New poll: Florida voters back Caylee’s law 6 to 1

The latest poll of Florida voters from Quinnipiac University shows widespread support for “Caylee’s Law.”

The would-be law, proposed in Florida and several other states in the wake of Casey Anthony’s acquittal of her 2-year-old daughter’s murder, would make it a felony to fail to report a child’s disappearance….

The proposal could make Caylee’s Law a reality during the next legislative session in Tallahassee in the spring of 2012.

OBJECTIVE: In order to determine whether pathological dissociation occurs in China, the authors conducted a survey among psychiatric inpatients, outpatients, and the general population in Shanghai, China. There is virtually no popular or professional knowledge of dissociative identity disorder in China, and therefore professional and popular contamination cannot exist.

METHOD: Chinese versions of the Dissociative Experiences Scale and the Dissociative Disorders Interview Schedule were administered to 423 inpatients, 304 outpatients, and 618 factory workers in Shanghai by Chinese psychiatrists working at the Shanghai Mental Health Center.

RESULTS: Dissociative disorders were diagnosed in 24 respondents by structured interview, and 15 respondents fell into the dissociative taxon on the Dissociative Experiences Scale. The outpatients reported the highest rates of childhood physical and/or sexual abuse and of pathological dissociation.

ONCLUSIONS: Pathological dissociation can be detected readily among psychiatric outpatients in China but is much less common in the general population. Pathological dissociation is more frequent in more traumatized subsamples of the Chinese population. The findings are not consistent with the sociocognitive, contamination, or iatrogenic models of dissociative identity disorder.

also reported more childhood abuse is consistent with the
trauma model of pathological dissociation.”

WI lawmakers look to pass “Caylee’s Law”

Eau Claire (WQOW) – After the acquittal of Casey Anthony in the death of her daughter, Caylee, many lawmakers clamored to create a law that would punish  parents for failing to alert police when their son or daughter is missing. Wisconsin is just one of nearly two dozen states that are looking into creating a measure that would be called “Caylee’s Law”.

2-year-old Caylee Anthony had been missing for 31 days before police knew about her disappearance. Wisconsin lawmakers say they’ve gotten hundreds of e-mails and phone calls about creating a law to punish parents who do not report their child missing.

….There are currently no laws in Wisconsin that punish parents for failing to report a missing child. Lawmakers say it’s an issue that’s been discussed for years.

….“Over and over, from the beginning of this, Sen. Fasano kept asking about the 31 days: why is it that this child was missing for 31 days and no one reported it?” said Greg Giordano, Fasano’s chief legislative aide.

“As we know now, there is no law in Florida that requires that missing children be reported to law enforcement within a certain time-frame.  If there had been such a law on the books this case may have turned out quite differently.”

Fasano hopes to close this loophole in Florida law, and I think it would get law enforcement involved in a timely fashion when there is a missing child. Also, it is another tool that could be used in a prosecutor’s arsenal whenever someone is eventually charged by the state for this type of crime….

“Senator Fasano is proposing legislation that will require a caretaker (someone in a custodial role, i.e. parent, grandparent, babysitter, guardian, etc) who willfully or by culpable negligence fails to make contact or verify the whereabouts of a child 12 years of age or younger for a period of 48 hours will be guilty of a third degree felony if he/she fails to report the child’s absence to law enforcement at the end of said 48 hours.

Archbishop Diarmuid Martin ‘ashamed’ at church failures -

In an unprecedented attack, the taoiseach said the historic relationship between church and state in Ireland could not be the same again and the report exposed the “elitism, dysfunction, disconnection, and narcissism that dominated the Vatican”.

A wave of legislation in response to the Casey Anthony verdict soon could touch Pennsylvania; a Philadelphia lawmaker said he intends to strengthen state laws to better protect children.

“I was motivated by the protection of children,” said Sen. Larry Farnese, a Democrat. “Nothing is more important to me as a legislator.”

Legal and child-abuse prevention experts question whether such laws would help because, they said, cases such as Anthony’s are rare. Anthony, 25, is scheduled for release from jail on Sunday. A Florida jury last week cleared her of charges she killed her toddler daughter, Caylee….

Farnese said he envisions “Caylee’s Law,” which would change concealing the death of a child from a first-degree misdemeanor to a third-degree felony with a maximum penalty of seven years incarceration and a $15,000 fine. Farnese plans to introduce another bill that would make neglecting to report a missing child to authorities a first-degree misdemeanor punishable by up to five years in jail and a $10,000 fine….

Witness Tampering At Casey Anthony Trial Alleged By Orange County Sheriff Jerry Demings 7/13/11 ORLANDO, Fla. (AP) — Authorities were looking into allegations of witness tampering during Casey Anthony’s murder trial, a Florida sheriff said Tuesday during a wide-ranging news conference with his top investigators in what he said was an effort to bring closure to a case that polarized the country.

Orange County Sheriff Jerry Demings also revealed that prosecutors were considering perjury charges against Anthony’s mother, but a spokeswoman for the state attorney’s office later said they would not be pursued….
Anthony’s defense said Caylee accidentally drowned in the family pool and her father, a former police officer, helped cover it up. Anthony’s partying and shopping during the month before her daughter was reported missing was caused in part by her father’s sexual abuse, her attorneys said.

George Anthony denied the claims in court, and investigators said Tuesday they were rebuffed by the defense team when they tried to interview her about the allegations….

“Caylee’s Law” has already gained over 330,000 signatures on Change.org.
The petition, which was created by Michelle Crowder of Oklahoma, aims to make not notifying police of a missing child a crime. According to USA Today, it also calls for strict penalties when parents do not quickly report the death of a child.

The call for the law comes in the wake of Tuesday’s verdict in the Casey Anthony trial, in which the young mother did not report her child missing for some time.

A Roman Catholic bishop will appear in the dock today for the first time in modern French history, accused of knowingly covering up the crimes of a paedophile priest who had been telling his Church superiors of his sexual relations with young boys for more than 25 years.

Monsignor Pierre Pican, the bishop of Bayeux in Normandy, faces up to three years in jail in a landmark case that pits one of the essential tenets of Catholicism, the secrecy of the confessional, against the moral requirements of a secular justice system.

Mgr Pican will be asked to explain why he failed to report to the police the activities of Father René Bissey, sentenced to 18 years in jail last year for repeatedly raping one boy and sexually abusing 10 others between 1989 and 1996. A long list of similar offences dating back to 1970 had exceeded the statute of limitations.

Despite issuing an official condemnation of paedophilia, the Catholic church remains bitterly divided over the case, with some senior figures continuing to defend the vital importance of secrecy to their profession and the “curative role” of the confessional in their faith.

Mgr Pican was formally notified of Bissey’s activities in 1996 by the vicar general of Normandy, Michel Marcel, who had received a letter from the mother of a young victim. He is alleged to have known of the priest’s behaviour for far longer.

During his trial last October, Bissey – described by a police psychiatrist as an “authentic paedophile” who “felt no guilt whatsoever towards his victims” – said he had repeatedly admitted his activities with young boys to his confessors within the Church.
He had carried on, he told the court, because he was always pardoned….

The case eventually came to court only after one of the principal victims, Yann, then 25, filed a complaint against Bissey in mid-1999. Mgr Pican, 66, now faces charges of “failing to disclose the sexual abuse and maltreatment of minors below the age of 15 by a figure in authority”.

A review has been launched to establish if authorities could have acted sooner to prevent a primary school teacher sexually assaulting pupils as young as six, allegedly for more than a decade.

Nigel Leat was jailed indefinitely for abusing children he taught, often when other pupils were present, and secretly filming his attacks.
He groomed at least one girl a year at Hillside first school in Weston-super-Mare, Somerset and showered her with gifts, afforded her privileges and organised one-on-one teaching sessions.
Leat, 51, would swear his victims to secrecy and even write letters to them in which he would describe what he wanted to do to them and ask them to reply.

After the sentencing, North Somerset council revealed that the headteacher of Hillside, Chris Hood, had been suspended and an independent serious case review was being held….
Married father of two Leat, from Bristol, admitted 36 offences involving five pupils aged between six and eight over five years. The offences included sexual assault, attempted rape, voyeurism and possessing extreme pornography.

But police say they could have charged him with as many as 500 offences and believe he had been abusing children for 12 years.

Jake Ormerod, 20, used Facebook as part of his “campaign to groom naive and immature girls” and then “mercilessly corrupted” them to satisfy his “insatiable need for sex”. He admitted 13 charges of sexual activity with eight girls.
He plied victims with drink and drugs in the Devon resort of Torquay, before having unprotected sex.
