veterans base their claim for health care compensation stems from the Department of Defense and Army regulations, “which do not purport to have a binding affect on the CIA.” And it claims that the Defense Department “never intended nor committed to providing medical care for service member participants in the test programs.”

From early 1940 to 1953, Dr. Lauretta Bender, a highly respected child neuropsychiatrist practicing at Bellevue Hospital in New York City, experimented extensively with electroshock therapy on children who had been diagnosed with “autistic schizophrenia.” In all, it has been reported that Bender administered electroconvulsive therapy to at least 100 children ranging in age from three years old to 12 years, with some reports indicating the total may be twice that number. One source reports that, inclusive of Bender’s work, electroconvulsive treatment was used on more than 500 children at Bellevue Hospital from 1942 to 1956, and then at Creedmoor State Hospital Children’s Service from 1956 to 1969….Despite publicly claiming good results with electroshock treatment, privately Bender said she was seriously disappointed in the aftereffects and results shown by the subject children. Indeed, the condition of some of the children appeared to have only worsened. One six-year-old boy, after being shocked several times, went from being a shy, withdrawn child to acting increasingly aggressive and violent. Another child, a seven-year-old girl, following five electroshock sessions had become nearly catatonic.

Years later, another of Bender’s young patients who became overly aggressive after about 20 treatments, now grown, was convicted in court as a “multiple murderer.” Others, in adulthood, reportedly were in and of trouble and prison for a battery of petty and violent crimes. A 1954 scientific study of about 50 of Bender’s young electroshock patients, conducted by two psychologists, found that nearly all were worse off after the “therapy” and that some had become suicidal after treatment. One of the children studied in 1954 was the son of well-known writer Jacqueline Susann, author of the bestselling novel “Valley of the Dolls.” Susann’s son, Guy, was diagnosed with autism shortly after birth and, when he was three years old, Dr. Bender convinced Susann and her husband that Guy could be successfully treated with electroshock therapy. Guy returned home from Bender’s care a nearly lifeless child. Susann later told people that Bender had “destroyed” her son. Guy has been confined to institutions since his treatment.
To their credit, some of Dr. Bender’s colleagues considered her use of electroshock on children “scandalous,” but few colleagues spoke out against her, a situation still today common among those in the medical profession….

About the same time Dr. Bender was conducting her electroshock experiments, she was also widely experimenting on autistic and schizophrenic children with what she termed other “treatment endeavors.” These included use of a wide array of psycho-pharmaceutical agents, several provided to her by the Sandoz Chemical Co. in Basel, Switzerland, as well as Metrazol, sub-shock insulin therapy, amphetamines and anticonvulsants. Metrazol was a trade name for pentylenetetrazol, a drug used as a circulatory and respiratory stimulant. High doses cause convulsions, as discovered in 1934 by the Hungarian-American neurologist and psychiatrist Ladislas J. Meduna….

Here it should be noted that, during the cold war years, CIA and Army Counter-Intelligence Corps (CIC) interrogators, working as part of projects Bluebird and Artichoke, sometimes injected large amounts of Metrazol into selected enemy or Communist agents for the purposes of severely frightening other suspected agents, by forcing them to observe the procedure. The almost immediate effects of Metrazol are shocking for many to witness: subjects will shake violently, twisting and turning. They typically arch, jerk and contort their bodies and grimace in pain. With Metrazol, as with electroshock, bone fractures – including broken necks and backs – and joint dislocations are not uncommon, unless strong sedatives are administered beforehand….
CIC interrogators working in Germany would be assisted in their use of interrogation drugs by several “former” Nazi scientists recruited by the CIA and US State Department as part of Project Paperclip. By early 1952, the CIC’s Rough Boys would routinely use Metrazol during interrogations, as well as LSD, mescaline and conventional electroshock units….

Dr. Bender Discovers LSD

In 1955 and1956, Dr. Bender began hearing glowing accounts about the potential of LSD for producing remarkable results in children suffering mental disorders, including autism and schizophrenia. Bender’s earlier work with electroshock therapy had brought her into contact with several other prominent physicians who, at the time, were covert contractors with the CIA’s MK/ULTRA and Artichoke projects. Primary among these physicians were Drs. Harold A. Abramson, Paul Hoch, James B. Cattell, Joel Elkes, Max Fink, Harris Isbell and Alfred Hubbard. Some of these names may be familiar to readers. Dr. Abramson, a noted allergist who surreptitiously worked for both the US Army and CIA since the late 1940s, was the physician Frank Olson was taken to see, shortly before his murder in New York City in November 1953. About a year earlier, Drs. Hoch and Cattell were responsible for injecting unwitting New York State Psychiatric Institute patient Harold Blauer with a massive dose of mescaline that killed him. Dr. Elkes was one of the earliest physicians in Europe to experiment with LSD, having requested samples of the drug from Sandoz Chemical Co. in 1949. Elkes was a close associate of Dr. Abraham Wikler, who worked closely with Dr. Harris Isbell at the now-closed Lexington, Kentucky, prison farm, where hundreds of already drug-addicted inmates were given heroin in exchange for their participation in LSD and mescaline experiments underwritten by the CIA and Pentagon. Elkes worked closely with the CIA, Pentagon and Britain’s MI6 on drug experiments in England and the United States.

Dr. Fink, who was greatly admired by Bender, is considered the godfather of electroshock therapy in the United States. In the early 1950s and beyond, Fink was a fully cleared CIA Project Artichoke consultant. In 1951, CIA officials under the direction of Paul Gaynor and Morse Allen of the agency’s Security Research Service (SRS) that oversaw Artichoke, worked closely with Fink in New York City in efforts to thoroughly explore the merits of electroshock techniques for interrogations. The CIA was especially interested in the use of standard electroshock machines in producing amnesia, inducing subjects to talk and making subjects more prone to hypnotic control. According to one CIA document, Fink told officials “an individual could gradually be reduced through the use to electroshock treatment to the vegetable level.”….

Other physicians whom Dr. Bender consulted about the effects of LSD on children were Drs. Ronald A. Sandison, Thomas M. Ling and John Buckman. These three worked in England at both the Chelsea Clinic in London and Potwick Hospital in Worcestershire, outside of London. Sandison is credited with having been the first person to bring LSD into England, this in 1952 after he met Albert Hofmann in Basle, Switzerland, at the Sandoz Chemical laboratories. Hofmann handed Sandison a box of around 600 ampules, each containing 100 micrograms of LSD. Back in England, Sandison shared his psychedelic bounty with associates Drs. Ling and Buckman. Before the year was out, Sandison also turned Hubbard on to LSD, guiding Hubbard through his first trip. Sandison also began a new treatment program at the Gothic-looking Potwick facility that he dubbed Psycholytic Therapy. His program’s patients were mostly schizophrenics. In 1958, an LSD treatment unit was established at Potwick. Over the years, it has been reported that the CIA, MI6 and the Macy Foundation secretly helped finance the unit. Dr. Elkes helped by raising about $75,000 for the unit’s operation. For the next ten years the unit administered over 15,000 doses of LSD to about 900 patients….

Dr. Bender’s LSD Experiments on Children

Shortly after deciding to initiate her own LSD experiments on children, Bender attended a conference sponsored by a CIA front group, the Josiah Macy Foundation. The conference focused on LSD research and featured Dr. Harold A. Abramson as a presenter. In 1960, Abramson conducted his own LSD experiments on a group of six children ranging in age from five to 14 years of age. A few short months after the Macy Foundation conference, Dr. Bender was notified that her planned LSD experiments would be partially and surreptitiously funded by the Society for the Investigation of Human Ecology (SIHE), another CIA front group then located in Forest Hills, New York. The Society, headed by James L. Monroe, a former US Air Force officer who had worked on top-secret psychological warfare and propaganda projects, oversaw about 55 top-secret experiments underwritten by the CIA. These projects involved LSD, ESP, black magic, astrology, psychological warfare, media manipulation, and other subjects. Apparently, Bender’s work with children and LSD raised some concerns at the CIA’s Technical Services Division (TSD). A 1961 TSD memo written to Monroe questioned the “operational benefits of Dr. Bender’s work as related to children and LSD,” and requested to be kept “closely appraised of the possible links between Dr. Bender’s project and those being conducted under separate MK/ULTRA funding at designated prisons in New York and elsewhere.”

In 1960, Dr. Bender launched her first experiments with LSD and children. They were conducted within the Children’s Unit, Creedmoor State Hospital in Queens, New York. The LSD she used was supplied by Dr. Rudolph P. Bircher of the Sandoz Pharmaceutical Company. (Dr. Bircher also provided Bender with UML-491, also a Sandoz-produced product, very much like LSD but sometimes “dreamier” in effect and longer lasting.) USA Swimming Hit With Another Sexual Abuse Lawsuit
Former Olympic Hopeful Swimmer Says California Coach Began Molesting Her at Age 15 By MEGAN CHUCHMACH August 11, 2010 In a sexual abuse scandal that continues to escalate, a new lawsuit against USA Swimming alleges the organization had knowledge of sexual misconduct by a California swim coach and continued to allow him to coach children.

The suit was filed by Jancy Thompson, a former Olympic hopeful who alleges that her former swim coach Norm Havercroft at West Valley swim club in San Jose, CA began sexually molesting her when she was 15-years-old. Also named as defendants are Havercroft, West Valley, and Pacific Swimming, the regional swim organization under USA Swimming….
Today’s lawsuit is the fifth facing USA Swimming in alleged sexual misconduct cases. Allard is also representing another plaintiff in a separate lawsuit against USA Swimming, a victim of former San Jose-area swim coach Andy King, who was sentenced in January to 40 years in prison for decades of abuse perpetrated against young swimmers.

Vatican pleased US plaintifs seek to dismiss case By ALESSANDRA RIZZO (AP) 8/10/10
VATICAN CITY — The Vatican said Tuesday it was satisfied that three men who had sought to hold the Vatican liable in an American court for sexual abuse by Roman Catholic priests have decided to abandon the case. The Kentucky case was being closely watched as the clerical abuse scandal swirls around the Holy See. Lawsuits naming top Vatican officials were also filed recently in U.S. courts in Wisconsin and Oregon….The three plaintiffs filed a motion on Monday asking a federal judge in Louisville, Kentucky, to dismiss their claims.

Their attorney, William McMurry, said he was seeking to end the case because of an earlier court ruling that recognized the Vatican’s immunity and the failure to turn up new plaintiffs to add to the lawsuit who haven’t yet been involved in a Catholic clergy abuse case. The judge must still rule on whether the case can be dismissed, but attorneys on both sides say it has virtually ended. The lawsuit had been filed in 2004 by the three men abused by priests in the Louisville diocese. It was considered the first in the U.S. to make it to the stage of determining whether victims had a negligence claim against the Vatican. The lawsuit argued in part that U.S. bishops should be considered employees or officials of the Holy See. The Vatican has argued that its U.S. bishops act independently, control their own budgets and are not employees of the Holy See.

TEXT: Introduction
Our government, under the auspices of the CIA and U.S. military, has committed severe human rights violations that require a public apology and restitution. From the end of World War II through the 1970s, the United States government engaged in mind-control experimentation on human subjects, both adults and children. n1 These experiments included the use of drugs, hypnosis, electroshock, sexual abuse, and torture. n2 Justice remains elusive for those who have been the victims of these experiments. No one knows how many people were subjected to illegal and inhumane experiments by the U.S. government. n3 Much of the documentation of these experiments has been destroyed. n4 Documentation of other experiments has not been released, ostensibly for national security reasons. n5

An extremely small percentage of mind-control experimentation victims have received settlements under the Federal Tort Claims Act. n6 The majority of victims have received nothing. n7 None of the child victims, now adults, have received compensation for the wrongs they suffered. n8 The names and stories of the survivors are, for the most part, not found in court documents, government documents, or mainstream media reports. Instead, their stories are told in web postings and the notes of mental health workers, the outlets available to the marginalized and  ignored. n9

In the past ten years, increasing numbers of mind-control  experimentation survivors have begun to tell their stories. n10 As knowledge of these atrocities filters into the public consciousness, hopefully these survivors will begin to receive compensation for the pain they have suffered. Mind-control survivors face many obstacles in their pursuit of justice, obstacles that must be overcome if we as a society hope to maintain our ideal of equal justice for all citizens. Given the difficulty of proving the link between specific mind-control survivors and CIA documentation of mind-control experiments, and the length of time which many victims have needed in order to learn what has been done to them, there are significant legal obstacles to obtaining justice. We as a society are reluctant to look beyond our assumptions of humanity and acknowledge the inhumanity of which we are capable.

The tremendous violation of human rights that these experiments represent demands some form of restitution. Survivors of CIA and military mind-control experiments are entitled to both civil and criminal remedies. They deserve a public apology for what was done to them; their experiences must become an acknowledged part of the history of this country. It is our responsibility, as members of the society that permitted these experiments to take place, to insure that these survivors’ needs are met. This Note will examine only the United States government’s responsibility for the commission of these experiments. The liability and wrongdoing of private institutions and individuals, a further avenue of justice for survivors of mind-control experiments, is not within the scope of this note. Part II of this Note will discuss the mind-control experiments, including the connection between these experiments and Nazi Germany, and specific experiments performed on adults and children. Part III will address the ways in which mind-control experimentation survivors may seek justice, both through the court system and through legislation….

DID is often a response to severe childhood physical and sexual abuse. n112 An individual with DID is highly hypnotizable and subject to frequent amnesia. n113 Survivor memories indicate that CIA researchers created different personalities in the survivors for purposes including prostitution and assassination. n114 From a military perspective, an individual who could be trained as a military operative and conditioned to carry out orders with no conscious knowledge of such missions would be an ideal agent, impervious to hostile interrogation and utterly obedient.

The children who survived the mind-control experiments of the 1950s- 1970s have now grown to adulthood. The sex abuse scandal in the Roman Catholic Church came to the Pope’s doorstep last night as a group of victims appeared on Italian television to claim that two dozen priests had for decades abused children at a school for the deaf in Verona. Three former pupils of the Antonio Provolo school who spoke on RAI, the state broadcaster, confirmed allegations made in a signed statement last year by 67 ex-pupils who described a regime of sexual abuse, paedophilia and corporal punishment from the 1950s to the 1980s. They said that 24 priests and lay brothers from the Company of Mary order were involved. The three said that the priests had “fondled and masturbated” them as well as sodomising them in dormitories, bathrooms and the priests’ quarters. Among the accused is Monsignor Giuseppe Carraro, Bishop of Verona from 1958-78, who died in 1981 and whom the local diocese has sought to have beatified, a crucial step on the road to sainthood….

The present Bishop of Verona, Mgr Giuseppe Zenti, initially accused the former pupils of “hallucinating”. However, the diocese had to open an inquiry after one of the accused lay brothers admitted sexual relations with pupils. Last summer the diocese forwarded its files on the abuse to the Congregation for the Doctrine of the Faith, which took no action until last month when Cardinal William Levada, Pope Benedict’s successor as head of the congregation, agreed it was “opportune to proceed” with an inquiry….

On August 22, 1977, John C. Sims, an attorney, and Sidney M. Wolfe, M.D., the director of the Public Citizen Health Research Group, filed a request with the Central Intelligence Agency seeking certain information about MKULTRA. Invoking the Freedom of Information Act (FOIA), 5 U.S.C. ßß 552, Sims and Wolfe sought the grant proposals and contracts awarded under the MKULTRA program and the names of the institutions and individuals that had performed research.149 SUBPROJECTS / 80 INSTITUTIONS / 185 PRIVATE RESEARCHERS” Between 1953 and 1966, the Central Intelligence Agency financed a wide-ranging project, code-named MKULTRA, concerned with ‘the research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior.’ The program consisted of some 149 subprojects which the Agency contracted out to various universities, research foundations, and similar institutions. At least 80 institutions and 185 private researchers participated. Because the Agency funded MKULTRA indirectly, many of the participating individuals were unaware that they were dealing with the Agency”. Id. 161-162.

III. ORLIKOW VS UNITED STATES – CIA SETTLEMENT OF SOME CLAIMS
One researcher known to have been funded by the CIA’s front organization, the Society for the Investigation of Human Ecology, was Dr. Ewen Cameron.

The admission by the government and psychologist Mark Eveson in Ontario’s Superior Court of Justice is a key victory for former prisoner Dorothy Proctor in her three-year battle for compensation. A total of 23 female inmates were administered LSD as part of a 1961 study at the now-defunct federal Prison for Women in Kingston, Ont. At 18 and serving a three-year robbery sentence, Proctor received at least one dose of the powerful hallucinogen in a 1.5-metre-by-2.5-metre windowless basement segregation cell, lit by a single bulb with only a mattress and a hole in which to pass bodily waste. In 1998, Proctor sued the government and former Correctional Service of Canada (CSC) officials for giving her the drug, saying it has caused brain damage and terrifying hallucinations.”

After some reflection she added: “I’m pleased and I’m numb.” The shock treatment turned the then 19 year old honours student into a woman who sucked her thumb, talked like a baby, demanded to be fed from a bottle and urinated on the floor. She was ostracised by her affluent family and ended up living in poverty. Ms. Kastner was left out of a 1994 federal compensation package for other victims of brainwashing because she was deemed to have undergone less intense treatmet that had fewer long-term effects. Now, a Federal Court judge has reversed that decision and awarded her $100,000, the same Ottawa granted a decade ago to 77 other victims of Dr. Ewen Cameron, the director of the Allan Memorial Institute in Montreal.
In 2000, Ms. Kastner sued the Allan Memorial for $4.2 million, but lost. She tried to appeal, but with no success. The federal compensation doesn’t nearly equal what she could have won. “It begs the question: if I’m awarded now, why was I turned down in my lawsuit?” said Ms. Kastner, who lives alone on a guaranteed income supplement of $1000 a month. 253 of Mr. Cameron’s other patients also had their claims rejected. Following this intoxication, and after visiting several bars, plaintiff initiated an armed robbery. Plaintiff was then taken into police custody where he wrote a letter of resignation. Plaintiff alleges that he was a victim of a national federal program called “MKULTRA” for the research and development of drugs to alter human behavior. Plaintiff maintains that he “first suspected that he might have been surreptitiously drugged” when he read Dr. Stanley Gottlieb’s obituary in the newspaper on March 15, 1999. Compl. ¶ 23. Lawsuit claiming CIA put LSD in vet’s drink in 1957 can proceed 5/24/04 San Francisco (AP) “A former deputy U.S. marshal and Marine Corps veteran who claims the CIA slipped LSD into his drink in 1957 as part of a mind-control project offered enough evidence to send his $12 million lawsuit to trial, a federal judge ruled Monday. Chief U.S. District Judge Marilyn Hall Patel ruled in favor of Wayne Ritchie, citing an apparent admission from a former CIA operative. “I drugged guys involved in about 10, 12 (instances),” former federal narcotics agent Ira Feldman, who worked for the CIA’s Project MKULTRA, told Ritchie’s lawyer in a sworn deposition in February 2003. “I didn’t do any follow-up. … You just back away and let them worry like this nitwit, Ritchie.” Ritchie, 75, believes he may have been a guinea pig for the CIA’s MKULTRA project, in which LSD and other drugs were given to hundreds of unsuspecting Americans during the Cold War. “Statement to Presidential Report on Radiation, Claudia S. Mullen, March 15, 1995.
I was born in 1950 and by the age of 7; I thought I was already accustomed to being an abused child. I was wrong. Nothing could have prepared me for what was to follow.

Between the years of 1957 and 1984, I became a pawn in a government scheme, whose ultimate goal was mind control and ultimately to create the “perfect spy”. All through the use of chemicals, radiation, drugs, hypnosis, electric shock, isolation in large tubs of hot or cold water, sleep deprivation, brainwashing; and verbal, physical and emotional abuse. By the time I was 9, I was also being sexually abused and humiliated as a coercive technique.

I was exploited unwittingly for nearly three decades of my life and the only explanations given were: “That the end justifies the means”and “I was serving my country in their bold effort to fight communism”.I can only summarize my circumstances by saying, they took an already abused 7 year old child and compounded my suffering beyond belief. The saddest part is- I know for a fact; that I was not alone! There were countless other children in my same situation and there was no one to help us….until now.

I have already submitted as much information as possible;  including project names, dates, subproject numbers, names of those people and agencies involved; functions and types of subjects being used. I am able to report this to you in such graphic detail; because of both my photographic memory and the arrogance of the doctors involved, who were certain they would always control my mind and my behavior. The process of recalling these atrocities certainly not an easy task; nor is it without some danger to my self and my family. However, I sincerely hope you will hear me  out and have read the backup documents. To me….the risk is worth taking.

Dr. L. Wilson Greene, who claimed to have received 50 million dollars to his army chemical and radiological corporation, as part of TSD (Technical Science Division) of the CIA; once described to my monitor, Dr. Charles Brown, “That children were used as subjects because they were more fun to work with and cheaper too. They needed lower profile subjects than soldiers or government people, so only young willing females will do….besides” he said, “I like scaring them…they and the agency think I’m a God…creating subjects and experiments for whatever deviant purposes SID (Dr. Sidney Gottlieb) and James (Dr. James Hamilton) can think up.

In 1958, I was to be tested they told me by some important doctors coming from  a place called the “Society” (The Human Ecological Society). I was told to brave and cooperate though the tests might hurt. I was also instructed not to look at anyone’s face too hard and to ignore names. This was a secret project and I would be asked a lot of questions; then given “shots, X-rays and a little jolt of electricity….but to be brave and all those things would help me forget”. Naturally, as most children do, I did the opposite and remembered as much as I could!

A Dr. John Gittenger  tested me and Dr. Cameron  gave me the shocks and Dr. Greene  the X-rays. Then, I was told by  Sid (Dr. Gottlieb),”I was ripe for the big A”  – meaning artichoke, I learned later. By the time I left to go home, just like every other time from then on, I would recall nothing of my tests or the different doctors. I would only remember what explanations Dr. Robert G. Heath (of Tulane Medical School)  gave me for the odd bruises, needle marks, burns on my head and fingers and even the genital soreness. I had no reason to believe otherwise. Already, they had begun to control my mind!

By the next year when I turned 9; I was sent to a place in Maryland called Deep Creek Caverns to learn how “to sexually please men”. I was taught  also how to coerce them into talking about themselves and then I had to prove my accurate recall. Richard Helms, Dr Gottlieb, George White and Morse Allen all  planned on entrapping as many officials, agency targets, heads of academic institutions and foundations. Later if the funding started to dwindle or the head of the agency – John McCone decided he could no longer tolerate children being tortured, abused and shot full of biologicals and radiation; then he would be forced to continue the projects at all cost. I was to become a regular little “spy” for them after that summer, entrapping many unwitting men, with the use of hidden cameras. I was only 9 when this began.

Twice I overheard conversations concerning a place or part of the agency  called ORD (Office of Research and Development)  run by Dr. Greene, Dr. Stephen  Aldrich, Martin Orne and Morse Allen. Once a crude remark was  made by Dr. Gottlieb about a possible leak over in New Orleans East, involving a large group of retarded children who werebeing given massive doses of radiation. He asked,  why Wilson was “so worried about a few retarded kids? After all, they would be the least likely kids to spill the beans!”

The second time I heard Dr. Martin Orne, who was  the “director of the scientific office” and later changed to Institute for Experimental Research, (in order to keep more funding coming from different sources for the radiation and mind control experiments). Dr. Orne  suggested” stepping up the amounts of all the stressors used on the subjects, such as chemical, biologicals, increasing the volts and length of the electric shock treatments, hypnosis and sexual humiliation” (the blackmail portion of the projects). He  stated, “it needed to be done faster, then get rid of the subjects, as it was asking for “us” to come back and haunt them, by remembering.” Dr. Heath at first refused but more of the doctors agreed; although some seemed sincerely horrified at what they either witnessed or heard about.

Dr. Orne  demanded that “executive action” be taken. When one of my “splits”; as they referred to my dissociated personalities, asked him (Dr. Orne) what “executive action meant?” ; he  replied, “it means we get rid of the little bitch….you! Don’t you get it? You simply disappear, John (Dulles) can  order that at any time; and even Mac (John McCone) would never even know what happened to you!”

There is much more I could tell you about government sponsored research  including; project names, subproject numbers and the people involved with each. Also, I could include the facilities used, humiliating tests and other forms of torture/abuse utilized. However, I think I’ve given more than enough information to recommend further investigation of all mind control research projects – especially as they involve so much use of radiation.

I would love nothing more than to say I had dreamed all this up and need just to forget it…but that would be a tragic mistake! Not only that – it would be a lie. All these atrocities did occur to me; and to countless other children. And all under the guise of “defending our country”!

It is because of the cumulative effects of exposure to the radiation, chemicals, drugs, torture and subsequent mental and physical distress; that I have been robbed of the ability to work; and even bear children of my own! It is blatantly obvious that none of this was needed; nor should it have ever been allowed to take place at all.

The only means we have to seek out the awful truth and bring it to light (no matter how disgusting) is by opening whatever files remain on all the projects; through another Presidential commission. This time it seems the focus should be more on mind control and brainwashing research funded by our own tax dollars!

I believe this once great nation of ours has a right to know just what is fact and what is fiction. It is our greatest protection against the possibility of this ever happening again. If, by some chance, it has continued to this day, it needs to be stopped!

Now, I leave this matter in your capable hands. I can offer no more than what I have given you today…the truth! Thank you for your time.
