Wanda Karriker, Ph.D. is a retired psychologist who spent a career working with survivors of extreme abuse. She is author of the novel, “Morning, Come Quickly,” co-developer of the Extreme Abuse Survey Project and former editor of Survivorship.
Ellen Lacter, Ph.D., has been a clinical psychologist in San Diego, California, USA, for 27 years and specializes in the treatment of trauma and dissociative disorders in both adults and children. She has a number of published chapters in edited books on the subjects of ritual abuse and mind control. Her website is  http://www.endritualabuse.org/

Diana is a survivor of a multigenerational satanic ritual abuse family and MK-ULTRA. I was raised and trained to be a breeder for the satanic family network. I am a survivor of human trafficking – the off-street-in-house on-site trafficking that occurs within the confines of the ritual abuse torture family and community group networks. Her topic is: My Journey of Recovery/Finding My Children

Dave hopes to help victims recontextualize what happened to them, so they can look at their life and their experiences in a different way. He intends to convey hope, courage and a sense of purpose; that what happened was not an accident. He will discuss the various stages he went through in his experience; fear, grief, anger, acceptance and forgiveness and tell of how it came to him that all that happened was meant to be. His topic is: So We Have Been Betrayed and Satanically Ritually Abused by Those We Loved….Now What Do We Do?

Alexandra is a multi disciplinary therapist.  She incorporates various types of energy work, muscle testing, NLP, essential oils, and color into her cognitive behavioral therapy practice. She has an M. A. in Counseling Psychology and has been working with ritual abuse survivors for over 20 years. Her topic is: What I have learned so far.

Melisa Noel is an International EFT practitioner, consultant and educator presently specializing in RA/MC with 20 years in trauma recovery and related fields.  She provides consulting to practitioners and survivors, and presents to international audiences.  Melisa is an MC and torture survivor/victor of a pedophile porn ring. Her topic is: The Natural Reassociation Method: Launching the Recovery Process for RA/MC/Torture Survivors and Their Allies.

Sarah Jacqueline freed herself through a deep inner journey from living in numbness to now living in a feeling free life.  She was born into Satanic abuse and was exposed for all of her childhood and teenage years abuse that nobody should ever experience. She speaks about hope and about letting go and moving forward …now is the time to just let it go and help! Her topic is: Exposing Satanic Abuse and Hope in Healing.

Until age seven Maria was subject to satanic abuse. Maria experienced perverse worship, torturous brain programming, sexual violence, body dislocations and was drugged.  Although relocated at age seven; molestation from random strangers and family members continued until she moved out. Since she was age 19 in 1991, she has been consistent in healing herself and reversing all the mind control experienced in her life. She lives well with profound awareness. She now experiences joy and peace. Her topic is: R&R (rest and relaxation)

Conference Information

Conference Participants
The conference will include all those either recovering from ritual abuse and/or fighting against ritual abuse. This includes survivors, co-survivors, therapists, other helping professionals, lawyers and all others interested in learning more about ritual abuse.

Members of secret organizations, acting out  perpetrators, and/or members of unsympathetic organizations are excluded from the conference. This is for the protection and safety of those in attendance.
People have told us that last year’s conference  was the safest conference they have ever been to. But, this conference may not necessarily be safe for all survivors. S.M.A.R.T. recommends that you try to bring a support person that is familiar with mind control techniques and staying with that person or another safe person at all times.

Registration Waivers
Fee waiver application fees are $95.00 for two days and $50 for one day, and are non-refundable. Please do not send fees until your application is accepted. Please add $30 to attend the Friday night early registration, get together and dessert buffet. Acceptance will partially  be contingent on the number of paid applicants. Fee waiver registrees must volunteer for four hours at the conference. Unfortunately, we cannot afford to pay any travel expenses. Please E-mail or regular mail us for a fee waiver application.

Transportation
There is a free shuttle to and from the airport. Hotel parking is available at no charge for those attending the conference. Conference sponsors, etc. assume no responsibility for ground and/or air transportation arrangements. Conference sponsors cannot assume responsibility  for additional expense or losses due to illnesses, cancellation of flights, strikes or other causes.

Accommodations
Room rates at the DoubleTree Hotel at Bradley International Airport (CT) are $92 a day for one person (not incl. tax), please mention the SMART 2011 conference to get the special rate. This rate is guaranteed until 7/9/13 or all rooms at the special rate are gone. Call 860-627-5171 for information. Lunch will be free both days for all conference attendees that register before July 30, 2013. The hotel has no information about the conference, other than room information.

Survivors should try to bring a support person with them to the conference. Presentation of a picture ID will be required of all  conference participants, unless prior arrangements are made. This is for the protection of all participants. Some of the topics discussed may  be very heavy for survivors. The conference is educational and not intended as therapy or treatment. Conference sponsors, cosponsor, speakers, organizers and exhibitors assume no responsibility for any reactions resulting from attending our conference. CIA employees murdered military scientist Frank Olson in 1953 after he raised concerns about testing chemical and biological weapons on human subjects without their consent, according to a lawsuit brought by his two sons.

Eric and Nils Olson, in a complaint filed Wednesday against the United States in Washington, said the agency has covered up the cause of their father’s death for 59 years. Frank Olson, who the CIA admitted was given LSD a few days before his death, didn’t jump from a 13th-floor window of the Statler Hotel in New York City, but rather was pushed, they claim.

“The circumstances surrounding the death mirrored those detailed in an assassination manual that, upon information and belief, the CIA had drafted that same year,” Scott Gilbert, a lawyer for the Olsons, wrote in the complaint.

Olson’s family has tried to piece together how Frank Olson died and the circumstances surrounding his death ever since a 1975 government report on CIA activities in the U.S. said that he committed suicide after being given LSD without his knowledge.

The family’s lawsuit includes one claim of negligent supervision by the agency and requests that damages be decided at trial.

CIA spokesman Preston Golson said in an emailed statement that the agency doesn’t comment on pending court cases. He said that the agency’s covert behavioral research program known as MK-ULTRA was investigated in 1975 by the Rockefeller Commission and the Church Committee, and in 1977 by the Senate Select Committee on Intelligence and the Senate Subcommittee on Health and Scientific Research.

“Without commenting on this specific legal matter, CIA activities related to MK-ULTRA have been thoroughly investigated over the years, and the agency cooperated with each of those investigations,” Golson said. “In addition, tens of thousands of pages related to the program have been declassified and released to the public.”

Olson’s sons said in the suit they have asked repeatedly “to be told the truth” about their father’s death and “each time, the government has responded with falsehoods.”….

Klobuchar, Franken, Walz, McCollum Introduce Bipartisan Legislation to Help Train Child Protection Professionals to Detect and Prevent Child Abuse

U.S. Senators Amy Klobuchar and Al Franken and Representatives Tim Walz and Betty McCollum today introduced bipartisan legislation to help train child protection professionals to detect and prevent child abuse. The bill would create regional training centers – including the National Child Protection Training Center in Winona, MN – that would create new curricula for undergraduates and graduates in fields where they will most likely be involved in identifying and reporting cases of abuse. The legislation also increases coordination between federal, state and local officials in creating best practices for the training of child protection professionals. Senator Klobuchar authored the legislation in the Senate and Representative Walz introduced companion legislation in the House of Representatives….

According to the U.S. Department of Health & Human Services, an estimated 695,000 children were victims of child abuse in 2010. Yet studies indicate that those in the best position to identify and respond to child abuse – such as teachers, doctors, and prosecutors – are often not adequately trained to do so. For example, a 2001 survey of teachers found that 74% received minimal training on child abuse while earning their degrees and 58% had minimal training on the job….

Today, many journalists, doctors, and the general public see the Allan Memorial Institute in Royal Victoria Hospital as the cradle of modern torture, a cradle built and rocked by Scottish-born Dr. Donald Ewen Cameron. To the patients of Dr. Ewen Cameron, our university was the site of months of seemingly unending torture disguised as medical experimentation –– an experimentation that destroyed their lives and changed the course of psychological torture forever.

Cameron’s experiments, known as MK-ULTRA subproject 68, were partially funded by the CIA and the Canadian government, and are widely known for their use of LSD, barbiturates, and amphetamines on patients. In the media, they were known as the “mind control” studies done at McGill and were reported as a brainwashing conspiracy from the CIA and the Canadian government….

This story begins on June 1, 1951 at a secret meeting in the Ritz Carlton Hotel on Sherbrooke. The purpose of the meeting was to launch a joint American-British-Canadian effort led by the CIA to fund studies on sensory deprivation. In attendance was Dr. Donald Hebb, then director of psychology at McGill University, who received a grant of $10,000 to study sensory deprivation. It would be fifteen years after this meeting at the Ritz that Cameron would disastrously pick up where Hebb left off.

Dr. Hebb paid a group of his own psychology students to remain isolated in a room, deprived of all senses, for an entire day. In an attempt to determine a link between sensory deprivation and the vulnerability of cognitive ability, Hebb also played recordings of voices expressing creationist or generally anti-scientific sentiments – clearly, ideas psychology students would oppose. However, the prolonged period of sensory deprivation made the students overly susceptible to sensory stimulation. Students suddenly became very tolerant of the ideas that they had readily dismissed before. As a history professor at the University of Wisconsin – Madison, Alfred McCoy described in his book, A Question of Torture, that during Hebb’s own experiments “the subject’s very identity had begun to disintegrate.” One can only fathom the cognitive effects of Hebb’s work….

MK-ULTRA Subproject 68

Cameron’s research was based on the ideas of “re-patterning” and “re-mothering” the human mind. He believed that mental illness was a consequence of an individual having learned “incorrect” ways of responding to the world. These “learned responses” created “brain pathways” that led to repetitive abnormal behaviour.

Dr. Cameron wanted to de-pattern patients’ minds with the application of highly disruptive electroshock twice a day, as opposed to the norm of three times a week. According to him, this would break all incorrect brain pathways, thus de-patterning the mind. Some call it brainwashing; Cameron called it re-patterning….

Step 1: To prepare them for the de-patterning treatment, patients would be put into a state of prolonged sleep for about ten days using various drugs, after which they experienced an invasive electroshock therapy that lasted for about 15 days. But patients were not always prepared for re-patterning and sometimes Cameron used extreme forms of sensory deprivation as well….

Step 2: Following the preparation period and the de-patterning came the process of “psychic driving” or re-patterning, in which Cameron would play messages on tape recorders to his patients. He alternated negative messages about the patients’ lives and personalities with positive ones; these messages could be repeated up to half a million times….

The experiments done at McGill were part of the larger MK-ULTRA project led by Sidney Gottlieb of the CIA. In 1963, the year in which MK-ULTRA ended, the CIA compiled all the research into a torture manual called the Kubark Counterintelligence Interrogation Handbook. Yes, a “torture manual” that would eventually define the agency’s interrogation methods and training programs throughout the developing world….

Following 9/11, the war on terror and the generalized fearmongering that ensued, the Bush administration changed the rules of the game out of concern for homeland security. Then-U.S. Secretary of Defense Donald Rumsfeld approved special practices that included the “use of isolation facility for up to thirty days.” All of a sudden, the U.S. allowed the use of torture methods developed just up University….

Only decades later, in the 1980s, did past victims speak about their experiences, and by the nineties, the lawsuits began to pile up. In response, the Canadian government launched “The Allan Memorial Institute Depatterned Persons Assistance Plan,” which provided $100,000 to each of the former patients of Dr. Ewen Cameron. The compensation came from a recommendation by lawyer George Cooper, in which he clarified that the Canadian government did not have a legal responsibility for what happened, but a moral responsibility.

….Finding how to stop extreme behavior. Thanks to crime literature and serial killer movies, Americans are aware of many different “-paths”: sociopath, psychopath, and antisocial personality disorder. What has been a raging debate is if one is doomed to that diagnosis and basically lifetime incarceration, or if there’s a window of intervention. One researcher went on a roadtrip into the heart of darkness: Using a mobile MRI unit, a University of New Mexico associate professor of psychology took a snapshot of 2,000 inmate volunteers.

He found that compared to the average offender, 60 percent of psychopaths re-offend within the next 200 days. Maximum-security juveniles showed a similar pattern: 68 percent of individuals who were at high risk for psychopathy re-offended.

Using images of the brain, [Kent] Kiehl said he could predict psychopathy as well as one can with clinical error. (April 23, Duke (University) Research Blog)

Among preliminary findings, Kiehl zeroed in on the interaction with a gene (MAOA) and a “stressful” upbringing and that treatment like group therapy actually ends in “violent failure” among adults. For juveniles, intervention’s a different story and can show a 50% reduction in violent recidivism.

“We have a problem in the United States: We incarcerate a lot of people,” he said. “We incarcerate more per capita than any other country. It’s expensive—it costs $2.34 trillion per year, which is about the same as the annual estimate for all health care [in the country].” (April 23, Duke (University) Research Blog)

WASHINGTON, July 20 The Central Intelligence Agency conducted a 14-year program to find ways to “control human behavior” through the use of chemical, biological and radiological material, according to agency documents made public today by John Marks, a freelance journalist….

Marks: “To be sure, drugs were a part of it, ” he said, ” but so were such other techniques as electric shock, radiation, ultrasonics, psychosurgery, psychology and incapacitating agents, all of which were referred to in documents I have received.”….

According to Mr. Marks’s documents and an earlier Senate investigation, the C.I.A. conducted secret medical experiments from 1949 through 1963 under the code names Bluebird, Artichoke, MK Ultra and MK Delta. The C.I.A. inspector general’s report in 1963 described the program as the “research and development of chemical, biological and radiological materials capable of employment in clandestine operations to control human behavior.”

A LEGACY OF PAIN  SETTLEMENT DOESN’T EASE ABUSED CHILDREN’S FEARS
WEST POINT
Seven years have passed since she was sexually abused at West Point’s child-care center. Yet today, the 10-year-old girl can’t go to the bathroom  without her mother waiting by the door.

The girl – who was 3 when West Point child-care workers were accused of  sexually abusing her and 10 other children in 1984 – also asks her mother  about whether she will be able to bear children when she grows up.
“This happened seven years ago, and it’s not any better,” the girl’s  mother said. “She’s constantly asking, `What if we’re out in the store,  Mommy, and we see these people? Are they going to hurt me?’ . . . But this is  constantly on her mind because she knows these people are not in jail for what they did.”

In the U.S. District Court files in Manhattan, the West Point sexual abuse  case is resolved. The government failed in 1985 to indict any suspects in its  criminal investigation. But last month, it settled a civil suit brought by the parents of the 11 victims. Nine of the victims will receive $2.7 million, with awards ranging from $25,000 to $625,000.

But even as the legal dust has settled, the case lingers as a legacy of  pain for the families.
“These people stole our children,” the mother said. “(She’s) nothing  like she used to be. She’s a very angry little girl. She doesn’t trust anyone. She’s nothing like she was before this happened.

“It’s never going to be over for them, or for us.”
The case began in 1984, when allegations surfaced of sexual and physical  abuse of children at the West Point Child Development Center.
The incidents unfolded against a backdrop of satanic acts, animal  sacrifices and cult-like behavior among the abusers, whose activities extended beyond the U.S. Military Academy borders to Orange County and a military base  in San Francisco, parents charged.

The specter of satanism would later spur U.S. Military Academy officials to change the West Point child-care center’s building number from 666 to 673.

Despite 950 interviews by 60 FBI agents assigned to the investigation, an  investigation led by former U.S. Attorney Rudolph Giuliani produced no federal grand jury indictments. The investigation did find “significant indications  that children may have been abused” at the center.

Until now, no official reports or investigations have verified the sexual  abuse. The Times Herald-Record, however, has learned that a still-secret,  independent report – prepared by one of the nation’s top experts on child  sexual abuse – confirms the children’s accusations of abuse. The report also  played a vital role in ending the seven-year legal ordeal and in enabling the  case to be settled without the children undergoing potentially hostile  questioning on the witness stand, said U.S. District Judge Whitman Knapp, who  heard the civil case.

The expert, Dr. Ann Wolbert Burgess, a professor of psychiatric nursing at  the University of Pennsylvania at Philadelphia and the author of the book,  “Child Pornography and Sex Rings,” entered the case in 1989.

She interviewed all the children. She said yesterday that her goal in the  case had been to reduce harm to the children because testimony in open court  could have triggered symptoms of abuse, prompted by a “resurfacing” of the  original incident.

Knapp said that because Burgess worked for neither the government nor the  plaintiffs, but reported directly to the court, her findings carried  additional credibility. Neither Burgess nor others would speak about her  specific findings.

“You can draw your own conclusions from the fact that (the government)  paid all this money,” Knapp said about Burgess’ report. “The government  wouldn’t have likely paid that money unless the report gave them a basis for  doing that.”

The families’ lawyer, William E. Crain, who now practices in Elkin, N.C.,  and formerly worked in Newburgh, said the report is independent confirmation  of the children’s claims. He received nearly $300,000 in legal fees in the  case. The amount, 25 percent of the settlement, is set by law.

“Just generally speaking, it corroborated the children’s allegations they  had been sexually abused by day-care center staff,” Crain said of the  report.

“That report was sealed and has never been seen by anybody else and I hope it never will be,” Knapp said. “That has all the intimate details of what  happened to these children. Certainly, they don’t want to be plagued by that  when they grow up.”

The government, however, admitted none of the allegations in making the  settlement. Edward T. Ferguson III, the assistant U.S. attorney in charge of  the case, declined to comment on Burgess’ role. He said that the settlement  was in the best interests of the children and did not require them to testify  in court.
“Everyone involved – the parents, the government and the court – all  wished to avoid (the children taking the witness stand), if an accommodation  could be reached,” Ferguson said.

Among other things, several of the settlements – made individually with  each child’s family – provide for medical costs, counseling and a college  fund. The actual cost of the settlement is $1.175 million. Much of the money  will be invested and paid out during the victims’ lives, thereby increasing  the total to $2.7 million.
“They’re children. They’re going to have to live with what happened to  them. So are their parents,” Crain said. “But in terms of legal work, the  legal end of it is finished.”

Nancy Campbell-Capen’s job began just four months ago. West Point hired the New Jersey native to run its child-care program, including the center, a  red-brick building tucked on a hill between playing fields and a playground.
Ms. Campbell-Capen recalled talking about the sexual abuse case with her  boss and other center staffers.
“More people were reacting to the media coverage than the actual possible  event,” Ms. Campbell-Capen said she was told.

The center serves 150 children – 80 percent from military families and 20  percent from civilian workers. There are 120 children on a waiting list for  the center that now complies with federal guidelines, which were strengthened  in 1989.
“They certainly tightened the old regulations,” said Ms. Campbell-Capen,  who ran child-care centers at Army bases in Germany. “We discovered the need  to tighten up with staff training.”

Only a handful of the center’s 86 workers remain from the 1984 staff. Ms.  Campbell-Capen said the staff had no response to the lawsuit settlement.
The center is trying to receive accreditation from the National Association for the Education of Young Children.

The center’s dedication to meeting child-care standards contrasts with the  way victims’ parents were treated when they sought to alert West Point and the military that their children had been sexually violated.
The Army’s reaction to the parents’ plight so enraged former Army Dr.  Walter R. Grote that the ex-captain refused a promotion to major in 1985  because of the treatment of his child’s sexual abuse case at West Point. He  was one of the first parents to file the lawsuit, but later dropped out of  seeking money from the case.

“Unfortunately, money can’t . . . undo the trauma incurred by scores of  children at West Point . . . because people with responsibility didn’t  exercise that responsibility,” said Grote, now in private practice in New  Jersey. “What the hell is a settlement? . . . They could have caught these  people doing it at the time that they were doing it.
“We have a tendency to think that everything that’s evil and bad is on the other side of the Pacific or the Atlantic.
“And that’s not the case.”

The mother of the 10-year-old said the settlement will pay her daughter’s  college bills. But the mother said she would have preferred the government  kept its money and punished the abusers.
Without the prosecution, West Point has retained its polished national  image, she said. Even last month, the government admitted none of the  allegations in making the settlement, a reminder of what parents say was West  Point’s callous denial.

“They wouldn’t acknowledge what happened,” the mother said. “I’m sure if it was done anywhere else but West Point, it would have been acknowledged.”

Another parent whose son was sexually abused recalled that the Army was not prepared to treat satanic abuse.
“You had a bunch of kids who had some kind of abuse and the concerns of  the parents seeking assistance fell on deaf ears. The medical treatment for  the satanic abuse was not meeting the bill. It was far beyond what (the Army)  could handle,” said Maj. Bob Caslen, an infantry officer reached stationed at Fort Campbell, Ky.
Two teacher aides were suspended and later quit after the charges  surfaced.

After a federal grand jury failed to return indictments, community members  joined the parents in calling for another investigation in 1985.
Joan Benedict walked with parents at a protest in Highland Falls in hopes  of inspiring another probe. And she was a member of an Orange County  anti-pornography group that sponsored a forum to allow the victims’ parents to speak out in 1986.

Ms. Benedict said she used to pray and walk at West Point because of the  189-year-old institution’s majestic Hudson River views. But no more.
“When I saw the headlines of the child pornography ring at West Point, it  cut me to the heart,” Ms. Benedict said. “I know West Point is only surface  beauty. They were outright cruel to the parents.”
Ms. Benedict, a Town of Cornwall resident, started her own crusade to spark the Justice Department to reopen the abuse case. She ended her efforts in 1988 when she was convinced of a federal cover-up after receiving a letter from the U.S. Department of Justice.

Mary C. Spearing, a special attorney with the Justice Department’s National Obscenity Enforcement Unit, wrote that the case was closed.
“Unfortunately, no new evidence, revelation or hint of wrongdoing or  negligence surfaced during our review,” she wrote. She noted in her letter  that the assistant U.S. attorney on the case was a father of four and that she had two children herself.

The monetary settlement, however, did not resolve the parents’ bitterness  over what they still maintain was a botched FBI investigation. In fact, court  papers filed by parents showed federal investigators not only refused to  believe the children, but, in some cases, also criticized some parents for not keeping their children under control in their homes.

“When the agents came to the house, they did not appear to have a tape  recorder and they were not taking notes during the interview,” one parent  said in a sworn statement, according to 1984 court papers. “He became annoyed and frustrated and said, `It looks like she’s just trying to get attention.’  ”

Recalled Grote: “The tragedy is the abusers could have been caught . . .  with a little imagination and a lot less chauvinistic narcissism on the part  of West Point and the initial FBI investigator.”

Prosecutor Giuliani did not return calls last week. In 1987, Giuliani said  his detailed investigation showed only one or two children were abused. The  federal investigation cleared the center staff members accused by the  children.

The mother of the 10-year-old girl still tries to cope with the abuse’s  aftermath.
“As far as I’m concerned, the government gave them a license to go out and abuse other children,” the mother said. “I have to explain to my daughter  these people are still out there.
“And she still has nightmares. She’s afraid they’re going to come through  the window at night to get her.”

Center changes
Despite sexual abuse charges that surfaced in 1984 and a $1 million  renovation of the building, the West Point day-care center was hit with 79  violations in January 1988. Here are some of the violations found by the  14-member Pentagon task force and how they have been resolved:
- Doors lacked windows. According to inspectors, this “increases the  potential for child abuse.” All center doors now have windows.

- No background checks. The names of the 22 child-care providers were not  submitted to the Army Central Registry to determine whether they had prior  criminal records. All employees now have background checks done.

- Unprotected electrical outlets. All outlets now have protective caps.

- Toilets not immediately adjacent to activity areas.  Restrooms have been  renovated and child-size toilets have been installed.

- Some workers, from the center’s acting director to receptionists, did not receive proper training. Training has begun.

An Army Child Care Evaluation team spent a week in August scrutinizing the  center and did not list any infractions, said Ray Aalbue, a West Point  spokesman.

CIA Tries Again to Duck Responsibility for Doing Drug Experiments on Veterans By MARIA DINZEO December 14, 2010 SAN FRANCISCO (CN) – The Central Intelligence Agency in January will argue for dismissal of Vietnam veterans’ claims that the CIA must provide them with information about the health effects of chemicals used on them during Cold War-era human experiments. The CIA also claims it is not obligated to provide the veterans with medical care for side effects of the drugs. It’s the CIA’s third attempt to get the case dismissed.
In a 2009 federal lawsuit, Vietnam Veterans of America claimed that the Army and CIA had used at least 7,800 soldiers as guinea pigs in “Project Paperclip.” They were given at least 250 and as many as 400 types of drugs, among them sarin, one of the most deadly drugs known to man, amphetamines, barbiturates, mustard gas, phosgene gas and LSD.

Veterans say CIA tested drugs, mind control on them By Jay  Price – Staff Writer  1/11/09 Instead of equipment testing, though, the  Onslow County native found himself in a bizarre, CIA-funded drug testing  and mind-control program, according to a lawsuit that he and five other  veterans and Vietnam Veterans of America filed last week. The suit was  filed in federal court in San Francisco against the Department of  Defense and the CIA.  The plaintiffs seek to force the government to  contact all the subjects of the experiments and give them proper health  care.  The experiments have been the subject of congressional  hearings, and in 2003 the U.S. Department of Veterans Affairs released a  pamphlet said nearly 7,000 soldiers had been involved and more than 250  chemicals used on them, including hallucinogens such as LSD and PCP as  well as biological and chemical agents. Lasting from 1950 to 1975, the  experiments took place at Edgewood Arsenal in Maryland. According to the  lawsuit, some of the volunteers were even implanted with electrical  devices in an effort to control their behavior. Rochelle, 60, who  has come back to live in Onslow County, said in an interview Saturday  that there were about two dozen volunteers when he was taken to  Edgewood. Once there, they were asked to volunteer a second time, for  drug testing. They were told that the experiments were harmless and that  their health would be carefully monitored, not just during the tests  but afterward, too. The doctors running the experiments, though,  couldn’t have known the drugs were safe, because safety was one of the  things they were trying to find out, Rochelle said. “We volunteered,  yes, but we were not fully aware of the dangers,” he said. “None of us   knew the kind of drugs they gave us, or the aftereffects they’d have.”  http://www.commondreams.org/headline/2009/01/12-8

Vets sue CIA, DoD over military experiments By PAUL ELIAS,  Associated Press Writer 1/7/09 SAN FRANCISCO – Six veterans who say they  were exposed to dangerous chemicals, germs and mind-altering drugs  during Cold War-era experiments filed a federal lawsuit against the CIA,  Department of Defense and other agencies Wednesday. The veterans say  they volunteered for military experiments as part of a wide-ranging  program started in the 1950s to test nerve agents, biological weapons  and mind-control techniques, but were not properly informed of the  nature of the experiments. They blame the experiments for poor health  and are demanding the government provide their health care. They also  want the court to rule that the program was illegal because its  administrators failed to get their consent….The suit, filed in San  Francisco, alleges that at least 7,800 U.S. military personnel served as  volunteers to test experimental drugs such as LSD at the Edgewood  Arsenal near Baltimore, Md., during a program that lasted into the  1970s, and that many others volunteered for similar experiments at other  locations. “In virtually all cases, troops served in the same  capacity as laboratory rats or guinea pigs,” the lawsuit states. The  suit contends that veterans were wrongfully used as test subjects in  experiments such as MK-ULTRA, a CIA project from the 1950s and ’60s that  involved brainwashing and administering experimental drugs like LSD to  unsuspecting individuals. The project was the target of several  congressional inquiries in the 1970s and was tied to at least one death.  Harf said that MK-ULTRA “was thoroughly investigated and the CIA fully  cooperated with each of the investigations.” The plaintiffs say many of  the volunteers’ records have been destroyed or remain sealed as top  secret documents. They also say they were denied medals and other  citations they were promised for participating in the experiments. They  are not seeking monetary damages but have demanded access to health care  for veterans they say were turned away at Department of Veterans  Affairs facilities because they could not prove their ailments were  related to their military service. In 1988, the Justice Department  agreed to pay eight Canadians a total of $750,000 to settle their  lawsuit alleging they suffered psychological trauma from CIA-financed  mind-control experiments that included the use of LSD.

CIA ARTICHOKE FILES “Manchurian Candidate” ARTICHOKE CIA Files – ARTICHOKE was the CIA’S cryptonym for the study and/or use of special interrogation methods that have been known to included hypnosis, drugs and total isolation. It grew out of the Agency’s Operation BLACKBIRD and was a forerunner to the Agency’s MKULTRA. Project ARTICHOKE also known as Operation ARTICHOKE was run by the CIA’s Office of Scientific Intelligence. The project went deeper into interrogation methods studied in the CIA’s Project BLUEBIRD. ARTICHOKE offensive mind control techniques experiments attempted to induce amnesia and highly suggestive states in its subjects. ARTICHOKE focused on the use of hypnosis, forced morphine addiction, forced morphine addiction withdrawal, along with other drugs, chemicals, and techniques. The main focus of the program was summarized in a January 1952 CIA memo, “Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation?”
One program experiment attempted to see if it was possible to produce a “Manchurian Candidate.” In Richard Condon’s 1959 novel “The Manchurian Candidate” an American soldier, who has been placed into a hypnotic state by Communist forces, returns home to assassinate on command. Five years earlier the CIA considered the possibility. SIMS ET AL.  CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE DISTRICT OF COLUMBIA CIRCUIT  No. 83-1075.  Argued December 4, 1984  Decided April 16, 1985 ….Between 1953 and 1966, the Central Intelligence Agency financed a wide-ranging project, code-named MKULTRA, concerned with “the research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior.” The [471 U.S. 159, 162]   program consisted of some 149 subprojects which the Agency contracted out to various universities, research foundations, and similar institutions. At least 80 institutions and 185 private researchers participated. Because the Agency funded MKULTRA indirectly, many of the participating individuals were unaware that they were dealing with the Agency.

MKULTRA was established to counter perceived Soviet and Chinese advances in brainwashing and interrogation techniques. Over the years the program included various medical and psychological experiments, some of which led to untoward results. Argued April 21, 1987 Decided June 25, 1987 Respondent, a serviceman, volunteered for what was ostensibly a chemical warfare testing program, but in which he was secretly administered lysergic acid diethylamide (LSD) pursuant to an Army plan to test the effects of the drug on human subjects, whereby he suffered severe personality changes that led to his discharge and the dissolution of his marriage. Upon being informed by the Army that he had been given LSD, respondent filed a Federal Tort Claims Act (FTCA) suit. The District Court granted the Government summary judgment on the ground that the suit was barred by the doctrine of Feres v. United States, 340 U.S. 135 , which precludes governmental FTCA liability for injuries to servicemen resulting from activity “incident to service.” Although agreeing with this holding, the Court of Appeals remanded the case upon concluding that respondent had at least a colorable constitutional claim under the doctrine of Bivens v. Six Unknown Fed. Narcotics Agents, 403 U.S. 388 , whereby a violation of constitutional rights can give rise to a damages action against the offending federal officials even in the absence of a statute authorizing such relief, unless there are “special factors counselling hesitation” or an “explicit congressional declaration” of another, exclusive remedy. Respondent then amended his complaint to add Bivens claims and attempted to resurrect his FTCA claim. Although dismissing the latter claim, the District Court refused to dismiss the Bivens claims, rejecting, inter alia, the Government’s argument that the same considerations giving rise to the Feres doctrine should constitute “special factors” barring a Bivens action….In February 1958, James B. Stanley, a master sergeant in the Army stationed at Fort Knox, Kentucky, volunteered to participate in a program ostensibly designed to test the effectiveness of protective clothing and equipment as defenses against chemical warfare. He was released from his then-current duties and went to the Army’s Chemical Warfare Laboratories at the Aberdeen Proving Grounds in Maryland. Four times that month, Stanley was secretly administered doses of lysergic acid diethylamide (LSD), pursuant to an Army plan to study the effects of the drug on human subjects. According to his Second Amended Complaint (the allegations of which we accept for purposes of this decision), as a result of the LSD exposure, Stanley has suffered from hallucinations and periods of incoherence and memory loss, was impaired in his military performance, and would on occasion “awake from sleep at night and, without reason, violently beat his wife and children, later being unable to recall the entire incident.” App. 5. He was discharged from the Army in 1969. One year later, his marriage dissolved because of the personality changes wrought by the LSD. December 10, 1975, the Army sent Stanley a letter soliciting his cooperation in a study of the long-term effects of LSD on “volunteers who participated” in the 1958 tests. [483 U.S. 669, 672] This was the Government’s first notification to Stanley that he had been given LSD during his time in Maryland. Operation Paperclip – CIA’s Denial of Protecting Nazis is Blatant Lie (Part 1) by Hank P. Albarelli Jr. Leaks or revelations are often more compelling because of what they don’t reveal. Through Operation Paperclip, the U.S. organized a monumental transfer of black technology by actively recruiting Nazi scientists guilty of war crimes for employment by U.S. intelligence. In his three-part investigation, author H. P. Albarelli dredges up the part that was omitted from the recently-outed official report: the U.S. pointedly chose ’fervent’ Nazi scientists with experience in chemical, biological and radioactive warfare to become the architects of the CIA’s darkest military experiments involving human guinea pigs, as was the case in Nazi Germany.
On 11 November 1954, thirty-nine of the German-born scientists who entered the United States through Project Paperclip were sworn in as U.S. citizens. Military Intelligence “cleansed” the files of Nazi references. By 1955, more than 760 German scientists had been granted citizenship in the U.S. and given prominent positions in the American scientific community. Many had been longtime members of the Nazi party and the Gestapo, had conducted experiments on humans at concentration camps, had used slave labor, and had committed other war crimes.

The article focused on a 600-page “secret report” that had been produced by the U.S. Justice Department. The report, which Justice Department officials had suppressed from public release for years, details the American government’s importation into the U.S., following the end of World War II, of countless numbers of Nazis.
Written in a dry, bureaucratic style, the report recounts a number of examples of well-known Nazis to whom both the CIA and Department of State had provided both shelter and employment to, including Adolph Eichman, Otto Von Bolschwing, Dr. Josef Mengele, and Arthur Rudolph. To the purposes of this article, it is important to underscore here that the long-concealed report makes no mention whatsoever of the many Nazi scientists who specialized in chemical, biological and radioactive warfare and who were secretly relocated in the United States between the years 1946 and 1958….
“Operation Paperclip” transferred to the U.S. over 1,600 Nazi scientists, largely escaping the Nuremberg trials. Men who were classified as ’ardent Nazis’ were chosen – just weeks after Hitler’s defeat – to become ’respectable’ U.S. citizens, some of whom are allegedly still working in places like Brookhaven labs, Cold Spring Harbor and Plum Island. The men  designed the CIA’s interrogation program and also personally took part in the waterboarding sessions. Morgellons and the CIA’s MK/NAOMI Project (Part 2) by Hank P. Albarelli Jr., Zoe Martell Why is it that the U.S. state apparatus is standing in the way of any serious medical investigation into Mogellons disease? For the simple reason that it would inexorably lead to the covert biological war programmes of the 1950′s. Hank Albarelli lifts the veil on a period – which may not necessarily be over – when the military-industrial complex proclaimed to safeguard the “free world” while testing new experiments on the civilian population that it purported to protect; a period when members of the medical profession – including the CDC – developed diseases that they should have been preventing but which they used instead to contaminate the very people they were supposed to protect.

….MK/NAOMI was the cryptonym for an ultra-secret project instituted by the CIA for its partnership with the Special Operations Division (SOD) of the U.S. Army’s biological warfare center at Fort Detrick, Maryland. The general objectives of MK/NAOMI, as stated in contemporaneous CIA documents, were:
- To provide for a covert support base to meet clandestine operational requirements.
- To research, develop, and stockpile severely incapacitating and lethal materials for the specific use of CIA’s Technical Services Division.
- To maintain in operational readiness special and unique items for the dissemination of biological and chemical materials.
- To provide for the required surveillance, testing, upgrading, and evaluation of materials and items in order to assure absence of defects and complete predictability of results to be expected under operational conditions.
Recently obtained CIA documents reveal that in the mid-1950s, scientists at Fort Detrick’s SOD undertook intensive research and experimentation with a large number of “paralysis agents.” This phase of MK/NAOMI was referred to in-house at Fort Detrick as the “K Project” and the “K Problem.” According to CIA documents, K indicates both “knockout” and “kill”, depending upon the circumstances under which researched biological products were employed by CIA operatives in the field operations conducted under “Project Artichoke” and later programs. http://www.voltairenet.org/article166027.html
