NEWARK, N.J. — Amid calls for a Vatican investigation, Newark Archbishop John J. Myers is facing fierce criticism for his handling of a priest who attended youth retreats and heard confessions from minors in defiance of a court-ordered lifetime ban on ministry to children.

At St. Mary’s Catholic Church in Colts Neck, where the Rev. Michael Fugee had been spending time with a youth group, angry parishioners said they were never told about Fugee’s background, and they questioned Myers’ defense of the priest, the subject of a lengthy story in The Star-Ledger….

Fugee, 52, is a priest of the Archdiocese of Newark and under Myers’ supervision. His work at St. Mary’s, however, was in the neighboring Diocese of Trenton, where Bishop David O’Connell has ordered the pastor of St. Mary to bar Fugee from any church activities, a spokeswoman said in a statement….

Fugee was convicted in 2003 of criminal sexual contact for allegedly fondling a 14-year-old boy’s genitals on two occasions. Three years later, an appellate court vacated the verdict, ruling the trial judge should not have allowed jurors to hear the part of Fugee’s confession in which he described himself as homosexual or bisexual. The rest of the confession was not called into question.

Rather than retry Fugee, prosecutors allowed him to enter a rehabilitation program for first-time offenders, on the condition that he undergo counseling for sex offenders and sign an agreement barring him from any work in which children are involved. The archdiocese’s vicar general, on behalf of Myers, signed the agreement as well.

Yet The Star-Ledger found Fugee has apparently violated that pledge with impunity, attending retreats and hearing confessions and traveling with members of the St. Mary youth group to Canada….

Catholics paid $36m to 600 abuse victims in Victoria

Australia’s bid to prise open the secret world of endemic child sexual abuse in churches and other powerful institutions has stepped up a notch with revelations of the scale of perversion.

The Victorian inquiry resumed this week to admissions, contrition and apologies from the Catholic Church, which said it had paid A$30 million ($36 million) in compensation to about 600 victims of deviant priests in the state.

Next week the New South Wales special commission of inquiry will open its hearings in Newcastle, north of Sydney, in the diocese that triggered both the state inquiry and the federal royal commission into abuse of children in the care of religious, government and other institutions.

A key focus of the NSW hearings will be the late, defrocked priest Denis McAlinden, whose long-term abuse of dozens of children was known to the church but hidden as he was shuffled between Australia, Papua New Guinea and New Zealand, where he worked at Tokomaru Bay near Gisborne.

McAlinden – whose predecessor was later convicted of child sexual abuse – was central to investigations by Detective Chief Inspector Peter Fox, the whistleblower policeman who sabotaged his career by making public alleged cover-ups by the Church….

In Ballarat, Church officials knew by 1975 that priest Gerald Ridsdale was a paedophile, but allowed him to continue working. Ridsdale was later twice convicted for child sexual abuse, and moved to different parishes.

The Catholic Order of Salesians of Don Bosco, which works with homeless and at-risk youths, and runs schools and boys’ clubs, said it had paid more than A$2 million in compensation to abuse victims and had 49 complaints against its priests in Victoria, three of whom will face courts this year. The Brothers of St John of God said it had received 31 cases of abuse by 15 members.

Recent years have seen massive worldwide changes in cultural and social norms that are closely related to the spread of pornography and new forms of prostitution. These need to be studied and understood carefully, particularly in the context of their impact on violence and crime against women and children.

Researchers Rebecca Whisnant and Christine Stark describe the many-sided spread of this global industry: “Prostitution is a multi-billion dollar global industry that includes adult and child pornography, bartering sex for food and shelter, massage parlours, prostitution rings, stripping, saunas, live sex shows, street prostitution, escort services or outcall, ritual abuse, peep shows, phone sex, international and domestic trafficking, mail-order bride services and prostitution tourism. The prostitution industry is an enormously powerful and pervasive culture presence.”….

According to Forbes magazine, the contemporary legal pornography business is a $56-billion global industry, including a huge presence of some big multinational companies….

In a research paper titled “The Use of New Communication Technologies for Sexual Exploitation of Women and Children”, Donna Hughes…. This study quotes experiences of police officers who blame the Internet particularly for the spread of child porn. Raymond Smith of the US Postal Inspection Service, who has handled hundreds of cases of child pornography, found that the rise in Internet use by sexual predators has also increased their use of the US mail service. He said that from the time they first started investigating child pornography in the early 1980s until five years ago, they had almost eliminated the distribution of child pornography.

But since the Internet this has steadily increased. In 1998, 32 per cent of cases of distribution of child porn were related to the Internet. In 1999, 47 per cent were Internet-related, and in 2000 this had risen to 77 per cent. This paper concludes, “The use of new communication and information technologies for the sexual exploitation of women and children is creating a crisis for women’s and children’s status, and dignity all over the world.”

“I am one of the fortunate survivors to have succeeded in securing a criminal conviction against one of two Spiritan priests who sexually abused me,” writes campaigner Mark Vincent Healy.

THE DIOCESES OF Clogher, Elphin, Killala and Waterford join the infamous group of seven Catholic Church authorities, including Derry, Dramore and Limerick, where not one priest has been convicted for having committed an offence or offences against a child or young person despite numerous allegations since 1 January 1975. From the 16 dioceses reviewed to date by the National Board for Safeguarding Children, there have been 187 allegations made in relation to 98 priests where there have been no convictions. This represents a third of the church authorities examined where not one priest was held to account….

To date there have been four reviews of missionary orders where a total of 113 priests have had 287 allegations raised against them but only seven priests have ever been convicted. The sad reality is that only 6.2 per cent of accused Irish missionaries are ever convicted. I am one of the fortunate survivors to have succeeded in securing a criminal conviction against one of two Spiritan priests who sexually abused me from the ages of nine to 12 and then tried to cover it all up. Forty-seven Spiritans had 142 allegations made against them in the second tranche of audits, and only three were convicted….

Fr Andrew Greely, a professor of Sociology at the University of Chicago believes there could be up to 50 victims per priest. Meanwhile, Richard Sipe a psychotherapist in Maryland, has said 250 victims may suffer over the lifetime of a paedophile. Shockingly, the 106 priests accused in the third tranche could possibly have abused between 5,300 to 26,500 potential victims. Just 271 came forward….

Abuse survivor demands state inquiry Sarah Stack and David Young – 24 April 2013

AN abuse survivor who alleges an uncle of the former Bishop of Clogher was one of his attackers has demanded a state inquiry into clerical sex crimes in Northern Ireland. The Stormont Executive has established a statutory probe into abuse committed in state and church-run institutions, but its remit does not cover criminal acts committed by priests outside of children’s residential facilities.

Michael Connolly claims he was victimised for five years of his childhood in Donagh, Co Fermanagh, by parish priest Peter Duffy, who was later promoted to canon. Restitution Returns to the United States Supreme Court (again)

Today, James R. Marsh of the Marsh Law Firm and Paul G. Cassell of the University of Utah College of Law Appellate Legal Clinic, filed a brief in the United States Supreme Court in their latest effort to convince the Court to consider the critical issue of criminal restitution for victims of child pornography.

The case, Doyle Randall Paroline v. Amy Unknown, arises out of a long-fought extensively litigated restitution action which started almost four years ago before Judge Leonard Davis in the Eastern District of Texas Tyler Division. In January, the defendant filed a Petition for a Writ of Certiorari in the Supreme Court seeking review of last year’s landmark Fifth Circuit en banc decision which significantly expanded the rights of child pornography victims to receive criminal restitution.

Girl’s satanic horror April 24 2013 By SUSAN DU

Johannesburg – Kirsty Theologo thought that she was going to a party with friends she trusted on the night of October 21, 2011.

She brought another girl along.
She had a drink.
She trusted her friends when they told her they needed to stop by a petrol station to get sweets, then again when they said there had been a change of plans and that they would be going into the “mountains of Linmeyer” instead.

The “party” turned out to be a satanic ritual in which Kirsty was drugged, bound, drenched in petrol and burnt so severely that she died later in hospital.  Her friend, now 16, survived. She can’t be named due to her age….

Kirsty and her friend – the only two people not dressed entirely in black – lost consciousness due to the brake fluid that had been secretly added to their drinks.  The two victims were then bound and left to one side while the accused created a “satanic star” in the ground and lit candles at each of its five points, Moody testified….

When senior NSW Police Detective Chief Inspector Peter Fox told ABC TV’s Lateline programme that the Catholic Church had covered up crimes by paedophile priests, silenced investigations and destroyed evidence to avoid prosecution – the public outrage triggered a Royal Commission into institutional child abuse. One of the stories that led to this is that of Patricia Feenan’s son, Daniel, a 14-year-old altar boy when first raped by a priest in the Newcastle/Maitland diocese….

Patricia Feenan says that one of the problems with the media coverage was that there no reporting of the ‘culture of grooming’ and that discussing it, educating people about it means they’re more aware but also hopefully more likely to tell someone and to seek help.

“The reaction I’ve had from many people, and many victims who are positive and thankful, means I know I’ve helped people. One man wrote that he’d never disclosed his abuse but he read the book and gave it to his mother, telling her ‘This is what happened to me.’

Sadly, Patricia fears that sexual abuse by the clergy continues, and will continue.

“We hear that it’s historical, and I’ll concede that the church is trying very hard now with protocols put in place to deal with victims who come forward now, but when they say it’s historical, that’s true the offence was historical, but the impact is with us every day, and it’s certainly with my son every day of his life. An internationally-acclaimed artist has been described in court as a paedophile who blindfolded girls and committed indecent acts.

Graham Ovenden, 70 – who has had work hung at the Tate Gallery – is accused of sexually abusing children in London and Cornwall. Truro Crown Court heard Mr Ovenden’s “target of abuse was young girls.”

He denies nine charges of indecency with a child and indecent assault on victims aged between six and 14. Jerry Sandusky has been interviewed for the first time since going to prison in October. Documentary filmmaker John Ziegler shares the convicted pedophile’s comments on Joe Paterno, and on the prosecution’s key witness, with Piers Morgan, at 9 p.m. ET Monday on CNN.

(CNN) — Jerry Sandusky will probably be incarcerated for the rest of his life for child sex abuse convictions, but the former Penn State assistant football coach is making sure he has his say outside the prison walls.

Documentary filmmaker John Ziegler interviewed Sandusky, 68, for a project he calls “The Framing of Joe Paterno.” On Monday, NBC’s “Today” show aired a portion of a phone conversation between the two men.

In the broadcast excerpts, Sandusky questioned the credibility of prosecution witness Mike McQueary, another former Penn State assistant coach, who testified that he walked in on Sandusky raping a child in the showers at a school facility.

“I think there’s a lot of things that transpired. I think these investigators, the way they went about business, you know, his story changed a lot. I think he said some things, and then it escalated on him,” Sandusky said. “I don’t understand how anybody would have walked into that locker room from where he was and heard sounds associated that was sex going on. (laughter) You know, like he said that could’ve been, I mean, there was … that would have been the last thing I would have thought about. I would’ve thought maybe fooling around or something like that. (laughter)”

Sandusky also discussed what Joe Paterno, the legendary Penn State head coach who was forced out as a result of the scandal, knew — or didn’t know.

“If he absolutely thought I was (a pedophile), I’d say no. If he had a suspicion, I don’t know the answer to that,” Sandusky said….

Another priest at Kilsyth at the time has been suspended following claims of abuse against two young victims.

It was Cardinal O’Brien who ordered the investigation last September.

When Savile’s vile secrets became known, the cardinal called for him to be stripped of his papal knighthood, awarded in 1990.

(Reuters) – A veteran British TV presenter was charged with rape and 14 counts of indecent assault on underage girls, police said on Tuesday, deepening concerns about sex abuse by top BBC personalities decades ago.

Stuart Hall, 83, best known for hosting “It’s a Knockout” in the 1970s and 1980s, was questioned after late broadcaster Jimmy Savile was exposed last year as a serial child sex abuser, prompting a flurry of further sex crime allegations.

Hall, who was still appearing regularly on BBC radio until recently, had already been charged with three counts of indecent assault, in December. He denied all charges….

A COMPUTER engineer has been jailed for sending extreme child-abuse images to other paedophiles on the internet.

Keith Gibson, 50, was found with more than 2,300 photos and movies after police were alerted by colleagues in the national Child Exploitation and Online Protection squad in London.

He was jailed after a judge at Exeter Crown Court told him his activities amounted to the worst case of child pornography he had encountered.

Gibson formed part of an internet paedophile ring which exchanged child sex fantasies and images in chat rooms where some posed as children.

The victims of the abuse included babies under six months old and two of the movies he distributed showed girls aged about three and 10 being raped….

Dr. Phil – The Rest of the Story – By Judy Byington, Author, Twenty-Two Faces
Dr. Phil: “Mentally Ill Moms” – January 11, 2013

As a retired Supervisor of Alberta Mental Health, CEO of Provo Family Counseling Center and therapist for 23 years, I have known and worked with many Dissociate Identity Disorder (DID or multipule personality) sufferers who claimed being ritually abused. Twenty years ago Jenny asked that I write her biography. Since then I have served as a friend, biographer and counselor, though have never done, nor been paid for doing therapy with her.

We intended Twenty-Two Faces as a voice for the ritually abused, explaining DID, exposing the rampant practice of ritual abuse and hopefully saving children from the trauma Jenny endured. We applied to be on the Dr. Phil show in anticipation viewers would gain a better understanding of DID and its tie-in to childhood trauma, specifically ritualized abuse.

We were optimistic, that with Dr. Phil’s help, we might secure Jenny an evaluation at the Colin A Ross Institute. For the last 29 years since she was diagnosed DID at the Utah State Psychiatric Hospital, Jenny has not received therapy for her multiplicity. She is seen by a clinician at Wasatch Mental Health who “maintains” her, but does no treatment for multiplicity. She also sees a psychiatrist twice a year for medication adjustment. For many years she has suffered from DID-related symptoms including Depression.

The Dr. Phil show was taped in 4 sessions. On September 10 just as we left to tape before the live audience, I was informed by staff:

1. Dr. Phil had not read Twenty-Two Faces.

2. Jenny would not be offered treatment.

3. The show producers did not believe Jenny’s story.

As I watched the version that viewers saw on January 11th, I was shocked at what they had done. Jenny’s actual life was apparently not what Dr. Phil intended to portray. His staff had cut and pasted the individual interviews and the taping done before a live audience which resulted in changing the story from a woman who has been without therapy for her multiplicity into describing a mentally ill woman who appears to have been taken advantage of by her therapist. Again, I have never acted as Jenny’s therapist.

Below are some examples of what was left out of “Mentally Ill Moms.”

Producers Revised Jenny’s Story

(1) During my individual taping sessions I was asked to corroborate what is in Jenny’s biography 22 Faces. In the version that aired, none of my answers from the individual tapings were included.

(2) Dr. Phil claimed that major segments of the mental health community believed that DID was a very controversial diagnosis; that some professionals felt it was “near on to impossible to have alter personalities” and in his 30 years of “doing this” he had never met a multiple personality.

Yet, a woman with multiple personalities was on his show last April. Viewers were not told that DID had been an accepted diagnosis included in the APA diagnostic manual, the DSM, since 1994.

(3) On the show Jenny stated that she hadn’t read 22 Faces. She clarifies in a notarized “Open Letter to Dr. Phil” on the 22 faces website ( http://www.22faces.com ) that the book is difficult for her to read because doing so “brings out bad memories” for her. However, she is aware of the contents portraying her life because she lived it and helped write her own biography.

(4) It was not until the very week the show aired in January that I realized they were portraying me as her therapist. I immediately emailed the producer and asked that he change my title to retired therapist. He emailed back that he changed my title on the CBS website, but could not change anything on the actual show.

(5) In August, 2013 producers asked for a video of Jenny changing personalities. We videotaped her changing into Alter J.J. and Homicidal Alter Jenese. It was not a therapy session as labeled on the show, but done with Jenny’s consent and at their request.

(6) I did not sue Robert as Dr. Phil announced. During the break Robert reminded him that it was not a lawsuit, but a Cease and Desist letter from my lawyer. Dr. Phil did not correct that fact that it was not a lawsuit and gave me no opportunity to correct it.

(7) In the taping before a live audience Dr. Phil appeared very surprised when I told him that multiple personalities could only be caused by childhood trauma. His eyes widened, he sat back, and immediately changed the subject. This also did not appear in the final version.

(8) Story rights and book proceeds

Dr. Phil asked, “What happens to the money? Does it go to you?”

I answered, “It’s placed in the 22 Faces account.”

Dr. Phil, “Then why did you make her sign over her rights to the story? You get the money, right?”

I was given no opportunity to answer as the audience was directed to applaud Dr. Phil’s question. After the applause I tried to explain more, but was cut off. My attempt to explain was not included in the final version.

The applause was later pasted in after Robert’s question to me. Again, I was given no time to respond to Robert.

The answer that I would have said if given the opportunity: I signed a legal contract with my literary agent, Paul McCarthy, so he could represent film, electronic and manuscript rights to Jenny’s story. He wanted to make sure that we had a contract with Jenny showing I had the rights to her story. If we were to spend time and money publishing the biography assurance was needed that we had copyright to the story. Thus, Jenny agreed to sign over her story rights. Jenny understood this legality as shown in her notarized “Open Letter to Dr. Phil” on the website ( http://www.22faces.com )

Also in that notarized “Open Letter to Dr. Phil” Jenny states, “I am fully capable of making my own decisions and if I wanted to set up a bank account for monies received from sale of my book I could and would do so. It has been my decision not to set up an account at this time.”

In my individual interviews it was related that the Hill family was upset that I was receiving money for 22 Faces while Jenny wouldn’t benefit from book proceeds. I replied that thus far I had received two royalty checks for $4.00 and $20.00, invested over $20,000.00 of my own money to edit, publish and publicize the biography, plus spent 20 years of my life writing it. It would be quite a while before the book made a profit, if ever. I explained that Hill’s story had never been about money for either Jenny nor myself. It was our purpose to publish Twenty-Two Faces so it could be a voice for the ritually abused and help make the public aware of children who are being traumatized through satanic worship. This answer from me was not in the final version of the show. What was portrayed to viewers was a “therapist” who was taking advantage of her mentally ill client.

Conclusion

I’ve been asked if I regret appearing on Dr. Phil. In part, yes.

Within a couple of days after the program aired 33 one-star negative reviews had been placed on the Amazon Twenty-Two Faces sale site. The majority didn’t refer to the book, but how I was portrayed on the Dr. Phil show. These also included personal attacks on my character. There are hundreds of negative comments under the reviews, while new negative one-star reviews and more personal attacks appear there daily.

On the other hand, the book has been highly publicized. And, many who experienced abuse similar to Jenny’s and their therapists have placed comments refuting these demeaning attacks. Most have thanked us for speaking out through Twenty-Two Faces and appearing on Dr. Phil.

My hope for Jenny is that we can find treatment for her multiplicity. The APA psychiatric manual DSM states that Dissociation affects a large section of the population. Thus, I am also in hope that Dr. Phil will revist DID or multiplicity and it’s relationship to childhood trauma with the purpose of educating his viewers on this growing problem.

Jimmy Savile sexually assaulted children as young as 10 during nearly four decades of activity as a paedophile that took place in a string of institutions, including numerous hospitals, prisons and the BBC, the official inquiry by the Metropolitan police and the NSPCC will say on Friday.

The 30-page report, Giving Victims a Voice, will describe how the celebrity abused up to 500 children and young people, and may have raped more than 30.

Of the allegations made so far, police have gathered sufficient evidence to record 200 sexually related crimes by Savile across the country, committed using the power of his personality and fame to dupe a huge number of institutions – including, it is understood, at least one hospice – into giving him access to vulnerable people.

The number of institutions identified in the inquiry raises the spectre of a systemic failure that spread into every corner of British society.

Detectives and child protection experts working on the inquiry into Savile hope the report will mark a line in the sand – a cultural shift in attitudes between today and 30 years ago, when a blind eye was turned to such activity with children and young people and victims were not listened to.

German Bishops Cancel Study Into Sexual Abuse by Priests

PARIS (Reuters) — Germany’s Roman Catholic bishops on Wednesday canceled a study into the sexual abuse of minors by priests, prompting the investigator to accuse them of trying to censor what was to be a major report on the scandals.
The independent study, examining church files that sometimes date to 1945, was meant to shed light on undiscovered cases after about 600 people filed claims against priests in 2010 following a wave of revelations of sexual abuse. The German scandals were part of a series of abuse scandals that also shook the Catholic Church in Ireland, Belgium, the Netherlands and the United States, forcing Pope Benedict XVI to issue a public apology.

Bishop Stephan Ackermann, a spokesman on abuse issues for the German Bishops’ Conference, said that the hierarchy had lost confidence in the researcher, Christian Pfeiffer, a criminologist, and that it would look for another specialist for the study.

“We will have to find a new partner,” Bishop Ackermann said in a statement that blamed Mr. Pfeiffer’s “communications behavior with church officials” for the breakdown.

Mr. Pfeiffer told German Radio that the bishops wanted to change previously agreed-upon guidelines for the project to include a final veto over publishing its results, which he could not accept.

Officials made “an attempt to turn the whole contract towards censorship and stronger control by the church,” said Mr. Pfeiffer, head of the Criminological Research Institute of Lower Saxony.

Women are not free to live without the constant threat of assault and violence or without being treated like objects and property.  When I last checked there were at least four “rape capitals” of the world. You know what that makes the rest of us? “Rape Suburbs.” Girls and women aren’t idiots. On the contrary, we understand perfectly: we’re supposed to “be careful.” Don’t do something we might “regret.”  “Stay home.” “So what if it happens, anyway?” We can’t feel any security that our bodily integrity will be respected. Or that our consent matters. We cannot enjoy the confident access and ownership of public space that men do. Our attempts to pursue equality and opportunity are inhibited, not only by actual rape, but by people’s malevolent tolerance for it. Rape is useful, even the rape of boys and men: it sustains a system that rewards physical dominance and sustains male hegemony.

A long list of blunders over its treatment of molester Jimmy Savile is haunting the broadcaster, writes Jane Wheatley.

He was the biggest television star in Britain, courted by prime ministers, princes and the Pope. And now the millions of people who had watched, laughed at and grew up with the late Sir Jimmy Savile, OBE, KCSG, are trying to come to terms with the fact that he had been sexually abusing underage girls for 50 years. It was shocking, people agreed, and yet somehow not surprising: when you watch old clips of him fondling star-struck children, it all seems so obvious – and shameful. Why hadn’t they realised?

More to the point, why did the BBC fail to investigate the rumours that we now know were rife in the ’60s and ’70s: that their golden goose, kingpin of top-rating shows Top of the Pops and Jim’ll Fix It , was entertaining young girls from studio audiences in his dressing room and at post-show parties, delivered to him by program assistants. Or that when he was out on the road running for charity he took young fans to bed in his campervan.

And after Savile’s death last year, why was an investigation into his predatory activities by the BBC’s flagship current affairs show, Newsnight, suddenly dropped – to be followed a month later by two fulsome tribute programs? And why did the BBC file away incendiary evidence gathered by Newsnight producer Meirion Jones and reporter Liz Mackean, only to see the same material used by its arch competitor, ITV, in a report screened a year later, which delivered compelling testimonies from more of Savile’s alleged victims….

The allegations are bad enough: that Savile not only cherry picked young fans for sexual favours, but targeted the most vulnerable – in hospitals, at Broadmoor secure psychiatric institution and at Duncroft, an approved school for emotionally disturbed girls. As a celebrity volunteer and fund-raiser he was often given his own flat or dressing room where he took his ”victims”. “The younger the better,” was Savile’s motto, according to his biographer, Dan Davies.

But Savile was not particularly secretive about his activities – staff at those institutions now seem, at some level anyway, to have known what he was up to. So why did nobody do anything?

One by one, Savile’s former BBC colleagues and producers were hauled out of retirement as Panorama presenter Shelley Jofre asked that question.

As a young reporter, Martin Young joined Savile on a charity run and found him lying on the bed in his campervan with a teenage girl.

“I thought he was a pervert,” Young told Jofre. Did he think about reporting it? “No, it never crossed my mind, and I take my share of blame for that.”

Reporter Bob Langley saw girls – “12, 13, possibly 14, definitely not 15″ – coming out of the campervan. “[Savile] indicated to me in a nudge-nudge sort of way that he had just had sex with one of them … Should I have reported it? What would have happened? He would have said it was a joke and that would be the end of it.”

On one show Savile brought his friend Gary Glitter – later a convicted paedophile – onto the set, where they both sat cuddling young girls. “I’m giving girls away here,” Savile chortled. “We’ve got them from everywhere, we’ve even got some from Broadmoor.” He was routinely filmed in clinches. “The BBC bought into Savile’s sexually suggestive style big time,” Jofre said….

PORTLAND, Ore. — An array of local authorities – police chiefs, prosecutors, pastors and town Boy Scout leaders among them – quietly shielded scoutmasters and others who allegedly molested children, according to a newly opened trove of confidential files compiled from 1959 to 1985.

At the time, those authorities justified their actions as necessary to protect the good name and good works of Scouting. But as detailed in 14,500 pages of secret “perversion files” released Thursday by order of the Oregon Supreme Court, their maneuvers protected suspected sexual predators while victims suffered in silence.

The files document sex abuse allegations across the country, from a small town in the Adirondacks to downtown Los Angeles.

At a news conference Thursday, Portland attorney Kelly Clark blasted the Boy Scouts for their continuing legal battles to try to keep the full trove of files secret.

“You do not keep secrets hidden about dangers to children,” said Clark, who in 2010 won a landmark lawsuit against the Boy Scouts on behalf of a plaintiff who was molested by an assistant scoutmaster in the 1980s.

The files were shown to a jury in a 2010 Oregon civil suit that the Scouts lost, and the Oregon Supreme Court ruled the files should be made public. After months of objections and redactions, the Scouts and Clark released them….

The 1959-85 files show that on many occasions the files succeeded in keeping pedophiles out of Scouting leadership positions – the reason they were collected in the first place.

But the files document some troubling patterns.

In many instances – more than a third, according to the Scouts’ own count – police weren’t told about the alleged abuse.

And there is little mention in the files of concern for the welfare of Scouts who were allegedly abused by their leaders. But there are numerous documents showing compassion for suspected abusers, who were often times sent to psychiatrists or pastors to get help.

In 1972, a Pennsylvania Scouting executive wrote a memo recommending a case against a suspected abuser be dropped with the words: “If it don’t stink, don’t stir it.”

In numerous instances, alleged abusers are kicked out of Scouting but show up in jobs where they are once again in authority positions dealing with youths.

One of the most startling revelations to come from the files is the frequency with which attempts to protect Scouts from alleged molesters collapsed at the local level, at times in collusion with community leaders.

On the afternoon of Aug. 10, 1965, a distraught Louisiana mother walked into the Ouachita Parish Sheriff’s Office. A 31-year-old scoutmaster, she told the chief criminal deputy, had raped one of her sons and molested two others.

Six days later, the scoutmaster sat down in the same station and confessed.

“I don’t know an explanation, why we done it or I done it or wanted to do it or anything else it just – an impulse I guess or something,” the man told a sheriff’s deputy.

The decision was made not to pursue charges. “This subject and Scouts were not prosecuted,” a Louisiana Scouts executive wrote to national headquarters, “to save the name of Scouting.”

Harriet Harman, the Opposition deputy leader, said the allegations that the late TV and radio presenter abused dozens of young boys and girls had “cast a stain” on the BBC and other trusted institutions.

But at the time Savile was at the height of his fame, Miss Harman was calling for the relaxation of the law on child pornography.

She was a leading light in the pressure group now known as Liberty, which advocated the lowering of the age of consent to 14.

The organisation, then run by the Health Secretary under Tony Blair, Patricia Hewitt, even counted among its affiliates a number of extreme pro-paedophilia groups whose leaders were later jailed.

It means that any independent public inquiry into the culture that allowed Savile to abuse children for so long with impunity, could end up looking into the radical left-wing demands for the liberalisation of child sex laws that were made in the 1970s….

As The Daily Telegraph first disclosed in 2009, in the 1970s the extreme end of the sexual liberation movement included groups who openly campaigned for the abolition of the age of consent. The Paedophile Information Exchange and Paedophile Action for Liberation affiliated themselves to the National Council for Civil Liberties, now known as Liberty.

NCCL complained to the press watchdog about their treatment by tabloid newspapers and in one article admitted it had “plenty of contact” with PIE, and argued that children are harmed by having to go to police and courts after a “mutual relationship with an adult”.

In 1976 the NCCL submitted a response to the Government’s plans to reform sex laws that was dubbed a Lolita’s Charter as it claimed “childhood sexual experiences, willingly engaged in with an adult result in no identifiable damage”.

The organisation said that children as young as 14 should be able to consent to sex, to reduce the “harmful effects of the present laws”.

It went on to say it is “logical” for the age of consent to be abolished but “we fear” it would not be “politically possible”.

Miss Harman, then a newly qualified solicitor, joined the group as legal officer two years later.

In April 1978 she wrote the NCCL’s response to the Protection of Children Bill, which was put before Parliament in order to tighten the laws on child pornography by banning indecent images of under-16s.

It claimed that the new law could lead to “damaging and absurd prosecutions” and “increase censorship”.

She suggested that pornographic photographs or films of children should not be considered indecent unless it could be shown that the subject had suffered, and that prosecutors would have to prove harm rather than defendants having to justify themselves….

Miss Harman left NCCL in 1982 when she was elected MP for Camberwell and Peckham, by which time several members of PIE had been jailed for conspiracy to corrupt public morals.

A spokesman for Miss Harman said: “This allegation is an outrageous slur. Harriet has fought for child protection from sexual abuse over the last 30 years – any attempt to suggest otherwise is untrue and malicious.

At least five former pupils have told how the DJ abused them during visits to Duncroft Approved School when it was under direct Home Office control.

They claim that the Jim’ll Fix star was given his own flat in the building in Staines, Surrey, by the headmistress in what one victim described as a “paedophile sweet shop”.

The institution for emotionally disturbed girls was under the direct supervision of the Home Office until April 1973, a report in the Daily Mirror claims.

It was visited regularly by government inspectors.

A former pupil Toni Townsend, one of three girls photographed with the star in 1972, told the newspaper: “Jimmy treated Duncroft like a paedophile sweet shop….

“He used to take his pick of the mix. He would wander around the school in a vest and tracksuit bottoms.

“He stayed in a flat on the top floor. He was the only man allowed to stay overnight. Who knows what horrors happened up there.

“The girls at Duncroft had been sent there by the courts for prostitution, drugs and because they tried to kill themselves. Who would have believed us against Saint Jimmy?”

A fellow pupil Carole Wells, now 52, told how Savile once assaulted her in his Rolls-Royce after the headmistress asked if she wanted to go for a ride with him….

Ms Wells said she reported the incident to the head who allegedly did not believe her….

Meanwhile his former assistant Janet Cope told how Savile had an explosive temper that terrified everyone from hospital staff to fund-raisers….
“He thought he was untouchable because he was hand in glove with the hospitals, royalty and the Prime Minister.”

In a previously unpublished interview given by Savile two months before he died, he admitted he was “not a straight punter”.

The Jewish Chronicle obtained a transcript of the interview, which was ostensibly about Savile’s work with Jewish charities, but which included the Jim’ll Fix It presenter’s enigmatic reference to his murky past.

Asked what he would choose if someone could “fix it” for him, Savile said: “A telephone in heaven.”

When he was asked why, he said: “Just leave it at that. That’s the trouble with you fellas, you always want to delve and go further.”

He then added that he was “not a straight punter. “When I’m gone, they’ll say ‘I always thought he was straight but he wasn’t – he was crooked’.”

A man has been found guilty of leading a “satanic” sex cult from his home in a small Welsh town. Colin Batley, 48, of Kidwelly, west Wales, presided over a group that preyed on young children and held occult rites. He was found guilty at Swansea crown court of rape and carrying out perverted sexual acts on children and adults. Batley was the self-styled high priest of the group, which operated from a series of homes in a cul-de-sac in the seaside town. He and five other alleged members insisted throughout the five-week trial that no cult had ever existed.

But the jury dismissed that, finding him guilty of more than two dozen acts of sexual perversion linked to his activities in the cult. They included 11 separate rapes, three indecent assaults, causing prostitution for personal gain, causing a child to have sex and inciting a child to have sex. The jury also found him guilty of six counts of buggery and four counts of possessing indecent images of a child.

His wife, Elaine Batley, 47, was convicted of sex-related charges after the trial, as were Jacqueline Marling, 42, and Shelly Millar, 35. All lived in Kidwelly. …Colin Batley is said to have forced a number of his victims into prostitution and claimed 25% of their earnings. In one instance, the trial heard, Batley tried to force a pregnant schoolgirl to give birth. The girl, who had been raped by a cult member, was told all children conceived within the cult belonged to it.

New cult members, often deeply troubled children, were forced to go through an elaborate initiation ceremony. At its heart would be sex with an adult, with anyone unwilling to take part warned they risked being killed by a cult assassin.
