(Reuters) – Celebrity publicist Max Clifford on Friday became the first high profile figure to be charged in a wide-ranging investigation into a sex scandal that has grabbed front page headlines in Britain in recent months.

Clifford, 70, was charged with 11 counts of indecent assault, prosecutors said, including on two underage girls, after being arrested in December as part of an investigation into sex crime allegations against the late Jimmy Savile….

Clifford, whose clients have included “The X Factor” reality TV creator Simon Cowell, is best known in Britain for selling “kiss and tell” stories about the rich and famous to scandal-hungry tabloid newspapers.

“Having completed our review, we have concluded that there is sufficient evidence and it is in the public interest for Mr Clifford to be charged with 11 offences of indecent assault relating to seven complainants,” the Crown Prosecution Service’s Alison Saunders said in a statement….

According to the Daily Mail the disgraced media personality who was revealed to be a pedophile after his death was heard making suggestive comments to young Irish girls he met, sometimes in front of their own parents. Later he bounced young girls on his knee without challenge.

The star, most famous for his turns on Top of the Pops and Jim’ll Fix It, was a regular visitor to Ireland throughout his decades long career and for the first time an eyewitness has come forward to document his behavior.

RTE’s former head of entertainment David Blake Knox, who was paid to spend a day with Savile while he attended a charity event in Ireland in the 1970s has come forward with a shocking portrait of the British DJ and charity fundraiser.

‘My abiding memory of Jimmy Savile is that he talked about sex the whole time. I was actually quite shocked because I wasn’t used to hearing adults talking about sex as crudely as he did. The way he talked about young women was shocking. I remember him making suggestive comments to young girls sometimes in front of their parents, and even priests,’ Blake Knox told the Evening Herald….

A cult leader was being hunted today over the horrific ritual killing of his three-week-old baby as four of his followers appeared in court – including the child’s mother.

Natalie Guerra, 25, hid her face in a coat as she attended a hearing into the killing of her daughter who was burned alive on a bonfire.

She put a hand over her mouth as she sat alongside sect members Carla Franchy, Maria del Pilar Alvarez and David Pastene during the tribunal in Quilpe, 70 miles west of Santiago.

Senior LAUSD officials knew of child abuse claims, lawyers say March 21, 2013

Senior LAUSD officials were allegedly aware of parent complaints in 2009 about a Wilmington teacher who was charged in January with abusing children over an extended period of time, say attorneys who represent alleged victims.

The latest allegations concern the case of Robert Pimentel, 57, who has been charged with molesting 12 students at De La Torre Elementary School. Pimentel has pleaded not guilty.

Los Angeles Unified School District officials had previously acknowledged Pimentel’s principal was aware of allegations in 2002 and 2008. The principal’s alleged failure to act was cited as reason for her removal by L.A. schools Supt. John Deasy. Both Pimental and Principal Irene L. Hinojosa resigned as the district was preparing to fire them.

The superintendent said in January that he did not know whether allegations against Pimental went higher than the principal.

On Thursday, attorneys alleged the allegations reached senior officials, namely Holly Priebe-Diaz, a veteran district mediator, and Linda Del Cueto, who oversees instructional programs in the San Fernando Valley. In 2009, she was one of eight top regional administrators across the nation’s second-largest school system.
According to accounts by the attorneys, Priebe-Diaz and Del Cueto were involved in a mediation to settle conflicts between parents and Hinojosa. As they worked through various issues, one parent asserted Pimentel had touched her daughter inappropriately and the principal had failed to follow up appropriately. Another parent who was present has corroborated that account, said attorney Luis Carrillo….

A teenage girl was raped 90 times in one weekend it has been revealed, in a shocking report into modern-day slavery in the UK.

The report, due to be published tomorrow by the Centre for Social Justice, contains evidence from the girl, who was 16 at the time she was taken into slavery and raped by 90 men.

The girl, who gave evidence to the committee despite still being ‘deeply traumatised’ by the attacks, did not come from a background which put her at risk, but became enslaved after befriending girls vulnerable to abuse, it has been reported….

UK Police Had Jimmy Savile Abuse Records In 1960s: Report

LONDON — An independent report into how British police handled allegations against disgraced late BBC entertainer Jimmy Savile said Tuesday that police held records that connected him to sexual abuse as early as 1964, but failed to carry out an investigation.

Her Majesty’s Inspectorate of Constabulary, an independent police oversight group, found that police recorded five allegations and two pieces of intelligence against Savile during his lifetime.

Once one of Britain’s most popular entertainers, Savile’s reputation took a dive after his death in 2011 at age 84, when hundreds of witnesses and victims came forward accusing him of sexual abuse. Police have since described the television and radio presenter as a serial sexual predator who used his fame to target young victims across Britain.

Tuesday’s report suggested that Savile could have been stopped decades ago.

The earliest found intelligence record held by the pedophile unit at Scotland Yard dates from about 1964, but was only uncovered last year, the report said. The record, which just contained brief notes, referred to Savile as a “well known disc jockey” and to sexual abuse involving students at a children’s home. No investigation was carried out as a result of that intelligence, the report said.

“Its existence suggests that, by 1964, Savile was known to (police) officers investigating sexual offences against children,” the report said. “On the basis of what we know now, there appears to have been, at the very least, an opportunity to investigate his behavior then.”

The second intelligence record was an anonymous letter sent to police in 1998. It urged Scotland Yard to stop Savile’s activities, but police marked it as “sensitive” because of his celebrity status. It was never investigated and not shared with other police forces….

Jimmy Savile’s celebrity status contributed to the police’s failure to prevent him sexually abusing hundreds of young people over five decades when they could have stopped him in the 1960s, the compiler of a highly critical report by Her Majesty’s Inspectorate of Constabulary (HMIC) has said.

The watchdog’s inquiry into the police’s handling of Savile revealed that the disgraced DJ, who died in October 2011, could have been stopped as early as 1964 but police mishandled evidence and dismissed victims.

Drusilla Sharpling, from HMIC, said police appeared to be reluctant to investigate Savile because of his high public profile….

The inspectorate described a “cultural mistrust” of evidence from children, warning that procedures adopted by various agencies over many years had left vulnerable young people unprotected by the criminal justice system….

In 1963, a Cheshire man was told by a police officer to “forget about it” and “move on” when he reported an allegation of rape by Savile, according to HMIC.

Another man who tried to report an assault his girlfriend had suffered at a recording of Top of the Pops was told by police he “could be arrested for making such allegations” and dismissed….

Mark Williams-Thomas, the child protection expert who exposed Jimmy Savile, has offered to help catch an alleged establishment paedophile ring that used its connections to escape justice decades ago.

The former police officer – who researched and presented ITV’s documentary on the dark side of the BBC star – said that victims reluctant to report the abuse they experienced at Elm Guest House in London could contact him directly. Mr Williams-Thomas said he would consider making a documentary about the case if a new police inquiry, Operation Fernbridge, turned out to be unsuccessful.

He stressed that he had “100 per cent faith” in the inquiry into claims that children in care were abused at the property in Rocks Lane, Barnes, in the early 1980s by powerful figures from across public life.

But he urged anyone who felt able to report their experiences to come forward, saying it was crucial for Scotland Yard to collect more evidence before making any further arrests.

He also divulged that he had already passed evidence to the police about the case, adding that the stories he was hearing about it were “horrendous”.

Three priests and a former priest in Scotland have reported the most senior Catholic clergyman in Britain, Cardinal Keith O’Brien, to the Vatican over allegations of inappropriate behaviour stretching back 30 years.

The four, from the diocese of St Andrews and Edinburgh, have complained to nuncio Antonio Mennini, the Vatican’s ambassador to Britain, and demanded O’Brien’s immediate resignation. A spokesman for the cardinal said that the claims were contested.

O’Brien, who is due to retire next month, has been an outspoken opponent of gay rights, condemning homosexuality as immoral, opposing gay adoption, and most recently arguing that same-sex marriages would be “harmful to the physical, mental and spiritual well-being of those involved”….
One of the complainants, it is understood, alleges that the cardinal developed an inappropriate relationship with him, resulting in a need for long-term psychological counselling….

In 1995 a 13-year-old boy committed suicide having been told he could not have counselling in the long run-up to his abuser’s trial. His mother said: “He was desperate to talk to someone. But social workers said there was no possibility of discussing the abuse before the trial. They did not want to contaminate the evidence.” His abuser was later jailed for four years for offences against other boys….

Malign attacks in the 1990s on psychotherapists by those accused of abuse in an effort to discredit their adult children’s stories have left a false impression. The purpose of therapy is to provide a container for patients’ often unbearable feelings and help them to move on. It leads to a more not less coherent witnessing of the past. Perhaps that is why it arouses such hostility in those who are desperate to bury what happened – accused abusers and their defence teams….

Republic accused of sex abuse ‘cover-up’

The Irish Government and judicial system conducted a ‘‘hideous cover-up’’ after a young girl was subjected to years of sexual abuse, it was claimed today.

Ian Paisley Jr (DUP, North Antrim) told the Stormont Assembly that 24-year-old Sarah Bland and her mother have spent the last two decades battling in vain to secure justice.

They had come to him in a desperate bid to right a terrible wrong, he said.

He declared: ‘‘For as long as this gross injustice, known as the Bland case, remains unresolved, anything the Irish authorities may say about rights, about equality, about honour, about truth, should be treated with contempt.’’

Mr Paisley’s motion expressing concern at the failure of the Irish judiciary to resolve the case of Sarah Bland, the daughter of a British citizen, was passed unanimously. He said the student and her mother, Trish, had given him a huge dossier on the abuse which began in 1980 when she was aged four and living in a stately home in the Irish midlands….

Abstract
Suraci’s Sybil in Her Own Words is almost as fascinating as the original book Sybil(Schreiber, 19732. Schreiber, F.R. 1973. Sybil, Chicago: Henry Regnery Company). The story of Sybil is true, not fictional or fraudulent. One early commentator actually suggested that Sybil and Dr. Cornelia Wilbur, her treating psychiatrist, were a case of folie à deux, or shared psychosis (Victor, 19753. Victor, G. 1975. Sybil: Grand hysteria or folie a deux? [Letter]. American Journal of Psychiatry, 132: 202). Having met Dr. Wilbur, listened to her presentations on multiple personality (now known as dissociative identity disorder or DID), and read the many critiques and reviews of Sybil, I have concluded that Sybil was not iatrogenically created by Dr. Wilbur. Documenting this, however, is beyond the purview of this book review.

Shortly after the death of Sybil in 1998, her identity as Shirley Ardell Mason was revealed. She had been living in Lexington, Kentucky close to the residence of her former therapist and had been running her art business out of her home. Patrick Suraci, Ph.D., had discovered Sybil’s identity from a painting that he had inherited from a colleague at John Jay College of Criminal Justice in New York. This colleague, Flora Rheta Schreiber, the author of Sybil, had died in 1988. Waiting until after the death of Dr. Wilbur in 1993, Suraci finally telephoned Shirley Mason and began a five-year telephone relationship with her until she died in 1998. This book grew from those telephone conversations and other research that Dr. Suraci conducted….

Data from 220 persons who had DID were used to compare three models of DID: the DSM-IV’s classic model of DID (ie, multiple personalities, switching, amnesia), the subjective/phenomenological model of DID (Box 1), and the sociocognitive model of DID. The DSM-IV narrowly portrays DID as an alter disorder; the subjective/phenomenological model portrays DID as a far more complex dissociative disorder. The data indicate that the subjective/phenomenological model of DID is a superior predictor of the dissociative phenomena of DID. The three studies [14,70] that corroborate the subjective/phenomenological model of DID are important. They show that the subjective/phenomenological model of DID is more comprehensive and more accurate than the DSM-IV’s classic model of DID. They also refute the sociocognitive model of DID. The subjective/phenomenological model of DID was deduced from a novel, empirically supported model of pathological dissociation [4] ; that model fully explains the empirical literature on DID, whereas the DSM-IV model of DID can account for little of that literature.

The Catholic archdiocese of Los Angeles has removed a top clergyman linked to efforts to conceal abuse as it released thousands on files of priests accused of molesting children.

Archbishop Jose Gomez said he had stripped his predecessor, the retired cardinal Roger Mahony, of all public and administrative duties. “I find these files to be brutal and painful reading. The behaviour described in these files is terribly sad and evil,” Gomez said in a statement released by the US’s largest Catholic archdiocese.

“There is no excuse, no explaining away what happened to these children. The priests involved had the duty to be their spiritual fathers and they failed,” he said.

Mahony’s former top aide, Thomas Curry, also stepped down as bishop of Santa Barbara.

The 12,000 pages of files were made public more than a week after church records relating to 14 priests were unsealed as part of a separate civil suit, showing that church officials plotted to conceal the abuse from law enforcement agencies as late as 1987.

The documents showed that Mahony, 76, and Curry, 70, both worked to send priests accused of abuse out of the state to shield them from scrutiny….

America Has an Incest Problem

People are rightly horrified by abuse scandals at Penn State and in the Catholic church. But what about children who are molested by their own family members?

Last year offered plenty of moments to have a sustained national conversation about child sexual abuse: the Jerry Sandusky verdict, the BBC’s Jimmy Savile, Horace Mann’s faculty members, and a slew of slightly less publicized incidents. President Obama missed the opportunity to put this issue on his second-term agenda in his inaugural speech.

Child sexual abuse impacts more Americans annually than cancer, AIDS, gun violence, LGBT inequality, and the mortgage crisis combined—subjects that Obama did cover.

Had he mentioned this issue, he would have been the first president to acknowledge the abuse that occurs in the institution that predates all others: the family. Incest was the first form of institutional abuse, and it remains by far the most widespread.

Here are some statistics that should be familiar to us all, but aren’t, either because they’re too mind-boggling to be absorbed easily, or because they’re not publicized enough. One in three-to-four girls, and one in five-to-seven boys are sexually abused before they turn 18, an overwhelming incidence of which happens within the family. These statistics are well known among industry professionals, who are often quick to add, “and this is a notoriously underreported crime.”

Incest is a subject that makes people recoil. The word alone causes many to squirm, and it’s telling that of all of the individual and groups of perpetrators who’ve made national headlines to date, virtually none have been related to their victims. They’ve been trusted or fatherly figures (some in a more literal sense than others) from institutions close to home, but not actual fathers, step-fathers, uncles, grandfathers, brothers, or cousins (or mothers and female relatives, for that matter). While all abuse is traumatizing, people outside of a child’s home and family—the Sanduskys, the teachers and the priests—account for far fewer cases of child sexual abuse.

To answer the questions always following such scandals—why did the victims remain silent for so long, how and why were the offending adults protected, why weren’t the police involved, how could a whole community be in such denial?—one need only realize that these institutions are mirroring the long-established patterns and responses to sexual abuse within the family. Which are: Deal with it internally instead of seeking legal justice and protection; keep kids quiet while adults remain protected and free to abuse again….

LOS ANGELES (AP) — Retired Cardinal Roger Mahony and other top Roman Catholic Archdiocese of Los Angeles officials maneuvered behind the scenes to shield molester priests, provide damage control for the church and keep parishioners in the dark, according to church personnel files.

The confidential records filed in a lawsuit against the archdiocese disclose how the church handled abuse allegations for decades and also reveal dissent from a top Mahony aide who criticized his superiors for covering up allegations of abuse rather than protecting children.

Notes inked by Mahony demonstrate he was disturbed about abuse and sent problem priests for treatment, but there also were lengthy delays or oversights in some cases. Mahony received psychological reports on some priests that mentioned the possibility of many other victims, for example, but there is no indication that he or other church leaders investigated further.

“This is all intolerable and unacceptable to me,” Mahony wrote in 1991 on a file of the Rev. Lynn Caffoe, a priest suspected of locking boys in his room, videotaping their crotches and running up a $100 phone sex bill while with a boy. Caffoe was sent for therapy and removed from ministry, but Mahony didn’t move to defrock him until 2004, a decade after the archdiocese lost track of him.

“He is a fugitive from justice,” Mahony wrote to the Vatican’s Cardinal Joseph Ratzinger, who is now Pope Benedict XVI. “A check of the Social Security index discloses no report of his demise, so presumably he is alive somewhere.”….

Mahony was out of town but issued a statement Monday apologizing for his mistakes and saying he had been “naive” about the lasting impacts of abuse….

The apology stands in contrast to letters Mahony was writing to accused priests more than two decades ago.

In 1987, he wrote to the Rev. Michael Wempe — who would ultimately admit to abusing 13 boys — while the priest was undergoing in-patient therapy at a New Mexico treatment center.

“Each of you there at Jemez Springs is very much in my prayers and I call you to mind each day during my celebration of the Eucharist,” Mahony wrote to the priest, adding that he supported him in the experience….

When parents complained the Rev. Nicholas Aguilar Rivera molested in LA, church officials told the priest but waited two days to call police — allowing him to flee to Mexico, court papers allege. At least 26 children told police they were abused during his 10 months in Los Angeles. The now-defrocked priest is believed to be in Mexico and remains a fugitive….

The personnel files of 13 other clerics were attached to the motion to show a cover-up pattern, said attorney Anthony De Marco, who represents the 35-year-old plaintiff. In one instance, a memo to Mahony discusses sending a cleric to a therapist who also is an attorney so any incriminating evidence is protected from authorities by lawyer-client privilege. The exhibits offer a glimpse at some 30,000 pages to be made public as part of a record-setting $660 million settlement. The archdiocese agreed to give the files to more than 500 victims of priest abuse in 2007, but a lawyer for about 30 of the priests fought to keep records sealed. A judge recently ordered the church to release them without blacking out the names of church higher-ups after The Associated Press and the Los Angeles Times intervened….

Abuse During Childhood Linked to Adult-Onset Asthma in African-American Women

Dec. 7, 2012 – According to a new study from the Slone Epidemiology Center (SEC) at Boston University, African-American women who reported suffering abuse before age 11 had a greater likelihood of adult-onset asthma compared to women whose childhood and adolescence were free of abuse.

The study, which is published online in the Journal of Allergy and Clinical Immunology, was led by Patricia Coogan, DSc, senior epidemiologist at SEC and associate professor of epidemiology at the Boston University School of Public Health.

This study followed 28,456 African-American women, all of whom are participants in the Black Women’s Health Study, between 1995-2011. They completed health questionnaires and provided information on physical and sexual abuse during childhood up to age 11 and adolescence, ages 12-18.

The results indicate that the incidence of adult-onset asthma was increased by more than 20 percent among women who had been abused during childhood. The evidence was stronger for physical abuse than for sexual abuse. There was little indication, however, that abuse during adolescence was associated with the risk of adult-onset asthma….

GEORGETOWN, Del. — A Superior Court judge approved a $123 million class-action settlement related to the child sexual abuse committed by former Lewes, Del., pediatrician Earl Bradley.

Under the Monday settlement’s terms, the money would be put into a pool for victims, similar to the system used for victims in priest sex-abuse cases.

A mediator will evaluate each claim and separate them into different categories based on the severity of abuse. A settlement amount then will be assigned to each category and all approved for that category will be paid.

“The approval of this class-action settlement marks the end of litigation arising from Dr. Bradley’s 15-year reign of terror and abuse in Sussex County,” Superior Court Judge Joseph R. Slights III wrote in his 56-page decision….

Historic child abuse investigation will now cost £19m, Assembly told

Costs for an inquiry into historical institutional child abuse in Northern Ireland could reach £19m, the Assembly has been told.

Ulster Unionist MLA Mike Nesbitt, who chairs Stormont’s OFMDFM committee, said MLAs had been informed in September that predicted costs had doubled from initial estimates.

The Strangford MLA added: “On the estimated costs of the inquiry the committee sought clarification from the department whether the figures in the financial and explanatory memorandum of between £7.5m and £9m remained accurate.

“Officials advised the committee that the estimated costs had been revised upwards — doubled in fact to £15-19m to take into account the complexities of the inquiry and the associated legal costs.”….

Initially, the inquiry was to look at cases between 1945 and 1995, but MLAs have since agreed to extend it back to 1922.

The probe comes after the Ryan Report uncovered decades of endemic abuse in some religious institutions in the Republic of Ireland.

Rochdale child abuse case: exploited girls faced ‘absolute disrespect’

MPs question why the NHS crisis team that was praised for raising the alarm about sexual abuse in Rochdale has suffered job cuts

It was a simple yet powerful piece of evidence. Asked what lay behind the failures in Rochdale over sexual exploitation of teenage girls, Sara Rowbotham, co-ordinator of the local NHS crisis intervention team, paused before answering. “It was about attitudes towards teenagers,” she told the home affairs select committee earlier this month. “It was absolute disrespect that vulnerable young people did not have a voice. They were overlooked. They were discriminated against. They were treated appallingly by protective services.”

Since nine men were jailed in May for “sharing” five girls, plying them with fast food, drink and drugs so they could use them for sex, a picture has emerged of missed opportunities to help young girls being exploited – based on a mistaken belief they were simply “making their own choices”. The NHS team has emerged as one of the few services that got it right. But staff numbers on the team, which offers one-to-one sexual health advice to vulnerable teenagers, have been cut from 10 to seven over the past three years.

A Guardian investigation this year found the crisis intervention team made more than 100 referrals about girls it thought were either being sexually exploited, or at risk of it, to Rochdale borough council social services and Greater Manchester police between 2004 and the end of 2010. A report published in September by the local safeguarding children board (SCB) was damning of the “poor response” of Rochdale’s children’s social care department. It also praised the crisis intervention team’s ability to understand that girls were victims of abuse, rather than consenting young adults. Its work, Rowbotham told the select committee, had helped secure the recent convictions, because the victims’ evidence was corroborated by the service’s case notes….

As many as 45 children a day are at risk of rape, violence and sexual exploitation at the hands of gangs who prey on their vulnerability, according to the biggest study of its kind carried out in England….

The inquiry’s interim report found that 2,409 children had been sexually exploited in a 14-month period form August 2010 to October 2011, but the real figure was likely to be “far greater” because of lack of data and confusion in reporting sexual exploitation. As many as 16,500 children were identified as being at “high risk” of sexual exploitation – displaying three or more warning signs including running away from home, drug or alcohol misuse and criminality.

Teegan, a white British girl, told report authors she had been sexually exploited from the age of 12. After being groomed she was taken to “parties” across England in nice houses, sometimes mansions, where men could choose which girls they wanted to have sex with from a book with photographs and ages of all of the girls available. Teegan thought she cost around £500 a hour, and said in some cases one girl could be hired for a group of men over an evening. If Teegan refused, she would be beaten and her family threatened. After the abuse, she took several overdoses, was placed in secure accommodation, and self-harmed – sometimes on a daily basis. She said she was too scared to make a formal complaint.

Marina, 16, and her 14-year-old sister were sexually exploited after being groomed by white British shop owners in return for alcohol and cigarettes. Marina also had a “boyfriend” in his late 30s, of North African origin, who would pass her around his friends for sex. She told the report that she was driven to “parties” where she would be raped by multiple men before being dropped off at home.

In another case, when Sahida, a 17-year-old British Pakistani girl, said a family member had sexually abused her she was threatened with a forced marriage. After the threats she began spending time with older Asian males, and was moved to multiple locations by them. She is now pregnant and has been physically assaulted by her family as a punishment.

Children living in residential care are particularly at risk of sexual exploitation, according to the report. A specialist sexual exploitation service told the report that a particular home was repeatedly targeted by groomers, and that new girls coming into the home were likely to be sexually exploited….

Over the last 30 years, allegations of ritual child sexual abuse have emerged from child protection cases and legal proceedings and from adults and children in psychotherapy. These allegations have been met with disbelief from many practitioners and academics. Children and adults disclosing ritual abuse continue to present in a range of circumstances and recent substantiations of ritual abuse allegations call for a grounded analysis of their claims. This paper is based on qualitative interviews with 16 adults who described experiencing ritual abuse in childhood. They described the ways in which sexually abusive groups generated shared rationales of religious or mythological justifications for organised abuse. Participants were forced to internalise these rationales in degrading and dehumanising ordeals, whereupon they became active in facilitating their own abuse and/or the abuse of others. Ritual abuse can therefore be conceptualised as a device or strategy that enjoins the participation of victims in organised abuse whilst simultaneously accomplishing exculpation for perpetrators.

“The evidence base for ritual abuse is complex, including successful convictions in child sex prosecutions where ritual abuse was alleged, and a range of studies documenting long-term and serious psychological harm amongst children and adults disclosing organised and ritual abuse (for a summary, see Noblitt and Perskin, 2000, chapter 6). In recent years, ritual abuse has been substantiated in criminal investigations in North America (for newspaper reports, see Gyan, 2010; Lemoine, 2008a, 2008b), the UK and Europe (de Bruxelles, 2011; Kelly, 1998), and it has been documented in African and European child trafficking networks (International Organization of Migration, 2001). A recent resurgence in publications on ritual abuse highlights that adults and children are continuing to disclose ritual abuse in a variety of settings (Epstein et al., 2011; Noblitt and Perskin-Noblitt, 2008; Sachs and Galton,  2008; Sarson and MacDonald, 2008).”

“Conclusion
This analysis of survivors’ accounts of ritual abuse has shown how rituals serve as legitimising practices within organised abuse. In participants’ accounts, abusive groups utilised ritual practices to generate a private discourse about the righteous domination of abusive men over women and children, a discourse often marked with references to the ‘natural’ or ‘supernatural’ order. In this context, ritualistic practices were not simply a deviant form of religious activity, but rather they served to imbue organised abuse with metaphysical or religious overtones, thereby recasting sexual abuse as a masculine right, even a duty, rather than as a practice of control and power. The internal and private discourses of abusive groups, with their copious mentions of Satan, magical powers and eternal damnation, may appear jarringly naive and even garish to those unfamiliar with the abusive contexts in which they have arisen. However, for victims of ritual abuse, they invoke a metaphysical order in which they are required to submit to further abuse and torture. Within traumatic rituals in which they were forced into contact with a range of taboo substances, participants’ views of themselves ultimately came to accord with the view of their abusers. In accordance with the mythos of the abusive group, they came  to view themselves as polluted and contaminated vessels whose lot was to endure ongoing abuse and violence at the hands of men who claimed a natural or supernatural mandate to do so.”

Lawyer alleges church cover-up as late as 2005

The senior lawyer who reviewed the Catholic Church’s Towards Healing protocols says the church was still covering up sexual abuse as late as 2005.

Professor Patrick Parkinson was cited by Cardinal George Pell as the man who had reviewed the church’s protocols on two occasions and had given them his tick of approval.

But Professor Parkinson has told Lateline he has withdrawn his support for the protocol because the church failed to take action over clergy who do not comply.

He alleges a church cover-up as late as 2005 put children at risk.

And he says the church behaviour alleged by New South Wales Detective Chief Inspector Peter Fox and Victorian police amounts to “organised criminality”.

Responding to the announcement of a royal commission into institutionalised child sexual abuse, Cardinal Pell drew on the authority of Professor Parkinson.

“We follow the Towards Healing procedures here in Sydney. They were set in place in early 1997. They have been twice reviewed by Professor Parkinson, one of the leading authorities in the area,” Cardinal Pell said.

“Since 1997 one of the significant protocols that’s in place is, [it's] completely prohibited to shift priests who have been charged, to shift them around.

“If and where that has been done, that is against the protocols.”

Professor Parkinson was involved in regularly reviewing the Towards Healing protocol up until 2009.

He says he no longer supports the document, or the church body that it established to investigate any failures.

“My disagreement with the Catholic Church has been that I have challenged them over failures to comply with the letter and spirit of the protocols,” he said.

“As a matter of integrity I could no longer support the National Committee of Professional Standards while there was a gap between their rhetoric and their actions.”
