A 10-year-old girl who said she was raped was kept behind bars for several hours after trying to report the crime, according to multiple news outlets.

The incident occurred Monday in the Indian city of Bulandshahr, in the state of Uttar Pradesh, according to the Press Trust of India (PTI). The young girl and her mother approached a women’s police station to report a rape, but the child was promptly put in a cell for several hours, the outlet notes.

CNN-IBN reports that at least two female officers at the station have already been suspended. An investigation is ongoing.

“The child is a minor,” Senior Superintendent of Police Gulab Singh said in a press conference. “You can neither keep her behind bars nor can you hold her back as a victim in the station. This is wrong. If the lady constable has done this then we will definitely take appropriate action.”

Local politician Rita Bahuguna Joshi told CNN-IBN that the incident was indicative of a bigger problem in Indian law enforcement.

“Instead of arresting the accused the police is arresting the girl,” she said. “We have been saying this from one long time. No one is doing anything. I congratulate media for covering all these issues. We want strict actions to be taken against the guilty. UP government has failed to do anything. Uttar Pradesh: Uproar as minor rape survivor is locked up in women’s police station Shreya Dhoundial, CNN-IBN Apr 09, 2013

Bulandshahr: A ten-year-old rape survivor was put behind bars by the Bulandshahr police in Uttar Pradesh when she approached them for help. The child and her mother had gone to a women’s police station to file the complaint of the rape.

The child and her mother, who spent several hours behind the bars, were freed only after locals created an uproar. Two women constables have been suspended while two sub-inspectors, including the station-in-charge, have been sent to police lines following the incident.

“The child is a minor. You can neither keep her behind bars nor can you hold her back as a victim in the station. This is wrong. If the lady constable has done this then we will definitely take appropriate action,” SSP Gulab Singh said.

A local goon accused of raping the minor is absconding. The minor from Meerpur village was found lying unconscious in a field by her parents on Sunday night where she had been dumped after being allegedly raped….

BULANDSHAHR (UP): The callous response of police came to fore when a 10-year-old girl, who was allegedly raped, was put behind bars by women cops after she approached them to file a complaint along with her mother.

Two women constables have been suspended while two sub-inspectors including the station-in-charge have been sent to police lines following the incident, SSP Gulab Singh said.

The victim spent several hours behind the bars after her mother brought her to a women’s police station to lodge a complaint against a local goon for allegedly raping her. She was rescued only after locals protested over the matter….

BUENOS AIRES, Argentina — Activists against abuse by Roman Catholic clergy urged Pope Francis on Tuesday to apologize for what they called the Argentine church’s protection of two priests who were eventually convicted of sexually assaulting children.

The U.S.-based Bishop Accountability group cited the case of Father Julio Cesar Grassi, who ran the “Happy Children” foundation and was convicted of pedophilia in 2008, and Father Napoleon Sasso, convicted in 2007 of abusing girls at a soup kitchen in suburban Buenos Aires.

The Buenos Aires archbishop’s office didn’t immediately respond Tuesday.

The pope’s authorized biographer, Sergio Rubin, told The Associated Press before Jorge Mario Bergoglio was elected pope last week that he had drawn an increasingly tough line on clergy abuse. Bergoglio insisted that accused priests face trial, and imposed a thorough screening process in an attempt to weed out future problems, Rubin said…..

Grassi was well known in Buenos Aires for persuading celebrities to donate to his “Happy Children” foundation, which ran orphanages and social outreach programs. Before he was convicted, Grassi praised Bergoglio for “never abandoning him.” Now he’s free on appeal, thanks in part to a church filing on his behalf.

Sasso, meanwhile, enjoys prison furloughs after serving half of a 17-year sentence for abusing five girls.

Sasso was assigned to the soup kitchen, at a chapel where his bedroom shared the only bathroom, after living in a home for wayward priests where he had been sent after accusations of pedophilia were raised against him in remote San Juan province.

“The bathroom had two doors. The girls would come in through the outside door, and the priest would bring them into his bedroom through the other, sexually abusing the girls,” Moreau said. “These were really poor people, who were there for free meals while their parents worked. They found an enormous amount of child pornography in his computer, semen, condoms.” It was a medical priest and a nun who discovered that Sasso abused 25 girls aged 3 to 16, but when they informed church officials, they were told to “remain patient,” and nothing was done, Moreau said.

Eventually, they sought higher authorities and the case was taken up by the criminal courts, but the mid-level officials who covered it up still have their positions, while the priest and nun were forced to work elsewhere, the lawyer said….

Indian legislators pass strict anti-rape law

NEW DELHI — The Indian Parliament’s lower house passed a landmark law Tuesday that sets tougher penalties for rapists and for police officers who refuse to file a woman’s complaint of rape, as well as criminalizing offenses such as stalking, voyeurism and acid attacks.

The amendments to existing law incorporate some of the sweeping changes that were demanded after the fatal gang rape of a young paramedical student in New Delhi in December, an incident that sparked a nationwide outcry against the lack of safety for women.

Despite the unprecedented protests that galvanized tens of thousands of Indians, the number of incidents of sexual assault has not diminished.

As lawmakers discussed the new law in Parliament on Tuesday, a British tourist fractured her leg when she jumped from the balcony of her hotel room in Agra, the city of the Taj Mahal, to escape being molested by the hotel owner, police said….

A provision requiring government approval for the trial of police officers, officials, politicians and judges on rape charges also has been lifted.

For the first time, the law criminalizes stalking and voyeurism, acts of sexual harassment that have long been grouped under the benign euphemism “love-teasing.” Hereafter, rapes that occur during religious and caste riots also will be treated as cases of aggravated sexual assault.

The law does not, however, address contentious issues such as marital rape or the legal impunity afforded to Indian military officers. Nor does it include a provision to prohibit politicians charged with rape from running for office….

Some activists working to end the trafficking of minors said the law is a watered-down version of what was initially proposed.

“Under the new law, trafficking of a minor is a crime only if rape or sexual exploitation occurs,” said Bhuwan Ribhu, a children’s rights activist….

JOHANNESBURG (Reuters) – A South African cardinal who helped elect Pope Francis this week has told the BBC pedophilia is an illness and not a crime.

Cardinal Wilfrid Fox Napier, the Catholic Archbishop of Durban, told BBC Radio 5 on Saturday that pedophilia was a “disorder” that needed to be treated.

“From my experience, pedophilia is actually an illness. It’s not a criminal condition, it’s an illness,” he said.

Napier said he knew of at least two priests who became pedophiles after they were abused as children.

“Now don’t tell me that those people are criminally responsible like somebody who chooses to do something like that. I don’t think you can really take the position and say that person deserves to be punished. He was himself damaged.”

The Catholic Church has had its image deeply tarnished by a widespread child sex abuse scandal.

Napier was one of the 115 cardinals in the Vatican conclave that elected Pope Francis on Wednesday, the BBC reported.

A South African cardinal who helped elect Pope Francis has described paedophilia as a psychological illness and not “a criminal condition”.

The Catholic Archbishop of Durban, Wilfrid Fox Napier, said that people who were abused as children and became paedophiles were not criminally responsible for their actions in the same way as somebody “who chooses to do something like that”.

Cardinal Napier, who was among the 115 cardinals in the conclave at the Vatican that elected Pope Francis earlier this week, called paedophilia a “psychological disorder”.

He said: “What do you do with disorders? You have got to try and put them right. If I as a normal being choose to break the law knowing that I am breaking the law, then I think I need to be punished …

“From my experience, paedophilia is actually an illness, it is not a criminal condition, it is an illness.”

A Swiss cyclist was gang-raped after she and her husband were attacked while camping in India, police said.

Authorities detained and questioned 13 men in connection with the attack, which occurred on Friday as the couple camped out in a forest in Madhya Pradesh state after cycling from the temple town of Orchha, local police officer RK Gurjar said.

The men beat the couple and gang-raped the 39-year old woman, he said. They also stole the couple’s mobile phone, a laptop computer and 10,000 rupees (£123)….

India has experienced outrage and widespread protests against attacks on women since December’s fatal gang-rape of a young woman on a bus in New Delhi, the capital. The crime horrified Indians and set off nationwide protests about India’s treatment of women, spurring the government to hurry through a new package of laws….

Scotland Yard tonight launched a full investigation into allegations that Conservative politicians were members of a paedophile ring which abused children in care the 1980s.

Operation Fernbridge will centre on the alleged historic sexual abuse of children at Elm Guest House, in Rocks Lane, a suburban street in Barnes, south-west London.

Residents of a nearby care home run by Richmond Council claim they were sexually assaulted at the property by a network of prominent individuals, including Tory MPs, who used their connections to escape justice….

Saying that the file contained “clear intelligence of a widespread paedophile ring”, Mr Watson said at Prime Minister’s Questions: “One of its members boasts of a link to a senior aide of a former Prime Minister, who says he could smuggle indecent images of children from abroad….

In a short statement, Scotland Yard said: “The Metropolitan Police Service have today, Thursday 17 January, launched an investigation, Operation Fernbridge, into historic allegations of child abuse in the early 1980s at the Elm Guest House, Rocks Lane, Barnes, London.

“The investigation will be led by the Child Abuse Investigation Command.”

The statement went on: “The allegations under Operation Fernbridge were initially assessed under Operation Fairbank which was information passed to police by MP Tom Watson. Operation Fernbridge reached the threshold for a criminal investigation.

India’s New Focus on Rape Shows Only the Surface of Women’s Perils

NEW DELHI — Harassed for years by her husband and his relatives, an Indian woman was finally kidnapped, raped, strangled and tossed into a ditch.

For more than a year, the woman’s father has tried without success to get the police to arrest those accused of killing her, including her husband, who were charged but remain at large. The father, Subedar Akhileshar Kumar Singh, an army officer, says he believes his daughter was killed because her in-laws were not satisfied with her dowry, according to an article on Thursday in The Indian Express.

Such crimes are routine in this country, where researchers estimate that anywhere from 25,000 to 100,000 women a year are killed over dowry disputes. Many are burned alive in a particularly grisly form of retribution.

While a horrific gang rape in New Delhi has transfixed India and drawn attention to a violent epidemic, rape is just one facet of a broad range of violence and discrimination that leads to the deaths of almost two million women a year, researchers say. Among the causes are not only sexual violence but also domestic violence, family disputes and female infanticide, as well as infant neglect and poor care of the elderly that affect girls and women far more than boys and men….

The friend of a woman who died after being raped on a bus in Delhi has given his first interview since the incident.

The man, who has not been named, told Zee News how he and the victim had boarded the bus and paid a fare, before he was beaten unconscious by men on board, who then attacked her.

He also criticised police for their slow response to the attack.
The woman died of her injuries last weekend, and five men are due to stand trial for her murder and rape. The five could face the death penalty if they are convicted. A sixth suspect is expected to be tried in a juvenile court.

The friend said the bus had tinted windows, and that he believed the group of men had laid a trap for them. “We tried to resist them. Even my friend fought with them, she tried to save me,” he said. She tried to dial the police control room number 100, but the accused snatched her mobile away.”

He confirmed earlier reports that the assailants had thrown them off the bus and tried to run them over. And he also criticised the authorities, accusing them of being slow to arrive, then arguing over jurisdiction, and eventually taking them to the wrong hospital.

“My friend was bleeding profusely. But instead of taking us to a nearby hospital, they [police] took us to a hospital that was far away,” he said….

Delhi women ‘carry knives’ on board buses  3 January 2013
Indian authorities have charged five men with the kidnap, gang-rape and murder of a woman in Delhi last month.
The 23-year-old was travelling on a bus when the men beat her and her companion with iron bars, raped her for nearly an hour and then threw them out of the moving bus into the street, say police.
The attack has sparked mass protests in India and there have been calls to improve safety for women….

US rape case loophole prompts uproar  4 January 2013
California lawmakers have vowed to close a loophole that allowed a man’s rape conviction to be overturned because his victim was not married.

An arcane state law says a person who gets consent for sex by pretending to be someone else is guilty of rape only if posing as the victim’s spouse.

Julio Morales was initially convicted of rape after pretending to be the unmarried victim’s boyfriend. A similar loophole has already been closed in the state of Idaho.

In the California case from four years ago, Morales went into a room and had sex with an 18-year-old woman after her boyfriend, whom she had fallen asleep beside, had left….

In its ruling on Wednesday, the California appeal court reluctantly decided that Morales was not guilty of rape, because he was pretending to be the woman’s boyfriend and not her husband.  A law dating back to 1872 makes it a crime for a man to have sex with a woman while posing as her husband, but not as a boyfriend….

A response to Jon Henley’s article on paedophilia  Tom Watson MP January 4th, 2013
Jon Henley had a piece in yesterday’s Guardian, entitled “Paedophilia: bringing dark desires to light”. He’s received a furious response on social media and I can see why. Many involved child protection will find it hard to see it as anything other than the commentariat’s backlash, a contrarian response to a public outcry over recent revelations about child abuse by the rich and famous….

My main argument against this article is that this approach ignores the evidence of the experiences of abused children, the experiences of adult survivors of child abuse and the experiences of many professionals who work to protect children. It is a risky strategy at the current time because so many of those who promoted the rights of the ‘paedophile’ have in later years been convicted of sexual crimes against children. Equally, so many of those whom this lobby attacked have been vindicated in their efforts to protect and gain justice for children and survivors….

No wonder many more enlightened academics like Dr Liz Davies talk of the “child sex abuse lobby”. She argues some academic writings have to be located in the context of what is known about those who spread those viewpoints and their agendas. Their views were clearly expressed in a document dated 1975 where Paedophile Information Exchange submitted evidence to the Home Office.This proposed abolition of the age of consent and the removal of consensual sexual activity at all ages from the criminal law….

In order to sexually abuse a child a perpetrator will often groom the child and so it is not uncommon for a child to have some positive feelings towards the person harming them. The perpetrator may also be someone who is close to them and the child wants the abuse to stop but does not want to lose the relationship. This is no way suggests that the abuse is justifiable. In fact a state of confused emotions and responses adds to the severity of the trauma experienced by the child. That this is not obvious to Jon Henley is alarming to me.

Whether or not a child voluntarily entered into sexual relations with their abuser, and how positive or negative they felt about it at the time, is irrelevant when it comes to both the long-term effects of child sex abuse, and how seriously we should treat the abuse. Even if it is true that for some survivors of this type of consensual abuse there were no “undesirable outcomes” (though this is surely hard to quantify), this is certainly not true for all, or even many, if any, children who entered into abusive relationships voluntarily; and to draw a distinction between children who were violently abused and children who submitted willingly is irresponsible and damaging when children who submitted willingly are already more likely to feel shame, self-blame and not seek help due to their belief it was their own fault….

Survivors of child sex abuse commonly suffer from depression, anxiety disorders, panic attacks, phobias, flashbacks, disturbing thoughts, intrusive memories, self-harming, alcoholism, eating disorders, and feelings of shame, anger and worthlessness. This is the reality, but Jon Henley doesn’t voice it in his piece.

123 child victims of Internet sex abuse identified — one just 19 days old, US officials say By Andrew Mach, NBC News
In just over a month, more than 120 sexually exploited children — one just 19 days old — were identified in an international operation that found them depicted in child pornography on the Internet, U.S. officials said Thursday.

In Operation Sunflower, led by agents from Immigration and Customs Enforcement’s Homeland Security Investigation unit from Nov. 1 to Dec. 7, 123 victims of child sexual exploitation were identified, ICE Director John Morton said at a press conference in Washington.

Of that group, 44 children had been living with their abusers, and 79 children were exploited by people outside of their home or were victimized as children and are now adults. Seventy female and 53 male victims rescued; 110 of the victims were identified in 19 U.S. states and the rest were identified in six foreign countries….

Of the victims identified during Operation Sunflower, five were under the age of 3, and one of those was just 19 days old. Thirty others were below the age of 10, officials said….

Robert Sullivan “Worst case I’ve ever heard”: Judge blasts sadistic paedophile who used young girls as “playthings” By Luke Traynor 4 Jan 2013  One of his two victims was four when he first assaulted her

….The court heard the defendant used the girls as “playthings” to fulfil his own sexual gratification in a “cycle of violent and sadistic behaviour.”
The abuse went on between 1977 and 1984.
Sullivan was arrested in 2009 but went on the run for 22 months before being caught last July. He admitted 25 sex charges, including nine rapes….

Website to boost rape reporting in London 5 December 2012
A website aimed at boosting the number of reported rapes has been launched by the Metropolitan Police. Called My Decision, the site provides a step-by-step guide for anyone who has been raped or sexually assaulted.

It is designed to overcome barriers people may have to reporting such crimes – for example victims fearing they would not be believed. According to the Met only one in five rape victims go to the police and about 40% choose not to report it.

The Rape Crisis charity welcomed the fact the website will give information and answer victims’ questions, but said it lacks links to “crucial support services”….

….Rape and sexual violence against women are endemic everywhere. Shocked by what happened in India? Take a look at France, that prosperous bastion of European civilisation. In 1999, two then-teenagers – named only as Nina and Stephanie – were raped almost every day for six months. Young men would queue up to rape them, patiently waiting for their friends to finish in secluded basements. After a three-week trial this year, 10 of the 14 accused left the courtroom as free men; the other four were granted lenient sentences of one year at most.

Shocked? Again, let us Brits not get all high and mighty, either. Amnesty International conducted a poll in the United Kingdom a few years ago. Only four per cent of respondents thought that the number of women raped each year exceeded 10,000. But according to the Government’s Action Plan on Violence Against Women and Girls, 80,000 women are raped a year, and 400,000 women are sexually assaulted. It is a pandemic of violence against women that – given its scale – is not discussed nearly enough….

Indian teen kills self after pressed to drop rape case

AMRITSAR, India (AFP) – A 17-year-old Indian girl who was gang-raped committed suicide after police pressured her to drop the case and marry one of her attackers, police and a relative said on Thursday.

Amid the ongoing uproar over the gang-rape of a student on a bus in New Delhi earlier this month, the latest case has again shone the spotlight on the police’s handling of sex crimes.

One police officer has been sacked and another suspended over their conduct after the assault during the festival of Diwali on November 13 in the Patiala region in the Punjab, according to officials….

The victim’s sister told Indian television that the teenager had been urged to either accept a cash settlement or marry one of her attackers.

“The police started pressuring her to either reach a financial settlement with her attackers or marry one of them,” her sister told the NDTV network.

Meanwhile, the Press Trust of India reported that a police officer has been suspended for allegedly refusing to register a rape complaint in the northern state of Chhattisgar….

Official figures show that 228,650 of the total 256,329 violent crimes recorded last year in India were against women.

The real figure is thought to be much higher as so many women are reluctant to report attacks to the police.

Scientists Claim CIA Misused Work on Sleep Deprivation
By Michael Scherer  Washington  Apr. 21, 2009 German and French researchers whose work has been cited by the CIA and the Justice Department to help justify the legality of harsh interrogation techniques, including prolonged sleep deprivation, condemned the Bush Administration on Tuesday for misusing their scientific findings.

“It is total nonsense to cite our study in this context,” said Dr. Bernd Kundermann, a professor in the Department of Psychiatry and Psychotherapy at the University of Marburg.
“I’m disappointed, upset, consternated and even hurt at seeing this,” said Dr. S. Hakki Onen, a sleep specialist and geriatrician with the Hôpital Gériatrique A. Charial, part of the Hospices Civils de Lyon in France. “To see [the research] used in this manner is upsetting because [the CIA's] goals run counter to the therapeutic intent of our effort … In publishing clinical findings like this, you’re aware you lose control of them, because they can be read and even abused by people who may have other objectives in mind.”

Kundermann and Onen are the second and third European sleep scientists to speak out this week against the CIA’s use of published academic literature on sleep deprivation. On Monday, James Horne, a British researcher who was also cited by CIA medical experts in recently declassified memos, called the agency’s medical reasoning “nonsense.”….

According to the Justice Department memos, the maximum allowable period of sleep deprivation allowed under the CIA interrogation program was 264 hours, though no detainee was deprived of sleep for more than 180 hours, or 7½ days. Only three detainees had been subjected to sleep deprivation for more than 96 hours. The detainees were kept awake by being forced to stand, sit or recline in uncomfortable positions, with shackled limbs. At the same time, detainees could undergo stressful treatments, including significant dietary restrictions and violence, like waterboarding and walling.

Catholic Church to overhaul disgraced Legionaries order 05/02/2010 VATICAN CITY—The Roman Catholic Church will overhaul the ultra-conservative Legion of Christ whose late founder Marcial Maciel was disgraced after abuse scandals, the Vatican said Saturday. Maciel’s “conduct… had consequences in the life and the structure of the Legion that are so serious as to require a journey of profound restructuring,” a statement said. Pope Benedict XVI will name an interim leader within weeks, said Vatican spokesman Federico Lombardi, in a major shakeup at a time when the Church faces intense pressure to crack down on abusers and their protectors in the hierarchy….

The Mexican-born Maciel, who died in the United States in January 2008 aged 87, was accused of molesting eight seminarians and secretly fathering children. The Vatican said that many members of the order had been unaware of Maciel’s misconduct as he “created around him a defence mechanism that shielded him for a long time”….

Maciel founded the Legion of Christ in 1941 and ran it with an iron fist, requiring a vow of secrecy and barring any criticism of the order’s superiors including himself. Before Maciel’s fall from grace, he and his order enjoyed the adulation of Benedict’s predecessor John Paul II. Just weeks before the Polish pope died in 2005 he hailed Maciel’s and the Legionaries’ work throughout the world as the Church battled tough competition from evangelical groups, notably in its Latin American stronghold….

Maciel’s “very serious and objectively immoral actions confirmed by incontestable testimonies … show a life without scruples nor authentic religious sentiments,” the Vatican said. Last month in Mexico the order asked for forgiveness from two brothers claiming to be Maciel’s sons who said he had abused them. Last year the order confirmed a report in The New York Times that Maciel had also secretly fathered a daughter.

Conn. lawmakers pull statute-of-limitations bill HARTFORD By SUSAN HAIGH Associated Press 4/30/10
Lawmakers on Friday pulled a bill that would have extended the statute of limitations for lawsuits involving sexual abuse, saying they didn’t believe they had enough votes to pass the measure this legislative session.

Disappointed proponents said they would revive the issue next year. They also suggested that some kind of resolution could likely be reached in the coming months regarding victims of the late Dr. George Reardon, a former St. Francis Hospital and Medical Center physician who is believed to have victimized hundreds of children beginning in the 1950s. Some of his victims have been limited in pursuing lawsuits against the Hartford Archdiocese, the hospital or others because of the state’s statute of limitations, which gives childhood sex abuse victims until age 48 to file lawsuits….

Michael Culhane, executive director of the Connecticut Catholic Conference, called the bill “horrendous” and said he was pleased it was withdrawn. Earlier this month, Roman Catholic bishops warned of potentially disastrous financial fallout….Scores of people claim Reardon molested them in his office at the hospital and took inappropriate photographs as part of a bogus “growth study.” Reardon resigned from the hospital in 1993 amid the molestation accusations but never faced criminal charges. He died in 1998. The owner of his former home in West Hartford discovered more than 50,000 photo slides and more than 100 movie reels of child pornography in a hidden storage space while renovating the house in May 2007. Authorities said evidence links the images to Reardon.

Rescuing girls from sex slavery By Ebonne Ruffins, CNN April 30, 2010 Kathmandu, Nepal (CNN) ….By raiding brothels, patrolling the India-Nepal border and providing safe shelter and support services, Koirala and Maiti Nepal have helped rescue and rehabilitate more than 12,000 Nepali women and girls since 1993. According to the U.S. State Department, some 10,000 to 15,000 women and girls from Nepal are trafficked to India and then sexually exploited each year.
